BE PATIENT DURING SPRING BREAK IN PB Due to the different school systems and diversity of visitors, spring break runs through March and April, said Sara Berns, executive director of Discover PB. “We encourage people to be patient and hospitable, of course, as we are a leading visitor site in San Diego. CONSTRUCTION UNDER WAY ON TROLLEY TUNNEL Crews have begun work in preparation for construction of the Trolley underpass at La Jolla Colony Drive. To accommodate construction, lanes on La Jolla Colony Drive will be reconfigured to pro-

vide one lane in each direction. Construction is expected to be complete by late 2019. Some full weeknight and weekend closures may be required throughout construction, during which time, there will be no access to La Jolla Colony Drive from east of the Interstate 5 onand off-ramps to Rosenda Court. One lane of northbound and southbound traffic will remain open on La Jolla Colony Drive, except during intermittent closures. Access to Rosenda Court and to Gilman Drive West will remain open, except during intermittent closures. Work will be scheduled Sunday through Thursday from 9 p.m. to 5 a.m. when weeknight closures are necessary. Detour routes and signage will be in place with those passing through urged to heed all traffic signs and use caution when traveling near the work area. Work activities will include drilling, road widening, excavation, removal of dirt and concrete construction. This work requires the use of heavy machinery and will generate noise. Crews will minimize impacts as much as possible.

Work activities will include utility work, drainage improvement, street widening, and bikeway construction. Crews will minimize impacts as much as possible. NEW SEAWORLD ROLLER COASTER TO OPEN IN MAY The unique dueling roller coaster ride, Tidal Twister, featuring high-speed turns and upside-down twists is scheduled to open at SeaWorld on May 24. The first of its kind in the world, this unique ride is an exhilarating experience that demonstrates the power of the ocean.

Accelerating to 30 mph, riders will twist and bank as if they are riding the tide along a tight figure-8 track that includes dynamic Zero-G roll at the center section. Two trains, holding 16 passengers each, load at opposite ends of the figure-8 and cross in the center with guests facing both forward and backward on the trains.

ome Pacific Beach dog owners are frustrated with the lack of adequate off-leash dog parks in the area. So Pacific Beach Town Council president Brian White did something about it. “After hearing these concerns at our Jan. 16 PB Town Council forum, I began taking pictures of feasible options in Pacific Beach, eventually honing in on a grassy field on the northeastern edge of Crown Point Park,” White said. “With ample parking in the adjacent lot and public restrooms nearby, it seems like an ideal place for an off-leash fenced dog park,” he said. “This site would be a huge asset for dog owners and their pups all across Pacific Beach and surrounding areas.” Subsequently, Pacific Beach Town Council’s board voted to pursue White’s suggested site in Crown Point Park as a potential designated off-leash dog area. Presently, there’s only one offleash dog park available in PB: Capehart at 4747 Soledad Mountain Road. But there are significant problems with it. It's been a dozen years since Capehart won out over Kate Sessions to become Pacific Beach’s only offleash dog park. But due to previous longstanding drought conditions

and watering restrictions, as well as heavy usage by dogs large and small, Capehart's two separate fenced-in areas have both been almost completely denuded of turf. The dog park suffers as well from erosion and other issues. And upgrading Capehart properly would be a big-ticket item. A recently released preliminary estimate of costs for improving both the large- and small-dog areas of Capehart was pegged by the City at about $612,000. White’s proposed Crown Point offleash dog park calls for:

• Use of a large grassy area next to Mission Bay. • Fencing to be installed around the perimeter. • Ample parking to be made available in the adjacent lot. • Access to public restrooms. • The ease with which the site could be made ADA-feasible due to its flatness. • Ample space to be made available for exercise and socializing, which are good for the health and well-being of dogs. • The park doubling as a social hub for humans.

