urrounded by the Great Lakes and home to thousands of inland lakes, it's not surprising that Michigan is in the top ten states for its number of stolen watercraft, according to the National Insurance Crime Bureau's (NCIB) annual U.S. Watercraft Thefts and Recoveries report for 2011 that was released in July. The NICB describes itself as the nation's leading not-for-profit organization dedicated to "preventing, detecting, and defeating insurance fraud and vehicle theft through data analytics, investigations, training, legislative advocacy, and public awareness." The report details for 2011 all watercraft reported stolen from Jan. 1, 2011 through Dec. 31, 2011 to the U.S. Federal Bureau of Investigation's (FBI) National Crime Information Center (NCIC). The NICB uses the NCIC database because it can be considered one of the most reliable and comprehensive, since it's a centralized data warehouse where crime information is reported from the local, state, and federal levels. There were a total of 6,070 watercraft thefts in the United States in 2011. According to the report, 2,406 of these watercraft were recovered by May 14 of this year for a 40 percent recovery total. NCIB staff noted that the data in the report only includes reported thefts. "You can have a little dinghy or other watercraft that was on the side of your house for years and years which you never used, and it goes missing," said Frank Scafidi, the director of public affairs for the NICB. "But it only shows up in the data if someone reports it (stolen)." The recovery information was gleaned from the NCIC, as well, and covered the time period between Jan. 1, 2011 and May 14, 2012. There is a wide range of watercraft covered by the NCIC standards, according to Scafidi.

"When you look at what's classified by the NCIC as a watercraft, it can be something from a super yacht to a little dinghy," he said. Watercraft types were defined as follows, according to the NCIC code manual: • Commercial: Includes ferry, oyster boat, motor barge, towboat, tug, clam dredge, coaster, riverboat, smack boat, etc.; • Cruiser: A boat with an inboard motor that is at least 25 feet long, but no longer than 50 feet; • Houseboat; • Hovercraft; • Jet-ski; • Runabout: Launch, motorboat, outrider, speedboat; • Sailboat: Includes cat, catamaran, cutter, bark, ketch, lateen, lugger, pinnace, schooner, sloop, yawl, etc.; • Utility: Fisherman, sedan boat, etc.; • Yacht; and • All other: Includes canoe, dinghy, dory, johnboat, kayak, lifeboat, paddleboat, rowboat, skull, skiff, etc. Nationwide, the top ten types of watercraft stolen in 2011 were as follows: • No. 1, jet-skis, with 1,219 thefts and 428 recoveries for a recovery rate of 35 percent; • No. 2, runabouts, with 992 thefts and 471 recoveries for a recovery rate of 47 percent; • No. 3, utility watercraft, with 437 thefts and 149 recovered for a recovery rate of 34 percent; • No. 4, cruisers, with 255 thefts and 137 recovered for a recovery rate of 54 percent. • No. 5, sailboats, with 60 stolen and 36 recovered for a 60-percent recovery rate; • No. 6, airboats, with 23 thefts and 16 recovered for a 70-percent recovery rate; • No. 7, commercial watercraft, with 21 thefts and 13 recovered for a recovery rate of 62 percent. • No. 8, houseboats, with 14 thefts and six recoveries for a 43-percent recovery rate; • No. 9, hovercrafts, with 14 stolen and 11 recovered for a recovery rate of 79 percent; and • No. 10, yachts, with eight stolen and four recovered for a 50-percent recovery rate. "Most of the vessels stolen are jet-skis," Scafidi said. "Normally when people hear 'watercraft,' they think boats, like nice, big luxury yachts. However, only eight yachts were stolen vs. 1,219 jet-skis, so you can see where the focus is. A reason why jet skis could be stolen more is because they are easier to steal. You can put it in

