BOARD REPORT APRIL 18, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo attended the scholarship events at City and Miramar colleges, and reported on his participation in the Hispanic Association of Colleges and Universities (HACU) Capitol Forum on Hispanic Higher Education on April 1 and 2 in Washington DC where he and Board President Maria Nieto Senour met with Congressional representatives and staff. Trustee Mary Graham shared that she attended the 8th Annual Restoring Respect Conference held on April 17 at the University of San Diego and the scholarship events hosted by City and Miramar colleges, and participated in the Tutor Expo held on April 6 and 7 at City College. Trustee Craig Milgrim participated in a meeting of the Board’s Budget Study and Audit Committee and thanked Chancellor Constance Carroll and Executive Vice Chancellor Bonnie Ann Dowd for their explanation of the District’s budget. He also attended Breaking Down the State Budget: A San Diego Community Forum hosted by Senate President pro Tempore Toni Atkins at the Educational Cultural Complex on March 28. Trustee Bernie Rhinerson reported that he participated in a meeting of the Community College League of California’s Advisory Committee on Legislation, which he chairs, and that he will be attending a Congressional field hearing hosted by Congresswoman Susan Davis at Grossmont College on April 24. Trustee Maria Nieto Senour also attended the scholarship events held at City College and Miramar College, as well as the Restoring Respect conference. In addition, she reported that she attended the April 11 inauguration of San Diego State University President Adela de la Torre. Chancellor Constance Carroll reported on several items pertaining to legislation, which the SDCCD is supporting. AB 1727 (Weber), which would change the enrollment apportionment process for Continuing Education, passed out of the Assembly Higher Education Committee. SCA 5 (Hill & Allen) would authorize a lower, 55% voter approval level for school districts and community college districts to place a parcel tax on the ballot. Also, the Chancellor met with Assemblyman Todd Gloria yesterday, along with Trustee Bernie Rhinerson, Mesa College President Pam Luster, and Communications Director Jack Beresford. Dr. Carroll indicated that she and the 4 Presidents had attended the annual conference of the American Association of Community Colleges (AACC) in Orlando, Florida, where they participated in presentations and meetings. Chancellor Carroll praised Mesa College Professor Carl Luna and all who participated in yesterday’s annual Restoring Respect conference on civility, noting that City College President Ricky Shabazz served on the opening panel; Trustee Maria Nieto Senour gave remarks on civility; and Trustee Bernie Rhinerson presented awards to the honorees. Student Trustee Sofia Castellani-Staedler reported on various student activities districtwide, including the Miramar College ASG elections that ended April 11 and the upcoming week-long Earth Day celebration; the first Dream Big Tuesday Farmers Market held at City College on April 6 and was currently holding its annual Week of Service; and that Mesa College’s Associated Students held elections the week prior with the results to be announced the week following, while the college’s Scholarship Awards Ceremony will be held this Saturday, April 20.

BOARD ACTIONS At its meeting of April 18, 2019, the Board of Trustees: •

Reported from Closed Session that the Board adopted new language regarding Grievance Process contained in the Supervisory and Professional Administrators Association Handbook

Heard public comments from City College Academic Senate (AS) President Jan Jarrell who thanked Board members who contributed to the fundraiser at the recent annual Social Justice Conference, and discussed the upcoming Reclaiming the Humanities 2nd Annual Conference. Mesa College AS President Kim Perigo reported that the Mesa College AS passed aresolution in support of Assembly Bill 1150. Miramar College AS President-Elect Laura Murphy discussed the ongoing Collegiality in Action process at Miramar College, which is addressing campus wide governance issues, but emphasized that serious problems remain at the college. Continuing Education AS President Richard Weinroth thanked Chancellor

Constance Carroll and Executive Vice Chancellor Bonnie Ann Dowd for their efforts to provide clear explanations regarding ongoing budget challenges in the state that affect the SDCCD. All Presidents highlighted resolutions passed at the recent statewide Academic Senate plenary on issues of collegial consultation, curriculum and privacy rights issues caused by current Education Code language. Miramar College Associated Student Government President Alana-Mahal Bermodes, Associated Student President-Elect Jessie Van, and member Alex Asgari addressed the Board regarding problems the student government leadership has been experiencing at Miramar College. •

