BOARD REPORT

JANUARY 28, 2016 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham welcomed everyone back from the holiday break and reported that she attended Alliance San Diego’s All Peoples Celebration, which celebrated the life and legacy of Dr. Martin Luther King, Jr., with praise for Chancellor Constance Carroll who was the “Community Speaker” at the event. Trustee Rich Grosch reported on his attendance at the Dr. Martin Luther King, Jr., Parade and added that the San Diego Community College District (SDCCD) was well represented at all of the events honoring Dr. King. Trustee Bernie Rhinerson reported that he attended the San Diego MLK Educators’ Breakfast where Dr. Elliot Hirshman, president of San Diego State University and keynote speaker, gave an insightful and well-researched speech that speculated about the influence and strategies Dr. Martin Luther King, Jr., would have if he were alive today. Trustee Rhinerson also reported that he will be attending the Community College League of California (CCLC) Legislative Conference in Sacramento in January, as well as the Association of Community College Trustees (ACCT) National Legislative Summit in Washington, D.C., in February. Trustee Peter Zschiesche shared the latest issue of the ACCT Advisor, in which Trustee Rhinerson is featured on the cover as one of four new ACCT board members. Trustee Zschiesche congratulated him on his election and thanked him for representing the SDCCD in that capacity. He also reported on his attendance at an event held at City College, hosted by The San Diego Foundation Center for Civic Engagement, where the topic of reducing recidivism in the criminal justice system was discussed by California Community Colleges Board of Governors member Scott Budnick. Trustee Zschiesche also suggested the possibility of a partnership between City College and the City of San Diego’s Economic Development office. Trustee Maria Nieto Senour congratulated Chancellor Carroll for being honored with the “Moving San Diego Forward” award by the San Diego Regional Chamber of Commerce at its 145th Anniversary Celebration. Trustee Senour also shared news that Senator Marty Block will not be seeking re-election to the Senate and requested that Chancellor Carroll develop a commendation for the Board to adopt that recognizes Senator Block’s accomplishments, especially his years of service and support for the San Diego Community College District and higher education in California. Chancellor Constance Carroll reported on the Governor’s proposed budget, which was announced subsequent to the previous Board meeting. She indicated that the $122.6 billion state funding plan would provide $18.7 million as a direct allocation of increased funds to the District and potentially millions more via competitive grants and other allocations. The Chancellor said that all members of the Board of Trustees, several Presidents and other administrators, and the Student Trustees would be attending the CCLC Legislative Conference and meeting with legislators, January 30 through February 1, in Sacramento. Four funding priorities top the advocacy list: a Basic Allocation increase; a COLA increase; an increase in FTES growth; and full-time faculty positions. Dr. Carroll noted that the spring semester began on January 25. Enrollment in the first week is up about 1% and the District is on track to achieve its 3% growth target for the year. The Chancellor also commended Continuing Education and City College on the awards they received for their floats in the MLK parade: Continuing Education (first place, Education Category); City College (third place, Education, and second place, Floats Category). Student Trustee Igor Burgos Maron reported that Miramar College was featured on the front page of the San Diego Union-Tribune for their participation in the Dr. Martin Luther King, Jr. Parade. Student Trustee Maron also reported on various student activities, including civility training for Associated Student Government (ASG) leaders at all campuses; in-house elections are being held at Mesa and Miramar colleges; participation in the Dr. Martin Luther King, Jr. Parade by the colleges and Continuing Education; an open house for the M Building on February 17-18 and an International Women’s Day celebration in March at City College; club rush and preparations for legislative meetings in Washington, D.C. scheduled in March are underway at Mesa College; and a districtwide ASG retreat on February 26 at the University of California, San Diego.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. CALENDAR OF BOARD MEETINGS FEBRUARY 2016