the back of a pickup truck and drive away, so it's the ease of theft and perhaps an ease of hiding (it). You don't need a dock or place to store it (like with) a larger boat, where it's in plain view. With a jet-ski, you can place it under a tarp or put it in a garage, and people never see it again really." White Lake Township Police Chief Ed Harris agrees. "Most likely because of their size, it makes it easier to move jet-skis and possibly easier to dispose of them," he said. According to the national statistics, 37 percent of the watercraft thefts occurred during the summer months of June, July, and August. Ninety-two percent of the recovered watercraft were recovered in the same state from which they were stolen. The average time to recover a watercraft — from the theft date to the recovery date — in Michigan was 28 days, with the geographic average of 55 days for the Midwest. According to the NICB's report, a watercraft theft occurred in every state in the U.S. except Hawaii. As can be expected, many of the thefts occurred in states near large bodies of water with coastlines or numerous lakes. The top ten states, as follows, accounted for 60 percent of the total watercraft thefts in the U.S.: Florida (1,322 thefts); California (550 thefts); Texas (437 thefts); Washington (224 thefts); North Carolina (205 thefts); Michigan (186 thefts); Georgia (182 thefts); Tennessee (181 thefts); Alabama (177 thefts); and South Carolina (175 thefts). Minnesota, the land of 10,000 lakes, had the 12th-most watercraft thefts in 2011. Of Michigan's 186 thefts during 2011, jet-skis were the most commonly stolen (52 thefts). Runabouts followed at 16 stolen and then utility watercraft with 15 thefts. Thirteen cruisers were stolen, while one sailboat, one commercial watercraft, and one houseboat were reported stolen in 2011. No cities in Michigan were ranked in the top ten for watercraft theft in 2011. Florida had the dubious honor of having the most cities (six) on the top ten list, including the top four, with Miami, Fort Lauderdale, Marathon and Tampa claiming the top spots. Of some interest is the continuing downward trend in the amount of watercraft thefts occurring.

"Not unlike vehicles, we are seeing a big drop off in thefts with respect to boats and watercraft," Scafidi said. Scafidi said it's normally a knee-jerk reaction to blame the economic doldrums for trends in thefts, and the economy "generally doesn't affect crime trends upward or downward." "When the recession came along, people predicted all kinds of chaos," Scafidi said. "But the statistics have shown that was wrong. Thefts are down and continue to be down." Using the NICB's Watercraft Theft Report from 2009 through May 2011, the bureau was able to show a three-year trend in watercraft thefts with the analysis revealing a steady decline throughout that period. The number of watercraft thefts decreased by 10 percent between 2009 and 2010. A 9-percent decline was reported between 2010 and 2011. Likewise, there was a decline in the amount of recoveries, as well, with recoveries decreasing by 18 percent between 2009 and 2010 and 17 percent between 2010 and 2011. Scafidi hazarded a guess as to why this might be the case. "With the economy, fewer vessels have been purchased," he said. "Since there are fewer (watercraft) out there to begin with, there are fewer that are targets of theft. While the economy can be a factor, it's not an empirically viable theory as to overall trends." Scafidi also noted that thieves today may have found an easier way of gaming the system through other crimes like identity theft and fraud. "With crimes like those, there is no (physical) exposure (required) to commit them," he said. "People may be finding other ways to earn their living below the radar." According to Scafidi, Oakland County was in the top 50 counties of the 1,342 counties in the nation for the highest reported number of watercraft thefts — 20 total — in 2011. But Scafidi said that figure does not represent any cause for alarm. "While that figure is a sizable presence in our report, it's a relatively minuscule number," he said. "People shouldn't be jumping over rooftops over this." With 20 watercraft thefts being a low number in the grand scheme of things, according to Scafidi, local police departments say they rarely have watercraft thefts reported to them. White Lake's Harris said his department will

occasionally see reports of personal watercraft or jet-skis stolen, but rarely do officers come across bigger boats missing. The Records Bureau in the Bloomfield Township Police Department had similar statistics, with only 8 watercraft being reported stolen over the past three years — the majority of which were kayaks, canoes, or watercraft of that nature. Instead, local police normally see the theft of boat parts. "What we see the most are larcenies from watercraft (of things) like gas cans and batteries and the like," Harris said. Nevertheless, watercraft owners should take certain precautions. Although the NICB does not get access to how exactly watercraft are stolen, the organization does offer some tips to make sure watercraft are protected. • When you dock the watercraft, lock it and secure it to the dock with a steel cable; • Dock watercraft in well-lit areas; • Remove expensive equipment when not in use; • Lock the boat's cabin, doors, and windows when not in use; • Chain and lock detachable motors to the boat; • Do not leave titles or registration papers in the craft; • Disable the watercraft by shutting off fuel lines or removing batteries; • Use a trailer hitch lock after parking a boat on its trailer; • Park trailers in a locked garage, secured boat storage facility, or a well-lit, fenced area; • Install an alarm and kill switch on the ignition system; and • Ensure your marine insurance policy includes your equipment, boat, and trailer. The NICB also encourages boat owners to take photos of their watercraft and to make sure that their boat and equipment are marked with a HIN — a unique, 12-character serial number that identifies your boat and which can help with recovery efforts. "People should take the time to follow these theft prevention steps," Scafidi said. "They need to be aware that while they think their boat is not a target, someone else might. So take the extra time and secure it, especially if you are going to be away from it for a time. You will be happier for it." ❏

