To bike or not to bike City aims to solve State Street biking issues By GRAYCE MCCORMICK NEWS-PRESS STAFF WRITER
As tensions grow between pedestrians and bicyclists on State Street, Santa Barbara city officials are working to create harmony between the two and find a safe, logical space for both on the promenade. As the spine of the bike lane network of the bicycle master plan, State Street provides a connection to many main streets and a destination full of shops, restaurants and activity. When the city closed off the street to cars in March, the overwhelming support of that decision was twofold — residents of Santa Barbara are now pushing for the closure to be permanent. According to Rob Dayton, the transportation planning and parking manager for the city, “The city is leaning into permanent closure.” However, on a street packed with parklets, outdoor operations and countless pedestrians, what does permanent closure mean for bicyclists? While some pedestrians on State Street have filed complaints about reckless biking practices, city officials said a bike ban is not likely. “We believe that bikes represent about half the activity over the course of the day,” Mr. Dayton told the News-Press. “There’s a constant flow of bikes that’s really steady. Pedestrians come and go, but if you want to keep the street active, bikes are probably going to play an important role.” In fact, the city is considering implementing a pilot program of a new electric bike share program, offered to the city for free by Trek Bikes. The program is three years long and bike docks will only be available on State Street and the waterfront initially. If the response is positive, the docks will expand into the city. This is one of the efforts to revitalize downtown Santa Barbara, which has always been a bike-friendly city. “What I’ve been telling people

For the past five months, Westerlay Orchids has been in a giving mood. The Carpinteria based floral company has been handing out orchids as part of its 100,000 Orchid Challenge for five months, and on Wednesday it delivered it’s final batch of orchids to Gardens on Hope, an 89-unit housing complex for the elderly in Santa Barbara. “It’s catching me a little bit in an emotional place, kind of unexpectedly,” Toine Overgaag, owner of Westerlay, told the NewsPress. “It was just another day on my calendar, but now that I am here, and I am recalling the beginning
of this of where we were and how that felt and to cap it off here locally at this assisted living facility that has just opened, and to be able to see and interact with the residents, it brings it back to how much connection and joy we brought to people in this. “It’s a very simple thing that we’re doing.” Residents at the housing complex walked through the lobby with smiles on their faces as they passed by the orchids. At the start of the challenge, Westerlay delivered orchids to frontline workers. The Jewish New Year begins Friday, also known as Rosh Hashanah. This marks the High Holy Days, or the 10 days bookended by Rosh Hashanah and Yom Kippur. This year, Congregation B’nai B’rith had to be creative when planning the celebration. “We are a house of gathering that’s not able to gather anymore,” Rabbi Steve Cohen said, noting that synagogue means “house of gathering.” “So we’ve had to learn how to be a house of gathering by using every resource at our disposal.” He hopes that the community feel is not lost because members can’t physically congregate. The staff has been trying to stay in touch with members through phone calls and gift baskets. “During a situation like this, it has really brought up a spirit of volunteerism and a desire to work together, to stay strong together,” Rabbi Cohen said. “And to particularly reach out to members that are isolated, living alone or at risk for COVID.” A staff of volunteers
assembled over 600 gift bags and delivered them by hand. Inside, members will find Shabbat candles, prayer booklets, honey sticks and apples for a sweet new year. One of the biggest hurdles was finding a safe way to have the choir perform. Choir members recorded themselves individually and are using software to combine the voices. For an in-person experience, Rabbi Cohen and Assistant Rabbi David Brenner will take appointments for individuals and families to have prayer and reflection time in front of the ark, which holds the Torah scrolls. There will be online services at 7:30 p.m. Friday and 10:30 a.m. Saturday for Rosh Hashanah. Then, the congregation will hold a Kol Nidre (which means “all vows”) service at 7:30 p.m. Sept. 27. The celebration for Yom Kippur (or the Day of Atonement) is planned for 10:30 a.m. Sept. 28. Santa Barbara residents can expect cooler and less smokey conditions this weekend. Transport winds from a lowpressure system arriving Friday in Northern California are expected to blow away smoke from the ongoing West Coast wildfires. Much of Santa Barbara’s current smoke cover at 6,000 feet has already passed on, but there are still pockets of ground
level and near-ground level smoke. Due to these pockets scattered throughout the county, the county’s Air Pollution Control District has designated today’s air quality the same as on Wednesday, unhealthy for sensitive groups, said Lyz Hoffman, district spokeswoman. Now boarding: flight to hilarity ‘Airplane!’ continues to take off on amazon.com

