BOARD REPORT

MARCH 10, 2016 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham reported that she attended the Barrio Station 46th Anniversary Benefit Dinner and the San Diego Women’s Hall of Fame 15th Annual Induction Ceremony and Reception. She also reported that she and Trustee Rhinerson attended a Center on Policy Initiatives meeting, where they discussed the fact that the San Diego region has the greatest income-to-housing gap in the country. Trustee Graham also recognized City College for hosting the California Community Colleges’ Success Network Tutor Expo. Trustee Bernie Rhinerson also reported on his attendance at the Barrio Station 46th Anniversary Benefit Dinner and congratulated Trustee Maria Nieto Senour for receiving the César E. Chávez Humanitarian Award and City College President Anthony Beebe for receiving the Lifetime Achievement Award at the event. He also shared that he will be attending the Community College League of California (CCLC) Advisory Committee on Legislation meeting, which he chairs, in Sacramento in April. Trustee Rhinerson added that contributions from the Christensen Foundation for the Board of Trustees Scholarship were received, and recognized University of Wisconsin Professor Sara Goldrick-Rab, who founded the Wisconsin HOPE Lab, and wished her well in her transition to Temple University. Trustee Peter Zschiesche reported that he, along with Citizens’ Oversight Committee members, toured the vernal pools at Miramar College, and encouraged others to take advantage of this resource. Trustee Zschiesche also referenced two Los Angeles Times articles: one, in recognition of International Women’s Day, listed countries by the size of their gender equity gap, noted that the United States in 28th on the list, and added education is the key in continuing to close that gap. The second article discussed the issues students and their families have when completing the Free Application for Federal Student Aid (FAFSA) form. He asked Chancellor Carroll if SDCCD students are experiencing similar issues, and if so, are there any community partners or resources available to help support these students. Trustee Maria Nieto Senour discussed her participation in the Alert Lockdown Inform Counter Evacuate (ALICE) training held at the District Office. She also reported on attending a planning meeting with the San Diego Unified School District in preparation for the Joint Board Meeting on April 19, a Trustee Advisory Committee meeting where members discussed cultural competence, a Restorative Justice conference held in Downtown San Diego, and the Barrio Station 46th Anniversary Benefit Dinner. Chancellor Constance Carroll reported that at the state level much activity is centered around various legislative bills that are progressing through the system. In addition, two task forces, on which the Chancellor serves, have issued reports to the field: Workgroup of California Community Colleges Regulations and Taskforce on Accreditation. The Workgroup is proposing changes to the 50% Law while the Taskforce is proposing a new direction for selecting a regional accreditor. Both reports are available upon request. Student Trustee Igor Burgos Maron reported on various student activities, including the completion of Associated Student Government (ASG) elections. At Miramar College, the ASG is undergoing preparations for the Spring Festival on March 22-23, and a “Rock the Vote” campaign to get students registered to vote; at City College, the ASG awarded five student scholarships and hosted several events, including the Coffee with Cops event, a rally for immigrant worker rights in recognition of International Women’s Day, and the upcoming second annual Social Justice Conference on March 23-25; and at Mesa College, the ASG is awarding $12,000 in scholarships, several students are participating at the National Student Advocacy Conference on March 12 in Washington, D.C., and a successful “Jump Start Your Success” event was held.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. At its meeting of March 10, 2016, the Board of Trustees: • Heard public comments by Christina Williams and Valerie Jenkins regarding a Title 5 investigation appeal; and from City College Professor Kelly Mayhew and Mesa College Professor Ian Duckles who spoke on behalf of the AFT Guild Local 1931 regarding the PeopleSoft HCM implementation.

• Announced from Closed Session that the Board took the following action: denied the appeal of the investigative findings of a Title 5 investigation; and announced the members of the Board subcommittees for the evaluation of the Chancellor (Trustees Graham and Rhinerson) and the self-evaluation of the Board (Trustees Grosch and Zschiesche).

• Conducted the first reading of Board Policy: BP 3530 Weapons on Campus, following comments by Vice Chancellor of Human Resources Will Surbrook with approval to proceed with the next steps of review.

• Held a workshop on workforce trends with Vice Chancellor of Instructional Services Stephanie Bulger; San Diego Continuing Education President Carlos Turner Cortez; San Diego Workforce Partnership (SDWP) President and CEO Peter Callstrom and Director of Business Programs and Research Tina Ngo Bartel; and SDWP Workforce Development Board Members Marlene Taylor, Omar Passons, and Ed Hidalgo.

• Approved new or revised courses and programs, following comments by Vice Chancellor of Instructional Services Stephanie Bulger; and authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs. • Authorized an agreement between San Diego Miramar College and San Diego Unified School District (SDUSD) to establish an early college program at Mira Mesa High School, following comments by Miramar College President Patricia Hsieh; acknowledged the SDUSD program name change from San Diego Early/Middle College to East Village High School: An Early College in Partnership with San Diego City College, following comments by City College Vice President of Student Services Denise Whisenhunt, East Village High School Principal Elizabeth Larkin, and City College Dean Lori Erreca; and authorized travel for San Diego Continuing Education students and faculty to attend the Women’s Literacy Networking Conference at Lehman College in Bronx, New York. • Authorized the decrease of the 2015-16 General Fund/Restricted Disabled Students Programs and Services districtwide budget, with comments by District Director of DSPS Gail Conrad; approved various personnel actions including the certification of short-term personnel service effective on or after March 11, 2016; and endorsed the nomination of Earline Barrett (Administrative Technician, San Diego City College) as the District’s nominee for the Classified Employee of the Year Award to the California Community Colleges Board of Governors, with an introduction by San Diego City College Vice President of Administrative Services Seher Awan. • Ratified an extension of the use agreement for the off-campus studio site Groovy Like a Movie; and heard a presentation on the Propositions S and N Citizens’ Oversight Committee’s (COC) 2015 Annual Report for Propositions S and N, with comments by COC Communications Sub-Committee Chair Leslie Bruce.
