By NEIL HARTSTEIN NEWS-PRESS STAFF WRITER Day Four ended in the search for a missing hiker from Ventura without finding him. But officials said search-andrescue teams were continuing their efforts through nightfall Wednesday with the help of search dogs and nighttime drones. “There are no new developments,” Cmdr. Erik Raney of the Santa Barbara County Sheriff’s Office told the News-Press. “We continued searching in the identifiable areas of probability” where Tim Sgrignoli, 29, might be found. Volunteer search-and-rescue teams from Santa Barbara, Ventura, San Luis Obispo, Los Angeles and Orange counties, along with K-9 live scent and cadaver search dogs, helicopters and drones, have participated in the search for Mr. Sgrignoli, who’s been missing since Sunday from a trail near the Gaviota peak.“Today was pretty hot so the use of K-9s was limited and sporadic,” heAboutsaid. 35 personnel participated Wednesday, along with a few dogs. But more, fresher dogs were expected to be brought in Wednesday night to continue the search, which has been hampered by the excessive heat and rugged terrain around Trespass Trail near Gaviota peak, said Cmdr. Raney, North County Operations Division commander with the sheriff’s office. Mr. Sgrignoli, an experienced hiker and outdoorsman, left his girlfriend near the Trespass Trail Sunday afternoon after she succumbed to the triple-digit heat. He gave her his water and cellphone and told her to call 9-1-1 if there were any problems while he left to find their car below so he could summon supplies and help. He has not been seen since. A Santa Barbara County Fire Department helicopter hoisted his girlfriend to safety and took her to Station 38, where she was treated for mild heat exhaustion. Her name has not been released because rescue personnel treated her for medical purposes.Butshe and Mr. Sgrignoli’s family, along with their friends, have been at the scene daily, providing support for the search-and-rescue volunteers. “They’ve been very supportive,” Cmdr. Raney said. “We are in close contact with them. It’s been a great collaborative effort.” He said Mr. Sgrignoli might have taken a shortcut back to the car and gotten lost, or suffered heat exhaustion, too, or fallen and injuredAlthoughhimself.he’sbeen missing for four days without water, Cmdr. The operators that issued rolling outages called them off shortly after it had begun. However, outages unrelated to the rolling blackouts left thousands of Californians without power Tuesday night due to the extreme heat. The state sent out an emergency notification to millions of Californians Tuesday evening, warning them to conserve energy immediately to avoid rolling blackouts.

Wednesday’s POWERBALL:
By MADISON HIRNEISEN CENTER SQUARE STAFF REPORTER (The Center Square) — California’s power grid operator blamed miscommunication with utility operators for some residents experiencing “unnecessary” rolling blackouts amid Tuesday night’s heat. Officials from the California Independent System Operator confirmed Wednesday that despite reaching record-level power demand, operators did not need to order rolling blackouts Tuesday evening. However, CAISO did confirm that a handful of utility operators moved ahead with rolling outages anyway, saying “miscommunication” led some providers to believe outages had been“Werequested.didnotneed, nor was it our intention to signal the need for rotating outages,” President and CEO of CAISO Elliot Mainzer told reporters Wednesday. “We’ll work with (utility operators) to make sure there is no miscommunication at allShortlytonight.”after 5 p.m. Tuesday, CAISO issued a level three Energy Emergency Alert, which warns utility providers to prepare to trigger rolling blackouts, though it does not officially order outages to begin. Some providers, including Palo Alto Utilities and Alameda Municipal Power, went ahead with initiating some rolling outages even though CAISO did not order rolling blackouts. The city of Healdsburg also announced on Facebook that it was directed by CAISO to begin rolling power outages but called them off shortly after 8 p.m. Tuesday. Healdsburg city officials could not be immediately reached for comment regarding the outages. Alameda Municipal Power released a statement Wednesday explaining that shortly after CAISO’s level three power emergency, the Northern California Power Agency instructed them to begin “load shedding operations.” As a result, about 1,400 customers were without power for an hour Tuesday evening. “In conjunction with NCPA working with the CAISO, we are working to clarify procedures to ensure unnecessary outages do not occur moving forward,” Alameda Municipal Power said in a NCPAstatement.isaconglomerate of 12 utility districts in Northern California. Palo Alto, Healdsburg and Alameda are member utilities. NCPA didn’t respond to a request for comment Wednesday.
“That significant response from California consumers to the Wireless Emergency Alert allowed us to restore our operating reserves and took us back from the edge of broader grid disturbance,” Mr. Mainzer toldCAISOreporters.issued a Flex Alert for the eighth consecutive day on Wednesday, urging residents to conserve energy between 4 p.m. and 9 p.m. to reduce stress on the grid. Mr. Mainzer said Wednesday’s peak demand forecast was projected to reach 51,243Highmegawatts.temperatures of over 100 are expected in many inland areas of the state through Friday, and officials are still asking Californians to be prepared to conserve energy to reduce the chance of outages.

