AYOR Hua Hin of

Scene Magazine met with the Mayor of Hua Hin, Khun Nopphon Wutthikul to ask him some questions about himself and the running of Hua Hin town.

On March 20th 2017, Khun Nopphon Wutthikul was given the “Executive Local Government Outstanding Education” award from the Department Of Provincial Administration. Scene magazine would like to take this opportunity to congratulate Khun Nopphon for his award.

Born in Hua Hin, 52 years old, Khun Nopphon Wutthikul started out helping in his family business who were pork merchants in the local Chat Chai market. In 2002 he went on to open his first business, the Rua Rimtarn Restaurant in Khao Takiab. He has since expanded, and his family now runs a couple of boutique hotels in Hua Hin as well as the restaurant. Since becoming the Mayor of Hua Hin, Khun Nopphon has implemented over 300 different projects. Ranging from pump stations to alleviate flooding, new roads, traffic systems and security cameras.

What was the reason for you to run for position of Mayor? Because I was born in Hua Hin and grew up here. I could see the problem’s Hua Hin town was facing and wanted in some way to help. But as a civilian there is not much one can do to make a difference. So I run for a position in the Tessabaan (Municipality) and was elected. From here I was able to voice my concerns and begin to get things done. Now that I am the Mayor, I am now able to fix the problems that I think Hua Hin needs.

What is your opinion on the rapid growth of Hua Hin? There are both good and bad things that have come with the growth of our town. There are more people which in turn there are more buildings to accommodate them. We are losing natural areas and are consuming more electric and water, but development is good for the area as a whole. We just need to make preparations for this growth. My concerns are for the wellbeing of the residents and visitors to Hua Hin. To ensure the smooth running of services is in place; like garbage collection, road maintenance, street lighting and most importantly peoples safety and security.

INTERVIEW Which project do you think has had the most impact? The railway crossing at Soi 88 has had a lot of positive feedback from residents. We have extended the crossing width from 7.2m to 22.8m, which will ease much of traffic congestion especially during busy times.

Time permitting, the Mayor enjoys a cycle ride

What new projects are in the pipeline for Hua Hin? We are in the early building stage of a 7 floor multistory public car park on the existing car park behind the Municipality building. It will park more than 200 cars and will have two lifts making it easy for elderly and handicapped people. Another new project will be increasing the number of CCTV cameras by 450 in this year alone. To get complete coverage over all of Hua Hin we will need over 1000 cameras, so this will be completed next year. We will be continuing to repair and maintain the existing roads, the smaller roads have been a priority but we are now going to be resurfacing and making improvements to the main roads. There are other projects in the development stages. What Songkran celebrations are being organised by Municipality this year? We will have a “water park� in the Phon King Phet Park next to the Red Cross Center which will be starting on April 12th in the evening and all day until 12 midnight on the 13th. A Miss Songkran competition with 7 different Hua Hin areas being represented will parade along the streets, ending at 6pm at the Phon King Phet Park. Is there anything you would like to say to the residents and visitors of Hua Hin? I would like to thank the magazine readers and residents of Hua Hin for the trust and support of me and my team. We are doing our best and working very hard, 7 days a week trying to improve things. Please understand that not every problem can be solved at the same time, but I promise we are working on making life better and solving as many problems as possible. Many thanks again.

Hua Hin Soi 88 Railway Crossing Expansion

The railway crossing on Hua Hin Soi 88 which has been expanded from 7.20m to 22.80m is now almost complete. Still awaiting the installation of four automatic barriers. The roundabout will be painted all around to increase visibility and new lighting installed to prevent accidents at night.

New Hua Hin Minibus Terminal, in Soi 51

From the April 1st (no fooling) onwards, all Hua Hin to Bangkok minibuses will be terminating and passengers embarking from this new minibus station only. The new minibus station is located on Hua Hin Soi 51.

