The Santa Barbara City Council voted Tuesday to enter into a 50year water supply agreement with the Montecito Water District. Under the terms, the city will deliver 1,430 acre-feet of water annually to the MWD. Both parties have been negotiating an agreement in connection with the 2017 restart of the city’s Charles E. Meyer desalination facility since plans to restart the facility began in 2015. The MWD approved the agreement during a special meeting last week. In 2019, city staff brought a term sheet to the city council and the Montecito board laying out the major elements of the agreement. It was approved by both groups, and the official agreement was approved unanimously, with council member Meagan Harmon absent. Tuesday’s pact was consistent with that term sheet, said Joshua Haggmark, water resource manager. “It took us longer than I thought to pull all the details together in there, but we were able to remain consistent with what city council and the Montecito board had approved,” Mr. Haggmark told the council. Core principles of the terms include an agreement that Santa Barbara will operate the facility and deliver the water and will share the cost with MWD without

Last spring, researchers discovered the second most distant quasar in the universe, opening up a new wave of questions surrounding black hole formation and the timeline of the creation of the universe. In a publication submitted June 24, 2020, the team of astronomers announced this discovery of a luminous quasar powered by a supermassive black hole twice as massive as the current quasar redshift record holder and about a billion times the mass of the sun. This giant’s scientific name is J1007+2115 at z = 7.515, but the researchers named it “Pōniuā’ena.” That’s a native Hawaiian name meaning “unseen spinning source of creation, surrounded with brilliance.” The scientists, one of whom teaches physics at UCSB, utilized telescopes at the W. M. Keck Observatory and Gemini Observatory

on Mauna Kea in Hawaii, some of the most expensive and powerful telescopes in the world. UCSB professor and cosmologist Joseph Hennawi coordinated and executed the observations in collaboration with the team, in a search he said has been ongoing for a decade. A quasar by definition is a galaxy. But the massive amount of light emitted from it is matter falling into a supermassive black hole. granting any ownership to the district. The agreement is also a “take or pay agreement,” meaning the district pays whether they need the water or not. The pricing reflects the full cost of financing and operating the plant, and does not include any subsidies. The agreement also protects Santa Barbara’s water supply. “We’re not giving away something that we currently need or can’t fill with additional expansion of the plant in the future,” said Mr. Haggmark. Emergency provisions were included to protect the city’s customers in case of a critical water emergency, such as infrastructure damage or a severe drought. “The city would be relieved of some deliveries, and what we would be doing is a ‘share the pain’ approach in which we would be basically sharing that water so that both of our communities are getting the same per capita water usage,” said Mr. Haggmark. The council authorized an $18.9 million increase in appropriations and estimated revenue in the city’s water capital fund, which is funded by a settlement of claims against Southern California Edison for losses sustained by the water utility from the Thomas Fire and Montecito debris flow. Carl Reiner could make just about anything funny. Even being bald. On “The Dick Van Dyke Show” (1961-66), Mr. Reiner was wonderfully temperamental as fictional TV star Alan Brady, whose toupee-wearing secret gets out in one episode thanks to a slip by Laura Petrie (Mary Tyler Moore). In the end, Alan forgives her as Mr. Reiner showed his knack for blending a hard exterior with a soft heart and comedy with a touch of drama. The Bronx native, who was born March 20, 1922, left the world his legacy as an actor who stood out on Sid Caesar’s “Your Shows of Shows” in TV’s golden age and later made a studio audience laugh on Montecito star Carol Burnett’s variety show. The initial lease for the Chuck’s and Endless Summer property is 10 years with four, five-year options to extend the term of the lease. Mr. Petersen is inheriting the existing lease with only the four, five-year options remaining, with an average seasonally adjusted base rent of $23,585 per month. Though Mr. Petersen plans to continue running Chuck’s and Endless Summer in line with its current operation for a time, the restaurant has upgrades planned for around the fall. According to the agenda, under Mr. Petersen’s business plan the second floor of the establishment will be converted into a traditional deli cafĂŠ focused on sandwiches, soups, and salads, with a gourmet grocery area selling wine, beer, and prepackaged foods. uadalupe Court, a new affordable housing unit for farmworkers and their families, will open this month at 4202 11th St. in Guadalupe. It is a project of Peoples’ Self-Help Housing, which is celebrating its 50th anniversary this year. “The 38 rentals include four one-bedroom units that are 597 square feet and rent for $1,003 to $1,338 a month; 22 two-bedroom units that are 787 square feet and rent for $803 to $1,606 and 12 three-bedroom units that are 1,025 square feet and rent for $928 to $1,857,” said John Fowler, president and CEO of PSHH. Continued from Page A1 brilliant director and a prolific writer. “I always loved it when he came on my show, knowing that we were in for a wonderful and laughfilled week,” she said. “In short, I adored him.” Mr. Reiner played a variety of characters and even sang on “The Carol Burnett Show” (1967-78). He dramatically showed his vocal chops as a store owner whose candy was stolen by young girls played by Ms. Burnett and guest star Melba Moore. Before “The Carol Burnett Show,” Mr. Reiner showed his talent for playing a straight man. He was the reporter who interviewed “Your Show of Shows” writer Mel Brooks, who portrayed the 2,000-Year Old Man in a famous comic routine. Mr. Reiner was also known for his double-talk in various languages as he played the sidekick to Mr. Caesar, who clowned around with accents. After “Your Show of Shows,” Mr. Reiner planned to create a sitcom starring himself. But after the pilot of “The Head of the Family” was filmed, something didn’t feel quite right to producer Sheldon Leonard. He told Mr. Reiner he should get another actor to play the character of a TV comedy writer. That led to Dick Van Dyke being cast as Rob Petrie, the head writer for “The Alan Brady Show,” and that’s how Mr. Reiner created “The Dick Van Dyke Show.”