White questioned the adequacy of Capehart. “Many believe that no matter how much money you put into Capehart, that it will never really serve the needs of PB,” he said. “That’s why we’re searching for an alternative.” And the problem with searching for alternatives, any alternative, said White, “is there’s always a drawback to anything that you look at.” White noted there have also been problems with residents getting ticketed for walking their dogs on-leash in Mission Bay Park and the beaches during undesignated times.

lanned improvements at Mission Bay’s Bonita Cove West were unveiled at a March meeting of Mission Bay Park Improvement Fund Oversight Committee. “The aging restrooms at Bonita Cove West were constructed in 1961, and the last time the playground was updated there was 1995,” said City parks designer Kevin Nguyen. “Upgrades are planned to both the comfort station and playground equipment, with project completion by Memorial Day 2020.” Consultant Glen Schmidt of Schmidt Design Group pointed out Bonita Cove West “is a very unique site adjacent to Belmont Park and is part of the fabric of this community (Mission Beach).” He added restroom/playground improvements were designed “with the undulations and movement” of Belmont Park in mind. PB leaders applaud mayor’s stance on vehicle habitation

ith complaints ballooning from residents about problems with people living legally in their vehicles on public streets, Mayor Kevin Faulconer and District 2 Councilmember Dr. Jennifer Campbell have proposed reversing course. The pair at a March 25 press conference at Mission Bay Park unveiled plans for a new ordinance once again making vehicle habitation illegal. They also advocated expanding the City’s Safe Parking Program, which allows unused parking space to be used overnight by San Diegans inhabiting their vehicles. City Council recently repealed a 1983 ordinance prohibiting residents from living in a vehicle on streets within city limits. That decision followed U.S. District Judge Anthony J. Battaglia’s ruling in 2018 that the ordinance “was both vague on its face and being arbitrarily and discriminatorily applied.” “If you are living out of your vehicle because you have nowhere else to go, we want to help you,” said Faulconer.” At the same time, residents and businesses have a right to clean and safe neighborhoods. We will not allow conduct that takes advantage of San Diego’s generosity and destroys the quality of life in our communities.”

way coupled with the safe-lot parking alternatives because it's the right formula going forward. Without bathrooms available to many vehicle dwellers, it has created a very unsanitary situation on our residential streets, sidewalks and private yards. so we're glad to know more safe lots will be opening up to give people what they need.” Faulconer intends to introduce his new ordinance at the April 17 meeting of the Public Safety and Livable Neighborhoods Committee.

“We used those forms in the composition of the playground to show vibrancy, whimsey and color, playing off Belmont Park’s amusement aspects,” Schmidt said. “We’re weaving these elements into each of the playground’s components.” Schmidt added playground upgrades will include a playful rope structure and a picnic pavilion that he said will “provide a great tapestry for color,” to be included with “steel umbrellas to be located throughout the Cove for shade.” Nguyen added the walkway, picnic tables and other amenities in Bonita Cove West are also to be improved. In 2016 voters approved Measure J, which extended 2008’s Proposition C. J earmarks a portion of Mission Bay lease revenue for capital investments in Mission Bay and other regional parks for 30 more years – generating an estimated $1.5 billion through 2069. In 2017, the Oversight Committee approved the Mission Bay Park Improvement Fund, a 10-year plan for long-term investments.

acific Beach AleHouse has a new head brewer and a refreshing lineup of new craft brews. Dan Enjem, head of the brew crew at the Alehouse, started out home brewing in 2005. After working eight years for Adventure 16 in the outdoors industry, Enjem found himself refocusing again toward brewing, taking prerequisite courses hoping to get into UC San Diego’s inaugural brewing program. “Then I got a job at Thorn Street Brewery in North Park when they first started out, then worked for Ballast Point in Scripps Ranch and Miramar,” Enjem said of his apprenticeship. “It was high-volume, fastpaced, brewing about 3 1/2 to four times a shift. We made 43 different beer styles.” Then he heard about the opening at PB AleHouse, assuming the helm of the brewing room in the back of the pub at 721 Grand Ave. in November 2018. PB AleHouse has served its own house-brewed beers for the past decade, which made it a perfect fit for Enjem. “I don’t like doing the same thing over an over again,” he said. “I really like to mix it up, do something different all the time.”

