PRINCIPALS MESSAGE
In recent years Hopwood Hall College has demonstrated remarkable improvement and we have achieved a whole range of significant goals. This performance was endorsed by Ofsted in their inspection of the college in May 2011. We are a good college with outstanding features. However I contend that we are only at the start of a journey and that journey is towards excellence – excellence in all that we do. This includes the delivery of excellence in all business functions. In order for the college to thrive we need managers who are outstanding in their management of the activities they oversee, as well as outstanding managers of people, resources and information.
In May 2012 the Corporation has restated their priorities and these are:
High Quality, High Expectations
A thriving community
Employers & Skills
An innovative offer
Sound finances
A 21st century college
It is within this context that I am delighted to introduce the college’s Management Development Programme. This suite of training and development modules is crafted to create a professional, focused and high performing management team. It is a key initiative as we pursue our corporate goals of becoming an outstanding organisation. We inhabit a highly competitive, rapidly changing environment where high performance will ensure our success. I believe that the programme will offer us all the skills and focus for us to succeed in our collective ambitions. I am greatly looking forward to working with you all throughout this programme of activities.

BACKGROUND AND OVERVIEW OF THE PROGRAMME BACKGROUND The College is currently experiencing a significant period of change as the need to respond to the Governments Comprehensive Spending Review (CSR) resulted in the Business Transformation Plan (BTP). The BTP Review has resulted in further structural change including the creation of new management positions. During this period of change, there has been an increase in work-related stress cases in managers and employees where management has been stated as a contributing factor, this along with the structural changes, is a further indicator of the need for improved management skills. The environment in which we are working is a lot more complex than pre-CSR resulting in a requirement to lead and manage in a different way to anticipate further change and challenges. The Management Development Programme (MDP) will provide Managers at all levels with the leadership qualities and management skills necessary to deliver the changes and challenging strategic directions of the College and with a focus on management within a new way of working and environment. A further key consideration is the ability to identify and invest in talented employees within the College and have effective succession planning to ensure that we have people who are equipped to deliver the necessary changes and manage within the ‘New World’ where roles are more challenging and holistic. Therefore this investment is in all employees from Team Leaders and above and will be assessed within the Performance Management System. AIM To improve management performance through the development of skills, knowledge, key behaviours and competencies. The programme is designed to help managers and in turn their teams to gain the skills required in the current business environment to meet the needs and strategic objectives of the College through effective management and leadership. The planned outcome of the programme is to develop high performing managers who in turn develop talent within their teams, facilitate succession planning and can manage effectively in a changing organisation. Ofsted rated Leadership and Management as Good in the last inspection, this programme aims to drive the overall rating of the College to Outstanding. OBJECTIVES AND PLANNING The following objectives for the MDP were developed by a focus group and agreed by the Senior Management Team:
Improve the Leadership and Management inspection grade from good to outstanding by the next inspection and in the 2012/13 SAR Overall improvement in employee individual performance grades from July 2012 performance reviews to July 2013 reviews Improvement in the HR key performance indicators for attendance, turnover, completed performance reviews and cases of work related stress by July 2013 All skills gaps identified and addressed to increase the competence of the workforce as evidenced in training reports and performance review grades by July 2013 Overall improvement in student success rates by 2% by July 2013 Achieve a minimum of 2% surplus through efficient management of resources and/or increased income by July 2013 Increased customer satisfaction resulting in improved recruitment and retention of learners

DELIVERY This is a 12 month programme running from July 2012 to July 2013 with the launch event on the 6th July 2012. There will be four modules and each module will have a variety of topics and delivery methods.
Personal Effectiveness Building and Leading High Performance Teams People and Performance Management Managing in a Business Context
The programme is based on the competencies in the College Competency Framework. The behaviours required to demonstrate these competencies along with practical and technical management skills will be delivered through a modular programme facilitated by internal and external trainers through a mix of e-learning, workshops and practical skills development activities. In order to put the learning into practice and to encourage cross functional collaborative working an in-programme project will form part of the programme. Teams will design their own project based on the themes provided by SMT and the project brief will be agreed by SMT. All in-programme projects will have a sustained positive impact on the College and will be delivered as part of the Project Management module.
3
BACKGROUND AND OVERVIEW OF THE PROGRAMME Throughout the programme a MDP mini-site on Its Learning will be populated with e learning resources to achieve a blended approach to the delivery of the programme, enable new managers to use the materials and for participants to use for refresher purposes once they have completed the programme. FUNDING With emphasis on value for money, funding will be provided through the training and development budget and will be the key priority for 2012/13. This is a significant investment in the current and future management team of the College and demonstrates the College’s commitment to the development of a high performance culture. Internal venues will be used for the delivery of all activities where possible and where the expertise is available, sessions will be delivered internally. PARTICIPANTS All Managers are to fully participate in the programme. Active involvement in the programme, completion of development activities and attendance at the learning events will be monitored through one to ones with Line Managers within the performance management system. Where new Managers join the College mid-programme, they will be invited to join the remainder of the programme. EVALUATION The programme will be evaluated in several stages throughout the period of delivery and continue until one year after the start of the programme.
STAGE 1
Establish a base line “where are we now”? This will be through use of diagnostic tool at the launch event and the College’s current position with regard to the measurable objectives for the programme as detailed in ‘Objectives and Planning’.
STAGE 2
On programme evaluation This will be through workshop evaluation sheets specifically designed for each learning activity/module via Its Learning and through review meetings with the focus group.
STAGE 3
12 months after the start of the programme - how far have we travelled? Measured through the achievement of the programme objectives.
