Newsom signs bill creating council to set standards for fast food industry

The preliminary hearing for a pair of alleged North County cannabis operators charged with the illegal cultivation and sale of marijuana has been continued to next month, prosecutors said. The preliminary hearing for defendants Eli Christopher Sheiman and Mariette Wingard, doing business as Herbal Angels, had been set to resume on Aug. 30, but was continued at that time to Oct. 12, prosecutors said. The case against them, filed in March 2020, had been halted midway because of the Covid 19 pandemic.Thepair were co-owners and operators of an alleged illegal pot-growing operation at 2761 Cebada Canyon Road west of Buellton, where sheriff’s investigators seized and destroyed some 3,000 pounds of dried and frozen cannabis products.Mr.Sheiman, 47, has been charged with felony perjury for declaring as true that which he knew to be false, for stating in an affidavit that he had engaged in legal non-conforming cannabis cultivation for growing medical marijuana.Healsohas been charged with procuring a false instrument for record, a felony, pertaining to his alleged false affidavit.

A third count alleges that Mr. Sheiman and Ms. Wingard, 41, cultivated cannabis plants in violation of the health and safety code, a misdemeanor, for unlawfully planting, cultivating, harvesting, drying and processing more than six living cannabis plants. The fourth and final count against both defendants is for unlawfully possessing marijuana for sale, a misdemeanor. The defendants have pleaded not guilty to the charges filed against them.The case against them stems from a December 2019 raid by the Sheriff’s Cannabis Compliance Team, in which they purportedly destroyed 3,000 pounds of dried and frozen cannabis products. The complaint against them was one of dozens filed by District Attorney Joyce Dudley’s office against cannabis operators since 2018, when the Board of Supervisors approved an ordinance that opened the door to the legal marijuana industry in Santa Barbara County. Defense attorneys contend the ordinance was confusing, complex and full of loopholes.

MARIPOSA REINA – County firefighters rescued a 45-year-old woman Monday from a slip and fall on the beach near Highway 101 and Mariposa Reina, officials said.The incident was reported Monday afternoon. A helicopter hoisted the woman from the beach and took her to an ambulance, which transported her to the hospital with moderate injuries.

The court order, however, did not condemn the seizure itself. “The Court agrees with the Government that, at least based on the record to date, there has not been a compelling showing of callous disregard for the Plaintiff’s constitutional rights,” Judge Cannon wrote.Ensuring that the former president’s rights are not violated is what created the need for a special master.Judge Cannon noted that the federal government admitted it seized some “(p)ersonal effects without evidentiary value” and “upwards of 500 pages of material potentially subject to attorney-client privilege.”“Plaintiff faces an unquantifiable potential harm by way of improper disclosure of sensitive information to the public,” Judge Cannon wrote. “Further, Plaintiff is at risk of suffering injury from the Government’s retention and potential use of privilege materials in the course of a process that, thus far, has been closed off to Plaintiff and that has raised at least some concerns as to its efficacy, even if inadvertently so.” The special master review does not mean that all the seized material will qualify as privileged or irrelevant,“Plaintiffhowever.ultimately may not be entitled to return of much of the seized property or to prevail on his anticipated claims of privilege. That inquiry remains for another day,” Judge Cannon wrote. “For now, the circumstances surrounding the seizure in this case and the associated need for adequate procedural safeguards are sufficiently compelling to at least get Plaintiff past the courthouse doors.” The special master has the responsibility to determine whether some of the documents are personal records or presidential records, and whether some personal items have evidentiary value for an investigation.

Judge Cannon’s ruling was focused on the investigational procedure, rather than speculating on the evidence in the case. “A commitment to the appearance of fairness is critical, now more than ever,” Judge Cannon wrote. “The investigation and treatment of a president is of unique interest to the general public, and the country is served best by an orderly process that promotes the interest and perception of fairness.”

– As the nation pays tribute to the American workers’ contributions and achievements on Labor Day, economists with the Federal Reserve Bank of St. Louis say the labor market and the economy are at a Williamcrossroads.M.Rodgers III, the vice president and director of the St. Louis Fed’s Institute for Economic Equity, analyzed how unemployment, job vacancies, inflation and the possibility of a recession will affect the American worker in two recent blog posts. “Even though the economy is cooling off, the labor market remains strong, especially for vulnerable workers,” Mr. Rodgers wrote. “To date, employment among vulnerable workers has not fallen, but it could as the number of job openings contracts. Fears are growing that the economy is already in or moving toward a recession.”AsMr.Rodgers looked back on the year since last Labor Day, the labor market continued to recover from the COVID-19 recession. However, inflation – at the highest levels in 40 years – is reducing wage gains resulting from high numbers of job openings and low unemployment.Openingspeaked at 11.9 million in March and decreased to 11.2 million in July, according to Fed research. Rodgers believes fewer job openings could lead to higher unemployment among vulnerable

