Starting today, certain businesses can reopen indoor operations at reduced capacity By JOSH GREGA NEWS-PRESS STAFF WRITER

Santa Barbara County is now officially in the red tier. The change will allow certain businesses to reopen indoor operations at reduced capacity and goes into effect at 8 a.m. today. At noon Tuesday, California Health

and Human Services Agency secretary Dr. Mark Ghaly announced that Santa Barbara County has moved from the mostrestrictive purple tier in the California Department of Public Health’s Blueprint for a Safer Economy to its second highest tier, the red tier, indicating “substantial” COVID-19 transmission. Other counties that have moved into the red tier include Butte, Contra Costa,

Fresno, Sacramento, San Joaquin and Yolo counties. Amador, Calaveras, and San Francisco counties have moved into the “moderate” transmission orange tier. Before this was made official, the county moving tiers was discussed during a COVID-19 update at Tuesday’s Santa Barbara County Board of Supervisors meeting. According to Public Health director

Van Do-Reynoso, the two weeks between Sept. 7 and 21 saw a unanimous decrease in new cases in all localities of Santa Barbara County. COVID-19 hospitalizations during this period decreased by 30%, med-surg rates by 19% and ICU rates by 50%. The number of new COVID-19 cases in the county per day per 100,000 people is 4.8, which qualifies for the red tier, and

the positivity rate is 3.2%, which qualifies for the orange tier. Under the Blueprint for a Safer Economy, a county’s colorcoded status is determined by its most severe metric. Metropolitan Theatres to open on Friday By ANNELISE HANSHAW NEWS-PRESS STAFF WRITER

Metropolitan Theatres stocked up on popcorn and hand sanitizer in anticipation of opening its Camino Real (in Goleta) and Fiesta Five (off of State Street) locations. Following a public health announcement moving the county into the red tier, theater staff slotted Friday as reopening day. Although movie theaters are only allowed to hold 25% occupancy, Metropolitan is charging ahead and opening up in Santa Barbara County. David Corwin, president of Metropolitan Theatres, said he hopes people will come out to daytime showings and increase business to matinees. To entice patrons into seats, he extended bargain pricing to Sunday through Thursday and offered double points to members. “It’ll take some people some time, but people have been craving a social experience with other people,” he said.

Vice President of Operations Kim Tucker said during a press walkthrough Monday that she felt the community was ready for this kind of opening. The Camino Real location offered weekend family packs of popcorn and snacks through food delivery apps and orders over the phone. It helped keep some staff working and allowed customers to get a taste of the theatre. And now they’re hungry. General manager Crystal St. Germain said she gets lots of texts asking when the theater will reopen. People have been popping by to check, and the Camino Real Marketplace shopping center is abuzz with business. “All the surrounding retailers and restaurants rely on each other to bring traffic. Statements by Santa Barbara County candidates are going into the mail today, a day after some voters received their ballots. That’s the word from Joe Holland, the county’s registrar of voters, assessor and clerkregistrar. “People should be getting them in the mail beginning Thursday,” Mr. Holland told the News-Press Tuesday. His office mailed the ballots Monday. Some voters received them Tuesday before candidate statements were mailed. The sequence prompted concern by Assembly candidate Charles Cole, who would have preferred the candidate

statements arrived before people marked their ballots. “I know a few people who vote just based off of the ballot statements,” Mr. Cole, a Santa Barbara Republican running against Democratic candidate Steve Bennett for the 37th District seat, told the News-Press Tuesday. “I think this hurts all candidates,” said Mr. Cole, who called the county election’s office. “They don’t get a chance to get their voice out before the ballots are out.” He said it would be more logical to mail candidate statements before mailing ballots. Bob’s Well Bread Bakery to open second location Bob’s Well Bread Bakery will be launching a soft opening of its second location on Thursday. The long-awaited second location is at the historic Ballard Store at 2449 Baseline Ave. in Ballard. The 1,500-square-foot Bob’s Well Bread at the Ballard Store is designed by owners Jane and Bob Oswaks, located 14 miles south from their flagship store in Los Alamos which first opened its doors back in 2014. ach year, Santa Barbara Beautiful recognizes outstanding residential and commercial properties that contribute to the beauty of the community at an annual awards celebration, most recently at the Music Academy of the West in Montecito. This year, because the event couldn’t be held, the nonprofit created the Golden Leaf Awards. “Our traditional green leaf logo was replaced with a gold one to distinguish 2020 as a unique year and as a special honor for those who have shown exceptional community response to the pandemic,” said Penny Haberman, president of Santa Barbara Beautiful. “Also in celebration of our 55th anniversary, Leslee Sipress, an artist and member of our board of directors, has created a wreath of golden leaves to affix to the certificates.” There will be no ceremony — in person or virtual— this year. A total of 60 winners will be mailed their awards, featuring handcalligraphy, for “Outstanding Community Support.” Winning projects and participants include the following: — Light It Blue: Local landmarks — Arlington and Lobero theaters, the Santa Barbara Museum of Natural History Sea Center, Santa Barbara Cottage Hospital and Santa Barbara Mission — lit up in blue during the month of May to show gratitude to health care and essential workers. Indio Muerto Street to be renamed to Hutash Street By GRAYCE MCCORMICK NEWS-PRESS STAFF WRITER