"We sit down on a quarterly basis and go over the necessary needs for the lake to keep it preserved, like weed control, the fish habitat for the lake, the goose population, and most of all, working with the financing for weed control," Pace said. He took the lead in contracting with Oakland County Sheriff's Department for marine patrol services on Lower Straits Lake. "I initiated with (the Sheriff's Department) to privatize it so we can have scheduled patrols on a regular basis," he said. "It's funded through donations from our lake committee."
Pace doesn't take riparian living for granted. "I'm not the kind of guy to have a cottage because I'm too busy and I always wanted to own a home on the lake," said Pace, who owns Tri-Star Enterprises Construction Services, a property management and real estate development company. "I'm living a dream. Our lake is a little jewel, well-maintained by the lake committee and people here respect her." lammable tap water and water contamination are thoughts that come to mind when hydraulic fracturing — more commonly known as "fracking" — is mentioned, yet claims suggesting such negative consequences of the process have yet to be substantiated. In reality, when it comes to fracking, there are facts and misinformation, risks and benefits — all of which lead to a very controversial issue that has taken the national stage among academics, environmentalists, the energy industry, and politicians. Here in Oakland County, hydraulic fracturing became a hot topic due to fear of it happening along lakefront properties after state gas and mineral leases in west Oakland County were recently auctioned off. It has even prompted Oakland County Commissioner Jim Nash (D-Farmington Hills) to hold a seminar on the topic featuring four different speakers from four different backgrounds to address the issue from 6 to 8 p.m. on Wednesday, Sept. 12 at the Oakland County Board of Commissioners Auditorium. Yet Hal Fitch, the chief of the Michigan Department of Natural Resources (DNR) Office of Oil, Gas, and Minerals said he doesn't believe fracking is what's in mind for the county's lakefront areas. But it still begs the questions: What is hydraulic fracturing? And is it safe? Fracking is a well stimulation process used by gas producers to stimulate wells and recover natural gas from sources such as coal beds and shale gas formations, according to the U.S. Environmental Protection Agency (EPA). Shale gas is the oldest source of natural gas in the United States, but until recently it has not been economically feasible to access these resources. Technology advancements have now made horizontal drilling and fracking useful ways of accessing these resources. "With horizontal drilling, you get more natural gas than by going vertically," said Dr. Steven Wright, a professor of civil and environmental engineering at the University of Michigan. "The advent of horizontal drilling made fracking a viable alternative to extract natural gas." Horizontal wellbores allow a greater exposure to a shale formation than a vertical wellbore, which is why they are ideal for shales that lacked sufficient permeability using vertical wells. "One horizontal well will drain a large area, which is the whole point of exposing the formation to the wellbore," Fitch said. "If you drill vertical holes, you have to drill a lot more — perhaps 10 to 20 vertical wells as opposed to one horizontal well — to get the same amount of gas." www.oaklandlakefront.com
During fracking, millions of gallons of water mixed with chemicals and sand are injected under high pressure into shale formations to create fissures, which release oil and natural gas in the rock and allow them to flow back into the well. "One of the advantages is that a lot of natural gas and oil that could never be produced is now available because of hydraulic fracturing," Fitch said. "Projections by the federal government show that a great majority of natural gas in the next 20 to 30 years will come from reservoirs that are hydraulically fractured." According to a report by the Energy Institute at the University of Texas, "Fact-Based Regulation for Environmental Protection in Shale Gas Development," the current estimate of the country's shale gas resources stands at 862 trillion cubic feet (tcf) — an estimate that doubled from 2010 to 2011. The percentage of that contribution to the total natural gas supply grew to 23 percent in 2010 and is expected to increase by 46 percent by 2035. The extraction of natural gas from these shale formations has had a "fairly significant effect economically," according to Wright. "One thing that has happened is that the price of natural gas has not gone up. In fact, in some instances it has even dropped in the last few years," he said. "That's due almost entirely to fracking due to the availability to the natural gas resources. Economically, it has been a positive thing, and from the standpoint of green gases, using natural gases is better than burning coal." Yet, he said some people are concerned that the availability of more domestic natural gas is diverting attention away from the development of cleaner, renewable resources such as wind and solar energy. Rita Chapman of the Michigan Sierra Club's Clean Water Program agrees. "We are investing so much money into this process and so much enthusiasm that it takes away the finances and enthusiasm to go after renewables," she said. "Wind and solar energy resources, they never spill." espite the apparent advantages and benefits of fracking, the process itself has remained controversial across the nation. "People are raising concerns because a lot of the wells that were previously hydro-fracked were shallow and at low volume," Fitch said. "Now using horizontal wells they are using deep shales with a higher volume of fracturing fluids." He added that this has made the practice "safer as the wells were isolated from aquifers by thousands of feet of rock." A study conducted by the EPA in 2004 concluded that there was little-to-no risk of fracturing fluid