The final project under way is the lower level staff area renovation. Over the last several decades, upgrades have focused on improvements to the public spaces in the library, but the staff area was in need of a renovation to reflect modern workflows and increased staff efficiencies. As part of this project, network equipment is also being relocated, and the internet cabling in the building is being upgraded. This work will allow the library to fully realize the improvements to the Wi-Fi network library staff implemented earlier in 2022, funded by a California State Library broadband grant. Because of the cabling upgrade and network equipment relocation, the self-check machines and automatic returns machine are both inoperable at this time, but the staff is working to facilitate the borrowing of materials.Additional closure dates for construction-related power outages and water shut-offs are possible, but there is not a final schedule of when those interruptions will occur. Updates will be posted on the library’s website, in the email newsletter and on social media as they are available.Formore information, visit sbplibrary.org.Alllibraryprograms are free and open to the public. email: mmcmahon@newspress. com

“Beyond the skyrocketing price of labor, only 23% of small business owners say they have fully recovered financially from the worst years of COVID, down 2% from July and down 20% from December 2021,” the report said. “This 23% recovery rate is the lowest the Alignable Research Center has seen in more than a year. Looking only at August revenue, 51% of all small businesses generated half or less of their pre-COVID monthly earnings, up 13% from 38% inButJuly.”the pandemic is not the only reason for the freeze.“Nearly half (49%) of those in a hiring freeze now said they were hiring earlier this year, but shifted gears due to economic factors, including general inflation, labor costs and fears of a recession,” the report said. This survey comes on the heels of a July Alignable report that found small businesses are considering shutting down in droves. The report found that 47% of small business owners “say their businesses are at risk of closing by fall 2022, unless economic conditions improve significantly.”“That’sup12 percentage points from last summer, when only 35% were concerned about economic issues forcing them to shut down,” Alignable said. “And SMBs in key industries face even bigger problems: 59% of retailers are at risk, along with 52% in construction, 51% in the automotive sector and 50% of restaurant owners.” Casey Harper works at The Center Square’s Washington, D.C., bureau.

By CASEY HARPER THE CENTER SQUARE SENIOR REPORTER (The Center Square) — The majority of Americans say inflation is causing them financial hardship, according to a new poll. By TOM GANTERT AND BRETT ROWLAND THE CENTER SQUARE (The Center Square) –BlackRock Inc., the selfproclaimed world’s largest investment manager, announced this year that it signed a memorandum of understanding to promote the growth of “gender lensTheinvesting.”term, which didn’t appear in newspapers until 2012, is described by one multi-national accounting firm as “investing in organizations that promote workplace equity ... or in organizations that offer products or services that improve the lives of women in a sustainable manner.”It’sthat type of what the political right refers to as “woke investing” known as ESG (environmental, social, and corporate governance) that has BlackRock and a handful of other investment managers on the radar of Republican politicians. With annual revenue of $19.3 billion, BlackRock was accused in 2021 media stories of flexing its economic might by demanding “corporate polluters” to explain how they meet BlackRock’s goal of net zero carbon dioxide emissions by 2050 or risk BlackRock divesting from those companies with its managed funds. Some states are now responding.TexasComptroller Glenn Hegar published a list of 10 financial companies that boycott energy companies.BlackRock was on his list. “The environmental, social and corporate governance (ESG) movement has produced an opaque and perverse system in which some financial companies no longer make decisions in the best interest of their shareholders or their clients, but instead use their financial clout to push a social and political agenda shrouded in secrecy,” Mr. Hegar said in a statement. Texas Attorney General Ken Paxton stated in a letter that BlackRock’s energy agenda may violate state laws across the country that are “requiring a sole focus on financial return.” “Our states will not idly stand for our pensioners’ retirements to be sacrificed for BlackRock’s climate agenda,” Mr. Paxton’s letter stated, which was signed by a total of 19 GOP state attorneys general.InAugust, Florida Gov. Ron DeSantis and the state Board of Administration passed a resolution that removed ESG from consideration when it comes to investing state funds. “Corporate power has increasingly been utilized to impose an ideological agenda on the American people through the perversion of financial investment priorities under the euphemistic banners of environmental, social, and corporate governance and diversity, inclusion, and equity,” Gov. DeSantis said in a statement.