More Demolitions to come for Hua Hin Beach Encroacher’s

So far at least one of the owners of restaurants (Sangthai Seafood) that was nearest to the pier has succumb to the demands of the Municipality to remove structures over the beach from the pier to the shrine before the Hilton Hotel. The restaurant has been completely demolished. Many other buildings are now also vacant, presumably to suffer the same fate. Altogether there are 52 restaurants and hotels that have been accused of encroaching on beach land, some of which have been fighting a case in Prachuap Khiri Khan court since 2014.

Congratulation to Khun Sutthichai the owner of The Chocolate Factory at the Grand Opening their 3rd branch in Hua Hin, Soi 61 (opposite villa market) on 7th March 2017. The Chocolate Factory & Restaurant is an Italian restaurant and chocolate shop, the ‘chocolate factory’ is open to show how to make chocolate everyday. THAILAND INTERNATIONAL KITE FESTIVAL 2017

The Thailand International Kite Festival once again returned to Cha Am beach with 20 kite teams from 9 countries around the globe. This years theme was the “Deep Blue Sea” which was represented by a wonderful display of giant whale design kites. There were acrobatic kite flying displays using Revolution stunt kites. A family event, there were kite making workshops, exhibitions of traditional Thai kites, music and concerts from well known performers and bands.

PRAN BURI FOREST PARK » Pranburi Located at the mouth of the Pranburi River to the Gulf of Thailand. The park consists of Pran Kiri beach, mixed forest and mangrove. There are a few nature trails you can take, the two most popular are those closest to the visitors center.

KUI BURI NATIONAL PARK » Kui Buri Known as the best place to view elephant and gaur in their natural habitat in Thailand, 99% sure visitors will see elephants on any day. Home to one of the biggest gaur populations in Thailand and many other mammals. A campsite with tents for rent & basic facilities, no restaurants. Head to Huai Luek for day trips to see elephants.

HUA HIN PATTAYA MARKETS CICADA MARKET » Khao Takiab, Hua Hin Cicada is more than just a market. It features a large outdoor Amphitheater which is home to various forms of entertainment, check our ‘Whats On’ section for current info. The old wooden Thai homes in the center of the market now serve as a venue for art exhibitions. It just would not be a Thai market without food, and Cicada has a wonderful outdoor food court. There is a great choice of freshly cooked dishes to choose from and a variety of desserts. Tables are set in the beautifully lit garden area under large trees. The market has a wide selection of unique handicrafts, original art, clothing, bags, accessories and toys not usually seen at other market places. A bar/ coffee shop where refreshments and a rest can be had. At the entrance performers do their shows in front of crowds of visitors. Open Fri-Sat 4pm to 11pm & Sun 4pm to 10pm

HUA HIN NIGHT MARKET » Hua Hin Probably Hua Hin’s most well known street market. Located in central Hua Hin, just off the Phetchkasem Road on Soi 72 (Dechanuchit Road). The market vendors are selling mainly souvenirs, clothing, bags, toys and gadgets. The west side (across the road running through the market) is lined with great restaurants mainly specialising in fresh seafood which is on display on ice outside but also have BBQ and usual Thai dishes. Other notable food vendors offer some of the best Pad Thai to be had in Hua Hin at local prices. Open everyday from 6pm til late.

PRANBURI OLD MARKET » Pranburi This market has a long history and has been around in various guises for around 200 years. Located close to the Pranburi railway station it offers a rare look into the old Thailand, set on a wide street lined with the old original Thai wooden homes some of which have been converted into shops and restaurants. It’s kitschy, quirky and old which is what is great about it. There are at times acoustic musicians providing some musical accompaniment to the bustle of the market. Lots on offer from the usual fair to quite unusual, wood carvings, real antiques, posters and much more to be explored. Open only Saturdays from 5pm onwards.