contaminating underground sources of drinking water. In 2005, Congress exempted hydraulic fracturing from the federal Safe Drinking Water Act. ince then, however, there have been complaints of water contamination following the use of fracking in several states, including Wyoming and Pennsylvania. In Pennsylvania, a man was shown being able to light his tap water on fire — which some feared was due to fracking — in the Oscar-nominated documentary "Gasland." However, the first peer-reviewed study on hydraulic fracturing conducted by Duke University's Robert Jackson concluded that, while those who live closer to a gas well are more likely to have their water contaminated with gas, such contamination doesn't come directly from fracking. Sometimes methane can seep naturally from a shale formation into the groundwater supply — a natural occurrence which has been happening for millennia, according to Fitch. And in Pennsylvania, where methane was found in the water, it was decided that the most likely culprit was gas well coverings that were leaking — a problem that is easily fixed, according to Jackson's study — and not hydraulic fracturing itself. Furthermore, the study showed that no fracturing fluid was found to have leaked or contaminated the adjacent water sources. Nevertheless, public concern over the process has grown due to other reasons, including the chemical additives in the fracking fluid, the amount of water necessary for the process, flow back and wastewater disposal, air emissions, spill management, and blow outs. "One of the major concerns in Michigan is that this new type of hydro-fracturing goes deeper and uses more water — around 5 million gallons per well — and contains known carcinogens and neurotoxins in the fracking fluid," said Nic Clark, the Michigan campaigns director for Clean Water Action. "There's no way to clean the water that's used once it's contaminated with all the toxins. The water cannot re-enter the hydrologic cycle." "There are two main issues," U-M's Wright added. "One is associated with making sure the fluids cannot come back up around the drill casing, and the bigger issue is how to handle the fluids that come back up after you develop the well. I don't think that has been dealt with from a long-term perspective yet." The DNR's Fitch said that fracking wastewater hasn't been treated properly in other states, including storing the water in pits, disposing it improperly, or having it treated at a municipal wastewater treatment plant — which cannot be done due to the chemicals,