— Small businesses are increasingly unwilling to hire because they can’t afford to take on new costs, according to a newly released survey. The small business network company Alignable released the survey Wednesday. It found that 63% report putting hiring on hold “because they can’t afford to add staff, and 10% of that group is laying off workers.”“Thisdecline is quite significant, as it’s 18 percentage points higher than it was in July (at just 45%),” the report adds. “Beyond that, the percentage reducing their staff jumped 6% to 10% this month from just 4% in July.” The poll queried 5,618 small business employers from Aug. 13 of this year through Sept. 6. The poll found a significant portion of small businesses have still not recovered from the pandemic-era shutdowns.

“While the Bears will seek no public funding for direct stadium structure construction, given the broad, long-term public benefits of this project, we look forward to partnering with the various governmental bodies to secure additional funding and assistance needed to support the feasibility of the remainder of the development,” the letter said. This week at the Arlington Heights village board meeting, Americans for Prosperity deputy state director Brian Costin introduced an ordinance that would ban public financing for the project. “Over and over again we’ve seen stadium deals and corporate welfare projects turn sour for taxpayers across Illinois,” Mr. Costin told the village board. Mr. Costin has used Bridgeview’s SeatGeek Stadium, which opened in 2006, as an example. The Village of Bridgeview issued $135 million in general obligation bonds for the construction of the facility. Bridgeview’s bond rating fell to junk status in 2017, and property taxes have since increased. By submitting petitions exceeding 1% of the registered voters in Arlington Heights, the village board will be required to consider and vote on the anticorporate welfare ordinance at the next village board meeting on Sept. 19. If passed by the village board, the anti-corporate welfare ordinance would “block stadium subsidies for the Chicago Bears, ban corporate welfare incentives and ensure all businesses in Arlington Heights are treated equally before the law.” Since the theannouncementBears’ofpurchasingrightstotheland, thecity of Chicago has introduced plans to renovate Soldier Field, the teams’ home since 1971. Mayor Lori Lightfoot has remained adamant the Bears should not leave town. “Those discussions are ongoing,” Mayor Lightfoot said. “They have some legal constraints at this moment about what they can do, but we’re going to keep making a case for them.”

Ida sel essly dedicated her life to her family and to the health, safety and education of the students in the Goleta Union School District. She loved teaching and started her career as an elementary school teacher in Goleta. Through dedicated hard work she became a reading specialist, Principal, Assistant Superintendent, and Superintendent of Schools for the Goleta Union school district. Her drive, dedication, and focus are role model behaviors for all young people and certainly for young women with dreams and aspirations of their own. Ida was so much more. She was a mother, homemaker, avid reader, world traveler, gourmet cook, and simply a natural leader who could get things done. Both Ida and Bruce loved our greater Santa Barbara community and they did much to support the arts and preserve the history in this area. Ida had a special love for opera and served as a board member for Opera Santa Barbara.