Celebrate National Beer Day at Pacific Beach AleHouse’s craft beer launch party on Sunday, April 7 from 3 to 7 p.m. The fest will feature $3 AleHouse drafts and $5 AleHouse flights.

Enjem has brought his 10-plus years of brewing experience to relaunching PB Alehouse’s brewery. Two of his most recent craft creations are SunSetter Raspberry Berliner Weisse and Crystal Pier Pale Ale. Outlining the brewing process at PB AleHouse, Enjem noted it involves a seven-barrel system meant to make about 250 gallons (about 14 kegs) per barrel. The

grain goes into the mash tub with a false bottom, which separates the solids from the liquid that is boiled for an hour or more. Then it gets cooled down in a fermenter at a temperature of 52 to 70 degrees. After that, the yeast is drawn off and the brew is put into a different, finishing tank where it gets carbonated, before being put in a cold box for storage.

“The fermenting takes a week to two weeks depending on the beer,” Enjem said. Enjem’s personal stamp is on all the brews he crafts. And what he makes offers something to please nearly everyone regardless of age or taste. “When I came in I changed the recipes and brought in new ones,” Enjam said. “I have a Japanese lager that is really light and drinkable. A blond ale that’s very light for novice beer drinkers who want something smooth. I’ve got a red, a stout and a Berliner Weisse that has raspberry in it. “Basically, I’m doing a new brew every two weeks,” said Enjem who favors IPAs and Belgian beers, which he said are distinguished by their “yeast that is sourced from the region,” giving them their distinctive flavor. Enjem urged people to come out and celebrate National Beer Day at Pacific Beach AleHouse’s craft beer launch party on Sunday, April 7 from 3 to 7 p.m.

acific Beach social worker Thera Storm is proud that her 4-year-old daughter Carlisle (Carlie) Joy Storm is being positively influenced by her humanism. Last month, Thera read Carlie a story from San Diego Zoo's ZooNooz magazine titled "Hanging on by a Limb,” about donating to feed baby animals. That story prompted Carlie to request that her upcoming fourth birthday party be turned into a fundraiser for "baby bears," much to the delighted surprise of her mother. “The article said $30 pays for a week’s worth of formula for a baby bear,” said Thera. “[Carlie] said, 'We need $30. We need to do a fundraiser.’” So Thera, a certified grief recovery specialist, and husband Nate, came up with having a "penny popa-thon" at Carlie’s birthday party. “We will put bubble wrap on the floor and give each child a pedometer,” Thera said. “The kids will get to jump on the bubble wrap for three minutes. Parents have been asked to donate a ‘penny per pop’ (whatever the

Storm has also been teaching her daughter social responsibility by picking up trash with her during

their daily strolls. “We have gloves now in the stroller, and our goal is to pickup up three pieces of trash a day,” she said. “I’m trying to teach her about taking care of vulnerable populations. I’ve also had her handing out sack lunches to people on the streets in Pacific Beach. It’s cool to see her wanting to take care of other people, even the little bears.” Of their success in teaching their daughter social responsibility in caring for the less fortunate, Thera said, “It’s heartwarming.”

The Pacific Beach Hospitality Group, a subcommittee of Discover Pacific Beach, hosted a community spring cleaning trash clean up Monday, April 1. More than 75 people, representing 16 businesses, met up at PB Alehouse to help clean up the business district during busy spring break. The group collected more than 80 bags of trash along Garnet Avenue, Mission Boulevard and the Boardwalk. They celebrated with an after party at PB Shore Club. “The hospitality group is made

up of our bar, restaurant and hotel businesses who don’t typically work Monday to Friday, so they wanted to plan something their employees could participate in and give back to the community,” said Sara Berns, executive director of Discover Pacific Beach. Prizes were awarded to Sandbar Sports Grill for weirdest item found, a well-used Rasta wig. Other weird items found were a Lil’ Tikes car, shopping carts and a plastered crab claw.