Under the Newsom Administration, California has made important strides to support workers and advance workplace safety. Last year, the Governor signed legislation to protect welfare workers from unsafe production quotas and nation-leading legislation to end exploitative piece-rate compensation for garment industry workers. The governor also signed a measure directing Cal/OSHA to create an advisory committee to recommend state policies to protect domestic workers and a bill to ensure that workers with disabilities are paid a fair wage. – A Florida district judge has granted former President Donald Trump’s request for a “special master” to review the materials seized by the FBI from his Mar-a-Lago home. The master, a third party chosen by Mr. Trump’s legal team, and the FBI, will ensure that irrelevant or potentially privileged documents will not be seen by the federal government’s legal team that is investigating Trump. U.S. District Court Judge Aileen Cannon said in a court order Monday that she was “mindful of the need to ensure at least the appearance of fairness and integrity under the extraordinary circumstances presented” in the case. The court also temporarily enjoined the government from using the materials until the special master completes their review. By September 9, Mr. Trump’s legal team and the federal government must submit a joint filing with a list of proposed special master candidates and an outline of their duties and limitations. The seizure concerns potentially classified documents in Trump’s possession. When Mr. Trump transferred 15 boxes of records to the National Archives and Records Administration in January 2021, officials told the Department of Justice that some items had classified markings on them. NARA transferred the boxes to the FBI on May 18, 2022. On May 11, a week prior to the transfer, the DOJ obtained a subpoena to seize documents “bearing classification markings” from Mr. Trump’s residence. On June 2, Mr. Trump requested the FBI pick up the documents the next day. When FBI agents visited Mar-a-Lago to get the documents, the government contends that they found “multiple sources of evidence” indicating that not all potentially classified documents were turned over to them. On August 5, the government applied for a search warrant and, on August 8, the FBI raided Trump’s residence. To ensure that privileged records are not turned over to the federal government’s investigative team, the special master will review the seized materials.

‘Highest demand ever’: California could break record for energy demand this week

STAFF WRITER Topics to be considered at today’s Goleta City Council meeting include National Preparedness Month, Website REfresh and a Pavement Management Program update. The meeting starts at 5:30Thisp.m.is the first council meeting with new City Manager Robert Nisbet. The meeting can be attended both in-person and virtually by community members.TheCity Council is expected to proclaim September as National Preparedness Month in Goleta. National Preparedness Month is held every September and its purpose is to encourage everyone to be prepared for emergencies. This month provides a reminder to take simple steps to prepare for emergencies, including creating an emergency supply kit, putting together a family disaster plan and being informed about the types of incidents that can occur in our community. The council will receive a presentation and provide input on a project to refresh and update the City of Goleta website. Due to rapidly changing technology, municipal websites typically need to be updated every five years or so. The City’s website was last updated in May 2015, so is overdue for a refresh. Using a credit with current website vendor Granicus, city staff began working on a refresh to improve the website. Staff presented the development website to the Public Engagement Commission (PEC) at its June 15 meeting and received input. Community members were also invited to take a survey to provide their input. The City Council will receive an update on the City’s Pavement Management Program and consider a Professional Design Services Agreement with Pavement Engineering, Inc. (PEI). The city owns and maintains approximately 85 centerline miles of roadways. The city of Goleta’s paved roadway surface, typically asphalt concrete, has a replacement value of $288 million, making just the pavement itself the most valuable asset the city owns. To maintain this asset, the city uses a Pavement Management Program (PMP). The PMP consists of tracking the condition of the pavement and based on the condition, developing periodic pavement maintenance activities and projects. Pavement maintenance ranges from pothole repair and crack sealing, slurry seals, overlays and reconstructions. On Aug. 16, the City Council authorized the awarding of construction for the 2022-2023 Pavement Rehabilitation Project. Public Works staff is proposing an agreement with PEI that includes the design of the next three fiscal years of Pavement Rehabilitation Projects and the development of the next three-year street section priority list. By MADISON HIRNEISEN THE CENTER SQUARE (The Center Square) – As California moves into the most extreme part of the ongoing heat wave, grid operators warned Monday that the state could see record-breaking energy demands comeGridTuesday.operators are anticipating that the state could break the previous energy demand high set in 2006 – 50,270 megawatts – on Tuesday. Current forecasts indicate that demand could spike to 51,145 megawatts Tuesday, with Wednesday’s forecast expected to reach 50,002 megawatts, according to a System Conditions Bulletin released Monday. “Right now the forecast for Tuesday would be, if it materialized, above the highest demand ever seen in California, which was back in July of 2006,” Elliot Mainzer, president and CEO of the California Independent System Operator, said Monday. “We’re going to try to do everything we can with all of our partners to bend that demand curve well below that and give us that margin of safety before we get into significant grid disturbances, but it’s going to take all of us to really lean in here today and tomorrow in particular.” With temperatures stretching up to 115 degrees in inland areas and temperatures in the 80s and 90s closer to the coast on Monday and Tuesday, officials are urging Californians to step up energy conservation efforts to avoid power outages. Cal ISO issued an Energy Emergency Alert 1 from 5 p.m. to 9 p.m. on Monday, which indicates that “energy deficiencies are expected.” The alert also directs market participants to “offer supplemental energy and ancillary service bids,” according to Cal ISO. Mr. Mainzer said rolling blackouts and outages “are a possibility,” emphasizing the importance of increasing energy conservation efforts. Since last Wednesday and throughout Labor Day Weekend, Cal ISO has issued a series of Flex Alerts to urge residents to take energy conservation measures between 4 p.m. and 9 p.m. when demand is at its highest. Those efforts include turning thermostats up to 78 degrees, turning off unnecessary lights, and avoiding using large electric appliances.OnMonday, officials issued a sixth consecutive Flex Alert, asking residents to conserve energy between 4 p.m. and 10 p.m. to avoid blackouts. Flex Alerts could be issued this week as much of the West is experiencing excessive heat, according to the system conditions bulletin.

