The Santa Barbara City Council will meet today and discuss submitting an application to the Central Coast Regional Water Quality Control Board seeking approval of proposed amendments to post-construction storm water requirements in the city’s storm water discharge permit. Urban storm water runoff is the single largest source of surface water pollution in Santa Barbara. The Federal Clean Water Act establishes the framework for regulating discharges of polluted urban runoff into creeks, wetlands and oceans. Under the regulation’s framework, cities that have separate municipal storm water systems, like Santa Barbara, must obtain a National Pollutant Discharge Elimination System storm water discharge permit, according to the staff report. The CCRWQCB issues the permits for the city, which is required to establish postconstruction storm water runoff management requirements for new development and redevelopment within the city.
The city requires development and redevelopment projects to include storm water best management practices to control runoff in compliance with the city’s permit. At the top of Elings Park overlooking the ocean, a small, vibrant structure suddenly appeared on Sept. 2, and will remain for viewers’ enjoyment through October. The “Camouflage House” is a sculpture created from powdercoated steel and salvaged acrylic, with brilliant multi-colored
pieces that form a little house for admirers to enter and exit at their leisure. The Manhattan-based artist, Tom Fruin, said this specific piece is a little more personal than his others as a UCSB graduate. The Camouflage House is part of a series Mr. Fruin calls the Icon series, where he finds overlooked infrastructural or architectural items and creates art with them. “I’m trying to find things maybe
so commonplace you don’t pay attention, like a smoke stack or a billboard or a water tower, and make them fantastic,” Mr. Fruin told the News-Press. “The viewer might have the experience of re-recognizing their familiar surroundings in a fresh, new way.” The internationally acclaimed artist graduated from UCSB in 1996 with an art degree, and he’s been making sculptures, artwork and holding gallery shows ever
since in New York. “I tend to just use whatever’s around -- cardboard, rocks, twigs. I was quilting together beer cans, coffee lids, drug bags, trash I would find on my daily walks,” he said. “Surprisingly, they turned out to be really aesthetically pleasing. In June, the Santa Barbara County Grand Jury issued a report titled “Cannabis” that was critical of the Santa Barbara County Board of Supervisors’ public process for its ordinance allowing local cannabis production. Today, the board will vote on a written response for its chair to sign and send to the presiding judge of the Santa Barbara Superior Court. According to the drafted response that the board will consider at today’s meeting, the Grand Jury report made 12 findings. Findings regarding the board’s public process include that the Board of Supervisors inadequately considered the impact of cannabis production on the health and safety of Santa Barbara County residents; created an ad hoc subcommittee on cannabis not open to the public that lacked transparency, and granted unfettered and undisclosed access to cannabis industry lobbyists during the creation of cannabis ordinances. The report also made findings that there is a conflict between cannabis production and traditional agriculture in Santa Barbara County, that the amount of cannabis production allowed under current ordinances is excessive and led to overconcentration, that the board’s unverified affidavit system doesn’t require proof of prior cannabis operations to establish eligibility to keep growing legal cannabis, that the affidavit system doesn’t require

The Santa Barbara County Public Health Department reported 29 new positive COVID-19 cases as of Monday, and no new deaths. This brings the total amount of cases reported in the county to 8,930, with 8,669 recovered cases, 151 still active and 110 deaths.
Santa Maria reported 10 new cases on Monday, and Santa Barbara reported six. The community of Orcutt reported three new positive COVID-19 cases. Lompoc and the Santa Ynez Valley each reported two new cases, but no new cases were reported from the federal prison in Lompoc. Goleta reported one new COVID-19 case, along with Isla Vista reporting one new case
and the Goleta Valley and Gaviota reporting one new case. The communities of Montecito, Summerland and Carpinteria and the unincorporated areas of Sisquoc, Casmalia, Garey, Cuyama, New Cuyama and Guadalupe did not report any new positive COVID-19 cases. email: gmccormick@newspress.com