Indio Muerto Street will officially be renamed to Hutash Street, starting Dec. 14. The Santa Barbara City Council voted unanimously to rename the street on Tuesday, after a request from the BarbaĂąero Chumash Tribal Council, saying “Indio Muerto,â€? which translates to “Dead Indian,â€? is found to be inappropriate and offensive to the tribe. The alternative, “Hutash,â€? translates to “Earth Mother,â€? according to representatives from the council. “It’s just a bad name for a street any way you cut it,â€? said council member Oscar Gutierrez. “I know it’s not going to make everyone happy and I apologize for that, but this is the time right now to change it. The name is offensive; the new name is not.â€? Matt Fore, the senior assistant to the city administrator, said the “crux of the requestâ€? was that the name “Indio Muertoâ€? is found to be inappropriate. He added that the “physical costs to residents are minimal,â€? and that the next steps are to procure new street signs, send address letters to affected property owners and conduct informational workshops to assist residents and businesses. The total cost to the city for this name change is $1,500, and it affects 40 households and five businesses. The renaming will take place on the street, located between South

Salinas to South Milpas streets. Adam Hendel, the principal engineer in Public Works for the city, said that the post office does not notify other agencies or entities such as the IRS and social security, but it does forward mail and will recognize both street names for one year. “It’s unbelievable it has taken this long,� said Mayor Pro Tempore Kristen Sneddon. “It’s been an offensive name for a long time and I feel that this is the very least we can do to even begin to address this historical trauma that we are founded on.� Neal Graffy, a local Santa Barbara historian who wrote a book titled “Street Names of Santa Barbara,� said, “Despite all the rhetoric that Indio Muerto reflects a racist, hateful name, it has absolutely nothing to do with the charges wrapped around it.� He dug into the history of the 51 original street names of the city, and said the street was named after a deceased Indian that was found in Salisbury Haley’s survey to lay out the streets and blocks for the city. “The simple fact is for 169 years, Indio Muerto Street is the only monument to the burial place of an unknown man who died alone in the empty fields of Santa Barbara,� he said. “To rename this street is to remove his headstone and any memory of his existence.� In other news, the council unanimously adopted the goal of carbon neutrality for the Santa Barbara community by 2035, which will

aim to reduce local greenhouse gas emissions. “The process has to be a bottom-up, ownership-driven process, not a top-down process,â€? said council member Jim Jordan. “I think staff knows that and has a good handle on that. I think we’re up to the task.â€? The city council also unanimously approved the policy that will govern the use of automated license plate recognition systems for the management of parking operations in city facilities. However, they added the following modifications: a 30-day retention for airport and harbor departments; a 72-hour scrub for downtown parking lots; quarterly audits and to have the policy refer to orders as opposed to responses to subpoenas. “I am extremely uncomfortable as a general matter‌ with the erosion of our privacy and the mass data collection,â€? said council member Meagan Harmon. “But we’re talking about government property here. These parking lots are government property and people make the choice to come on them, so it’s a little bit different than if we were instituting this policy in a neighborhood.â€? Athletic Round Table honors Royals’ Ahmad, Chargers’ Somer

Bieber has short night in postseason debut Shane Bieber’s first postseason game did not go according to script for the former UCSB ace. Bieber allowed seven earned runs in just 4 2/3 innings in a 12-3 loss to the New York Yankees in Game 1 of the best-of-three wildcard playoff series Tuesday night in Cleveland. New York got to Bieber early with Aaron Judge’s two-run homer in the first. The righthander’s final pitch of the night also ended up in the seats when Gleyber Torres belted a two-run shot off Bieber in the fifth. Shakir Ahmad and Alessa Somer aren’t holding back even as their high school athletic careers remain on hold. Ahmad and Somer have been honored by the Santa Barbara Athletic Round Table for their efforts both on and off the field. The organization celebrated the selections on its website, sbart.org, since its weekly press luncheons have been postponed by the COVID-19 pandemic. Ahmad, a junior who has already been selected twice to the All-Channel League basketball team, was picked as San Marcos High’s winner of the Phil Womble Ethics in Sports Award. Somer, an All-Channel League FirstTeam girls tennis player for Dos Pueblos, was chosen as that school’s Scholar-Athlete of the Year. Womble Award sponsor Dave Pintard noted that Ahmad “demonstrates the highest standards of ethics and sportsmanship.” “With this award, the Round Table seeks to recognize and promote the elements of good character, leadership, positive attitude, conduct, and giving respect to teammates, opponents and officials,” Pintard said. “He puts team above personal interest.” Coach Jelani Hicks said Ahmad has been a team leader ever since his freshman year when he earned second-team all-league