Held a campus meeting for Continuing Education that included a welcome by President Carlos Turner Cortez; Academic Senate President Richard Weinroth and Classified Senate President Neill Kovrig; a presentation on career readiness by Vice President, Instructional Services Michelle Fischthal and faculty members Lisa Cork, Jon Gosen, Steve Gwynne, and Veleka Iwuaba, Deputy Director, Economic Development, City of San Diego (partner) Lydia Moreno, Student & Instructional Assistant, ESL Marie Mirland Augustin, and student Johann Steen Darenbourg and on college readiness by Acting Vice President of Student Services Carol Wilkinson, Dean, Career & College Transition Stephanie Lewis, Regional Coordinator, Veteran Opportunity Program, Randy Wortman, and student George Christensen. The presentation was concluded with a video featuring student Carla Arias. Conducted the first reading of revised Chapter 2 – Board of Trustees Board Policies, with comments by Executive Assistant to the Chancellor Margaret Lamb, with approval to proceed to the next step of review and approval; and the first reading of revised Chapter 3 – General Institutional Board Policy: BP 0400 Research Involving Human Subjects, with comments by Vice Chancellor of Student Services Lynn Neault with approval to proceed to the next step of review and approval. Approved new or revised courses and programs, purchase orders completed during the month of February; various personnel actions including the certification of short-term personnel service effective on or after April 19, 2019; adopted a resolution authorizing Business and Technology Services to make budgetary and financial transfers effective April 1, 2019, through June 30, 2019; authorized the transfer of funds between budget expenditure accounts in the 2018-2019 General Fund/Unrestricted Budget; and proclaimed May 19-25, 2019 as Classified Professionals Week. Heard a report on the 2019-20 General Fund Unrestricted Preliminary Budget presented by Executive Vice Chancellor Bonnie Ann Dowd, noting that this is an optional budget that the District develops each year so that there can be faculty input prior to the end of the semester. Dr. Dowd outlined concerns related to the projected state deficit affecting community colleges. Approved the appointment of John Watson (nominated by Trustee Maria Nieto Senour) and Bill Ponder (nominated by Trustee Mary Graham) to the Trustee Advisory Council (TAC); approved the appointment of Elizabeth Armstrong (nominated by Trustee Bernie Rhinerson), to the Propositions S and N Citizens’ Oversight Committee to serve a two-year term from April 1, 2019, to March 21, 2021; adopted a resolution in support of declaring April California Community College Month; and voted to elect Trustees Kenneth A. Brown, El Camino CCD, Sally Biggin, Redwoods CCD, Mark Evilsizer, Palomar CCD, Michelle R. Jenkins, Santa Clarita CCD, Gary Chow, Mt. San Antonio CCD, Linda S. Wah, Pasadena Area CCD, Brigitte Davila, San Francisco CCD to the California Community College Trustees (CCCT) Board of Directors of the Community College League of California (CCLC). Entered into agreements with health care agencies for use of clinical facilities by students enrolled in District health occupation programs; accepted additional funding from the California Community College Chancellor’s Office for Continuing Education’s Certified Nursing Assistant program, for the Mesa College Veteran’s Resource Center, and for the California College Promise; authorized the use of the Salvation Army Silvercrest Residence, La Jolla Rifford Library, and La Jolla Community Center, as off-campus facilities as requested by Continuing Education.

Approved travel, and Mesa College students and faculty to Paris, France; Madrid, Spain; London, England; and for a Mesa College professor and student to participate in the Ucanal Archaeological Project in Guatemala.

Entered into agreements with the Grossmont-Cuyamaca Community College District (GCCCD) Auxiliary Organization for the Strong Workforce Programs at City College, Miramar College, and Continuing Education; authorized Executive Vice Chancellor Dowd to negotiate and execute an amendment to the existing contract’s Statement of Work with Huron Consulting Services LLC for extended go-live and stabilization support for implementation of PeopleSoft’s Campus Solutions application; entered into a contract with Zeiders Enterprises, Inc. to provide financial advisory services at various military bases across the United States; and approved agreements with MSM Technology, LLC to provide training and support services for the U.S. Army at Fort Knox, Kentucky and Fort Gordon, Georgia; and entered into a contract to provide with MSM Technology, LLC instructional services to the U.S. Navy at the Learning Site Naval Technical Training Center at Meridian, Mississippi.
