• Continue collaboration on legislation that impacts both K-12 and community colleges individually, and collectively. The boards discussed the success of previous jointly supported legislation AB 288 (Holden) College and Career Access Pathways Act (CCAP), which involves dual enrollment programs. Following this review of progress, board members discussed the San Diego Promise, a new initiative developed by the San Diego Community College District that is intended to ensure that no deserving local students are denied the opportunity to go to college due to lack of resources. A recently-launched pilot program will ensure that funds and grants are provided to pay for enrollment fees and books for 200 local students (175 from San Diego Unified School District) during the 2016-17 academic year. Intended as a “last dollar” program, San Diego Promise will provide the difference between what is covered by available financial aid (excluding loans) and actual costs, including a $1,000 book grant. The funding for the pilot has already been provided by the SDCCD. The boards agreed to collaborate on publicizing the program broadly, and identifying potential donors and philanthropic sources that can help establish a self-sustaining endowment from which the program will be funded in future years.