honors for the Channel League champion Royals. “He’s a very good communicator,” he pointed out. “Whenever there are questions he wants answered, or maybe some teammates need to communicate, he’s able to pull the guys together for meetings and make sure things are moving in the right direction.” Ahmad also received AllChannel League honorable mention last year after returning from hip surgery to help San Marcos place second in conference. “What I was most impressed about with that injury was that he came back as soon as he could, he was always on top of his workouts along with doing all the activities in the community and school,” Hicks said. “That was just superimpressive.” Ahmad, the son of Shakir and Megan Ahmad, has compiled a grade-point average of 4.5. He’s served as an Associated Student Body representative while also helping to start San Marcos’ Black Student Union. Those efforts have included speaking about racial awareness at local elementary schools. In June, he and schoolmate Talia Hamilton helped organize a peaceful demonstration against racial injustice that drew more than 3,500 in front of Stearns Wharf. They also helped persuade the Santa Barbara Unified School District to approve ethnic studies classes, as well as declare racism to be a public health emergency. “He’s established himself as a

Michael Lee Jack Spencer, 65, resident of Goleta, Ca passed away on August 13, 2020. He was born on October 23, 1954 to Raymond & Dana (Clark) Spencer in Compton, Ca. Michael served in the U.S. Marine Corps from 1972-1974, then 17 yrs old, alongside his best friend Tony Console. He later married the love of his life, Kathy, and had two children. As a licensed electrical contractor he started his business, Spencer Electric, which thrived for years. He enjoyed being outdoors camping, riding dirt bikes and coaching. His true passion was being out on the water, especially out on the ocean fishing. Michael is survived by his son, Anthony Spencer; daughter Christina Spencer; sister Cindy Moore; Uncle Gene & Aunt Sharon; cousins Doug and Lori; grandsons Christian, Andrew and Raymond; granddaughters Danica, Kacey, Marissa and Madison; numerous nephews and nieces, as well as Don and Randy Sutton, whom he considered family. Preceded in death by his parents Raymond & Dana; brothers Raymond and Marc; best friend Tony Console. Michael will be missed by many and will forever be in our hearts. Rest in paradise Michael Lee Jack Spencer. A private burial will take place Sunday October 4th followed by a memorial service and Celebration of Life at Summerland Park at 12pm.

CASANOVA, Helen Wednesday September 16th 2020, Helen Casanova was called to be with the Lord at the age of 91. She was surrounded by her loved ones at her home in Santa Ynez. Helen was born on the de la Cuesta ranch In the Santa Ynez Valley on November 15th, 1928, to Frank and Elizabeth Gonzalez. She graduated from Santa Ynez Valley Union High School in 1947 and then attended beauty college in Santa Barbara. After completion, Helen worked at Minga’s Beauty Shop in Solvang. Soon after, she met her husband Raymond (Casey) Casanova, who was working at the Solvang Inn Restaurant. They married in 1954 and moved to Pico Rivera, California. They had two children, Lola (better know as Tootsie) and David. In 2008, they moved back to Santa Ynez. Some of Helen’s best memories were swimming in the river which was close by, and summers up in the mountains with her siblings takings a packed lunch to their father who worked at the quicksilver mine. As a teenager, Helen had many adventures, from flying an airplane, to boating out to the Channel Islands. Helen was proud of her heritage as a Tribal member of Santa Ynez Band of Chumash Mission Indians and enjoyed meeting up with her sister Connie Vanlerberghe for a nice dinner and some gambling for the evening on a regular basis. Helen, along with having an amazing life, had an incredible heart, so kind, and generous -always giving and helping others, especially to those less fortunate. Helen was very active in the PTA when her children were young and also in her church as a catechist. But Helen also really enjoyed having fun. Helen loved bowling, traveling to Las Vegas, she cherished her pets, loved playing the slot machines and was always very lucky at the casinos. Helen would say very simply, “When I give to others it brings me luck.” Helen cared for both her parents in their later years, aided by her sister and brother, she took care of them with compassion and respect. The most remarkable qualities about Helen as she aged were gratitude and her humility, she never made a big distinction between family and friends--family were friends and friends were family. She was proceeded in death by her mother, Elizabeth in 1997, her father, Frank, in 2009, her husband Raymond, in 2014, her son David, in 2016, and her brother Arnold Gonzalez, in 2004. Helen is survived by her daughter Lola, son in law, George Davalos, her sister Connie Vanlerberghe, her brother Raymond Gonzalez and wife Martha, and many nieces and nephews, cousins and friends. A walk through viewing will be held from 6pm to 8pm on Wednesday September 30th, at Loper Funeral Chapel and a Catholic burial will be held at Oak Hill Cemetery in Ballard Thursday October 1st, at 1130am. true leader not only on campus but within our team,” Hicks said, “and also now in the community with all the BSU activities, and organizing the protests for Black Lives Matter, and helping the school board get things in order for the students. “That’s something that I’ve been proud of just in being able to coach him.” San Marcos athletic director Abe Jahadhmy said Ahmad beat out some stiff competition for the award. “He is an outstanding basketball player who has handled adversity by overcoming a major injury to come back and perform at an elite level,” he said. “He excels academically, is a leader, honest, caring for everyone around him. “Shakir is one of the finest persons I have worked with in over 30 years at San Marcos High School.” Somer won DP’s ScholarAthlete Award while compiling a GPA of 4.94. She’s taken advanced placement classes in biology, environmental science, English literature, Spanish and psychology. She’s received academic honors with the school’s Engineering Academy. She also has played No. 1 singles for the Chargers since her sophomore year. “She’s a dedicated and hardworking athlete but also a wonderful leader and role model for all her peers,” coach Laura Housinger said. “She steps up to any challenge that she can encounter, especially that No.