W
hen Ann Wai-Yee Kwong arrived at UCSB for grad school, she knew the school hadn’t worked with a student like her in a long time. She’s blind and uses braille to understand graphs and charts in her classes. She was ushered into the disability lab in the library and found an old, defunct embosser. It couldn’t produce the graphs she needed, so the school purchased a new one. Her experience isn’t abnormal for blind or visually impaired (BVI) students. Only 16.2% of people who are visually impaired have a college degree, according to calculations made by the Cornell University Yang Tan Institute using the U.S. Census Bureau’s 2018 American Community Survey. By comparison, 33.4% of those without visual impairment have a college degree. It’s important to note that visual impairment has varying degrees of severity, blindness being the extreme. Miss Kwong works as a transition program specialist at LightHouse for the Blind
and Visually Impaired in San Francisco. She works to help students and adults integrate into the work environment. Lately, she’s been helping students adjust to distance learning. “Right now during these pretty interesting as well as trying times, it’s particularly prevalent for our younger students; they still really rely on the home environment and the family to support their education,” she said. Each time a new website is introduced, BVI students have to learn the layout of the screen and the function of the buttons. A tool called a screen reader gives an auditory reading of the page, but some websites aren’t compatible. She says Zoom, a software many teachers use to hold classes virtually, is pretty accessible with her screen readers. That is until the professor shares their screen with the students, which they often do. She wishes more instructors knew to explain the visuals. Many teachers like to point at things, without saying aloud what they’re pointing at. And BVI students have to guess what the rest of the class can see. Please see learning on A4

When Miss Kwong started doing research in college, she had to get a librarian to help her understand each research database. But students right now can’t sit down with their school librarians. She wonders how hard it would be if she had started college virtually. She learned a lot on campus that she now uses as a virtual student. Like, she learned to ask a
professor for the list of required materials five to six weeks before the class starts. She gets the list, takes it to the California Department of Rehabilitation to help her get a digital textbook compatible with her screen reader. Professors often add books, though, or create handouts closer to the class date, and it makes it hard for BVI students to get the materials in time. “I wish that whatever platform that a professor or a teacher is using, that it’s as universal
as universally designed and accessible as possible before they choose to use that platform. And I think that’s a big ask,” Miss Kwong said. “It’s often difficult if you are not familiar with disabilities and accommodations to know if it’s accessible.” She understands why teachers can struggle with accessibility, but wishes accommodations would be in place before a blind or visually impaired student steps on campus — or logs online. email: ahanshaw@newspress.com

I
The importance of simple routines and connections
just came in from watering the lawn by hand. We had an epic sprinkler breakage and had to shut off the system, but I had my hose and knew the garden needed to be watered, so with hose in one hand and a Yeti full of coffee in the other, I started what has become one of my new rituals. Such simple tasks provide a meditative moment and help to keep me grounded. Even though my heart wants to fly to Europe and walk the near-empty streets of Cannes right now, I can’t. None of us can, so we have to find other ways to be content. I can get into being a homebody, especially with the Internet, but I would prefer to do more. Routines, even boring ones, actually bring peace of mind, and who can’t use a little more of that right now? It’s harder to get back into good habits if you take too much time off. If you stop exercising or go off your diet for the summer (or the pandemic), you can lose what you’ve accomplished, as many of us have. Maybe it’s time to re-establish some old good habits and to develop some new ones. We used to go out a lot, and that has literally stopped. No restaurants, parties, or premieres. No gatherings of any kind. I am seeing clients only on the Internet (which has turned out so much better than I ever thought it would!). Adhering to the health recommendations means finding new things to fill our lives, but some old routines will also do nicely if we maintain them. If you’re used to working with a bunch of people and are now on your own, the sense of isolation can be especially hard. This is also true if you are alone with no family close by. This is another reason to be ready, willing, and able to
fill your days with things that fill you up as much as possible. It’s important to develop a system that feeds your mind and emotions and makes good use of your time. You are not going to have a suite in bliss city, but your life won’t fall apart either, not if you don’t let it. I know it can be hard to find the joy in the little things, but for those who have survived worse, a regular Saturday movie night at home can be seen as a luxury. Personally, I have gotten an audio interface and am going to do presentations on social media and maybe even some music. As long as you’re putting out positive energy, it’s not a waste of time, because you are helping others as well as yourself. We are all going to have to get creative as this plague keeps us socially distant. Maintaining your routines, keeping up a good diet, getting
some exercise daily, and having some meaningful activities as well as everyday tasks that keep you grounded will make this period much easier. It’s important to maintain human connection. Remember to reach out to others if you are alone, and folks, this is what social media was invented for (although we didn’t know about it at the time). For all the criticisms and problems, it is allowing us to stay connected in a way we could not have done without. Right now, those connections are worth their weight in gold. Royals hire Ghan-Gibson as baseball coach Wesley Ghan-Gibson, a former three-sport star at San Marcos High School, has been hired to succeed Jacob Pepper as the school’s new head varsity baseball coach. “Wes is a Royal through-and-through,”
athletic director Abe Jahadhmy said. “He started coming to San Marcos when he was in third grade. He was also a ball boy on the football team. “He is a natural leader with tremendous knowledge for baseball.” Ghan-Gibson, a 2014 graduate of San Marcos, starred as both a baseball shortstop, football quarterback and basketball power forward. Max Heidegger, whose stellar basketball career at UCSB was interrupted by a series of injuries, will begin playing again soon in one of the world’s top professional leagues. The 6-foot-3 guard has signed a multi-year contract with Maccabi Tel Aviv, an Israeli Premier League power which is set to open the EuroLeague season against Alba Berlin on Oct. 1. “This is one of the best situations in the world,” said Heidegger, who boarded a flight to Israel on Monday afternoon. “Other than the NBA, this is the highest level you can play at, and Maccabi Tel Aviv has a great and amazing tradition. “It is kind of a feeling of relief for me, with all that’s happened with COVID and my injuries. This is a great opportunity.” Heidegger, who ranks 15th on UCSB’s all-time scoring list with 1,347 points, is only the seventh Gaucho in history to make the All-Big West Conference first team more than once. He was a first-team pick as a sophomore in 2018 when he averaged 19.1 points per game — 10th-highest all-time at UCSB — while breaking a 31-year-old school record with 95 threepointers. His junior season was limited by a knee injury and two concussions, and he suffered another concussion early last season. He returned in time