Carl Reiner repeatedly demonstrated that comedy is the art of taking things very seriously — to hilarious proportions.

“I adored him,” said Montecito star Carol Burnett, who worked with Mr. Reiner on “The Carol Burnett Show.”

Mr. Reiner, who worked behind the scenes for “The Dick Van Dyke Show” as a producer and writer, appeared occasionally as Alan, who was hilarious when he was angry. Mr. Reiner repeatedly demonstrated that comedy is the art of taking things very seriously — to hilarious proportions. That certainly was true in “The Russians Are Coming, The Russians Are Coming!” (1966). He portrayed Walt Whittaker, who has to deal with Russians who arrive in a submarine and suddenly show up at his doorstep. In the 1970s and 1980s, Mr. Reiner focused on directing movies, including four starring longtime Santa Barbara actor Steve Martin (“The Jerk” in 1979, “Dead Men Don’t Wear Plaid” in 1982, “The Man with Two Brains” in 1983 and “All of Me” in 1984.)

Mr. Reiner went on to guest star in sitcoms such as “Mad About You” (1992-99), in which he reprised his Alan Brady character. And his commitment to his characters continued right up to his recurring role as the irrepressible Marty Pepper on the sitcom “Two and A Half Men” (2003 to 2015). Mr. Reiner also continued to grace the big screen. In the 2001 “Ocean’s Eleven” remake, Mr. Reiner resonated with a new generation of fans as Saul Bloom, an experienced thief/con artist who doesn’t tolerate fools. He reprised the role in sequels. James McCann was celebrating his first-time selection for baseball’s Midsummer Classic on this date last year. This summer, however, is just getting started for the Major League All-Star catcher from Dos Pueblos High School. “I guess you could say that I’m cautiously optimistic that we’re going to get this done,â€? said McCann, who is resuming workouts this week with the Chicago White Sox. McCann reported today with the team’s pitchers and catchers. The rest of the White Sox will begin workouts at Chicago’s Guaranteed Rate Field on Friday. The COVID-19 pandemic has delayed the start of the MLB season to either July 23 or 24 and shortened the schedule to just 60 games. “It’s not going to be what you drew up four months ago when we first reported to camp,â€? McCann said. “Usually you preach that it’s a marathon and that you can’t let one game, one outing, get you down. But it’s not a marathon anymore. “It’s a sprint. It’s a little bit more of, ‘Hey, you got to get out of the gate fast and you can’t let up.’ â€? McCann, who turned 30 on June 13, is in the prime of his career. He’s coming off the best of his five full seasons in the big leagues, batting .273 with 18 home runs and 60 runs batted in. He made his All-Star debut on July 9 in Cleveland, lining a single off Brandon Woodruff to trigger a two-run seventh inning in the American League’s 4-3 victory. The White Sox rewarded him during the offseason with a contract of $5.4 million — but it’s just for one year. “There’s really no good time in a career to lose a year,â€? McCann said. “For me, personally, I’m excited to get back out there and continue to show what I can do, especially heading into free agency in this next offseason.â€? He left Arizona when spring training was halted on March 11. He’s spent the last 15 weeks hunkering down at his home in Franklin, Tenn. — just south of Nashville — with wife Jessica and twin sons Christian and Kane, age 2½. “We’ve all been good, leaving the house only for essential stuff,â€? McCann said. “We’ve been pretty well quarantined up until now. “If there is a silver lining in all this, it’s that I’ve been able to be home with family. It’s going to be a transition for all of us now with my being gone.