The mission of ScoutsTT is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Promise and Scout Law

Every Scouting activity moves our youth toward three basic aims: character development, citizenship training, and mental and physical fitness. Advancement is one of the eight methods used by Scout leaders to help youth fulfill the aims of ScoutsTT.

Proficiency Badges are awards earned by youth members of the ScoutsTT based on activities within an area of individual interest. They are designed to encourage Scouts to develop individual hobbies, pursuits and interests, aimed at giving them new skills while developing their confidence and self-esteem. Scouts within a Troop have varied interests, different talents and distinctive preferences. It is therefore unlikely that groups of Scouts within the Troop will have the desire to do the same proficiency badges. It is inappropriate to advise that all Proficiency badges are completed as a Six. When a Scout has decided on which Proficiency badge/s they wish to complete there must be a reasonable amount of commitment without being overly time demanding or expensive. The level of challenge must be within the skill level of the Scout and should be appropriate for an Adult Leader or examiner to assess. Proficiency Badges require at least 10 hours of effort or participation (depending on the nature of the Proficiency) but must not exceed three months.

Categories of Proficiency Badges There are two categories of badges, basic activity and multi-level activity. Basic activity are badges that have only one set of requirements, multi-level badges may have up to 4 levels of progressive require-

ments.

Qualifying for Proficiency Badges All proficiency badge requirements must be met while a registered Cub Scout. Accomplishments before joining do not apply. Participants must complete the requirements for each badge, within the designated timeframe. For multi-level badges you must complete the stages in sequence. Qualified examiners or assessors must be used to carry out assessments. Individuals who conduct any training required for the badge may not also examine the candidate for the award of the badge. Adult uniformed leaders may only examine or assess badges for which they are competent to do so. Where applicable designated pack Badge Examiners/Assessors (persons who Examine 5 or members of a troop or unit) must be registered with the District Council and fulfill the requirements of Adult Volunteers, inclusive of Youth Protection Training.

Obtaining Badges Proficiency Badges can be purchased from the Scout Shop upon the presentation of a signed and ap-

proved Badge Certificate. Certificates must be signed by the Examiner and approved by the Scout Leader or designated Adult Leader in the Group.

They are only to be a competent second or use a top rope ! Leaders will need to make sure the activity rules in the Policy, Orgainsation and Rules are being followed. Guidance for leaders * Ideally young people should work towards this badge as part of a Scout activity. If that is not possible, they may use timings or distances they have achieved at school or other athletic events. A teacher or athletics coach can confirm these timings. * For the field events, we recommend the shot weighs around 2.73kg, the discus 1kg and the cricket ball 0.135kg ! Young people must be especially careful when doing the high jump. They will have to think about the way they are going to jump, land and what they are going to land on. They must use proper equipment at all times and unless expert tuition and supervision is available they must not attempt the Fosbury Flop. The scissor jump is an easier way to do it.