Board to receive report evaluating County Public Defender’s Office bos

Though the Board of Supervisors’ written response agrees with the Grand Jury’s findings that the affidavit system doesn’t require proof of prior cannabis operations and that it doesn’t require proof of prior scope of acreage, it either wholly or partially disagrees with all other findings. While the board will implement
the report’s recommendation that it involve the County TreasurerTax Collector in creating future ordinances, it will not implement any of the other recommendations suggested by the Grand Jury. In other business, the board will receive a report evaluating the performance of the County Public Defender’s Office. According to the agenda item’s board letter, the report, carried out by KPMG, highlights eight recommendations for the department, which the Public Defender’s Office agrees with “in general.” These include implementing
a data-driven workload tracking process to determine case assignment, and increasing operational efficiency by realigning tasks to the appropriate staff level, among others. However, the board letter states that implementing some of these recommendations “may require additional resources, budget or interagency cooperation.” The board will also hear an appeal filed by Gaviota Coast Conservancy and the Coastal Ranches Conservancy for the approval of the Caltrans Gaviota
Culvert project. The project would replace an existing culvert off U.S. Highway 101 in the Canada del Barro drainage on the Gaviota Coast, which has excessive cracking, spalling and moderate scour in its inlet wall. According to the agenda item’s board letter, the board is recommended to deny the appeal for the project. He graduated in June with a degree in sociology and has been living in Malibu with his parents, Klaus and Jami, for the last three months. “I’ve been coming up here to work out with a couple of the guys like Amadou (Sow) and Ajare (Sanni), although their team has kind of gone into its own bubble now,” he said. “I do feel great — my ankle feels great, my body is great, and I feel great mentally, too. “I’m just excited to get going again, honestly.” He is unsure about the status of Maccabi Tel Aviv’s season, however. “They’ve been practicing already and I’ll be arriving a little late to the party, but they’ve also been on a nationwide lockdown for the last three