â€? Home actually was a good place to stay in shape. Former Chicago Cubs star Ben Zobrist, the most valuable player of the 2016 World Series, lives just down the road. “He’s got a barn at his place with a batting cage and pitching machine,â€? McCann said. “I was able to go there and hit and do my catching routine off the machine. “And when things opened up here about a month ago, several of us started getting together to play simulated games at a high school field. Jakob Matz, an 11-game winner for the New York Mets last year, is also in the group, as are relievers Rex Brothers and Van Winkler of the Chicago Cubs. Taking swings with McCann against that rotation were Philadelphia infielder Logan Forsythe and Pittsburgh catcher Jacob Stallings. “Jacob and I would switch off catching when the other one hit,� McCann said. “It’s a good group of guys. You could create a pretty good team just from the players living here around Nashville.� He’s earned enough credibility in big-league circles to earn selection as a players’ representative. Negotiating this summer’s return to the field, however, has been an eyeopening and often disappointing experience. “I never thought the economics would be the thing that kept us from playing,� he said. “I always thought the coronavirus would be the biggest opponent to our playing, but that wasn’t necessarily the case. “I understand that there are going to be issues. There’s a long history of that between the owners and the players, and that struggle isn’t going away anytime soon. “I just wish that at the forefront of what the public got to see was that the enemy we were all fighting was the virus — COVID-19 — and not the economics of our industry.� McCann, a 2008 graduate of Dos Pueblos High, remains in close touch with his parents, Jim and Carla, who still live in Goleta. “We FaceTime Mom once a day, if not every other day,� he said. “She called the other day when the boys were running around and said something like, ‘Just calling to see how you’re doing,’ but I knew better. “I told her, ‘You’re calling to see what the grandboys are doing.’ � McCann isn’t sure when or if his family will be able to join him in Chicago. Illinois, which is in phase 4 of its five-stage process of reopening, is allowing fan attendance up to 20% of capacity at sporting events. Chicago, however, hasn’t yet weighed in on the matter. The White Sox actually played a game with no spectators in Baltimore in 2015 after rioting had broken out near Camden Yards following the death of Freddie Gray while in police custody. “I’ve talked to several players who played in that game and they said it was really eerie,� McCann said. “They said you could hear conversations coming from the other dugout and echoes throughout the stadium. “The one thing I kept hearing consistently was that you don’t get the same type of adrenalin that you’re used to. The adrenalin you get from the fans helps make your body feel better when you’re dragging a bit. Not having that would be a real adjustment for guys.� Especially when your position is a grueling one such as catcher. McCann, however, will take baseball any way he can get it these days. ORDINANCE NO. 2020-01 Introduced by the Board of Directors ORDINANCE NO. 2020-01 AN ORDINANCE OF THE GOLETA WATER DISTRICT BOARD OF DIRECTORS AMENDING THE GOLETA WATER DISTRICT CODE BY AMENDING CHAPTER 6.24 BILLING STANDARDS AND PROCEDURES AND AMENDING APPENDIX A. WHEREAS, the Goleta Water District (“District�) is a County water district organized and existing under the laws of the State of California; and WHEREAS, pursuant to Section 6.24.020 of the Goleta Water District Code, the District imposes a fixed meter service charge and a billing unit commodity charge (collectively, the “Water Rates�) for water service; and WHEREAS, at the request of the District, Raftelis Financial