At its meeting of January 28, 2016, the Board of Trustees: • Heard public comments by Hanif Mohebi, executive director of the San Diego Council on American-Islamic Relations (CAIR), who addressed the Board to express appreciation for its resolution of support for human rights and refugees. • Announced from Closed Session that the Board took the following actions: unanimously approved the adoption of the 2014-2017 Resource Allocation Formula Tentative Agreement pertinent to the following: AFT Guild Local 1931 College and Continuing Education Faculty and the AFT Guild Classified Unit. • Approved and adopted Board Policies: BP 3410 Nondiscrimination and BP 3430 Prohibition of Harassment (First Reading 12/10/15); and conducted the first reading of Board Policies: BP 3100 Student Rights, Responsibilities, Campus Safety, and Administrative Due Process and BP 3105 Academic Accommodations and Disability Discrimination for Students with Disabilities following comments by Vice Chancellor of Student Services Lynn Neault, with approval to proceed with the next steps of review. • Adopted a resolution in support of human rights and refugees; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; approved new or revised courses and programs, following comments by Vice Chancellor of Instructional Services Stephanie Bulger; approved the revised mission statement for Miramar College following comments by Miramar President Patricia Hsieh; and authorized travel for Mesa College Fashion Study students to attend the Women’s Wear Daily MAGIC Conference in Las Vegas, Nevada. • Accepted grants from the California Community Colleges Chancellor’s Office (CCCCO) for the apprenticeship initiative program at Miramar College and the pre-apprenticeship initiative program at Continuing Education, Palomar College, and Southwestern College with City College as the fiscal agent, with comments by Miramar President Patricia Hsieh and City President Anthony Beebe; from the Yosemite Community College District Child Development Training Consortium for reimbursement opportunities for eligible students at City, Mesa, and Miramar colleges; and from the CCCCO and the Economic and Workforce Development Program for the Deputy Sector Navigator services in Life Science/ Biotechnology and in Advanced Transportation and Renewables at Miramar College; and entered into an agreement with from the San Diego Workforce Partnership and Southern California Biotech Center for life sciences instruction and training services for Workforce Investment Opportunity Act Youth at Miramar College. • Approved purchase orders prepared during the month of November and December 2015; the 2015-16 Second Quarter Financial Report; the nonresident student tuition rate to be increased from $193 to $198 per unit, and the application fee be maintained at $100, following comments by Executive Vice Chancellor Bonnie Ann Dowd; and adopted the San Diego County Treasurer’s Pooled Money Fund Investment Policy as the SDCCD’s Investment Policy. • Authorized Executive Vice Chancellor Bonnie Ann Dowd to execute a Statement of Work for the completion of the Campus Solution module and for additional functionalities within the Finance module in regards to the PeopleSoft ERP implementation project with Ciber Inc.; ratified the Statement of Work for the completion of the Human Capital Management (HCM) module within PeopleSoft; approved various personnel actions including the certification of short-term personnel service effective on or after January 29, 2016; and approved the mileage reimbursement rate for employees who use their personal car for travel to 54 cents per mile, as established by the Internal Revenue Service. • Ratified the appointment of Dr. Ashanti Hands as Vice President, Student Services at Mesa College; and authorized the reorganization of the Office of Counseling and Student Success at Continuing Education and the Instructional Services and Planning division at the District Office. • Approved a long-term ground lease for surplus property at the former site of the Centre City Continuing Education Campus to certain public agencies, with proceeds designated for future Proposition S and N related maintenance and operation costs; authorized an energy service agreement with 2-D Stage Lighting Electric Inc. for stage lighting and controls, and ceiling work replacement at the Performing Arts Theater at Continuing Education Educational Cultural Complex; and authorized a consultant agreement with Harris & Associates for additional project management services for Propositions S and N districtwide. • Ratified change orders exceeding ten percent for the Continuing Education César Chávez building and City College C Building, following comments by Vice Chancellor of Facilities Christopher Manis; and Notices of Completion recorded under delegation of authority.