1 singles spot, which is often very difficult with high-level competition. “She always works hard and has great energy on and off the court.” Her extracurricular efforts have included the founding of an organization called “ProgramHers” in 2017 with thensenior teammate Anjali Thakrar. “What’s really most impressive to me about Alessa is, aside from the athleticism and what she’s done in the classroom, are her non-profit efforts in our community,” said Marc Gamberdella, whose financial investment company Gamberdella-Spruill Group has sponsored the award for the last eight years. “Their mission is to encourage girls to become interested in science, technology, engineering and math.” ProgramHers has been offering free engineering coding classes at local elementary schools, with the goal of empowering underrepresented minorities. It conducted a four-week coding program for middle-school students this summer which was centered on web development. BARRETT, Carolyn (Foretay, Robinson)

On Wednesday, September 23, 2020, Carolyn Barrett (Foretay, Robinson), loving wife and mother of four children, passed away at the age of 79. Carolyn was born on December 27, 1940 in Hemet, California to Fred and Joy (Camp) Robinson. Carolyn attended University of California, Santa Barbara in 1958 and lived, worked and raised a family in Santa Barbara for over 60 years. On May 27 1967, Carolyn married Thomas John Barrett. They raised four children, including son Gregory Foretay (from Carolyn’s previous marriage), son Thomas Jr. and daughter Kimberly (from Tom’s previous marriage) and son Joseph. After Tom’s passing in 1996, Carolyn rekindled her relationship with her high school sweetheart, Troy Hewes. They spent several lovely years together until Troy’s passing in 2015. Carolyn worked as a Personnel Secretary/Interviewer at Raytheon Corporation and as a Public Relations Secretary at General Electric TEMPO, where she met her husband Tom. Carolyn was a Dance Instructor and later Owner of Broadway Dance, teaching and choreographing ballet, jazz and tap for children, teens and adults. She also was a long-time Aerobics and Dance Instructor, teaching thousands of students aerobics, ballet, jazz and tap dancing through Santa Barbara City College’s Adult Education. Carolyn also studied at the Southern California Center for Development and Growth and was Certified as a Regression Therapist. She also worked as a professional model for more than twenty-five years. Carolyn had a passion for dance, exercise and teaching. She loved to work with students, choreograph routines and put on studio shows, allowing her students to show off their skills and shine. Carolyn was an avid music lover and constantly listened to classical, jazz, R&B and much more. She loved to travel around California and her favorite spot overseas, Ireland. Carolyn also loved being outside, spending time at the beach and in nature. She also loved tending to her garden, raising fruit, vegetables and beautiful flowers. Carolyn was known for her quick wit, her disarming sense of humor, her kindness to family, friends and neighbors and her compassion. Carolyn is survived by her sons Greg and Joe, step-children Tom Jr. and Kim, grandchildren Taylor, Shari, Gray and Quinn and several cousins, nieces and nephews. A family service will be held at 10 a.m. on Tuesday, September 29 at Goleta Cemetery. In lieu of flowers, please consider donations to Parkinson’s Foundation or the Michael J. Fox Foundation.