SAI NOI BEACH » Hua Hin Sai Noi beach is a hidden gem. A scenic cove, nestled between two rocky hills. The beach drops off quickly into the sea, providing a rare opportunity for deep-water swimming. Nearby are all the amenities: simple seafood restaurants, massage beds and even small guesthouses. Sai Noi beach newest attraction is the Sanae Beach Club, a boutique resort that allows day guests for a small fee to use the clubs facilities, sun loungers, swimming pool, changing rooms etc. Sanae also has a shuttle bus service taking guests from Hua Hin town to the club and back again. ua Hin Bike Tours have been operating boutique bicycle tours in the Hua Hin, Prachuap Khiri Khan area and along the “Royal Coast of Thailand” since 2008. They cater for all types of riders, whether you are a seasoned cyclist or haven’t ridden a bike since you were 10 years old, there is a route for you. Most day tours have an early start where you will be collected from your accommodation between 7:30 and 8:00am and will return between 3pm to 5pm, depending on the tour. The tours will take you to some of the areas most beautiful and scenic locations in our area. You will get to enjoy cycling along kilometers of beach front with amazing views of the Gulf of Thailand, tropical fruit plantations, fishing villages, and coastal mountains. Other tours will begin further inland, like at the Burmese border, where you can visit the border market before embarking on your journey to the coast across the narrowest point of Thailand. Stopping en route at Waghour Aquarium before cycling up the coast into a Thai Air Force Base where you can enjoy a nice lunch on the beach at Ao Manao, one of the nicest beaches in Prachuap Khiri Khan. The riders comfort and safety are a top priority. During the trip the riders are accompanied by at least one guide riding alongside on a bicycle, but are also tracked by a support vehicle for most of the trip, which carries fresh fruit, water and first aid support. The vehicle is never more than 3 minutes away. On the sections of the ride that the support vehicle cannot follow, the ride leader will have a first aid kit and bicycle tools just in case.

Christopher completed his first charity ride, a 3,200km solo bicycle journey covering Thailand from Hat Yai to Chiang Rai in December 2003. Over the years Chris and “The Tour de Asia Co.” have gone on to complete 6 annual charity rides in Thailand (2), Laos (1), Cambodia (1), Vietnam (1), and China (1). Scene went to Red Piano Restaurant & Wine bar to find out a bit about the chef. The food is just so good at Red Piano that we thought we should meet the chef responsible.

C

hef Watcharapak Kongdee (Chef Pek) is 36 years old. He has had the fortune of working with and learning from some of the great chefs in the business at many of the 5 star hotels in Thailand. Without any formal training, Chef Pek started his career in the kitchens of the hotels as a fry cook, but had a keen interest in the fine foods created by the Executive Chefs. Khun Pek spent years learning and honing his skills under the supervision of well known Masters such as Chef Lorenzo Rosso (Hilton Bangkok) and Chef Guiseppe Zanotti (Intercontinental Hotel Hua Hin). Chef Pek came to the Red Piano in October 2016 and spent some months creating a new wonderful menu with the items that you see today. We asked Chef Pek which are the most favorite dishes that customers keep returning for: “many

customers are coming back for the lamb and steak dishes, the meats that we buy in Red Piano are of the very highest quality” We first sampled the signature cocktail aptly named “Red Piano”, which was sharp and refreshing with limes and lychee’s. Our starter was Milano Parma ham served with melon and wild rocket salad. The main course was the lamb osso bucco, a tender and delicious slow cooked lamb shank served with asparagus, mashed potatoes and an amazing sauce that just completed the meal. The dessert was a chocolate soufflé with vanilla ice cream. The meal was fantastic. From Chef Pek: “I would like to let all the magazine readers know about the quality of our food. Festival

What is Songkran? Songkran is by the far the most important and definitely the most celebrated of all Thai holidays. Songkran is the Thai New Year’s festival, New Year’s day being April 13th every year but the holiday period includes April 14th and 15th as well. Although officially the holiday only spans three days, festivities, depending upon the location, will go on much longer (more about that later).

Tradition The festival itself is ancient and has it’s origins in astrology and the position of the sun, the phases of the moon, the lunar calendar as well as local agricultural features of crop sewing and harvest times.