An avid bibliophile from an early age, she worked as a volunteer in the library at the elementary school where her sons were students and was active in the PTA. Esther’s love of reading continued for decades. In 1973 she opened Banbury Book Shop in Woodland Hills, which became known as a top-class independent bookstore where the employees read and were knowledgeable about the books that they were selling and the personalized attention paid to customers was without equal. — The Chicago Bears plan to meet with Arlington Heights officials today to discuss their ideas regarding a new stadium complex, but many want to know how much taxpayers will be on the hook for. The team purchased rights to buy the land at Arlington Park in September.Artistrenderings show a sweeping entertainment and residential district along with a domed stadium. Team officials said it would be one of the largest development projects in state history, creating 48,000 jobs and having a $9.4 billion economic impact to the region, though experts who have evaluated other NFL stadium projects are skeptical of teams’ and local economic development officials’ projections.Theteam indicated in an open letter that it is not asking for public money for the stadium itself, but may seek assistance for the surrounding district.

By GREG BISHOP THE CENTER SQUARE ASSOCIATE EDITOR (The Center Square) — Economy. Crime. Abortion. These are some of the issues rising to the surface in the final two months before Illinois’ November election. Voters can expect more political ads. The most recent ones in the race for Illinois governor seem to spell out the top issues before voters.ATV ad from People Who Play By The Rules PAC depicts Republican gubernatorial candidate Darren Bailey as an outsider of each party’s political establishment.“Likeyou,Bailey knows what hasn’t worked,” a narrator in the ad“Decadesaid. after decade of mismanagement in Springfield,” Mr. Bailey said in the ad. “Backto-back billionaire governors and where has that gotten us?” “High taxes, unemploymenthighand high crime rates,” the narrator says. “How much worse does it have to get before we give a practical problem solver a try?”
THE CENTER SQUARE REGIONAL EDITOR (The Center Square) — Ohio Secretary of State Frank LaRose turned over four people to Attorney General Dave Yost and county prosecutors for potential voter fraud charges in the 2020 general election, bringing the total to 15 in the last month. The four referred Wednesday come from partnerships with Iowa, Missouri, Nevada and Oregon, according to Mr. LaRose, who said the four people allegedly voted first in one state and then cast another ballot in Ohio. “Ohio has a zero-tolerance policy for voter fraud,” said Mr. LaRose. “It’s one person, one vote. That’s what Ohioans expect when they cast their ballot, and it’s what we will continue to deliver. Voter fraud is exceedingly rare in Ohio because the word is out – if you try to vote twice, we will catch you.” Mr. LaRose said state law makes the alleged second vote a criminal act. His office used data provided from other states to cross-match with voter history in Ohio. “As a result of this review at this time, my office identified four individuals who appear to have voted in Ohio after casting a ballot in a different state in the same election,” Mr. LaRose said in a letter to Attorney General Yost. As previously reported by The Center Square, 10 of the previous referrals were noncitizens who tried to register to vote but did not cast a ballot, and the 11th was a noncitizen who might have voted. Mr. LaRose’s office crossmatched voter rolls in the Statewide Voter Registration Database with a list of people who submitted documentation to the Bureau of Motor Vehicles two separate times. The state does not have a database of all noncitizens in Ohio, but BMV records when someone submits documentation saying the person is a not a citizen, Mr. LaRose said. The 11 people under investigation each gave documentation to the BMV that said they were not citizens on at least two occasions, Mr. LaRose said. They also each received two notices at the address that they are registered to vote that asked for them to cancel their voter registration or tell the secretary of state’s office they had.