ven before “Airplane!” (1980) started filming, star Robert Hays had reason to laugh. Actually, many reasons to laugh. The actor found humor on every page of the script, which was complete with puns, sight gags and hilarious lines. “There’s actually some funny stuff in there, isn’t there?” Mr. Hays, the Agoura Hills actor who starred as fighter pilot Ted Striker, told the News-Press in 2015. “Airplane!” and “Airplane II: The Sequel” (1982) are among the classic comedies streaming at amazon.com. “Airplane!” was based on a serious 1957 disaster film, “Zero Hour!” It was about a World War II fighter pilot who must land a jet after the pilots get food poisoning. Brothers Jerry and David Zucker co-wrote and co-directed the movie with Jim Abrahams. “ ‘Zero Hour!’ was the exact style of movie we wanted to make fun of. This was a very hard hitting story,” Jerry Zucker told the News-Press in 2015. (Mr. Zucker and Mr. Hays did interviews to promote a Santa Barbara “Airplane!” screening that benefitted Santa Barbara Hillel, a Jewish nonprofit that serves UCSB students.) Mr. Zucker said constant danger is actually helpful to a comedy, and “Zero Danger!” had plenty of tension. And he and his fellow filmmakers realized the value of getting dramatic actors to deliver funny lines with a straight face. So they hired Peter Graves, known for playing Jim Phelps on “Mission Impossible” (1966 to 1973 on CBS), to play Capt. Clarence

Helping Ted to land the plane is Robert Stack, star of “The Untouchables” (1959-63 on ABC). Mr. Stack reprised his persona as tough Prohibition agent Elliott Ness to play Capt. Hays juggle during the dancing. Mr. Zucker said the filmmakers couldn’t write enough lines for the scenes in which Ted Striker bores his fellow passengers to death. No worries, Mr. Hays made up stunningly dull dialogue. “We always kidded Bob that boring dialogue was never difficult for him,” Mr. Zucker said, but added he loved how Mr. Hays kept his character funny and believable. And Mr. Hays praised Ms. Hagerty, who played Elaine. “There’s no one I can imagine doing as good a job as Julie. She was so perfect for that. Fresh peanuts These are quite different than those in-the-shell peanuts that are tossed your way at a baseball game. Possessing a cream colored skin and white nut (technically a seed) and encased in a pink skin, these peanuts have been freshly dug from the ground. Delivering a tender crunch, a mild peanut flavor and underlying sweetness, they are a nice protein-packed treat. They’re njoyed both raw out of the shell or over a salad, but they’re also nice when warmed. This week I added my fresh peanuts to an Asian inspired stir-fry, the Fix of the Week. Something you will likely not encounter anywhere else, these fresh peanuts are available from both the Her Family Farm and Moua Family Farm and the Saturday Santa Barbara and Sunday Goleta markets respectively. The peanuts are out of the ground, cleaned and brought straight to the farmers market. The price is $5 per pound.

Autumn royal grapes Possessing such a deep purple pigment they almost appear black in color, this variety of table grape delivers a richly sweet muscat flavor. Very juicy, they have a somewhat oval physique. Brimming with antioxidants due to the dark pigment, this variety is a great general eating grape, and it is also nice in a fruit salad. Larger than most of its counterparts, this seedless variety is a California native. The grapes are currently available from several of our local growers at all weekly Santa Barbara certified farmers’ markets. The price averages $3 per pound.
Popular in Italy, as well as with many local chefs and food enthusiasts, this onion is recognized by its saucer-like appearance. Delivering a very devolved flavor, the onions tend to be sweeter than many other onion varieties. They are a common choice for balsamic glazed onions and are also excellent when roasted whole until creamy and tender. You can add them to a soup or drizzle them with olive oil and grill. Grown locally by John Givens Farm, these onions are available at the weekly Saturday Santa Barbara, Sunday Goleta, Tuesday Santa Barbara and Thursday Carpinteria farmers’ markets. Certified organic, the onions are sold at $4 per pound. You can serve these peanuts over steamed rice, cooked soba noodles or all on their own. Fresh Peanut Stir-Fry 4 tablespoons sesame oil 1 medium sweet potato, cleaned and cut into half inch pieces ½ pound fresh peanuts, pods discarded 2 Chinese eggplants, cut in half lengthwise and cut into half-inch pieces 1 bunch Chinese long beans, ends trimmed, cut into 1-inch pieces ½ pound Italian frying peppers, topped and seeds shaken out as much as possible (can also just leave whole and eat them off them stem after cooked) 2 tablespoons soy sauce 2 tablespoons sweet chili sauce 1 cup loose Thai basil leaves, can chop but I usually leave whole In a wok or large sauté pan, turn to high heat and add 2

resh peanuts — a member of the bean and pea family and commonly known as a nitrogen-fixing legume crop — grow in quite a different fashion than most of their counterparts. Unlike fresh green beans and crisp sweet sugar snap peas that are developed above ground and emerge from the petite flowers, fresh peanuts come from a network of roots below the soil. Unearthed this time of year as a fresh product, the outer shells have yet to fully cure, and the edible seeds within this crop deliver a crunchy, yet slightly moist, finish. Texturally reminiscent to that of fresh coconut, these fresh peanuts are a rare find that are only available for a limited window this time of year. The flavor of fresh peanuts is much milder than those which have been roasted and/or salted, or even raw but have had time to fully cure. Enjoyed when tossed in a salad, in steamed rice or in an Asian style pasta dish, fresh peanuts can be consumed right out of the shell, or slightly warmed in an array of dishes. This week I incorporated my fresh peanuts into a stir-fry, with all ingredients sourced from the Her Family Farm at the Saturday Santa Barbara farmers’ market. Chinese long beans, elongated

Continue to cook for about 5-6 minutes, tossing regularly. Then add soy sauce and sweet chili sauce and toss well. Cook until all ingredients reach desired tenderness. Turn off heat, toss in basil and serve. Yield: Serves 2.