salt and minerals that are present in the wastewater. Michigan, however, has regulations that require the wastewater to be contained in steel tanks before being transported to deep disposal wells, which are licensed by the state Department of Environmental Quality (DEQ) and the EPA for that type of waste. The water can stay there "indefinitely," according to Fitch. However, Clean Water Action's Clark said that "forever is a long time." "The storage of wastewater is a huge concern," he said. "There has been no long-term study." While no water well contamination has occurred as a direct result of fracking, spills at the surface can be a problem, according to Fitch. But he noted that is a concern with any type of drilling or the transportation of chemicals — and not just in the oil and gas industry. However, it's precisely the inevitability of human error that causes concern for the Sierra Club's Chapman. "Humans don't do things perfectly," she said. "If we could guarantee everyone was doing it perfectly, we would, but they don't. People make mistakes all the time. And people take shortcuts all the time." But accidents aside, is the process itself safe? Yes, according to various experts — provided that the proper procedures and regulations are followed. "The process should be safe if people take the proper level of precaution," U-M's Wright said. o major problems from fracking have been reported in Michigan, which DEQ Spokesman Brad Wurfel attributed to the state's stringent regulatory measures. "It's been used on more than 12,000 wells in Michigan since the 1960s without any of the environmental incidents publicized in a handful of other states, largely because it's tightly regulated here," he said. "Our No. 1 goal is environmental stewardship," Wurfel added. "We regulate processes that interface with Michigan's natural resources. We've done it successfully with this process for decades. If the process was truly posing a real threat to the natural resources, we'd further regulate it or shut it down. Instead, it's been done safely and regularly in Michigan for a long time." Yet some remain dissatisfied with the state's regulatory practices, leading to the introduction of five bills known as the "Frack Pack," according to Clean Water Action's Clark. Three of these bills — House Bills (HBs) 5149, 5150 and 5151 — were introduced by state Reps. Jeff Irwin (D-Ann Arbor), Mark Meadows (D-East Lansing), and Brandon Dillon (D-Grand Rapids) last November.

According to Irwin, the bill he is sponsoring — HB 5149 — requires oil and gas companies to follow the same rules as all other citizens with respect to water use. "The law says that if you use more than a certain threshold of water, then you need a permit for use and to make sure that you're not negatively affecting your neighbors or the surrounding waters," Irwin said. he other two bills in the package go together. The other requires a one-year moratorium on fracking while that study is being conducted. "The Michigan Sierra Club, Clean Water Action, and other groups have worked with legislators to introduce a group of bills," Chapman said. "We want a study done by the DNR and DEQ and state agency scientists who would look at risks and problems and all the data and find what risks exist to water supplies before allowing fracking to continue."

Two other bills, HBs 4736 and 5565, are also a part of the "Frack Pack" and would require companies to assume liability for any spills or mishaps and to disclose what chemical additives they are using in their fracking fluid concoction. "When people hear about fracking, they immediately think this causes the water in the sink to turn on fire," Clark said. "We're not saying that. We just think we need proper regulations in place in Michigan in order to ensure this process is carried out in the best possible way." Yet, Fitch said DEQ officials feel that they have "a thorough comprehensive regulatory structure" that addresses the issues and protects environmental and public health. Meanwhile, Wright said there is a lot of work being done at various levels to study and address the concerns people have expressed, which will make it easier to make a good assessment of the fracking process after those studies are completed. "I really believe it has the potential to be a safe process as long as we make sure people aren't cutting corners — which has happened in the past," he said. ❏

SIX COUNTY SITES CLOSED FOR A TOTAL OF 11 DAYS DURING THE 2012 SEASON
W
hen the Oakland County Health Division's 2012 beach monitoring program wrapped up earlier this year, there were a few more county beaches closed and for a slightly longer total of time when compared to figures from the 2011 program. This year, the Health Division monitored 45 public beaches on 37 Oakland County lakes for potentially unsafe levels of bacteria in beach water. The annual beach monitoring program began on June 4 and ended on July 27. Analysis of water samples collected from the targeted beaches resulted in the closure of six beaches for a total of 11 days during 2012. Here's a detailed look at the county's 2012 beach closures: • E.V. Mercer City Beach Beach on on Walled Walled Lake Lake in in the the city of Walled Lake was closed on June 12 with a bacteria count of 547 colonies. The beach was reopened the next day when follow-up testing indicated a bacteria count of 23 colonies. • Thelma Spencer Beach Beach on on Carter Carter Lake Lake in in Rochester Hills was closed twice during the 2012 monitoring program. The first closure took effect on June 13 due to a bacteria count of 762 colonies. The beach was reopened the following day after subsequent testing revealed a bacteria count of 22 colonies. The beach was closed again on July 6 with a bacteria count of 308 colonies. Again, the beach was reopened the next day after a second round of testing found 11 bacteria colonies in beach water samples. • The Groveland Oaks County Park's Paradise Beach on Stewart Lake in Groveland Township was closed on July 18 with a bacteria count of 485 colonies. The beach was allowed to reopen the following day after testing showed just 23 bacteria colonies in beach water samples. • The Seven Lakes State Park beach on Big Seven Lake in Holly was closed on July 18 after testing revealed a bacteria count of 531 colonies. The beach was reopened the next day following a second round of testing that indicated 24 bacteria colonies in beach water samples.
• The Haas Lake Park No. 1 beach on Haas Lake in Lyon Township was closed on July 24 due to a bacteria count of 328 colonies. The beach was reopened the next day with a bacteria count of 4 colonies. • Martindale Beach inside Kensington Metropark in Milford Township was shut down on July 24 after water sample testing showed 507 bacteria colonies. The follow-up testing results indicated 1,176 bacteria colonies in beach water samples and required the beach to remain closed on July 25. The beach was allowed to reopen on July 26 after a third round of testing found 204 bacteria colonies in beach water samples.

