to ensure that children start school ready to learn by supporting the caring adults who touch their lives. We establish partnerships and secure resources to provide programs that focus on quality early care and education, family support, health, and early literacy.

Increase the reach of First Steps services

By FY23, HCFS will double the percentage from 6 to 12 of enrolled children residing within the 29568, 29569, 29545, and 29526 zip codes.

Reduce the racial/ethnic gap in Kindergarten readiness

• Readiness to learn includes physical, mental, social, emotional and developmental well-being

• We support the role of parents as the child’s first and best teachers

• Our community’s participation is essential to our success

• We will continue to work toward racial equity in all programs and partnerships

By 2023, the percentage of children who score at the highest level on the Kindergarten Readiness Assessment between White Kindergartners and Black/Hispanic Kindergartners will be less than 10%.

FIRST STEPS IS HERE

Last year, because of Horry County First Steps: 74% more likely to score at the highest level on the Kindergarten Readiness Assessment 34% less likely to be chronically absent in kindergarten PROVEN RESULTS A 2019 study found that children who received First Steps local partnership services were: $1 = $1.27 Horry County First Steps leveraged $186,581 from sources outside of state government, providing a match of $0.27 for every state dollar invested 273 educators participated in First Steps training and professional development, benefitting 500+ children 38 parents & caregivers received services and support to be their child’s first and most important teacher 475 children directly served in Horry County

MESSAGE FROM THE EXECUTIVE DIRECTOR

As I look back over Fiscal Year 2022, HCFS has a lot to be thankful for and excited about. Our ability to serve caring adults impacting the lives of young children was not without challenges. The staff and I were constantly dealing with changes in service delivery due to COVID variants. Through it all, everyone banded together and worked to ensure that all families continued to receive the highest quality services.

My highest calling is to serve the community. I cherish the opportunity to impact the lives of young children for the better. I am proud to present the FY2022 Annual Report as it reflects the impact Horry County First Steps has made on behalf of our youngest citizens.