GAVIOTA – Rescue workers continued their search Monday for the missing hiker boyfriend who went to find water and help for his hiker girlfriend Sunday after she suffered mild heat exhaustion. The search for Tim Sgrignoli, 29, of Ventura, will now be handled through the Santa Barbara County Sheriff’s Office. Approximately 60 rescuers and multiple search dogs worked to find Mr. Sgrignoli in the Trespass Trail/Gaviota area during the day Monday. They also used drones in collaboration with helicopters. A passerby reported Sunday seeing someone who might have been the missing boyfriend walking southbound on northbound Highway 101 near Refugio.ASanta Barbara County helicopter rescued the female and brought her to Station 38. Mr. Sgrignoli was described as wearing khaki shorts but no shirt.

UCSB 20, UCSD 17 Santa Barbara got out to a back-and-forth start in its second game of the day against the host Tritons (1-3). Sam Nangle and Logan Sutter answered the first two UCSD goals, and Adam Gyenis scored twice within 70 seconds to give UCSB its first lead of the game, 3-2 at the 2:45 mark of the opening period. The Gauchos led 5-4 after one and would again outscore the Tritons by a goal in the second quarter to go into halftime leading 9-7. In the third, the Gauchos scored four goals for the third straight period to carry a 13-11 lead into the final frame.Nangle – who found the net in all four quarters in regulation –opened the scoring in the fourth and Ryan Matarangas capped a 3-0 run to put UCSB up 15-11 with 4:40 to go. The Tritons found some late magic though, as Vedran Latkovic scored three times in the final two minutes to send the game into overtime. The UCSB men’s soccer team continued its second half scoring trend on Sunday at No. 24 Loyola Marymount, coming back from a 1-0 deficit with two goals in the final 28 minutes to defeat the Lions 2-1. The Gauchos improve to 2-1-1 with the win, while LMU drops to the same record after being handed its first loss of 2022. The Lions doubled UCSB in shots in the first half 12-6, but it was the Gauchos who got the first great chance to open the scoring. After earning a penalty in the 38th minute, forward Diran Bebekian’s attempt was stuffed by a great diving effort from LMU goalkeeper Mitchell Wilson. Both sides forced three saves before halftime and the scoreline would finally change several minutes into the second frame. This time, it was LMU that earned a penalty, and Noel Caliskan scored his second goal of the season in the 49th minute. Santa Barbara’s offense became more effective as the game wore on, as reflected by the visitors’ 10-7 shot advantage over the final 45 minutes. The Gauchos’ persistence would be rewarded in the form of a 63rd minute equalizer, when a low cross into the box deflected into the back of the net off a Loyola player.Asthe clock neared 80 minutes, the Gauchos would pull ahead for the first time. Making his first start of the year, midfielder Lucas Gonzalez was able to set up forward Finn Ballard McBride for the go-ahead goal, giving the two-time reigning Big West scoring leader his first of the young season. After making two saves early in the second half, junior goalkeeper Leroy Zeller didn’t see any more shots on target the rest of the way, and the Lions ran out of time as they searched for a tying goal.

