Although Santa Barbara County has reduced its positive COVID-19 cases in recent weeks, the county remains in the state’s lowest tier of the state’s four-tier color coated system. On Tuesday, the California Department of Public Health announced the county’s first official report card number in the new data system was 8.3 cases per 100,000. This was down from the Aug. 31 seven-day average of nine per 100,000, though the county needs to decrease its average to seven cases per 100,000 in order to move into the next tier, the red tier, officials said. The county’s reported positivity rate is 5.5%, below the standard

for the red tier. Even though the county’s test rate is in the red tier, the tier assignments are made based on the more restrictive tier, said Dr. Van Do-Reynoso, director of the Santa Barbara County Public Health Department. “If we all continue to be extra vigilant we can keep this positive momentum going in the right direction and move to the red tier by the end of September,” said Gregg Hart, chair of the county Board of Supervisors, during Tuesday’s press conference. County officials have met with officials at UCSB on several occasions in recent weeks to address the issue of gatherings as students return to the area. Public disregards beach restriction

Health Officer orders ruled that public beaches in Santa Barbara County were closed to non-exercise activities over Labor Day weekend, but that didn’t seem to matter much to members of the public. Over the course of the weekend, crowds of people laid on the beach and disobeyed the order, which Santa Barbara Harbor Patrol officer Monica Broumand said came as quite a surprise to her department. Whereas similar prohibitions of non-active beach activities enacted over the July 4 weekend to prevent the spread of COVID-19 were largely met with compliance from the public. Labor Day weekend was precisely the opposite. “There were a lot of people sitting and lying down,” Officer

Broumand said. “There wasn’t supposed to be any pop-ups or umbrellas. The beach was covered with those.” In order to encourage compliance with the restrictions, parking lots at Santa Barbara County beaches were closed with barriers. This helped little if at all, and Officer Broumand told the News-Press that Harbor Patrol received reports of people removing beach closure signs and tossing them into nearby bushes. Early on Labor Day, Harbor Patrol officers spoke to some individuals at Leadbetter and West Beach about the restriction of non-exercise beach activities, but they had to respond to other calls shortly thereafter. These calls were regarding disturbances like people parking illegally, speeding on boats in the harbor, and even a boating accident.

By the time the officers checked back on the beaches, they were filled with people. By the end of the day, on duty Harbor Patrol officers had doubled from two to four, but Officer Broumand remarked that this wasn’t nearly enough to enforce the beach closures. “We just don’t have the manpower to control the beaches being closed all day long,” she said. She added that while beaches were supposed to be closed to lying around, Harbor Patrol had to tend to its number one priority, ensuring boating safety. Harbor Patrol’s log of encounters with members of the public for Labor Day was twice as long as an ordinary day’s log. “We usually have a four-page log on most days and we had an eightpage log over the weekend,” she said.

In a statement to the NewsPress, Santa Barbara County Board of Supervisors chair Gregg Hart said that while not everyone complied with the Health Officer order to the degree he had hoped, crowds at the beach were still far below normal Labor Day levels. Since massive crowds of out-oftowners stayed away as a result of the order, he considers the level to which people complied with it a success. His statement read: “The beach access restrictions were enacted to reduce the possibility that out-oftown visitors would come to local beaches in large numbers and create overcrowded conditions that could increase the community spread of COVID-19. The Santa Barbara Unified School District board meeting Tuesday was dominated by an hours-long discussion on a new sexual education curriculum called Teen Talk. Although only slated for a five minute discussion amongst the board, more than 100 members of the public joined in on the virtual discussion to give their opinion on the curriculum. Most who spoke were against Teen Talk, favoring the HEART curriculum instead. The HEART curriculum teaches abstinence-only sex education. Tuesday’s discussion came after the district reached out to parents in January through five meetings. The outreach only led to 27 opinions — a quarter of what was heard Tuesday. Junior-high physical-education teachers and high school health

teachers voted on the curriculum. Thirteen out of 17 teachers favored Teen Talk. The board formerly heard a report on the surveys from director of secondary education Anne Roundy-Harter in February. She recommended the board adopt the curriculum, though the board suspended the vote on Teen Talk in March. Many parents who spoke out Tuesday said they were surprised the board aimed to vote on the issue. Many expressed they thought parents were not properly alerted to the decision. Several of the commenters were concerned that Spanishspeaking members of the community haven’t been educated about the curriculum, as the provided report was only in English and not in Spanish. COVID-19: The big picture Cottage Health’s Dr. David Fisk discusses treatment and hospitalization