Silom Road, Bangkok: Songkran

The celebration is rich with symbolic traditions in preparation for the new year. It is customary to clean your home and property, with the belief that all negative influences are also being swept away. Mornings begin with merit-making. Visiting local temples and offering food to the Buddhist monks is commonly practiced. On this specific occasion, performing water pouring on Buddha statues is still considered an iconic ritual for this holiday. It represents purification and the washing away of one’s sins and bad luck, a fresh and clean start to the New Year. An early tradition involved catching water that had been used to clean these religious monuments, then gently pouring it over elders hands as a sign of respect and blessing. More recent generations have taken slight liberties with the water theme. Conventionally, friends and family celebrated Songkran by splashing water on each other in the form of a wish for a year filled with good luck. The festival has now been taken to whole new levels, to the giant nationwide, free for all water fight the festival has now become. The holiday is the now the world’s largest water fight with people traveling from all over the world to take part.

Where to celebrate Songkran? Songkran is the time of year when it seems like everyone is travelling somewhere. There are those that are returning to the family home to spend time with relatives and those who are taking advantage of the days off to take a holiday in another location. The travel congestion begins days before the actual holiday begins. If you are planning on traveling it is best to book any tickets well in advance before you hit the road since the trains and buses along with the hotels are packed with both international and Thai travelers during the Songkran period. It’s also worth noting that traffic accidents and death numbers are at there very worst during this holiday period so bad in fact that they have the name “Seven Dangerous Days of Songkran�. The actual numbers are shocking, so be very careful out there on the roads.

Bangkok - The infamously traffic jammed roads of Bangkok are remarkably quiet during Songkran. So many of the capitals residents are not native Bangkokians that during Songkran the once busy roads are at there most quiet.

Songkran in Hua Hin is a much more restrained affair in contrast to these other more wild locations.

The roads in the capital may be quiet but the Songkran festivities are anything but. The main locations in Bangkok to get wet and party are the Khao San Road and Silom Road. The Khao San Road itself is usually cordoned off at either end with police checkpoints and is a full blown street party. But it has been reported that this year Songkran activities on Khao San Road area will be more subdued in the wake of the mourning for the passing of the revered king. The entire 5km Silom Road is also closed off for Songkran festivities, the shear volume of people here make it Bangkok’s busiest Songkran destination. There are firetrucks with high powered water hoses spread out at various intersections along the length of the road which become focal points. A birds eye view of the crazy goings on down on the road can be had from the BTS Skywalk which runs down the middle of the road. So if you fancy having a spectate without joining the throngs, that would be the place to do it (still expect to get wet though). Not even Songkran can escape commercialisation, where there is a will... In recent years, Songkran; the dance festivals have appeared, the two most notable of which are the ‘S20 Songkran Music Festival’ and ‘Water Area81 Songkran Music Festival’ (more info on this years events is in our ‘Whats On’ section).

The start of the festivities will begin in the late afternoon/early evening of April 12th. Young Thai’s will travel from far around Hua Hin and neighboring districts to start the party in the old central part of town. Hua Hin Soi 61 (the road leading to the beach) and all the soi’s in the area, Nares Damri Road and Soi Bintabaht especially will be the epi-center of a major water fight. Bars and restaurants become the refueling stations both for water pistols and alcoholic refreshments. The fun will continue into the early morning April 13th is the day when the fight will spread to all roads and soi’s accross the town. Nowhere outside will be safe from a soaking. The roads downtown will be reduced to a crawl and revelers in the back of pick-ups will be well armed with water guns and ice cold water. A procession of vehicles and water fighters on foot will be all over town. The main places will be in the Soi Bintbaht, Nares Damri Road area and Hua Hin Soi 76 (the road going west, past the Hua Hin Municipality Building). Soi 76 is usually partially closed and has huge fountains and water jets at the Phon King Phet Park which happens to be next to the Hua Hin Water Department. The fun will end usually around nightfall, and thats it folks. As far as Hua Hin town goes April 14th annd 15th are just regular days. Pattaya Chiang Mai

Pattaya is a city of extremes and the Songkran festival is no exception. Water guns, super soaker’s and a whole host of water fighting paraphernalia hits the stores weeks in advance in preparation to the festivities. There will be enclaves of eager Songkran revelers possibly as early as April 10th, so be warned, you could be in for a soaking, especially in the very touristy areas, walking street especially.

