BOARD REPORT MAY 10, 2018 SPECIAL REPORT TO THE PUBLIC Trustee Mary Graham reported that she attended the Community College League of California (CCLC) Annual Trustees Conference held May 4-6 in Valencia, California, where she heard presentations on emergency management. She suggested that this be a topic for a future Board meeting or retreat. Trustee Bernie Rhinerson said that he attended the Classified Service Awards event at Mesa College and is looking forward to the commencements. He also said he would be participating in a campus tour of City College with President Ricky Shabazz and representatives from the Christensen Foundation. Trustee Peter Zschiesche reported that he attended the CCLC Annual Trustees Conference, noting that he attended a panel on enrollment management which included Chancellor Constance Carroll. He also attended several Classified Service Awards events throughout the District. He said that he met with a representative from General Dynamics National Steel and Shipbuilding Company (NASSCO) regarding the San Diego Promise program and indicated that NASSCO was impressed by the well-attended recruitment event the company held at City College. Trustee Zschiesche complimented City College President Ricky Shabazz and those involved in coordinating such a successful event. Trustee Maria Nieto Senour said that she attended Classified Service Awards events at the colleges and CE, the CCLC Annual Trustees Conference, an opening of the Undocumented Student Resource Center at San Diego State University, and a recent San Diego and Imperial Counties Community Colleges Association (SDICCCA) meeting. She reported that at the SDICCCA Board Alliance meeting, she proposed that SDICCCA sponsor a workshop featuring Linda Hardy, an expert on cultural competency. Trustee Senour also presented 2017-18 Student Trustees, Ignacio Hernandez Valverde, Joseph Newell, and Alana Mahal Bermodes with plaques commemorating their service to the Board and District. Chancellor Constance Carroll reported that SB 1406, the bill to extend the baccalaureate pilot program, passed out of the Senate Appropriations Committee and also was approved by the entire Senate, with no negative votes. The bill is now on its way to the Assembly, beginning with the Assembly Committee on Higher Education, where it will be heard in late May or early June. The Chancellor noted that the Mesa College commencement will include the college’s first baccalaureate graduating class. The top issue in the State is the Governor’s May Revision Budget, which is scheduled to be released on May 11, following which Chancellor Carroll will report on how this budget proposal affects the SDCCD. Dr. Carroll also reminded the Board about the forthcoming commencements, in order of occurrence: Miramar College – Friday, May 18 (Campus Hourglass Fieldhouse); Mesa College – Saturday, May 19 (USD Jenny Craig Pavilion); City College – Friday, May 25 (Organ Pavilion, Balboa Park); Continuing Education – Friday, June 1 (Organ Pavilion, Balboa Park). Student Trustee Alana Mahal Bermodes reported on the successful season of the Miramar College men’s volleyball team, which included the team winning the Pacific Coast Athletic Conference, and individual honors such as Athlete of the Year and Coach of the Year.

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. BOARD ACTIONS At its meeting of May 10, 2018, the Board of Trustees: •

Reported from Closed Session that the Board approved the expulsion of a Continuing Education student from all colleges, campuses, programs, sites, and activities of the San Diego Community College District, pursuant to California Education Code section 72122 and 20 U.S.C. section 1232g. Heard comments from Mesa College Academic Senate President Kim Perigo, who reported on the continued discussions statewide about the lack of collegial consultation at the system level. Miramar College Academic Senate President Marie McMahon thanked the Board for their ongoing support as the academic year draws to a close. Adopted a resolution to excuse Trustee Bernie Rhinerson from attendance at the April 26, 2018, Board Meeting due to a hardship related to a family emergency, but compensate him therefore in accordance with California Education Code Section 72024(d). Approved new or revised courses and programs, following a presentation by Vice Chancellor of Instructional Services Stephanie Bulger; authorized agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; and ratified an agreement with the U.S. Navy to provide support and consulting advice related to redesign of the laboratory at the Naval Technical Training Center, Corry Station, Pensacola, Florida. Authorized travel of City College students and faculty to conduct Spanish classes in San Jose, Costa Rica; authorized the extension of grants from the California Community Colleges Chancellor’s Office and the Economic and Workforce Development Program for the Deputy Sector Navigator services in Advanced Transportation and Renewable Energy, and Life Science/Biotechnology at Miramar College; authorized the amendment of a previous agreement to provide fire in-service training for the California Department of Forestry and Fire Protection at Miramar College; and accepted a grant from the California Department of Rehabilitation for the College 2 Career program districtwide. After conducting a public hearing, adopted the Education Protection Account Funding and Expenditure Plan (Proposition 30) for 2017-18, following comments by Chancellor Constance Carroll who stated that Proposition 30 funds were used 100% for instruction. Approved the District’s Report of Participation in the San Diego County Investment Pool for the period ending March 31, 2018; the 2017-18 Third Quarter Financial Report; and various personnel actions including the certification of short-term personnel service effective on or after May 11, 2018. Approved a one-year sub-contract agreement with MRP Training Solutions Inc. to provide instructional services to military personnel at the Navy Technical Training Center in Meridian, Mississippi; the application of Julie Pludow (City College) and Jane Newcomb (Continuing Education) to participate in the Reduced Workload/ Early Retirement Program; certified the District’s Equal Employment Opportunity Fund Multiple Method Allocation Model Certification Form for fiscal year 2017-18.

Entered into a consulting agreement with Randall Lamb Engineers to provide electrical engineering services for the D Building at City College; and approved the appointment of Leslie Bruce, nominated by Trustee Rich Grosch, to the Propositions S and N Citizens’ Oversight Committee to serve a two-year term from July 1, 2018, to June 30, 2020.

Heard a presentation on the Districtwide Honors Program by the City College Honors Program Coordinator Kelly Mayhew, and students Caleb A. Mertz-Vega, Charrion Perkins, Dominic Williams, and Nhan Nguyen, following an introduction by Vice Chancellor Stephanie Bulger; and heard a follow up report on a Wisconsin HOPE Lab Study on food and housing insecurities by Vice Chancellor of Student Services Lynn Neault.
