BOARD REPORT SEPTEMBER 14, 2017 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham thanked several students who spoke in support of extending the Deferred Action for Childhood Arrivals (DACA) program. Trustee Bernie Rhinerson suggested, and the Board concurred, that Chancellor Carroll draft a letter expressing the District’s support for AB 17, which would establish a pilot program to provide free or reduced-fare transit passes for low-income K-12 and college students. Trustee Peter Zschiesche reported that he and Vice Chancellor Chris Manis met with Cody Hooven, the City of San Diego’s Chief Sustainability Officer, to discuss the District’s sustainability efforts. Hooven invited the District to participate in the San Diego Regional Climate Collaborative. He also shared that he met with San Diego City Councilmember Barbara Bry to share more information on the SDCCD’s impact on the local workforce. Councilmember Bry invited the District to present this information at a future meeting of the Council’s New Economic Development and Strategies Committee. He also attended an event on September 13 celebrating the publishing of “Chicana Tributes,” a book that celebrates the important role played by local Chicana civil rights activists including Board President Maria Nieto Senour and several other District representatives. Chancellor Carroll stated that the District would move forward with joining the San Diego Regional Climate Collaborative, prepare a presentation to the New Economic Development Strategies Committee, and widely promote “Chicana Tributes.” Trustee Maria Nieto Senour shared that the Board Retreat would take place October 12 and invited the Board to provide additional agenda items. Chancellor Constance Carroll reported on several developments pertaining to the Deferred Action for Childhood Arrivals (DACA) program, which the Trump Administration has slated for elimination in six months unless Congress enacts legislation to make it permanent. Dr. Carroll announced that a special fund in California will provide scholarships for “Dreamers” and that the state will provide $10 million in financial aid for these students as well. Dr. Carroll announced that the University of California system will be filing a lawsuit against the federal government to retain the DACA program. The District plans to support the University effort and to engage in legislative efforts to retain the DACA program. Dr. Carroll also reported that AB 19, which would make community college enrollment free for first-year, full-time students, is now on the Governor’s desk for approval. Finally, the Chancellor indicated that fall enrollment is running 1% below the previous fall and that enrollment management plans are underway to strengthen enrollment through late-starting classes in the fall, Intersession, online classes, and other strategies. Student Trustee Joseph Newell thanked the DACA students who spoke at the meeting for expressing their concerns. He also thanked Chancellor Carroll and the Board for their support of DACA students. He reported on various activities, stating that City College hosted a suicide prevention event and that four of the college’s Associated Student Government representatives would be attending the National Student Leadership Diversity Convention November 2-5 in New York City; student government elections had been completed at Mesa College and plans were underway for the college’s Homecoming Game and tailgate event on September 23; Miramar College’s Associated Student Government will have its in-house elections on September 15.

Administered the Oath of Office to Student Trustee Alana Mahal Bermodes (Miramar College); conducted the first reading of revised Chapter 1 – The District and Chapter 2 – Board of Trustees Board Policies, presented by Executive Assistant to the Chancellor Margaret Lamb with approval to proceed to the next step of review and approval; and approved and adopted revised Chapter 4 – Academic Affairs Board Policies and Chapter 7 – Human Resources Board Policies (first reading 8/24/2017). These revisions are part of a comprehensive six-year review to ensure currency.

Adopted a resolution supporting all students in an inclusive manner and opposing the termination of the Deferred Action for Childhood Arrivals (DACA) program. The Board’s resolution expressed the District’s enduring commitment to students of all backgrounds, including undocumented students, DACA students who were brought to this country as children, and students of all religious, cultural, sexual orientation, and other backgrounds. The resolution also urges members of Congress to restore the DACA program and support and pass the Dream Act, a bill that would provide a path to legal status for undocumented young people who came to the country as children.

Appointed Trustee Mary Graham as the Board’s voting delegate and Trustee Rich Grosch as the alternate to the Association of Community College Trustees (ACCT) Leadership Congress in September 2017, and nominated members for election to the ACCT Board of Directors and related ACCT offices; approved the Board Meeting Schedule for January 2018 through June 2018; authorized travel for Mesa College students and faculty to participate in an overnight astronomy field trip to the Green Valley campground at Cuyamaca National Park; and designated September 18, 2017, as Constitution Day at the colleges and CE following comments by Vice Chancellor of Student Services Lynn Neault. Conducted a public hearing and approved the SDCCD 2017-18 Adopted Budget following comments by Chancellor Constance Carroll and a presentation by Executive Vice Chancellor Bonnie Ann Dowd. The total budget is $726,800,087, including $434,971,274 in General Fund Unrestricted and Restricted operational funds. The balance of $291,828,813 consists of the current issuances of Propositions S and N bond funds, as well as federal and special funds. This approval meets the state’s legal filing deadline of September 15 for community colleges. The budget was reviewed by the Board’s Budget Study and Audit Committee (Trustees Bernie Rhinerson and Peter Zschiesche). Board members expressed appreciation for the fact that the budget is balanced, includes funding for more class sections for students, provides for new initiatives in student success and career/technical programs, and includes strong reserves, especially the reserve for the CalSTRS and CalPERS employer contribution increases. Accepted grants from the California Community Colleges Chancellor’s Office (CCCCO) and the Economic and Workforce Development Program for the Deputy Sector Navigator services in Information, Communication/Digital Media at City College; from the CCCCO, Funds for Student Success to provide courses in math and English, contextualized tutoring, and peer mentoring services for students at East Village High School: An Early College In Partnership with San Diego City College; from the U.S. Department of Education for the Developing Hispanic-Serving Institutions Program – Title V, which is designed to increasing outcomes Latino/a through instructional and student support services at City College, and expanding and improving Latino/a success at Mesa College; and from the San Diego Workforce Partnership for the Workforce Innovation and Opportunity Act at Continuing Education.

Entered into subcontract agreements with the Grossmont-Cuyamaca Community College District (GCCCD) Auxiliary for providing services in support of the Strong Workforce Regional Allocation Program at Mesa College, and for the Basic Skills Partnership Pilot Project at Miramar College; and authorized the request to establish an Instructional Service Agreement (ISA) for five years to provide monthly training for San Miguel Fire Protection District’s personnel and an agreement for five years to provide training for Chula Vista Fire Department’s personnel, both at Miramar College.

Awarded a contract to iParq for the performance of parking citation services districtwide; approved various personnel actions including the certification of short-term personnel service effective on or after September 15, 2017; authorized the use of the School for Entrepreneurship and Technology as an off-campus facility by Mesa College; approved an increase to the Guaranteed Maximum Price of the Center for Business and Technology, and Fine Arts Building projects at Mesa College; and approved the appointment of Mesa College student Marianna Longoria, to the Propositions S and N Citizens’ Oversight Committee to serve a one-year term as the student representative, from July 1, 2017, until June 30, 2018.