Chiang Mai - Chiang Mai is home to one of the country’s biggest Songkran celebrations in Thailand. The festival starts off a day earlier on April 12th, with an eye-catching procession around the city. Generally, songkran is celebrated throughout the entire city. Whether you’re around Thapae Gate, walking along a small alley or outside the town, people have their ice water buckets and pistols ready. The most popular places are around the moat, canals and the Ping River, probably because of the near inexhaustible sources of water. Be warned the klong (canal) water is possibly not the cleanest.

If you fancy getting away from the Pattaya party, The Wan Lai Songkran Festival (16th-17th April), takes place on Bang Saen Beach about 13km from Chonburi town. It is a more traditional and low key affair compared with Pattaya. There will be a sand pagoda building contest on the beach, plays, concerts and of course some Wan Lai water splashing.

The festivities will officially begin on the 13th but Pattaya’s big day takes place on April 19th. Called “Wan Lai” which translated means ‘day over-flow’ and is the major date and the big finale for Songkran in Pattaya.

Songkran Tips In case you are not a Songkran veteran, here are some things that you may want to consider before hitting the streets.

» WHAT TO WEAR Colorful floral printed shirts are the Songkran garment of choice. In the run up to the festival these shirts will be on sale everywhere, alongside water guns, waterproof bags and big plastic eye glasses. Remember, you will be getting wet, very wet, like just climbed out of a pool wet. So swimwear is advised with light quick drying over clothes (although they wont get a chance to dry until you go home). Boardshorts, t-shirts, flip-flops are ideal and don’t forget the eyewear, protection from the inevitable face shots.

» GET A WATERPROOF BAG Whether or not you are planning on getting involved in the action, a waterproof bag is an invaluable piece of kit for Songkran if you are going outside. We know you can’t possibly leave your phone behind so keep it in the bag, they are usually transparent so you can take some selfies too. Also keep your cash in the bag as wet notes get stuck together. A plastic waterproof pouch or a Ziploc will do the job just fine but why not ‘splash’ out and get a purpose made waterproof bag with necklace, so you know where your valuables are at all times. Make sure to hide your bag inside your shirt if possible.

» PLAY BY THE RULES Make sure you fight with clean water, if you are walking around the streets there will always be large tanks or barrels of water outside restaurants, bars and peoples homes that are filled with regular tap water that you can use to refill, probably best to ask first though. All manner of receptacles, buckets, cups, vases, can be used for getting people wet but the best choice for the mobile traveler is the water gun. These will be sold at all convenience stores and supermarkets in the weeks leading the festival, during the festival stalls at the side of every street will also be selling a large selection of different size and colour water guns. Go easy on the high pressure pumps and guns as they are a bit on the unnecessary side. Pouring ice-cold water on people has become a Songkran highlight, hearing the shocked screams of strangers who unsuspectingly get a bucket of ice cold water over them never gets old. Ladies have to exercise special care as some alcohol-fueled revelers may get too touchy, hence they will need to be on guard for the perverts while playing.

Last but not the least, embrace the fun and all the soaking and maybe by the end you’ll have had enough of getting soaked but for sure you will be up for it all over again next year.

HATE EXERCISE? WHY SOME PEOPLE HATE EXERCISE & WHAT THEY CAN DO ABOUT IT

SOME PEOPLE LIKE DOING MATH, WHILE OTHERS LOATHE IT. Some people like a trip to the mall, while others would rather eat tree bark. Exercise is the same way: there are haters and lovers. But the hard part about this is that while we don’t all need to do calculus, we are all supposed to do some kind of exercise. Researchers keep saying that if we don’t become more active, we are going to die of cardiovascular disease, or some other horrible problem.