n 2011, a total of four Oakland County public beaches on four lakes were closed for a total of five days because of high bacteria levels found in beach water samples. In 2010, 11 beaches were closed for 16 days, which is significantly different from 2006, when 22 beaches were closed for a total of over 90 days. Budget cuts have forced the Health Division to scale back the number of beaches it monitors each year from over 100 public and semi-public beaches. The Health Division tests beach water samples for the presence of E. coli bacteria, although most strains of E. coli are harmless. However, because E. coli lives in the intestinal tracts of warm-blooded animals, including birds and humans, it's often excreted in feces. This makes E. coli a useful indicator of fecal pollution, which can contain other, more harmful pathogens including other bacteria, viruses, and protozoa. According to the Michigan Department of Environmental Quality (DEQ), studies of fresh water bathing beaches have established a direct relationship between the density of E. coli in water and the occurrence of swimming-associated gastroenteritis. The recognition of this relationship has led to the development of criteria that can be used to establish recreational water standards. These standards specify that water samples from monitored beaches must meet a one-day standard of no more than 300 E. coli bacteria colonies per 100 milliliters of water, and a 30-day geometric average standard of no more than 130 colonies per 100 milliliters of water. If a beach water sample exceeds either of those standards, the beach is closed until bacteria levels drop. Typically, bacteria levels fall off within 48 hours, as wind and wave action, as well as ultraviolet light from the sun work to reduce the levels. However, sometimes it can take longer for bacteria to die in a freshwater environment, especially if the water is stagnant. 28

Since illness can occur from swallowing water containing even minuscule amounts of fecal matter, it's important to determine as soon as possible if a local beach is contaminated — which is why the Health Division annually collects water samples at beaches for testing to make sure the water is safe for swimming. In order to implement the 2012 beach monitoring program, the Health Division employed four paid summer college interns to collect beach water samples at the 45 targeted public beaches. The interns are typically environmental health science students who require internships to complete their degrees. Each of the 45 beaches targeted for testing this year were sampled at least once a week for the duration of the monitoring program. If the lab results show E. coli bacteria levels exceed the state contamination standards, the Health Division closes the beach by sending an intern to post a sign at the beach and by notifying the beach's contact person. A variety of sources can contribute bacteria and other pathogens to surface water resources. Sources of bacterial contamination include combined sewer overflows, which are releases of raw or inadequately treated sewage from systems designed to carry both sewage and stormwater to wastewater treatment plants. When the volume of the combined wastewater is greater than the treatment plant capacity, the excess untreated sewage and stormwater are discharged into nearby waterways. anitary sewer overflows are another potential source of bacteria in beach water. They are discharges of raw or inadequately treated sewage from systems designed to carry domestic sanitary sewage, but not stormwater. According to the DEQ, systems that contain cracks, obstructions, illegal stormwater connections, or that are undersized with sewers and pumps too small to carry all the sewage may leak or overflow raw sewage from manholes, bypass pump stations, and treatment plants into surrounding waters, particularly during extreme hydrologic events. Failing septic systems also are a source of the bacteria that can force a beach closure. Large congregations of waterfowl near beaches and animal waste runoff from farms and fields can work in tandem with stormwater runoff to contribute to elevated bacterial levels. People can help prevent beach water pollution by conserving water; redirecting runoff; maintaining their septic systems properly; and properly disposing of animal waste. People who use a beach also shouldn't feed the waterfowl or leave their trash because both attract animals that may leave behind fecal matter. ❏