This is the second in a series on COVID-19. t takes a steroid to treat severe cases of COVID-19. At least, that’s what doctors know so far. Dr. David Fisk, Cottage Health’s medical director of infection prevention and control, told the News-Press that dexamethasone, a steroid, remains the only effective therapy for severe cases, according to a high degree of evidence. That’s one example of the many things that has been learned about COVID-19 since the early days of a pandemic that have shaken the world, the U.S. and Santa Barbara County. Dr. Fisk, who’s also an infectious disease physician with Sansum Clinic, said research has shown that roughly half the COVID-19 transmission occur the day or so before someone has symptoms. “The evidence we have now is most people seem to stop being able to transmit the virus after nine days of illness,” he said. Dr. Fisk explained that has led to revisions in the Centers for Disease Control and Prevention’s guidelines for topics such as quarantines. Dr. Fisk said science also has learned COVID-19 isn’t only a respiratory infection. Other parts of the body are affected as well. “We’ve also learned more about how lethal it is,” he said. Dr. Fisk noted COVID-19 can infect and harm people of any age, but leaves its biggest impact on the elderly. “Our greatest crises of COVID in Santa Barbara has been in our congregate and skilled nursing facilities. Those are the most vulnerable populations so far.” Dr. Fisk noted Cottage Health, which has hospitals in Santa Barbara, Goleta and Solvang, is doing well with keeping conditions safe and clean and is successfully separating COVID-19 patients from others. “I could talk to you for about an hour about the things that we’re doing to keep the hospital safe,” he said. “We have separate, designated areas within the hospital for patients with COVID,” Dr. Fisk continued. “They are not mixing with the general patient population. There’s separate airflow to the units that are taking care of patients with COVID. There are dedicated staff working in those units, and they’ve done

absolutely heroic work, making these units very highly respected for the quality of care they are providing. “We’ve had the ability to increase the number of quarantine areas and decrease the number over time as our census changes,” Dr. Fisk said. “Parts of the hospital under renovation for other purposes were quickly redirected, reopened or repurposed to be floors that could care for COVID patients or general patients, freeing up other parts of the hospital for COVID,” he said. “The visitor restrictions are in effect,” Dr. Fisk said. “We are only allowing visitors consistent with the health officer order that we receive from the county and the state.” Dr. Fisk said visitors, who wear masks, are limited to seeing only certain categories of patients, such as pediatric patients or those receiving end-of-life care. Dr. Fisk said Santa Barbara Cottage Hospital is showing a lower death rate among COVID-19 patients in its intensive care units than those at many other facilities in the U.S. He attributed the lower death rate to Cottage Health’s talented staff. Dr. Fisk said Cottage Health continues to maintain high levels of cleanliness, but noted there are no special protocols for cleanup after a COVID-positive patient is in a particular area. “We’ve learned there is very little of this that seems to be acquired from surfaces such as bedside tables or a door knob,” Dr. Fisk said, noting COVID-19 is spread through the air. email: dmason@newspress.com Thursday: The COVID-19 series concludes with a look at testing.

Pat Keelean, CEO of CommUnify, said that along with continuing to provide the services the nonprofit has been providing, CommUnify will also address contemporary issues that impact low-income individuals and families, such as Ă’the digital divide. CommUnify, previously known as Community Action Commission of Santa Barbara County, rebranded to reach a larger number of people in need and reinforce the idea of lifting up the impoverished to bring everyone together. CommUnify provides learning programs, family child care homes, nutritious meals, health and dental screenings and referrals, services for children with special needs and more to children with low-income families. CommUnify has been serving impoverished individuals and families in Santa Barbara County for 53 years, and decided it needed to rebrand to reach more people in need and lift them up.

After 53 years of helping to provide solutions to the impoverished under the name “Community Action Commission of Santa Barbara County,� the nonprofit organization decided it was time for a change. As of Sept. 1, the Community Action Commission adopted the new name “CommUnify,� to reach a larger demographic of people and reinforce its goal to lift up families in the county living in poverty and bring everyone together. “We realized that after being here for 53 years that the community really did not know

who we were outside of those we serve and the agencies we partner with,� Pat Keelean, CEO of CommUnify, told the News-Press. “So a new name allows us to really bring into focus our mission here in the community and it brings new focus to the population that we serve and the services we provide.� Ms. Keelean has spent more than 30 years working for nonprofits, 10 years in Community Action and three years at CommUnify. “It really becomes a passion, and a privilege, doing this work,� she said. The county is working with local stakeholders and campus officials to launch a new outreach education campaign, which will include outreach ambassadors. “They do not approach parties or gatherings in progress, but will proactively provide information on health and safety during COVID, which is to avoid gatherings and the need to wear a face covering when in public,” Dr. Do-Reynoso said of the ambassadors. The county Public Health Department also plans on partnering with UCSB to do popup testing in Isla Vista to test, trace and box in COVID-19, she said. The county Public Health Department reported a total of 138 new COVID-19 cases on Tuesday, including just three new cases announced Tuesday. The county’s total number of cases is now 8,499. A total of 216 cases remain active. Forty-four people remain hospitalized, including 17 in the Intensive Care Unit. “Our reported cases for (Tuesday) are low because of the holiday weekend,” Dr. Do-Reynoso said. “We also double checked our testing volume from (Monday)

