They came from a variety of backgrounds, from recent college graduates to artists, from photographers to animal lovers, from recently married couples to solo travelers and many more. They each got on Conception for a different reason, whether it be scuba diving or watercolor painting, taking professional photos or celebrating a 42nd birthday, or simply studying water systems or a leisure vacation. While only a few of the victims were locals of the county,

residents of Santa Barbara still — and will always — feel connected to them as though they were family. One year ago today, 34 lives were lost in a tragic boat fire off the coast of Santa Cruz Island. Early Labor Day morning of Sept. 2, 2019, the 75-foot charter boat Conception burst into flames, claiming the lives of 33 passengers and one crew member. Five of the crew members survived. In honor of the victims and their families, the city of Santa Barbara Waterfront Department is holding a virtual

After losing $4.4 million during fiscal year 2019-20, the Santa Barbara County Sheriff’s Department is “trending on budget” for the current fiscal year. That was the message delivered to the Santa Barbara County Board of Supervisors Tuesday, as they unanimously adopted the FY 2019-20 budget. Undersheriff Solomon Linver did caution, however, that this could change when the Northern Branch Jail activates later this fiscal year. “We’re trending on budget, but then we’re going to see what North Branch Jail does to us,” he said. The $4.4 million loss, the largest among the county’s departments, is just 2.75% of the Sheriff’s Office $160 million budget. The loss represents a significant increase over last year’s $1.1 million deficit, which represented just 0.7% of the Sheriff’s Office $149.7 million budget. According to the report, the FY 2019-20 deficit was mainly caused by spending on overtime that wasn’t completely offset by salary savings from vacant positions. The Sheriff’s Office dedicated 35,000 hours, the equivalent of 17 full-time employees, to training officers. While a new recruit undergoes academy and on-thejob training, the recruit receives full pay and benefits but is not yet a “working asset” that can work free of supervision. On top of these costs, the 35,000 hours of training necessitated a backfill of

staff, demanding overtime. The supervisors unanimously voted to file a report on the fiscal status of fiscal year 2019-2020 during its Tuesday meeting. According to the report, the county ended FY 2019-20 with a net positive of $3.8 million in its general fund, less than the $8 million positive variance that ended the previous year. Overall, general revenues ended the year $6.5 million above budget, though this revenue was offset by deficits in certain departments. This variance is 2.3% on a $248.3 million adjusted budget, which is largely due to higher than budgeted current year secured property taxes, prior year unsecured property taxes, RDA distributions, interest income, and payment in lieu of taxes. General fund departments that ended the fiscal year with positive net variances due to salary savings or higher than anticipated revenues include: Probation, $815,000; Auditor-Controller, $700,000; and Treasurer-Tax Collector, with $607,000. While most departments ended balanced or slightly positive, some departments ended with negative variances. These include: Planning and Development, which lost $229,000, Community Services-Parks,$398,000, and the Sheriff’s Office, $4.4 million. The county’s special revenue funds are required to end the fiscal year balanced, but a couple departments had to address revenue shortfalls with their own fund balances. Please see BUDGET on A8

Salud Carbajal sponsored and introduced legislation to mandate additional regulations to secure the safety of individuals and property on board certain small passenger vessels. While most county businesses are still barred from operating indoors due to the novel coronavirus, barbershops and hair salons have been given the go-ahead to do so — albeit at limited capacity. As approved recently by Gov. Gavin Newsom’s newest state guideline, it has been deemed safe to reopen indoor operations for barbershops and salons. This is largely due to their history of following strict hygiene guidelines, Dr. Henning Ansorg, the Santa Barbara County health officer, told the News-Press Tuesday.

“I think that just by virtue of their training and licensing, they are really well poised to accommodate customers in a safe way,” he said. Dr. Ansorg noted that barbershops and salons are being careful about wearing masks and keeping social distance between the barbers’ or stylists’ chairs. Jorge Salgado, owner of The Barber Shop and Victorian Salon at 1233 State St., agreed with Dr. Ansorg’s assessment. “Sanitation is pretty much our number one priority when it comes to our business, so sanitation protocol affects every part of our business and we have been doing that for a long time,” Please see HAIR on A2