A
quatic invasive species continue to be introduced in Michigan's waterways at an alarming rate. At the same time, both wildlife and human activity spread the invaders from infested waters to previously uninfested locales, which can pose problems for native wildlife and people who use lakes and streams for recreation. Since early detection and monitoring of invasive species are critical to devising and implementing successful response and management efforts, the Michigan Natural Features Inventory and the state Department of Natural Resources (DNR) are collaborating on the development of an Early Detection Rapid Response Program in order to locate and eradicate several priority aquatic invasive species. The priority aquatic invaders targeted by the joint effort include:
positively identified in a Michigan inland lake until 2006, anecdotal evidence suggests that it has been present in Michigan lakes since the 1990s. Starry stonewort is actually a species of algae. It's generally rootless, although it can sometimes be loosely rooted. They feature little flowers that look like stars and tan-colored bulbils at the base of each cluster of branches. It grows in deeper waters, usually 10 to 12 feet deep or more, and can grow to a height of 7 feet or more. Mechanical harvesting has been used to control starry stonewort but with little success. Fortunately, it has proven to be highly sensitive to common copperand endothall-based algaecides.

Flowering rush (Butomus umbellatus) This invader was noted as being located in the Detroit River as early as 1918, but has spread across southeast Michigan — including Oakland County — in recent years. Flowering rush is found in rivers, lakes, emergent wetlands and ditches in water up to 10 feet deep. It can be identified by its pale pink, rose, or white flowers of three petals and three petal-like sepals. Cutting flowering rush under the water surface may reduce population density. In addition, digging out isolated plants may prevent spreading; however, bulbils on rhizomes must be removed.
(Myriophyllum aquaticum) Native to South America, this invasive species forms dense mats of vegetation that can entirely cover the surface of water in shallow lakes, ponds, ditches, and backwaters in rivers. The tough stems make it difficult to boat, swim, fish, or water ski, and it provides ideal habitat for mosquito larvae. The invader can be identified by its bright green fir-tree-like emergent leaves and stems. Parrot feather's underwater and above-water foliage hampers the effectiveness of herbicides, and the emergent leaves and stems are covered in a waxy cuticle that inhibits herbicide uptake.

(Cabomba caroliniana) Although native to the southeastern U.S., fanwort is considered to be invasive in the northeast. It's a rooted submersed plant with submersed and floating leaves of different shapes. The floating leaves are small, diamond-shaped, and infrequent. (Eichhornia crassipes) This invasive plant is considered to the be one of the most troublesome aquatic weeds in the world, and is known to be persistent in the Detroit River and western Lake Erie. The free-floating plant features distinctive air bladders that keep the leaves afloat and forms dense mats. Its leaves are thick, waxy, round and broad, while its showy flowers are lavender-blue in color with six petals. Upper petals feature a central, yellow blotch mark. This invader can be thwarted by hand pulling small populations. In addition, several herbicides are effective.
(Pistia stratiotes) Experts differ on whether water lettuce is native to the U.S., as it's been present in Florida since 1765. This floating plant commonly forms large infestations which prevent boating, fishing and other uses of lakes and rivers. This invasive plant's thick, soft leaves are formed in rosettes with no leaf stems. The flowers are inconspicuous, as they are nearly hidden in the center amongst the leaves. Mechanical harvestors and chopping machines can be used to remove water lettuce from the water.
Brazilian water-weed European frog-bit (Hydrocharis morsus-ranae) This species is a perennial, free-floating aquatic herb that forms large colonies creating dense mats with tangled roots. The plant's leaves, which resemble tiny water lilies, are kidney-shaped with long stems and have a dark purple color below. Its flowers are white and cupshaped, and made up of three petals with yellow dots at the base. European frog-bit occurs in shallow, slow-moving water on the edges of lakes, rivers, streams, swamps, marshes and ditches. No control measures have been reported for the species, but hand pulling or raking out colonies before fall is advised. www.oaklandlakefront.com
(Egeria densa) This submerged, rooted plant has three-petaled white flowers. It grows in still or slow-moving waters, including ponds, lakes, rivers and streams. While reported but not confirmed in Michigan waters, Brazilian water-weed is a popular aquarium plant that reproduces by fragments that can be dispersed by waterfowl and boats — none of which bodes well for Michigan's inland waterways.