LifePAGE B1 Managing Editor Dave dmason@newspress.comMason THURSDAY, SEPT. 8, 2022
Concerned about his suicidal mother, a British boy creates a list for her of things that make life worthwhile. That’s the premise behind “Every Brilliant Thing,” a drama/comedy performed by British comedian and actor Jonny Donahoe. Mr. Donahoe, 38, will perform the oneman show at 7 p.m. Sept. 23, 7:30 p.m. Sept. 24 and 3 p.m. Sept. 25 at the Center Stage Theater, upstairs at Paseo Nuevo in Santa Barbara. The show is being presented during Suicide Awareness Month. And proceeds will benefit New Beginnings, a nonprofit that provides counseling and housing assistance services to homeless and low-income individuals and families in Santa Barbara County. Mr. Donahoe described the plot of “Every Brilliant Thing” Wednesday morning during a phone interview from his home in Glasgow, Scotland. “A little boy is told by his dad this his mum cannot think of anything worth living for, which is the reason she keeps trying to take her life,” Mr. Donahoe told the News-Press, adding that the play doesn’t discuss the mother’s mental health diagnosis. “He tries to create a list of things worth living for and gives it to her. “He continues to write the list for the rest of his life,” Mr. Donahoe said. “He meets someone, falls in love and goes to the university. You see him continue to write that list. “When he’s 7 or 8 years old, the list says ‘ice cream,’ ‘water fights’ and ‘staying up past your bedtime,’ ” Mr. Donahoe said. “As he gets older, the list changes greatly. “I just think the trick to the storytelling is to be completely in the moment with the audience, rather than try to convince them that I’m a particular age,” he said. “The character I play has no name. He’s called the Narrator,” Mr. Donahoe said. “There’s an everyman in the person.”Theplay was written by Duncan McMillian with Mr. Donahoe’s contirbutions, and it’s based on a story that Mr. McMillian wrote. Director George Perrin persuaded Mr. McMillian to bring the story to the stage, and Mr. Donahoe has been performing “Every Brilliant Thing” since the show began in 2014. Others around the world have performed the one-person show as well. Mr. Donahoe explained that Mr. McMillian has encouraged whoever’s performing “Every Brilliant Thing” to adapt it for his or her audience. “There’s a wonderful performance by a woman who performed it in Spanish in Harlem,” Mr. Donahoe said. “They changed a lot of things in a beautiful way to represent the culture.“It’sreally important that the it’s not gendered, and it doesn’t have to be someone who looks like me or thinks like me,” Mr. Donahoe said. Mr. Donahoe said he loves “Every Brilliant Thing” and has performed it more than 400 times on several continents. He explained the reasons for the play’s popularity.
“I think it’s the fact that it’s so open and honest about mental health,” he said. “When we started doing the show in 2014, there didn’t seem to be many shows talking about mental health. It was taboo to talk about it. “When we started, we lucked into the period when people were wanting to hear about mental health,” said Mr. Donahoe, who earned his bachelor’s in English and AngloSaxon in 2006 at Trinity College in Dublin, Ireland. “You need the world to be ready to hear it. “What makes this work is the central theatrical metaphor of the show that you cannot exist as an island, on your own, independent of everyone else,” Mr. Donahoe said. “You can’t survive your mental health problems without reaching out and talking to people. “It has such a great simplicity at its core,” he said. “That’s the reason it’s universally appreciated.” Mr. Donahoe said he has seen people open up to him because of “Every Brilliant Thing.” “I’m not a therapist. I’m not a psychologist,” he said. “But I have received hundreds of letters and emails from people who shared their stories with me, and I’m proud to have received them. Essentially people have shared with me their experience. I hope the show gives them catharsis. “The show is very serious, but it’s also laugh-aloud funny from start to finish,” Mr. Donahoe said. “The show is about community and sharing through a lot of laughter. I think that is really important.” And Mr. Donahoe noted the production includes five
or six deeply improvised parts in which Mr. Donahoe recruits people from the audience to play key people in the character’s life, such as his father, partner or schoolteacher. Before recruiting them, Mr. Donahoe talks to the audience to see who would enjoy being on stage.Mr. Donahoe recalled recruiting a rabbi from an audience in a 2018 show in New York, which was filmed by HBO and streamed the following year. “It was a good version of the show,” said Mr. Donahoe, who has two daughters, 10 months and 4 years old, with his partner, British comedian Josie Long. “He (the rabbi) was so wholesome and wise, and it was such a pleasure performing with him.”