The California Department of Water Resources (Department) operates facilities which store, transport and deliver water to urban and agricultural water agencies throughout the State. Since 1960, the Department has approved, planned and constructed a system of water storage and transportation and power generation facilities (the Project). Currently, Project water is conveyed across the Sacramento-San Joaquin Delta through the natural channels of the Delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over the past 150 years. In recent years, the Department has undertaken to develop a comprehensive plan for the effective delivery of Project water across the Delta. The Department is currently undertaking environmental review and related planning and design activities regarding potential new Delta conveyance facilities. The facilities under review would transport water from new intake points on the Sacramento River at the northern edge of the Delta through an underground tunnel running below the natural waterways of the Delta to export facilities at the southern edge of the Delta. Separately, the Department has established a proposed revenue bond financing to finance the cost and expense of the environmental review, planning, engineering and design, and if and when appropriate, the acquisition and construction of Delta water conveyance facilities. On August 6, 2020, the Department adopted bond resolutions authorizing the issuance of revenue bonds for those purposes. Under the bond resolutions, bonds for construction cannot be issued unless specific conditions precedent are satisfied, which include regulatory and statutory requirements regarding the physical and environmental aspects of approving, constructing, and operating Delta conveyance facilities. On August 6, 2020, the Department filed a validation action to confirm the legal validity of the Departmentâ&#x20AC;&#x2122;s proposed bond financing. Laguna Blanca continues construction of Center for Science and Innovation SANTA BARBARA — Laguna Blanca, a private school with campuses in Hope Ranch and Montecito, is renovating current science classrooms as well as adding onto the building to advance its STEM courses. Science department chair Staci Richard hopes the new facilities will allow her students to better collaborate with UCSB and expand research opportunities, she says in a promotional video on the school’s website. Technology, like 3D printers, will allow engineering and robotics students to innovate in a maker-lab-like space. The renovation started in late May and still has a lot of work left. Constance Riel was born in 1922 in Northampton, Massachusetts. She was one of two children, but her father was one of 16, so Constance was surrounded by lots of aunts and uncles and cousins. Sundays were always a large family event after early Mass, with family and relatives gathering for Sunday meal. She spoke French before she learned English, and attended a bilingual French/English school in Massachusetts.
Constance attended Business College in Massachusetts and she worked for Springfield Armory and as a switchboard operator. After she and her husband moved to California and they raised their three children, Constance returned to college and received a degree in Art. She loved to paint, and also enjoyed the art of making etchings, working with darkroom photography, throwing pottery (especially miniature pottery), and she was a prolific writer of poetry, winning several ribbons for her writings at the Santa Barbara County Fair. Melissa Cunningham, the executive director of the Coalition for Sustainable Transportation, said COAST has been advocating for years to get cars off of State Street, and she’s optimistic of finding a way to make it easy and convenient for bikers and pedestrians. “There’s been a lot of negative commentary in the social media world, so we’re trying to emphasize that we can take other measures like painting a track down the middle or more signage to help keep bikes in one area,” she told the News-Press. “Over 50% of the people on State Street come by bike. If you took the bikes away, you’d have a much quieter place.” City Council member Meagan Harmon echoed the possibility for all to use and enjoy the promenade. “It is very important to me that the State Street corridor reflects our whole community and, in my opinion, cyclists are an integral part of such an inclusive vision,” she said. “I’m confident that we can develop a plan that celebrates our whole community, whether one prefers to walk or to ride on State Street.”

College basketball to tip off on Nov. 25 The NCAA Division 1 Council voted on Wednesday to start the 2020-21 men’s and women’s college basketball seasons on Nov. 25. The original starting date of Nov. 10 was scuttled because of the COVID-19 pandemic. UCSB director of athletics John McCutcheon said he plans to meet with men’s basketball coach Joe Pasternack and women’s coach Bonnie Henrickson to discuss scheduling and other issues. Both teams began outdoor conditioning on Monday. The NCAA Council also announced that no exhibitions or scrimmages will be allowed before Nov. 25. Constance was very active in the organization called the Catholic Daughters of the Americas. She served as acting Regent of the local court two times, and has been a member for 50+ years. Constance passed peacefully after a long battle with Parkinson’s Disease. She was a very loving, caring mother, wife, daughter, grandmother, and a friend to all. She is survived by her three children, 7 grandchildren, and 5 great-grandchildren. Due to Covid-19, a Celebration of Constance’s life will be held at a later date. Constance met her husband at a USO club while attending one of the events with her friends. He was a sailor during WWII, and would attend the USO dances with his friends when they were on leave. Constance married her husband, and after raising two children, they moved to California (with Raytheon) in 1959, with a third child on the way. They were married for 63+ years. Her husband passed away in 2014.