Consultants Inc. (RFC) prepared a Water Rates and Cost of Service Study dated May 26, 2020 (RFC Rate Design Study) to propose Water Rates sufficient to permit the District to operate in a prudent manner and continue providing of quality water service to its customers including service during stages of drought: and WHEREAS, amendment of the District Code is needed to modify Water Rates. NOW THEREFORE BE IT FOUND, DETERMINED AND RESOLVED by the Board of Directors of the Goleta Water District as follows: Section 1: The Board of Directors of the District hereby makes the following findings: 1. On June 23, 2020 the Board of Directors held a full and fair public hearing on a proposed increase to the Water Rates and changes to the District Code. At the hearing, all interested persons had an opportunity to provide written testimony regarding the proposed Water Rates. 2. Notice of the June 23, 2020 hearing was mailed in the manner required by Article XIIID, Section 6 of the California Constitution and by the District’s adopted “Guidelines for the Submission and Tabulation of Protests� (the “Guidelines�). 3. The District accepted and caused the tabulation of written protests against the proposed Water Rates in the manner set forth in the Guidelines. Based upon the results of this tabulation, a majority protest against the proposed Water Rates does not exist. 4. Based on the information presented at the March 25, 2020, April 30, 2020, May 4, 2020, and June 23, 2020 hearings, including (but not limited to) the RFC Rate Design Study and written testimony and protests from members of the public, the Board of Directors determines that: A. Revenues derived from the proposed Water Rates are not expected to exceed the funds required to provide water service. B. Revenues derived from the proposed Water Rates may not be used for any purpose other than to provide water service. C. The amount of the Water Rates proposed for imposition upon any parcel or person as an incident of property ownership will not exceed the proportional cost of water service attributable to the parcel. D. Water Rates are imposed upon a parcel only where water service is actually used by, or immediately available to, the parcel. Section 2: Subsection 6.24.020(C), which allows for a separate Drought Surcharge, is hereby deleted from Chapter 6.24. See Section 1.04.020 of the Goleta Water District Code for definitions of Water Service Classifications used in the above table. Note that certain customers receive a special rate based on agreements with the District. Section 4: Where a water bill is based upon a meter reading period that contains dates both before and after the effective date, charges based on that meter reading period shall be prorated. For example, if a meter reading period includes 30 days total, and 10 of those days occur when a new rate is effective, then the charge shall be two-thirds of the old monthly rate plus one third of the new monthly rate. Section 5: This Ordinance does not affect any charge imposed by the District other than the charges set forth in Section 1 of Appendix A of the Goleta Water District Code. Section 6: If any subdivision, paragraph, sentence, clause, or phrase of this ordinance is, for any reason, held to be invalid or unenforceable by a court of competent jurisdiction, such invalidity or unenforceability shall not affect the validity or enforcement of the remaining portions of this Ordinance. It is the District’s express intent that each remaining portion would have been adopted despite the fact that one or more subdivisions, paragraphs, sentences, clauses, or phrases be declared invalid or unenforceable. Section 7: This ordinance shall become effective on July 1, 2020. Finding suggests quasars may not be that uncommon quasar