The Asian Pear season is under way, and Penryn Specialty Orchards has just returned to our Saturday Santa Barbara farmers’ market for the season with its incredibly high-quality fruit. With seven varieties of Asian pears under production, this Hosui was on full display this past weekend. It’s recognized by its golden-brown white speckled skin and rounded shape. Sweet and quite juicy with a rich flavor, it is an exceptional general eating fruit, whether out of hand as it comes, or sliced. It is also a nice addition tto salads, cheese platters, and it can also be poached, roasted or grilled. Price averages about $4 per pound.
With a flavor and texture somewhere between that of eggplant and asparagus, this summer and fall veggie can be purchased from Her Family Farm and Moua Family Farms at the Saturday Santa Barbara and Sunday Camino Real farmers’ markets weekly. Fresh okra possesses a pocket of seeds that exude sticky juices, which is perfect for thickening soups and stews or as addition to jambalayas andThisgumbos.week I prepared fried panko okra as the Fix of the Week, elsewhere on this page. Okra is an excellent source of dietary fiber and a host of essential vitamins and minerals, and it can be enjoyed both raw and cooked. Okra can be sliced and sauteed with fresh or dried chili peppers, and it pairs very well with seasonal tomatoes, adding a unique twist to pasta sauces and lasagnas. Price averages $6 per pound.

Pink Lady apples are one of my favorite local finds, available thanks to Fair Hills Farm at the Saturday Santa Barbara, Sunday Camino Real, and Tuesday Santa Barbara farmers’ markets.Recognized by the pink blush across their outer surface, this variety delivers the perfect balance of tangy and sweet. It is an excellent general eating apple, but it’s also wonderful in pies and other baked recipes. They make for a great afternoon snack with a little peanut butter, and they’re great when sliced over a mixed green salad. It’s also my apple of choice for homemade applesauce. Price averages about $3.75 per pound
He added he has seen the entire audience’s spirits lift during “Every Brilliant Thing.”“You might be tired. You might have had a hard day’s work,” Mr. Donahoe said. “You come in as individuals with a particular mood.” He said his favorite thing about live theater is watching an audience shift from being a set of different individuals with different thoughts into one group experiencing a story together. “Hopefully, you see people soften and relax and open up. You can tell they’ve done that because they laugh.”
FRIED PANKO OKRA 1½ pounds okra, stem tops trimmed off. (You can leave the okra whole or cut it into half-inch seasonedrounds.)1cupflour.2-3eggs,beaten.2cupspankobreadcrumbs.1teaspoondriedoregano.1teaspoongarlicsaltorsalt.1teaspoondriedcumin.1teaspoonpaprika(smoked if available).Peanutoil, vegetable oil or sunflower oil. In three separate bowls; place flour in one, eggs in another, and toss together the breadcrumbs, oregano, salt, cumin and paprika in the third. Coat each piece of okra with flour, then egg, then the panko mixture. Repeat for each okra and place on a plate. In a wide pan, add enough oil to fully cover the bottom and turn to medium-high heat. Once the oil is hot, add the okra in a single layer in the pan. You will likely have to do a couple of rounds. Cook for about 2-3 minutes on each side, or until golden and crispy. Once done, transfer to a plate lined with a paper towel, season the top with a little additional salt and serve hot with your favorite dipping sauce. Yield: Serves 4. Pearl is a cat with a pearl of wisdom: Take time to do what makes your soul happy. The domestic longhair kitten follows that motto as she awaits adoption at Santa Barbara Humane.Pearlknows what makes her happy: long, luxurious naps. And when she’s awake, she enjoys many gentle pets on her head and chin.As you might suspect, she’s a mellow, sweet cat. But she’ll speak her mind about what she likes or doesn’t like. For example, she can be a little particular about how and when she is petted, and she would do best in a home without younger children, according to Santa Barbara Humane. To meet Pearl, make an appointment by going to www. sbhumane.org or calling 805964-4777. The shelter is open by appointment only from 9 a.m. to 5 p.m. daily at its campuses in Santa Maria and Goleta.
In addition to its adoptions, Santa Barbara Humane is known for its high-quality, affordable medical care and dog training.