“Sig” passed away peacefully in his sleep at his home in Santa Barbara, California, on the evening of September 7, 2020. A retired Electrical Engineer, Sig was known as a family man, community volunteer and co-founder of Sikama International, Inc., which he and his son Kail started in the family’s garage in 1982. Everyone liked to ask Sig about how they chose the name Sikama, which sounds like it has Japanese origins but it does not. He would proudly inform them that the name resulted from a clever combination of two letters taken from each of the three names of Sig, Kail and Mariellen (his wife), or Si-Ka-Ma. Sig came from a strong Norwegian heritage of both parents but was actually born in Los Angeles, CA and thus had dual citizenship. His family moved back to Mandal in Norway in 1933 during the Great Depression in order to find an easier life with family relatives. He survived the Nazi occupation of Norway during WWII, and as a young lad got his start in radio operation and served in the Norwegian Merchant Marines as a radio officer. He eventually made his way back to the states where he later met and married Mariellen—the love of his life—in California, with his career advancing in the direction of the radio electronics industry. Later they settled in Santa Barbara and together raised 2 boys, Kail and Jarl, while Sig worked with various companies in the industry, eventually breaking out on his own with Kail. After enjoying the challenges of running a family business in the hybrid microelectronics industry for 32 years, serving as the President and CEO of Sikama, Sig officially retired in 2014 at the age of 88. Sig was also a Rotarian of 38 years and served on various Rotary, Elks, and Water boards throughout the community. He was a long time Ham Radio Operator and member of the local Amateur Radio Club. His grandsons have fond memories of their Grandpa Sig helping them build crystal radio sets and also how he magically transformed into being the perfect Santa Claus during Christmas time—when he volunteered to suit up in red and white with his dashing white hair and beard. Sig thoroughly enjoyed his family, participating in the Boy Scouts and the Seashells with his sons and later hosting many barbeques and pool parties not only for his local grandchildren, but visiting nieces and nephews from Norway with their families. He was immensely proud of starting a business with Kail and with Jarl becoming a ENT doctor with a successful medical practice back east. He went on to write a book he called “Sig” and dedicated it to Mariellen, in celebration of their life together and 60 years of marriage. Sig is preceded in death by Mariellen (2010). He is survived by his two sons Kail (Lori) Wathne and Dr. Jarl Wathne and grandsons Reese, Curtis and Garrett Wathne; and his brother Carl in Norway along with his many nieces and nephews and their children. Because of Covid-19, no memorial is planned at this time.
On Sunday, August 30, 2020, Verna May Turner, loving wife, mother and grandmother passed away at the age of 93. Verna was born on September 13, 1926 in Visalia, California, to Lawrence and Millie Hall. On May 30, 1947, she married Charles Maynard Turner and together they raised four children, Leland, Kay, Deborah and William. Verna had a passion for Christ and enjoyed opening her beautiful home to many Bible Studies over the years. She made many dear friends through these events and held those relationships very close to her heart. She had a beautiful laugh that we got to hear when she would try to tell a joke but could never quite get to the punchline without cracking up. She loved good friends, good conversations, and a strong cup of coffee. She will be missed dearly. Verna was preceded in death by her father, Lawrence, her mother, Millie, her brothers Richard and Bobby, her Sister Lorene, and her grandson Leland. She is survived by her four children, Leland Turner (Linda), Kay Condron (John), Deborah Glass (Richard), and William Turner, her sister Joyce Brock (Richard), thirteen grandchildren and sixteen great-grandchildren. A small graveside service was held on September 4, 2020, at the Goleta Cemetery. In lieu of flowers please consider a donation to the Serenity House in Verna Turner’s honor.
MERLO, Jimmie Joseph
Jimmie Joseph Merlo, died peacefully, August 23,2020 at Serenity Hose with his only child, Tiffany by his side. Jimmie was one of three children born to Peter Merlo and Isabell Greenwald Mendoza in Santa Barbara on May 31, 1945. He attended Washington Elementary School and La Cumbre Junior High School. After a brief residence in Santa Maria, Jimmie moved back to Santa Barbara. Jimmie worked for the Goleta Water District as an engineer for more than forty years. He loved to fish and hunt with friends Mike Robles and Mike Renesto. He was often called “Mayor” because he had so many friends and knew so many people. In a beautiful ceremony on September 12, 2020, his family honored his wishes and scattered his ashes at sea. Jimmie leaves to cherish his memory, his daughter, Tiffany, grandson, Chase Kamin and granddaughter, Isabell Kamin as well as many friends. Jimmie will be missed by all who knew and loved him.