After 90 minutes of play on this hot September day, the Gauchos finished on par with the Spartans as they concluded the game with their second tie of the season as each team scored twoAtgoals.thestart of the game, the Gauchos came out on fire. They took control of possession right from the start, keeping the ball in their offensive half of the field for the first 15 minutes. The free-market legal nonprofit sent a letter to the Arizona Attorney General’s Office asking it to investigate and stop this behavior.Arizona law bars school districts from spending district money or resources, including personnel, to influence election outcomes, the Goldwater Institute points out. This includes ballot initiatives and efforts to get questions onto the ballot.Yet, public school district employees are set to attend Arizona School Boards Association’s (ASBA) “Law Conference” scheduled for September 7-9. It will include programming put on by “Friends of the ASBA.” The organization opposes school choice and is using the conference to gather signatures on a petition to overturn the universal school choice reform via ballot referendum, Goldwater said. Pennsylvania’s Aging and Older Adult Services Act (House Bill 2779), sponsored by a trio of Democratic state representatives, would provide long-term services and support, establish a LongTerm Services and Supports Commission, LongTerm Services and Supports Council and LongTerm Services and Supports Trust Fund to be administered by the state’s Department of Human Services and financed by a new payroll tax. According to the current text of the Pennsylvania bill, “The initial premium rate shall be 0.58% of the individual’s wages” and payroll deductions would begin on Jan. 1.

The Kennewick School Board in Washington state unanimously voted to adopt a new set of curriculum guidelines on Aug. 24 that aim to restrict teachings on U.S. history and race. Kennewick School Board passed a new policy, known as Policy 2340, that would prohibit teachings that the U.S. is fundamentally or systemically racist or that a group of people is inherently racist, oppressed, or victims. The policy also seeks to bar politically leaning content from being included in course curricula, including the “1619 Project” and the “Zinn Education Project.” In reference to Policy 2340, Kennewick School Board member Gabe Galbraith said during the school board meeting, “Anytime in politics, there’s give and take. Could this have been stronger? I think so. But we had a great discussion in June and everyone was able to voice their concerns and thoughts, and I think we were able to capture that in this policy.” Rob Woodford, president of the Kennewick Education Association teacher union, argued critical race theory was never a part of the curriculum and that the policy would not change current teaching methods. “Educators in Kennewick have always done a great job presenting factual information to students in a professional manner, and that will continue to be the case regardless of incendiary – but, ultimately, unsubstantiated – issues, which tend to rise up and then fade away,” he said.

The New York Long Term Care Trust Act (Senate Bill 9082), sponsored by two Democratic state senators, would establish a state long-term care trust program to provide a public benefit available to all New York workers for long-term care services and support, financed by a payroll withholding tax. The current bill stipulates that the tax rate would be set by the state’s comptroller at “the lowest amount necessary to maintain the actuarial solvency” of the plan, with payroll deductions to begin two years after the law is enacted. Both bills appear modeled on Washington’s firstof-its-kind program, enacted in 2019, which will begin collecting a payroll tax of 0.58% to create a mandatory long-term-care plan for Washingtonians in July Health2023.policy expert Elizabeth Hovde of the Washington Policy Center wonders whether Pennsylvanians and New Yorkers know what they may be signing on for, given the difficulties Washington has had in implementing WA Cares. They appear to be trapping their state’s workers into the new tax better.”WACares has also been criticized as starting on unsound financial footing, which will eventually lead to insolvency. “Put another way, in today’s dollars, the program is expected to require an additional $15 billion of revenue to cover the next 75 years of benefits and expenses,” State Actuary Matt Smith wrote, according to a KUOW report. Pennsylvania legislators will be in session Sept. 12 through Nov. 16. Republicans hold a 28-21 majority over Democrats in the Senate with one independent and a 113-90 majority in the House. The Vaquero women’s volleyball team was without a good chunk of its roster once again hosting Pasadena and San Diego Mesa in the SBCC Quad Tournament on Saturday. In her response to the Citizens Clean Elections Commission, Ms. Hobbs’ campaign said the current secretary of state wouldn’t participate in something that will make Arizona “the butt of late-night TV jokes and national ridicule,” referring to the criticism the rowdy GOP primary debate garnered.“IntheGOP primary debate, instead of talking about how she plans to move our state forward, Kari Lake brought almost every single answer back to lies about an election that happened almost two years ago,” Ms. Hobbs campaign manager Nicole DeMont said in Friday’s letter. “In fact, she mentioned the 2020 election and the false conspiracies around it at least 12 times in the hour-long debate. Arizonans are tired of partisan conspiracies about the 2020 election. Voters want solutions and a governor with real plans to drive our state forward for everyone. Hobbs formally refuses to debate Lake in Arizona governor race

