BOARD REPORT MARCH 16, 2017 SPECIAL REPORT TO THE PUBLIC Trustees Mary Graham, Rich Grosch, Bernie Rhinerson, Peter Zschiesche, and Maria Nieto Senour thanked everyone at the campuses and in the District involved in the planning for and participation in this week’s accreditation evaluation visits at City, Mesa, and Miramar colleges, and Continuing Education. Trustee Mary Graham said that she and Trustee Maria Nieto Senour serve on the Board Subcommittee on Accreditation and Student Success and had positive meetings with the visiting accreditation teams. She also reported that she attended the Barrio Station Benefit Dinner on March 2. Trustee Rich Grosch commended his colleagues for their involvement in the accreditation visits, and indicated that he was pleased to participate in the process. Trustee Bernie Rhinerson reported that at a recent meeting of the Community College League of California (CCLC) Advisory Committee on Legislation, which he chairs, they reviewed various legislative bills affecting community colleges, and that he participated in office visits with members of the Legislature and the State Department of Finance. He discussed a number of issues, including state funding for community colleges, the community college baccalaureate pilot program, and possible legislation on student assessment and remedial education. He also stated that the Trump Administration’s proposed budget includes cuts to the Department of Education and other programs affecting students. Trustee Rhinerson discussed his participation on behalf of the District in a panel on immigration hosted by Congresswoman Susan Davis, who he commended for her understanding of the challenges students face. Trustee Peter Zschiesche reported that he met with CE President Carlos Turner Cortez and a community member to discuss the need to better serve the refugee community. In the meeting, three items were mentioned as possible areas of support for this particular population: transportation, increased outreach, and more engagement with local resettlement organizations, particularly in relation to job training and placement. Trustee Maria Nieto Senour requested that the Board participate in an amicus curiae brief for an ACLU-sponsored challenge to the Presidential Executive Order that would remove federal funding from sanctuary cities and other sanctuary organizations. Chancellor Carroll informed the Board that this was a countywide effort. The Board reached consensus that this would be a good action to take and the Chancellor indicated that the District will follow up. Chancellor Constance Carroll reported that California Assembly Democrats are seeking funding in next year’s budget to expand scholarship support for students at all three segments of higher education. Regarding community colleges, AB 19 (Santiago) will enable the first year of study for full-time students (12 units or more) in community colleges to be free, essentially subsidizing the enrollment-fee/tuition part of the state’s various “promise programs.” She noted that this would be especially helpful to the San Diego Community College District (SDCCD) since 1,142 students from the San Diego Unified School District have applied for the 600 spaces in the expanded fall 2017 San Diego Promise program, along with 75 from Continuing Education (CE), and six from the Monarch School; this legislation would enable the District to accommodate all. The Chancellor reported that SB 769 (Hill), authorizing expansion of the community college baccalaureate pilot, has been submitted to the Senate Education Committee and that supporters have been encouraged to contact the Committee members. Dr. Carroll thanked the college and CE Presidents and their campuses for their hard work in preparing for this week’s visits by five accreditation teams assigned by the Accrediting Commission for Schools and the Accrediting Commission for Community and Junior Colleges, Western Association of Schools and Colleges. She also thanked the Board members, all five of whom participated in this important process. The Chancellor shared her report with City College Interim President Denise Whisenhunt who introduced Coach Mitch Charlens and the Men’s basketball team, the Knights, so that they could be congratulated on winning the state championship.

Student Trustee Ava Fakhrabadi congratulated City College’s men’s basketball team for winning the state championship. She also reported on various student activities, including that City and Mesa College Associated Student Governments (ASGs) had a successful trip to Washington D.C., where they provided advocacy for various student issues. At City College, the ASG received roughly 100 applications for the ASG Scholarship and are planning a lunch fair on March 22-23. At Miramar College, the ASG held Spring Fest and club rush events, in-house senate elections, and is hosting an “Eat with Me” event on March 23. At Mesa College, the ASG is working with Classified and Academic senates on planning an advocacy fair on April 12. All three college ASG groups are working together to plan their district retreat, which will be held on April 14 at Mesa College.

BOARD ACTIONS At its meeting of March 16, 2017, the Board of Trustees: • Announced the following action from Closed Session: the Board ratified the adoption of Resource Allocation Formula (RAF) Tentative Agreements for a salary increase for the AFT Guild College & Continuing Education Faculty and AFT Guild Classified Units; adopted two Side Letter Agreements with the AFT-Guild, Local 1931, on changes to Faculty and Classified Bargaining Agreements; and approved the disciplinary action of expelling a City College student, from all colleges, campuses, programs, sites and activities of the San Diego Community College District, pursuant to California Education Code section 72122 and 20 U.S.C. section 1232g. • Heard public comments from SDCCD Police Officers Association President Paul Hubka, who addressed the Board to express appreciation for the Board’s recent action to adopt the CalPERS Public Safety plan as a retirement benefit for sworn officers of the SDCCD College Police Department, and from Edward Abeytha, a Board member of the Urban Discovery Academy, regarding the organization’s request to have its deposit returned following the termination of negotiations. • Approved the Board Meeting Schedule for July 2017 through December 2017; adopted a resolution in support of Senate Bill 769 (Hill): Baccalaureate Degree Pilot Program, a successor bill to SB 850 that would expand the pilot program to 15 additional colleges (for a total of 30), eliminate the sunset provision (which is currently a deterrent to future student enrollment), and allow for reasonable duplication of public university workforce programs beyond a 100-mile-radius; and voted to nominate Marisa Perez, Greg Pensa, Michele R. Jenkins, Laura Casas, Stephan Castellanos, Adrienne Grey, Andra Hoffman, Pam Haynes, and Jim Moreno to the California Community College Trustees (CCCT) Board of Directors of the Community College League of California. • Approved new or revised courses and programs, following comments by Vice Chancellor Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; authorized travel of City College students and staff to participate in the Historically Black Colleges and Universities spring break tour to various colleges; and authorized travel of the Miramar College Chemistry Affiliate Student Club Officers and a staff member to attend an overnight trip to present at the 253rd American Chemical Society National Meeting in San Francisco, CA. • Accepted grants from the California Community Colleges Chancellor’s Office (CCCCO) and the Economic and Workforce Development Program for the Deputy Sector Navigator services in Information, Communication/Digital Media at City College; from the Rancho Santiago Community College District for the Career and Technical Education (CTE) Data Unlocked program at City College; from the CCCCO Funds for Student Success to provide a basic skills math course, contextualized tutoring, peer mentorship, and school materials for students at East Village High School: An Early College, in partnership with City College; and from Project Concern International to support curriculum development to create a Community Health Work Certificate of Achievement at City College. • Approved additional funding from the California Energy Commission to support specialized training at the Advanced Transportation Technology and Energy Center at Miramar College; from Regents of the University of California for the Puente Project at City College to increase the number of educationally-disadvantaged students who enroll in four-year colleges and universities; from the CCCCO for the Extended Opportunity Programs and Services, and for the Cooperative Agencies Resources for Education, both districtwide; and from the 2016-17 Financial Aid Alternative Loan budget for Mesa and Miramar colleges. • Adopted the San Diego County Treasurer’s Pooled Money Fund Investment Policy as the SDCCD’s Investment Policy; approved purchase orders prepared during the months of January and February 2017; approved various personnel actions including the certification of short-term personnel service effective on or after March 17, 2017; and declared an emergency pursuant to Public Contract Code 20654 for expenditures to complete repairs to the heating hot water line at Miramar College. • Heard a presentation on the San Diego Community College District brand strategy by Communications and Public Relations Director Jack Beresford.
