BOARD REPORT NOVEMBER 14, 2019 SPECIAL REPORT TO THE PUBLIC Trustee Sean Elo recognized the student leadership and commended their ability to help move their campuses forward. Trustee Elo reported on his attendance at City College’s Hermanos Unidos Brothers United (HUBU) Conference held October 30. In reference to Thursday’s school shooting in Santa Clarita, he expressed the need to address gun violence and work to lessen student anxiety as it relates to such events. Trustee Craig Milgrim said that he attended an annual workshop for student leaders at City College on November 8 and thanked Vice Chancellor Lynn Neault and the other college deans for organizing the event. Trustee Bernie Rhinerson announced that he has filed to run for re-election to the San Diego Community College District Board of Trustees. Trustee Maria Nieto Senour reported she also attended the City College HUBU Conference. Additionally, she attended a meeting at the Educational Cultural Complex honoring Assemblywoman Shirley Weber for her leadership in improving police practices and transparency. Dr. Senour also attended a 25th anniversary press conference relating to the passage of Proposition 187, noting that its discriminatory effect galvanized the Latino community to take action. Chancellor Constance Carroll reported that the Legislature is on recess and will reconvene on January 6, 2020. In the meantime, many districts are meeting with their legislators to prepare for future legislation. Chancellor Carroll and Communications Director Jack Beresford are meeting tomorrow in San Mateo County with Senator Jerry Hill to assist in preparing his new legislation to expand the community college baccalaureate. She and AFT Guild President Jim Mahler met with Senate President pro Tempore Toni Atkins to discuss community college funding challenges, especially in comparison to per-student funding in other sectors of education in California: UC $33,569, CSU - $18,445, K-12 - $12,018, and CCC - $8,306. The baccalaureate expansion and funding inequities will be among the featured topics in future legislative meetings. Chancellor Carroll also noted that she was pleased with the appointment of Dr. Marsha Gable as Interim President of Miramar College. Student Trustee Taylor Carpenter reported that she was proud of her campus and the presentations given during the campus meeting, adding that attending Mesa College has helped her feel a great sense of belonging. She acknowledged Mesa College Vice President of Associated Students Robyn Bolden for receiving the National All-USA PTK (Honor Society) scholarship. Trustee Carpenter also reported that the college’s annual Thanksgiving Feast will be held November 21, Miramar College will host its first student town hall meeting on November 20, and a Friendsgiving Feast on November 21 to address the problem of food insecurity.

Held a campus meeting at Mesa College that included a welcome from President Pamela T. Luster, Academic Senate President Manuel J. Vélez, Classified Senate President Charlie Lieu; and Associated Students President Taylor Carpenter; a presentation on Diversifying the Student Experience in STEM by HSI Program Manager Leticia López, Professor Irena Stojimirovic, NCAS student Naylynn Tañón Reyes, and Peer Mentor Alexander Hewitt; a presentation on NextUp — Program Supporting Current and Former Foster Youth by FAST Scholars, NextUp Coordinator and Counselor Sade Burrell, Director Leticia Diaz, and student Isaac Flores; a performance presentation on It’s a Fact!: Reader’s Theater by Speech and Debate Team students Mariah Naea, Blake Hindrichs, Stephanie Smith-Baptiste, Jacob Babauta, and Katya Azzam, and Professor Kim Perigo; a presentation on Preparing Accomplished Transfer to the Humanities (PATH) by Associate Professor Pegah Motaleb,

Heard public comments by Mesa College Academic Senate President Manuel Velez who reported on the Fall Plenary where the statewide Academic Senate for California Community Colleges reversed its previous position and passed a resolution in support of the community college baccalaureate as well as a resolution on participatory governance with regard to concerns about the actions of the California Community Colleges Chancellor’s Office; and Miramar College Academic Senate President Laura Murphy who also reported on the Fall Plenary saying there is considerable unanimity among faculty at the local colleges regarding key issues and that she will be serving as regional chair of the Women’s Caucus.

Approved the appointment of Marsha Gable as Interim President of Miramar College.

Administered the Oath of Office for Police Officer Kenneth Nelson.

Approved the annual goals established for the Board of Trustees for 2019-20, as recommended by the Board’s ad hoc subcommittee (Trustees Bernie Rhinerson and Sean Elo).

Heard a follow-up report from Vice Chancellor Lynn Neault on Student Transfer Outcomes.
•
Considered and adopted revised Chapter 4 – Academic Affairs Board Policies (first reading); new or revised courses and programs; an amendment to the Social Security Alternative Plan; revised schedule of charges to Addendum I for District Board Policy 7325 — Public Use of District Property; and appointment of Miramar College student Melanie Stuart, who was nominated by Trustee Mary Graham, to the Propositions S and N Citizens’ Oversight Committee.

Approved agreements with health care agencies for use of clinical facilities by students enrolled in District health occupations programs; the City of San Diego Lifeguard Services Division of the San Diego Fire-Rescue Department to provide training for Lifeguard Services at Miramar College; e3 Civic Charter High School for the College and Career Access Pathways (CCAP) Dual Enrollment Partnership at City College, following a public hearing; the California Department of Education for the operation of the Child Development Centers at City, Mesa, and Miramar colleges; entered into a one-year contract with the U.S. Navy to provide instructional services to military personnel at the Naval Technical Training Center, Corry Station, Pensacola, Florida; and the renewal of agreements with City College and apprenticeship-sponsoring organizations for providing related and supplemental education, including Associated General Contractors San Diego and Riverside Centers, and the Black Contractors Association Inc. Accepted grants from the U.S. Department of Education for the Upward Bound program at City College and for the Developing Hispanic-Serving Institutions Program — Title III STEM at Mesa College.

Approved agreements with the San Diego Unified School District for the K-12 Strong Workforce Program (SWP) at Miramar College; and the Foundation for California Community Colleges for support of on-campus mental health awareness at Miramar College.

Approved the preparation and submission of the District’s Five Year Capital Construction Plan to the California Community Colleges Chancellor’s Office (CCCCO).

Approved agreements with Bayside Community Center for use by Continuing Education; for the sale of surplus property located at the west side of Briarwood Road and north of Nebraska Avenue in San Diego; for contracts with EC Constructors, Pro Spectra Flooring, Stallion Shading, and Western Rim Constructors, Inc. in correlation to construction of the Child Development Center at City College; with Resource Environmental, Inc. for the demolition of I-100 and J-100 buildings at Mesa College; Naval Consolidated Brig, Miramar to provide instructional services to military personnel; and Yosemite Community College District, Child Development Training Consortium (YCCD/CDTC) to provide services as defined in the Instructional Agreement, #19-20-2886.

Held a public hearing and authorized the Vice Chancellor of Facilities Management to negotiate and enter into a purchasing agreement with ForeFront Power, LLC for a photovoltaic system at Continuing Education’s Educational Cultural Complex.

Approved various personnel actions including the certification of short-term personnel service effective on or after November 15, 2019; purchase orders prepared during the month of September; and the 2018-19 First Quarter Financial Report; and authorized travel for up to 30 students and one faculty member from City College to Spanish classes from January 1-29 in Madrid, Spain, for students and faculty from Mesa College’s Fashion department to attend the Women’s Wear Daily MAGIC Conference from February 4-7 in Las Vegas, and for students and faculty from Mesa College to conduct Spanish classes from January 1-26 in Cusco, Peru.