“Beast” is a good action movie that features a vicious, rogue lion, but it has something else: a solid story about a family dealing with grief. Most of all, the film has Idris Elba, one of the best actors in today’s cinema. Mr. Elba plays Dr. Nate Samuels, a physician and widower who takes his teenage daughters Norah (Leah Jefferies) and Meredith or “Mer” (Iyana Halley) to Africa, where they visit Nate’s friend Martin Battles (Sharlto Copley) and journey with Martin into the savanna. That’s the same savanna where poachers have killed all the members of a pride except for one lion, who’s out for revenge against any human he encounters. Unfortunately, Nate, Norah, Mer and Martin meet this lion, upTheclose.CGI work in “Beast” is convincing, and the encounters with the lion are compelling. But what works even better is director Baltasar Kormákur’s pacing and a story that doesn’t overuse the lion. The focus remains where it should, on a family that’sThereafraid.arebetter action movies than “Beast,” and the story isn’t entirely original. The film even acknowledges this with one character wearing a “Jurassic Park” T-shirt. But again, this film has something not in the “Jurassic Park” and “Jurassic World” movies. Although those movies featured a strong cast of their own (and are better movies than “Beast”), this movie has Idris Elba. So you should see “Beast,” not because of the lion, not because of the terror (which will require you to suspend disbelief at times). See it for Mr.ButElba.also see it for the performances of the actresses playing Nate’s teenage daughters. They make these kids compelling, and the chemistry among the three actors creates the most important element in this entire film. The lion is there for the plot, but the family is what gives “Beast” its meaning.Themovie shows the family coping with the loss of the kids’ mother/Nate’s wife, and there’s some character growth here that is often missing in many action films. No, “Beast” isn’t as good as “Jurassic Park,” but it stands on its own as an intriguing story about a family who finds a way to heal. And that’s where the true drama lies.

“Spider-Man: No Way Home” topped the box office when the 2020 Marvel film was re-released during a Labor Day weekend when countless people went to theaters because of $3 tickets. Saturday was National Cinema Day, and all movies, even IMAX films such as a re-release of the 1975 classic “Jaws,” cost $3 everywhere. That was enough to fill lobbies in theaters, which make their money on concessions. The combination of $3 movies and the re-release or continuation of popular films gave a boost, at least for one day, to a movie theater industry that is competing

I, for one, will never get the images out of my head. It changed us forever, but we still refuse to live in terror. Yes, the terrorists tried to destroy our way of life, to keep us from rebuilding and getting even stronger, and we refused. This is a nation whose pride and dignity will not go quietly into that good night.The way we pulled together after the attack was wonderful but not astounding. Americans have always rallied when the chips were down, and we’ve never folded.Now with their leader gone, the terrorists will have to regroup, and I am sure they will think about how we have not, and never will, give in to their threats. Our politicians can’t seem to get it together on any number of issues, but when it comes to protecting our families and country, everyone ends up on the same side of the Sept.aisle.11is a day of remembrance, official or not. Many memorials, services, and public events will take place across the country. I drove by one university last year that had nearly 3,000 American flags flying on the grounds, one for each victim of the attacks. It was a touching monument, if only temporary, to the loss we all shared.Ihave received a number of emails from groups who are trying to make the day “official,” and honestly I’m not really sure what that means. I understand that there are complications and red tape, but it doesn’t take an act of Congress to remind us — only a calendar. If you were alive, you will remember that day, and for those generations to come, we will not let you forget. But how we choose to do that should be left up to each of us. I think we must find our own way to acknowledge and mourn for our collective loss. Yes, life is different now—in some ways better, in others less so. If you need a reminder, just go to the airport. Still, it is important to know that the bad guys may have made our lives a little less convenient, but we are still proud to be ThereAmericans.isstillmuch to be learned from what happened ten years ago. And there is much to be remembered. I like to focus on how we came together, but it’s also important to let out the pain that the tragedy caused. Perhaps you will choose to attend a religious service or a public gathering. You could plant a tree or flowers in memory of those who died. Maybe you want to make a call to the people you were with at the time. Whatever you choose in this moment is the right thing to do.