UNDERSTAND YOUR BODY All human bodies are built a little differently. Some are built with a natural athleticism and capacity for physical exertion. Some people have a great lung capacity, or a great ability to transport oxygen through the body, even if they don’t exercise regularly. Those not endowed with these physical gifts might step onto the treadmill as if it were some kind of horrendous torture device. It may be more painful than when a gifted person does a workout, causing the ungifted to hate exercise.

Genes may be a factor in determining one’s inclination to exercise, but researchers don’t agree on just how big of a factor genetics are. Some say it may carry a weight of about 10 percent, others say 50 percent, when people are deciding to hit the gym. But there are plenty of other factors that can make you hate exercise, or even the prospect of exercising.

TIPS FOR CHANGING YOUR MIND ABOUT HATING EXERCISE The pain will fade Research from the University of Heidelberg in Germany found that athletes have a higher pain tolerance than non-athletes and that physical activity can change how we perceive pain, for pretty much anyone. So fight through that first wall of pain, because the next wall will probably be less intense.

Avoid comparison If you are faster and stronger, you might get complacent. If you are slower and weaker, you might want to give up. So exercise for yourself. If you can’t avoid comparisons, find another place besides the gym to exercise.

Don’t commit exercise suicide Take small steps towards fitness. Progression is the key, not killing yourself on the track the first time you go for a run.

Find motivation besides “because I should”. This type of motivation usually leads to puttering out. Establish goals, and establish the why’s, and exercise will become less hated.

Find something you enjoy

Researchers from notable US universities say that baby steps may be required to begin the journeying to loving exercise. Sometimes, even walking can be too much to begin with for those not used to doing any kind of exercise.

An absurdly low percentage of people get the recommended amount of exercise. This may be in part because we have such a narrow minded view of what constitutes exercise. Dumbbells and treadmills are good tools, yes, but the list of physical activities that humans are capable of is miles long

A person’s ventilator threshold is the point when the amount of CO2 begins to exceed the body’s intake of oxygen, a sign that the muscles are more acidic, which the body finds stressful.

Most people reach this threshold at about 50 to 60 percent of their maximum capacity. But for sedentary people, the threshold comes much sooner. Researchers say some people can reach it by simply washing the dishes. So when they say baby steps, they mean baby steps. Getting off of the couch to cook dinner could be the baby step. Then progress towards more strenuous exercise.

Recognize that some pain is good Halfway through a workout, exercise begins to feel like an illness, in many respects: aching, soreness, lack of breath and maybe a headache. But exertion is healthy.

nder normal circumstances you may transfer foreign currency to Thailand or bring it in cash without any limit but you must declare any amount over the equivalent of US$ 20,000 to the customs officer as you enter the country. If your purpose of bringing in foreign currency is to buy a condominium or a house, include this in your declaration, even if the foreign currency is below the equivalent of US$ 20,000. The reason behind this: If you ever sell your real estate and would like to transfer the same amount out of the country, you need proof that you brought it in! Always save your receipt from the customs officer.

Can you have a foreign currency account in Thailand? Yes you can and there are several bank institutions offering this service. If you receive foreign currency from abroad, you must either convert it into Thai baht at an official bank or deposit it in a foreign currency account within 360 days after receiving the amount. The only exceptions to the rule above are if you are only temporarily on holiday or assignment for not longer than 90 days or if you are a diplomat or belonging to an international organization with diplomatic privileges and immunities.

Can you legally send foreign currency from Thailand to another country? Yes you can but the limitation is that you may only purchase foreign currency in relation to a specific need. For example: sending money abroad to pay an invoice or insurance. There are specific documents at your bank to fill out and get the transaction authorized.