“Making Waves: Conversations with Influencers and Disruptors” is the theme for the new series of virtual talks sponsored by TEDxSanta Barbara, the locally organized offshoot of the international TED nonprofit. The free online events, which address COVID-19, systemic racism and social justice, are available live on Zoom and Facebook at 4 p.m. Wednesdays through December with occasional special edition sessions at different times. “These 30-minute conversations get right to the heart of today’s challenges and, more importantly, the solutions are within reach,” said Mark Sylvester, TEDxSantaBarbara executive producer. “The series started as a response to the postponement of our annual in-person event each fall at the New Vic Theater. We wanted to create something that would give us a platform to stay connected to the community.” Speaking today is Than Baardson, whose topic is “Accelerating the Fight Against Human trafficking and Its Root Causes.” He is the CEO and cofounder of Unseen, which focuses

on human trafficking. Lisa Jones, a health-care expert and clinician at the Bear Institute for Pediatric Health Innovation at Children’s National Hospital and Cerner Corporation, will discuss “COVID-19 and Race: Double Emergencies for Women of Color” at 4 p.m. Sept. 9. “Lives at Stake: Suicide and Mental Health During COVID” will be Mariel Hemingway’s topic at 5 p.m. Sept. 9, which is a special edition in honor of National Suicide Prevention Day on Sept. 10. The actor and bestselling author is an advocate who co-founded the Dead Poets Foundation to turn the trajectory of suicide downward. Dr. Harry Grammer, a 2017 CNN Hero and inaugural Obama Foundation Fellow, will also speak. His topic is “Breaking Down Privilege.” A nationwide activist and educator, he founded the community-based organization New Earth in 2004 and is instrumental in reforming the justice system in Los Angeles County. “In looking at the various areas we wanted to focus on, it seemed appropriate to look at the pandemic from different lenses

that were not being addressed by the media,” Mr. Sylvester said. “During our planning stages, the George Floyd tragedy happened, and we pivoted to split our focus to include social justice. “While we are focusing on Santa Barbara voices, we reached

All area high schools plan to resume sports workouts this month By MARK PATTON NEWS-PRESS SENIOR WRITER

The first baby steps toward a resumption of high school athletics are being taken at schools all around the South Coast. Bishop Diego High School got an early jump. It resumed phase one conditioning for football on Aug. 6 after a spike of COVID-19 cases in Santa Barbara County forced a three-week suspension of its July workouts. The other high schools in Santa Barbara County are about to take the field, as well, although the CIF Southern Section has delayed the game schedule until January for football and mid-December for other sports. Lompoc and Cabrillo received approval from the Lompoc Unified School District to start conditioning next Tuesday. Fall varsity sports at Santa Ynez High will begin workouts on Sept. 14, with lower-level programs starting on Sept. 28 and spring sports following on Oct. 12. The Santa Maria Joint Union High School District has set Sept. 21 as the starting date for Santa Maria, Righetti and Pioneer Valley. The athletic directors at Santa Barbara, San Marcos and Dos Pueblos are still awaiting for a go signal. They plan to meet with district officials next week. “The three Santa Barbara Unified schools have a plan in place for once we get the green light from the district, but not a set date just yet,” SBHS athletic director Todd Heil said. Carpinteria is in the same boat as Santa Barbara’s public schools. “No word from our district about when we might try to open phase one conditioning,” athletic director Pat Cooney said. “Most Citrus Coast League athletic directors reported the same at today’s meeting. “We did hear that schools in Conejo may be starting very soon. We are also hearing that Santa Barbara schools are proposing a Sept. 14 or Sept. 21 reopening.

In other business, the board accepted a COVID-19 update that included Santa Barbara County’s standing in the State of California’s new color-coded, fourtiered protocol for slowing the spread of COVID-19. According to Public Health Department director Van DoReynoso, over the past two weeks, Santa Barbara County has experienced a decrease in COVID-19 cases in Santa Maria, the city of Santa Barbara, Lompoc, Goleta, North County unincorporated areas, Montecito and Carpinteria, Orcutt, and Isla Vista. Despite the decrease in coronavirus cases in these localities, Santa Barbara County is at the highest tier, purple tier 1, describing “widespread transmission.” A county’s placement among the four tiers, widespread, substantial, moderate, and minimal transmission, is determined by the number of new cases per 100,000 people per day and its testing positivity rate. Should Santa Barbara County’s daily cases fall to between four and seven per 100,000 people and its testing positivity rate fall between 5 and 8%, the metrics that would place a county in the red “substantial transmission” tier 2, it can only move onto tier 2 after staying in tier 1 for three weeks. email: jgrega@newspress.com