We anticipate more lab results will trickle in over the next few days and our case numbers will stabilize to what we were reporting before the Labor Day weekend.” Of the new cases announced Tuesday, one was in the city of Santa Barbara, which now has 1,139 confirmed cases, 27 of which are active. The geographic area associated with the other two cases was pending as of Tuesday. Cottage Health issued an update on its numbers Tuesday, revealing that it is caring for a total of 22 patients across all campuses. Of those, 162 are acute care patients and 226 acute care beds remain available. Five acute care patients are on ventilators and 85 ventilators remain available. Twelve acute care patients are in isolation with COVID-19 symptoms, and 11 are confirmed COVID-19 positive. During Tuesday’s press conference, Mr. Hart shared that the state’s Employment Development Department has started to issue $900 supplemental federal unemployment insurance payments to jobless Californians. The payment covers three weeks of benefits retroactive to the week that ended Aug. 1 at the rate of $300 per week. On Monday, the California labor secretary announced that the state has received federal approval for an additional two weeks, or $600, bringing the total benefit to $1,500, Mr. Hart said. Goleta industrial building sold GOLETA — Majestic Asset Management sold an industrial building in Goleta to a local investor last week. The property sold was 5511 Ekwill St., an 11,200 square-foot building on a one-acre parcel off of Ward Drive. The sale was an offmarket transaction and marked Majestic’s second sale at this project in the past three months, with another in escrow to sell. The fourth and final remaining building is being marketed by Hayes Commercial Group, according to officials. The closing price of the building was not disclosed. “Majestic purchased this campus 10 year ago as a valueadd project,” Francois DeJohn, one of three members of Hayes Commercial Group that represented Majestic in the sale, said in a news release. “Under their ownership, the property has appreciated even better than expected, and Majestic decided to sell the buildings individually to fund new projects on the South Coast.”

Gene Deering of Radius Group represented the buyer. Majestic Asset Management, based in Agoura Hills, manages, owns and develops investment property in Santa Barbara, Ventura and Los Angeles counties. Its portfolio has included about 22 commercial and apartment properties, as well as properties in other regions. The COVID-19 pandemic has impacted commercial property sales throughout the South Coast, contributing to a drop in dollar volume of approximately 40% compared to the prior five-year average. “Completing sales has been challenging during the pandemic,” Liam Murphy, of Hayes Commercial Group, said in a news release. “But there is still a decent level of demand for well positioned buildings. In this case the buyer was an investor pursuing a 1031 Exchange who wanted to acquire a fully leased building.”

The test kits are being purchased by the federal government, distributed to the states and then allocated through the state, Dr. Fitzgibbons said. The final test she discussed was the antibody test, which examines a person’s immune system after an infection or at the very end of an infection. These tests are not used to diagnose someone who is sick, she said. “We look forward to learning more about the antibody tests and if it means someone would be prevented from catching it again,” Dr. Fitzgibbons said. “If so, how long does that protection last? Rangers stop Angels’ five-game winning streak Lance Lynn turned in a solid performance on the mound and Elvis Andrus homered to lead the Texas Rangers to a 7-1 win over the Los Angeles Angels of Anaheim on Tuesday night in Arlington, Texas. The win snapped the Rangers six-game losing streak, and brought an end to the Angels season-best five-game winning streak. Lynn, who made his major-league leading 10th start of the season, allowed one run on four hits with six strikeouts and two walks in seven innings to earn the win. It was an aboutface performance for the husky right-hander, who had allowed nine earned runs in his previous two starts. Lynn improved to 5-2 with the victory. Andrew Heaney started for the Angels and suffered the loss after allowing five runs, three earned, in five innings. Heaney had won his previous two starts and had

pitched 10 consecutive scoreless innings before Andrus put the Rangers ahead to stay with a solo home run in the second inning. Heaney has had little success this season at the Rangers’ new ballpark. The lefty allowed five runs in 3 2/3 innings on August 9. The Dodgers were in Arizona for a game against the Diamondbacks on Tuesday night. A final score was not available at press time. LTC Frank “Obie” Gordon Willey, Jr., age 84 of Bryson City, NC. passed away 26th day, of August, 2020. He was born on April 17, 1936 in San Francisco, CA to the late Frank G. Willey, Sr. and Jennie Lee (Grive) Willey. He was a US Army Veteran with 21 years of service. Gordon’s last stateside assignment was Provost Marshall, Fort Sam Houston, TX. Gordon was also Provost Marshall of the 7th Army Training Command, Grafenwohr, Germany and was honored with 2 Bronze Stars and a Meritorious Service Metal. Upon retirement from the service Gordon was head of private and corporate security for Hayes Corporation and The Omni International, Atlanta GA. Gordon was an avid reader and a wonderful storyteller. He loved sharing his time with family, friends and most of all his granddaughters. Gordon will be dearly missed by his loving wife of 53 years, Jacqueline (Marshall) Willey; daughter, Melody (husband William) Huddleston; sisters, Susan Storm, Karen Kish, Kathy Tindal, and Janice Moore; grandchildren, Nyah and Hannah Huddleston. He was preceded in death by his parents. Celebration of life service will be held at a later date and announced when confirmed. Gordon will be laid to rest at The North Carolina State Veterans Cemetery, 962 Old Us Hwy 70 W, Black Mountain, NC.