looked like 13 billion years ago in the time it took the light to travel to Earth, Perhaps more significantly than the redshift record holder, the scientists observed this quasar so far back in time that it begs the

question, was 700 million years enough time after the Big Bang for this to form? Professor Hennawi said he and his team don’t fully understand how it was formed so massive so early.

“If you met a 3-year-old who could suddenly play violin better than anybody else on the planet, you’d wonder, how is that possible? How could this person in just three years have learned so much?” he said.

“In this case, you find this very, very young, supermassive object, and it’s the same question,” he said. “How could it have grown to be so massive so quickly? The most plausible way out is to argue that you just started from a much bigger thing.” Finding a second quasar this far away suggests quasars aren’t so hard to find or uncommon, according to Professor Hennawi. These discoveries lead scientists closer to solving one of the biggest puzzles in cosmology: that of the “Epoch of Reionization.” This is the period where scientists believe stars, galaxies and black holes truly formed, currently theorized at 400 million years after the Big Bang. “I think in the next five to seven years, we’ll actually be able to scale things up to where we have hundreds of these things,” he said of quasars. “Then, with that kind of data, we’ll not only be able to essentially definitively say when this Reionization Epoch took place, but we’ll also have a lot more information on how these black holes could have grown so massively so early.” The cosmologist cited the Euclid Satellite and the James Webb Space Telescope as two items that will propel and revolutionize this research area, collecting what he calls “exquisite and unprecedented quality data on such objects.” In addition, Professor Hennawi said the physics department at UCSB is working on a way to make finding these objects in space easier and faster, using artificial intelligence, machine learning and computational mathematical techniques. SUAREZ, Lupe Age 85, passed away peacefully, surrounded by family. He is survived by his wife of 57 years, Geraldine (Gerrie) Suarez. His children, Sharon (Joe Pensabene), Jeffrey Suarez (Donna), Steven Suarez. His grandchildren, Maralee Pensabene, Jennifer Pensabene, Phillip Suarez, Robert Suarez, Angelina Ortega, Joseph Pensabene IV. Great grandchildren, Nicolas Ortiz, Serenity Suarez, Logan Glasco, Mackenzie Ortega, Evelynn Ortega, Alex Glasco, Paisley Ortega, Olivia Suarez, Gianni Pensabene, Joseph Pensabene V. Siblings: Margaret Harraman, Henry Suarez, Steven Suarez. He is preceded in death by siblings: James, Norma, Dickey, Clio. Lupe was born in Santa Barbara to Bounfilio Suarez and Helen Noga on July 11, 1934. He graduated from Santa Barbara High school in 1952. He was a Veteran of the United States Air Force from 1953 to 1957 and served in the Korean War. He married Geraldine Garner, a legal secretary from San Luis Obispo on December 13, 1962 in Santa Barbara. They were happily married for 57 years. He had a career as a men’s clothing retailer; A career that expanded over 40 years in Santa Barbara, Solvang and Las Vegas. Lupe was a devoted father and grandfather. He loved spending time with his family, his grandchildren, and great grandchildren. Besides being a great dancer, he enjoyed his pipe and brandy in the evening. He was a devout catholic and attended Queen of Angels and La Purisima.

BETKER, Carol James

Carol James Betker passed away in Santa Barbara, CA on Sunday June 21, 2020 after an extended illness. Carol was born to Carl and Marie Buffon Navaro in Cincinnati, OH on October 1st, 1934. She attended Withrow High School and the University of Cincinnati where she was a member of Tri Delta Sorority. In 1954 she married Jack Sidney James and they were relocated many times during Jack’s career with IBM. In 1970 Jack and Carol moved to Tulsa, Oklahoma where she was active in the Junior League, The American Heart Association, the Tulsa Opera and served as President of the Mental Heath Association of Tulsa. In 1984, Carol & Jack moved to Santa Barbara where she was active in the Music Academy of the West, served on the board of the Council on Alcoholism & Drug Abuse and served as President of the Braille Institute Auxiliary. Jack passed away in 1994. Carol married Theodore Christian Lund Betker in 1996 and lived a wonderful second life together until 2016 when Ted passed away. Carol was very grateful to spend her final years at Casa Dorinda in Montecito, CA surrounded by her many wonderful friends. Carol is survived by her children; Todd and his wife Marissa, their children: Teddy and Katy James Beecherl and her husband Edward. Jacquelyn Martin and her children, Megan and Abby. Ted’s children; Steven, Julie, Lucia, David, Michael and Peter. A celebration of life services will be held at Casa Dorinda sometime in the near future. Donations may be made to Casa Dorinda.
