AUGUST 27, 2015 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham welcomed everyone back to the new semester. Trustees Peter Zschiesche, Rich Grosch, Bernie Rhinerson, and Maria Nieto Senour mentioned their attendance at the colleges’ convocations. Trustee Bernie Rhinerson announced that he will be running for the Association of Community College Trustees (ACCT) Board of Directors. Trustee Peter Zschiesche reported that he toured the facility of Computers 2 San Diego Kids, a local nonprofit organization that recycles and refurbishes used computers and provides them to disadvantaged students and households. Trustee Maria Nieto Senour reported that she attended part of the Chancellor’s Cabinet Retreat and participated in the orientation for the student trustees. She also commented on the presentations that she, the Chancellor, and the AFT Guild President made at the three college convocations. Chancellor Constance Carroll discussed President Obama’s proposal to make community colleges tuition-free for qualified students. The Chancellor participated in the White House teleconference on this proposal and indicated that the national College Promise Campaign and other developments will be officially launched on September 9. Dr. Martha Kanter is serving as Executive Director of the national campaign. Dr. Carroll also reported that she has been appointed to serve on the California College Promise Campaign and will be communicating soon with student leaders, faculty, administrators, staff, and others regarding plans for the California effort. She said that fall enrollment is running even with the previous fall. Chancellor Carroll shared her report with City College President Anthony Beebe who introduced Interim Vice President of Instruction Renee Kilmer. Student Trustee Olivia Light reported on various student activities, including the successful convocations held at the colleges; the City College Associated Student Government (ASG) is planning several voter registration events in conjunction with Constitution Day on September 17 and World Culture Day on September 28, and is launching a domestic violence campaign in October; the Mesa College ASG held a Summer CRUISE program to support underrepresented students, is planning for elections on September 9, and is preparing for the Mesa Olympics for staff and students; and Miramar College will have its “Invest in Success” event on September 30.
BOARD ACTIONS At its meeting of August 27, 2015, the Board of Trustees: • Heard public comments by Community member Richard Thompson regarding UC Transfer; and from Cheri Pierre and Gus Magee on behalf of Computers 2 San Diego Kids, requesting that the Board consider changing policies and procedures that would allow the District to donate used computers to their organization. The matter was referred to the Chancellor. • Administered the Oath of Office to Student Trustee Igor Burgos Maron (Mesa College); and approved the appointment of Mark Tran to the Trustee Advisory Council. • Received initial proposals from the AFT Guild, Local 1931 for a collective bargaining successor agreement with the AFT Faculty Bargaining Unit.
The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS (continued) • Approved and adopted additions to Board Policies: BP 2015 Student Membership(s), BP 3200 Student Government and Organizations, BP 3301 Nonresident Tuition, and BP 5015 Residence Determination (First Reading 7/16/15); conducted the first reading of Board Polices: BP 3500 Campus Safety, BP 3501 Campus Security and Access, BP 3505 Emergency Response Plan, BP 3510 Workplace Violence Plan, 3515 Reporting Crimes, BP 3518 Child Abuse Reporting, BP 3520 Local Law Enforcement, BP 3530 Weapons on Campus, and BP 3550 Drug Environment and Drug Prevention Program, following comments by Vice Chancellor of Facilities Christopher Manis with approval to proceed with the next steps of review. • Conducted a workshop on the state-funded Student Success and Support Programs (SSSP) and Student Equity Program. Workshop participants included Presidents Anthony Beebe, Pam Luster, Patricia Hsieh, and Carlos Cortez; Vice Presidents Denise Whisenhunt and Gerald Ramsey; Dean Lorie Crosby Howell; Mesa College faculty member Wendy Smith; and Vice Chancellor, Student Services Lynn Neault. • Authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and accepted the annual Program Self-Evaluation and 2015 Participant Handbook regarding the Child Development Centers at City, Mesa, and Miramar colleges. • Authorized the renewal of agreements with apprenticeship-sponsoring organizations for related and supplemental education, including Associated Builders and Contractors, Associated General Contractors, and Black Contractors Association; a one-year agreement between Miramar College and University City High School to establish an Accelerated College Program; and an agreement between District/City College Military Education and the U.S. Naval Shipyard to provide an Oxygen Equipment and Calibration Course in Yokosuka, Japan. • Approved the name change of the Budget Development and Institutional Planning Advisory Committee to Budget Planning and Development Council; approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending June 30, 2015; approved purchase orders prepared during the month of June 2015; and approved various personnel actions including the certification of short-term personnel service effective on or after August 28, 2015. • Authorized the use of the Balboa Park Recital Hall as an off-campus facility by Continuing Education; to assign all rights under the terms of a contract with RBF Consulting to Michael Baker International Inc.; and awarded contracts to Michael Baker International Inc. for creating a Geographic Information Systems (GIS) Visual Information System at Mesa College, to SDStature for exterior stair security alterations at Mesa College, and to 3-D Enterprises Inc. for the ADA path to Transit Center project at Miramar College. • Adopted a resolution to enter into an energy efficiency agreement with Green Charge Networks for installation of storage devices to reduce electrical usage spikes throughout the District; approved change orders exceeding ten percent to K&Z Cabinet Co. Inc. for the Continuing Education César Chávez building, and to Sundt Construction for the City College C Building remodel; and ratified change orders exceeding ten percent for the Continuing Education César Chávez building, following comments by Vice Chancellor of Facilities Christopher Manis. • Heard a presentation on the District’s 2015-17 Strategic Communications Plan by Communications and Public Relations Director Jack Beresford.
