BOARD REPORT

AUGUST 25, 2016 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham welcomed everyone to the fall semester. She reported that she attended and presented at the Basic Skills and Student Outcomes Transformation Grant Kick-off Summit, and attended the Regional Strategic Planning Conference held at Mesa College. Trustee Graham also mentioned that she visited St. Patrick’s College in Dublin, Ireland, and recounted the differences in perspectives and dynamics in comparison to America’s community colleges. Trustee Rich Grosch recognized Mesa College and President Pamela Luster for the college’s innovative spirit, including the new valet parking service for students. Trustee Bernie Rhinerson reported that he attended the convocations at City, Mesa, and Miramar colleges; visited the Monarch School in Barrio Logan and recommended that the organization connect with San Diego Continuing Education to collaborate on career technical education; and provided an overview of several legislative bills that are currently in the Senate: AB 1741 (Rodriguez and O’Donnell) California College Promise Innovation Grant Program; AB 2017 (McCarty) College Mental Health Services Program; and SB 1359 (Block) Public Postsecondary Education: Course Materials. Trustee Rhinerson also highlighted two state ballot measures, Propositions 51 and 55, and suggested that the District provide information on the fiscal impact of each. Chancellor Carroll indicated that the District will look into the request. Trustee Peter Zschiesche shared that he met with the community development organization “I Am My Brother’s Keeper,” and suggested that they connect with San Diego Continuing Education (SDCE) for a possible workforce training partnership. He also reported that he met with representatives from Project Concern International and wanted to connect them with SDCE and San Diego City College regarding the community health workers program. Trustee Maria Nieto Senour reported that she attended the Chancellor’s Cabinet Retreat, presented at the annual Student Trustee Orientation, and spoke at the convocations at City, Mesa, and Miramar colleges. Chancellor Constance Carroll informed the Board regarding the status of four significant items of pending legislation: AB 1690 (Medina) that would mandate specific rights and seniority provisions for part-time faculty; AB 1397 (Ting) that would mandate specific requirements for an accreditor; AB 1995 (Williams) that would require making all college showers available to homeless students; and AB 2364 (Holden) that would authorize community college districts to collect state apportionment for students in dual enrollment programs. The District is closely monitoring these bills. Dr. Carroll gave a detailed report on enrollment in the new academic year and the opening of the fall semester. She noted that Summer Session 2016 was the largest in the District’s history, with 13% more FTES than summer 2015. As of the first week of the fall semester, FTES is up 1.6% compared to opening day last fall (City -1%, Mesa +.7 % and Miramar + 6.9%). The Chancellor stated that 375 additional sections (5%) are supporting enrollment growth and service to students. This enrollment information includes an increase of 13.2% in online enrollment along with a 19% increase in online class sections. Student headcount is up at all three colleges, 3% districtwide. Headcount in online classes is up about 15%. It is too early to count Continuing Education enrollment since the CE fall semester starts on September 6. Enrollment management will continue to be the District’s top priority. Chancellor Carroll also shared her report with the Continuing Education President, Dr. Carlos Turner Cortez, who introduced the new CE Vice President of Instruction, Dr. Kate Alder. Student Trustee Daron Woods reported on various student activities, including meetings of the City College and Mesa College Associated Student Government (ASG) and the Miramar College Associated Student Council. In anticipation of the second annual districtwide Associated Student retreat, a Meet and Greet event is scheduled on September 30. At City College, the ASG is assisting new students with navigating the City College campus, while at Mesa College, efforts to cut down on parking congestion include a valet service for students, Uber stops, and the Mesa Moves rideshare initiatives.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. CALENDAR OF BOARD MEETINGS SEPTEMBER 2016

At its meeting of August 25, 2016, the Board of Trustees: • Announced the following action from Closed Session: the Board unanimously approved the 2014-17 Association of Confidential Employees Handbook. • Conducted the first reading of revisions to Board Policy: BP 3430 Prohibition of Harassment, following comments by Vice Chancellor of Human Resources Will Surbrook, with approval to proceed to the next step of review and approval; and the first reading of BP 3100 Student Rights, Responsibilities, Campus Safety, and Administrative Due Process, and BP 3105 Academic Accommodations and Disability Discrimination for Students with Disabilities, following comments by Vice Chancellor of Student Services Lynn Neault, with approval to proceed to the next step. • Received a report from Chancellor Constance Carroll and Vice Chancellor of Student Services Lynn Neault regarding the U.S. Department of Education Office for Civil Rights guidance on gender identity matters, specifically noting that all restrooms must be accessible to people on the basis of their gender identity, not solely on their gender at birth. • Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and the renewal of agreements with apprenticeship-sponsoring organizations for related and supplemental education, including Associated Builders and Contractors, Associated General Contractors, San Diego and Riverside Centers, and Black Contractors Association Inc.

• Authorized agreements with Neighborhood House Association-Nutrition Services to provide meals to children at the Child Development Centers at City, Mesa, and Miramar colleges; and approved a Memorandum of Understanding between San Diego City College and Sol Price Retailing/Service Scholarship Program for administering the Price Scholars Program at the college.

• Accepted grants from the Santa Clarita Community College District for the Institutional Effectiveness Partnership Initiative at San Diego City College; and from the Rancho Santiago Community College District for the CTE Data Unlocked Initiative at San Diego Miramar College.

• Accepted two major grants totaling $3.3 million from the California Community Colleges Chancellor’s Office for the Adult Education Block Grant program at San Diego Continuing Education following comments by Continuing Education President Carlos Turner Cortez. • Approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending June 30, 2016; and approved purchase orders prepared during the month of July 2016. • Received a report from Executive Vice Chancellor Bonnie Dowd, with comments by Citigroup Global Markets Inc. Managing Director Victor Andrade, on a forthcoming resolution authorizing the issuance of the final series of Proposition N bonds. As the resolution, which will be on the September 8 Board agenda for adoption, authorizes the sale of a mix of bonds that will include some capital appreciation bonds (CABs), the Board received detailed information about these bonds, approximations of the financing term of the Bonds; time of maturity of the Bonds; repayment ratio of the Bonds; estimated change in assessed value of taxable property within the District over the term of the Bonds; an analysis containing the total overall cost of the CABs expected to be issued; a comparison between the overall cost of the CABs expected to be issued and the overall cost of current interest bonds; and the reason that CABs are being recommended. • Approved the District’s Five-Year Capital Construction Plan for submission to the California Community Colleges Chancellor’s Office; various personnel actions including the certification of short-term personnel service effective on or after August 26, 2016; ratified the appointment of Dr. Kate Alder as Vice President, Instruction at Continuing Education; and authorized the extension of a sub-contract with Lockheed Martin Integrated Systems totaling $1,335,606 to provide instructional services and training to military personnel at Great Lakes, Illinois. • Approved a long-term ground lease for surplus property at the former site of San Diego Continuing Education Centre City Campus with Russ Boulevard Holdings LLC (Urban discovery Academy), following comments by Vice Chancellor of Facilities Christopher Manis, and with directions for items to include in the lease agreement; and awarded a contract to Eagle Paving Company Inc. for parking lot improvements at San Diego Continuing Education North City Campus. • Authorized an agreement with Davy Architecture for renovation and design services at San Diego Mesa College. • Heard a report on grant activity and awards to the San Diego Community College District by Vice Chancellor of Instructional Services Stephanie Bulger.