Sam Edelman Fix of the Week Withflavortheand texture falling eggplantbetweensomewherethatofand asparagus, fresh okra is an item that I purchase any chance I get through the summer and fall seasons.Oneof the most unusual textural experiences you will encounter, okra is known for the natural sticky juices that are encased within the green torpedo-shaped pods. In addition to the green okra, there is also a beautiful purple variety that can also be found locally. Okra is best when harvested at its smaller, younger stage, yielding a much more tender texture that can be enjoyed in both raw and cooked preparations. A member of the mallow family, sharing the likes of cotton, hibiscus and cocoa, the sticky juice this fruit exudes is the result of a combination of dynamic chemical substances such as acetylated acidic polysaccharide and galacturonic acid. When roasted in the oven, or sliced and simmering in a pot, you can see these sticky juices in action as they seep out of the okra’s seed pockets. When placed in liquid, okra will assist in thickening any soup or stew, most notably being a key ingredient in a traditional Southern gumbo. In my home kitchen, okra is most regularly roasted in the oven in a single layer, after receiving a mild coating of olive oil and seasoned with garlic salt and pepper. After about 35 minutes in a 425-degree oven, it’s ready to enjoy as a simple side. Okra is also excellent when pickled, enjoyed in curry dishes, and a wide array of soups and stews. This week I prepared a simple fried okra dish that can be enjoyed as an appetizer or a side dish. It can be served with a roasted red pepper sauce or your favorite hummus.

CANCER: Realize that you might have to leave some things to chance today, because you probably aren’t going to be able to control all that you’d like to under the circumstances, Cancer. Although it may be comfortable for you to try to fit things into their perfect spots, you’ll find that this may not be the best way to conduct your business, especially on a day like this.
SCORPIO: It might feel like there’s a hole in your heart today, Scorpio, and you could have a hard time filling it. Remember that you’re the one responsible for making sure this void is taken care of. If you insist that someone else fill the gap, you’re setting yourself up for disappointment. Do something nice for yourself, and feel free to spend a little money to make yourself happy.
PISCES: There’s an adventurous side to today that you should latch onto. Try not to get weighed down by the little things in your life that don’t really matter much. Look at the big picture and understand the importance of having great breadth of vision. There’s a whole world to explore out there. So, Pisces, get going.
SAGITTARIUS: Issues regarding love and romance are at a climactic point right now, Sagittarius, and you could be rather combative. Your energy in this area may come in waves, and you’re likely to be so charged up about the situation that you feel like a time bomb ready to explode. Don’t destroy something wonderful by wanting a great deal more than you really need.
By FRANK STEWART Tribune Content Agency ARIES: Unexpected people and events are likely to crop up today just as you’re longing for adventure. Feel free to hop aboard a train to an unknown destination, Aries. It’s better to regret the things you’ve done than regret the things you haven’t done. Take this to heart as you plan your day. There’s no shortage of fun out there.

TAURUS: It’s extremely important that you not be too possessive today, especially when it comes to other people, Taurus. You have important relationships with the people around you, and you’ll find that in order to maintain them, it’s best to let those people live their lives the way they want.

CAPRICORN: Don’t expect a great deal of sensitivity from others when it comes to issues concerning love and beauty today, Capricorn. People are apt to be in their own little worlds. It may be hard for you to relate to them now. Trying to sway others to your point of view could be possible, but it may be quite difficult and not worth the effort.