Its football team, which won the only state championship in county history when it captured the 3AA title in 2017, has been working out 38 varsity players and between 20-to-27 junior varsity athletes, athletic director Aaron Skinner reported. Bishop’s baseball and cheer teams, as well as both its boys and girls volleyball squads, have also been working out, he said. “Our football team has been doing athletic movements while incorporating some weightlifting stuff that we’re able to do outdoors,” Skinner pointed out. “It’s been great — we’ve been getting back to a solid foundation with the new guidelines that allow the use of balls within a small pod of athletes. “We’re allowed to do more skill

McSWEANY, Beryl Louise Beryl Louise McSweany also known as “Moms,” was born on August 20th, 1929 in Belize City. Compared to many 1st generation immigrants, she came to Santa Barbara, CA with a goal in mind, to provide her family limitless opportunities. She was bilingual in English and Spanish. She was courageous enough to go back to high school and received her first diploma. Her journey continued to Santa Barbara City College where she received her Associate of Arts Degree. Be it the strong and amazing woman that she was she worked many jobs to serve her family and community. She was an LVN at the La Cumbre Convalescent Hospital for 11 years, TSA for the Santa Barbara Airport, and according to the ‘Santa Barbara News Press,’ was most famous for her time spent as a Crossing Guard in San Roque area for 20 years. When she was not working, she worshipped and served at the Trinity Episcopal Church. Her favorite family tradition was spending every Sunday evening with her 6 children and parents breaking bread together with of course her best fine china set at the table. Moms had this incredible soul that could light up a room with her kindness and praise she would have for everyone she encountered; she is truly one of a kind. What kept her thriving was her big and beautiful family. Moms was granted her angel wings on August 23, 2020. Her final days were spent surrounded by family and friends and just celebrated her 91 years of life. She will be missed, and her legacy will live on forever. “Go on with God and Jesus!” We all love you very much. Rest in Peace Moms.

Conception was anchored in Platts Harbor off Santa Cruz Island, some 22 miles southwest of Santa Barbara, when it caught fire. Santa Cruz Island is one of five islands that make up the Channel Islands National Park. “Channel Islands National Park continues to mourn the tragic loss of the 34 victims of the Conception dive boat fire,” Ethan McKinley, the Channel Islands National Park superintendent, told the News-Press. “Our thoughts go out to the loved ones of those who passed in this disaster a year ago today.” One year later, an answer to the question of why is still unknown. However, on Oct. 20, the National Transportation Safety Board will reveal its final report of its investigation into the fire at a board meeting. “The investigation is wrapping up,” Eric Weiss, a spokesperson for the NTSB, told the NewsPress. “The board members will consider findings, probable cause and any recommendations at that time.” He added that on the day of the board meeting,

City’s bed taxes down in July SANTA BARBARA — The city of Santa Barbara collected $1,200,700 in Transient Occupancy Taxes for July, nearly 50% below the taxes collected in July 2019. City officials attribute the decrease in tax revenues to the COVID-19 pandemic and the related response, which has “severely affected the local travel industry,” Jennifer Tomaszewski, interim finance director for the city, said in a statement. the NTSB will issue an abstract, and the full report generally comes out shortly in the days thereafter. “Obviously it was a terrible event,” Mr. Weiss said. “Our goal is to prevent those events from happening in the future through any recommendations that we issue.” The NTSB’s preliminary report a few days after the fire revealed that all six crew members were asleep when the fire broke out, and there was no “roaming nightwatchman” who is required to be awake and alert in the event of any danger. The owner of Conception, Truth Aquatics, declined to comment to the News-Press, with four pending lawsuits from four families of the victims. Attorneys said the lawsuit filings document “the massive inferno — likely caused by an unsafe lithium-ion battery charging station.” Truth Aquatics filed a federal lawsuit to exonerate or limit its liability in the days following the fire. The U.S. Coast Guard issued new emergency safety requirements to boaters soon after the incident, including: reviewing the vessel’s Certificate of Inspection, emergency duties, responsibilities and equipment maintenance; ensuring firefighting and lifesaving equipment is onboard and operational; and reducing potential fire hazards such as charging of lithium-ion batteries.