THE CENTER SQUARE CONTRIBUTOR (The Center Square) — Texas Gov. Greg Abbott has pledged to use half of the state’s projected $27 billion surplus to reduce property taxes. Gov. Abbott made the pledge after conservatives called for the historic surplus to be used to provide property tax relief. “Texas is sitting on a record budget surplus of $27 billion...,” Gov. By BETHANY BLANKLEY THE CENTER SQUARE CONTRIBUTOR (The Center Square) — Production taxes paid by the Texas oil and natural gas industry topped $10 billion in fiscal 2022 – the highest amount the industry has paid in Texas history. The fiscal record was reported after the industry has broken records nearly every month this year in both the number of jobs added and the record amount of taxes paid. According to the most recent data published by the state comptroller’s office, production taxes paid by the oil and natural gas industry totaled $10.83 billion for fiscal 2022. Both oil and natural gas production taxes exceeded the annual revenue estimate prepared earlier this summer by the comptroller’s office. Oil production tax revenue was $6.36 billion, up 84.4% from fiscal 2021. Natural gas production tax revenue was $4.47 billion, up 185% from fiscal 2021. Both totals exceeded their projected estimates by over $134 million and $9 million, respectively. The industry paid 88% more in 2022 than it did during its previous highest year in 2014. The record amount of taxes paid by the oil and natural gas industry fund two key expenses: the Economic Stabilization Fund (Rainy Day Fund) and State Highway Fund. The Rainy Day Fund has been used to fund public K-12 and higher education needs, retired teachers and state police funds, in addition to other services in Texas. Within 90 days, the comptroller’s office says it will make two deposits of $3.64 billion into each fund as a direct result of the taxes paid by the Texas oil and gas industry. This is an increase of $1.46 billion deposited in each fund in November 2021. “Oil and natural gas activity continues to pay big dividends for all Texans,” Todd Staples, president of the Texas Oil & Gas Association, said. “With all the good news and records set at this level of funding, it is hard to focus on one category, but it truly is astounding to realize that a deposit of $3.64 billion will be made in both the ESF and SHF. Highway improvement is fundamental to continued driver safety and economic growth. “It is good to know that oil and natural gas companies are using their recent success to fund more research and development, lower emissions technology, and add jobs for more Texans. We need to continue policies at both the state and federal level that unleash American energy leadership and ensure this production occurs here at home so that we do not become dependent on foreign countries for our basic energy needs.” Production taxes are only one of many taxes the industry pays in addition to paying billions in property taxes on all assets, from producing minerals to pipelines to refineries and gas stations. The industry also pays billions in state and local sales taxes. The state’s franchise tax and gross receipts taxes imposed on natural gas utilities and pipelines also bring in millions to the state. Taxes remitted to the state based on July sales and received in August also broke records. Oil production taxes totaled $609 million in August, up 50% from August 2021. Natural gas production taxes totaled $525 million, up 144% from AugustComptroller2021. Glenn Hegar said the record amount of state sales tax revenue received in August of $3.77 billion “came from receipts remitted by the oil and gas mining sector, which were up by nearly 80 percent compared with a year ago.” August revenue totals outpaced the state’s most recent projection in its Certification Revenue Estimate by $841 million, Mr. Hegar said.“To put it into perspective, only five times since 1988 has the rate of growth in Texas’ All Funds tax collections exceeded the prior fiscal year by double digits – and those increases ranged from 10 to 13 percent,” he said.“This year’s rate of growth was almost double the previous high in that time. Over the last many months, economic growth and inflation have driven higher sales tax collections as demand remains strong and businesses and consumers continue to pay elevated prices for goods.”

By STEVE BITTENBENDER THE CENTER SQUARE CONTRIBUTOR (The Center Square) — New York’s agricultural community is calling on state Commissioner of Labor Roberta Reardon to reject a recommendation she received from the Farm Laborers Wage Board to reduce the overtime trigger for farm workers from 60 hours per week to 40. The three-person board voted late Monday afternoon in a split decision to present a plan to gradually reduce the threshold by four hours every two years, starting on Jan. 1, 2024. That means the 40-hour limit would not be in place until 2032. Ms. Reardon has 45 days to make her decision. The no vote on the Wage Board was Farm Bureau President David Fisher, who lamented that the “awkward process” of virtual meetings prevented him, former Buffalo Urban League President Brenda McDuffie and former New York State AFL-CIO President Denis Hughes from having substantial talks or even visiting a farm.Mr.Fisher also acknowledged the “cards were stacked against” the Farm Bureau’s stance. The 21-page report also pointed out that the average New York farm worker made $39,137. That’s less than half the average salary of $84,739 for New York workers across all private-sector businesses.Mr.Fisher rebutted that as an apples-to-oranges comparison because most farm workers are seasonal, working between four to eight months each year. Those workers also receive “unique benefits,” such as free housing, food from the farms, and transportation.“Thisreportpaints a picture of farm worker protections that is really not grounded in the truth,” heAccordingsaid. to the report, other states have taken similar measures to reduce the overtime threshold. In California, the 40hour requirement will be in place for all farm workers starting in 2025. Hawaii has a 40-hour limit but allows farmers to raise it to 48 hours for 20 weeks during the year.
