Move it or lose it Locals must keep an eye on their cars when they park on the streets BY DEBBIE HATCH | BEACH & BAY PRESS Jake Kattai has a convenient life. The seven-year Pacific Beach resident lives four blocks from the ocean and walks three blocks to work. He can purchase most of what he needs inside the parameters of Pacific Beach, which means he rarely has the need to drive his car. In fact, Kattai prefers to walk or ride his bicycle most places. Although his father is a police officer in central California, Kattai, like many state residents, discovered one law the hard way. California Vehicle Code 22651k dictates that vehicles cannot be parked in the same location on any city street for more than 72 hours — or it can be impounded. If a vehicle is parked in the same location for more than 72 hours it is considered abandoned. Therefore, every city, including San Diego, is subject to the enforcement of this law. “We have areas in communities where there is just no parking,” said Det. Minnie Ramos, code compliance supervisor with the San Diego Police Department’s Abandoned Vehicle Abatement Unit. In 2009, 10,165 vehicles were impounded in San Diego for violating the 72-hour law. From Jan. 1 through May 1 of this year, 2,960 vehicles had already been impounded. Residents know that parking is tight in the beach communities, especially around holiday weekends. With families preparing for summer vacations, the law is something to keep in mind if one is planning to leave a vehicle parked on the street for longer than 72 hours at a time. Kattai shares a 2-bedroom apartment with a roommate and both have a car. The apartment offers one parking spot inside a single-car garage. Last fall, Kattai walked from his door to the street thinking that he would get into his car

Mission Bay High could see new stadium by 2014 BY ANTHONY GENTILE | BEACH & BAY PRESS When the Mission Bay High School (MBHS) football team opens its season at home next month, the defending Division IV champs will already have scored a win. On Aug. 3, the San Diego Unified School District Board of Education voted to bump up long-overdue improvements to the school’s stadium with voter-approved Proposition S funding to the beginning of 2014 — more than a year ahead of the originally scheduled start date. “That which seemed so far away is now going to happen,” said Jennifer Tandy, public relations director for Friends of Pacific Beach Secondary Schools. “It’s a reality now, and not just a dream, thanks to the school board and the community supporting it.” Tandy said the new stadium’s start date was moved up from May 2015 because MBHS parents and students advocated for equitable Prop S project dates. Board members themselves paid a visit to the stadium between April and June. “All board members, at one time or another, actually came to visit the field and realized this is a priority,” Tandy said. “It was after a lot of discussion and visits that this actually happened.” Concerns abounded. From no field lighting to limited seating, and from a dirt track too small to host meets to a grass field that doesn’t match that of other schools, there is a laundry list of issues with the current stadium at MBHS. School district trustee John de Beck said the need is there for a new athletic facility at the school, which he estimates would cost between $10 million and $15 million. “I regret that there has been a delay,” de Beck said. “The main thing is

to make sure the field is safe for kids, so there aren’t any potholes and there aren’t any places where kids can break their legs running around or actually playing a sport.” In addition to player and fan safety, Tandy said having a lit stadium would create a strong sense of community on Friday nights. The Buccaneers currently can’t host night games, and the football team had to play two “home” games in last year’s playoffs at San Diego High School during its title run. “We are very excited about the renovation coming to the Mission Bay High athletic facilities. A local’s local looks to retirement after 33 years BY DEBBIE HATCH | BEACH & BAY PRESS Joe Randazzo is nearing his 68th birthday and has been the proprietor of the Chevron Gas Station, located at 1575 Garnet Ave., since 1967. As a small business owner he has been privy to environmental regulations and economic shifts over the past 33 years. Randazzo was born in Michigan and moved to San Diego in 1953. For the most part, he has enjoyed being a small business owner. From the cash-only days to credit

card-accepting pumps, he has witnessed many changes. In the company’s early years it was a garage and filling station serving cars at reasonable rates. The full-service station shifted into a gas station and food mart because it became difficult for the small business owner to keep up with the mandates and fees associated with the environmental regulations, Randazzo pointed out. “It’s been so long that I don’t remember the other way,” Randazzo said when trying to think of when he closed the maintenance portion of his shop.

While Randazzo currently sees his business improving, he did fall prey to the lagging economy like many others. He credits the boost in business to either the improving economy or people’s acceptance of the situation that the country is in. “Competition in the whole industry has changed,” Randazzo said. He said larger companies own most gas stations in the beach area, which typically assist franchises when new equipment needs to be installed or

City beaches one step closer to commercialization BY ANTHONY GENTILE | BEACH & BAY PRESS With a City Council committee’s blessing in July, city beaches are one step closer to featuring commercial advertisements on lifeguard stations and seasonal lifeguard stands. If approved by the full council, the proposed commercialization of the beaches could bring millions of dollars back to the city’s lifeguard program, which has been hit hard by budget cuts. “It was an important step and I give the lifeguards a lot of credit,” said District 2 City Councilman Kevin Faulconer, part of the council’s Budget and Finance Committee that unanimously approved the project. Faulconer said the beach advertising proposal would likely be brought to full council in the fall, with public outreach planned between now and then. In this proposed pilot program, each of the city’s eight main lifeguard stations alone — including the one in Ocean Beach — could potentially generate between $200,000 and $500,000 per year — as much as $4 million annually. “It’s an approach that has been utilized at other beaches that has really helped other lifeguard programs,” Faulconer said. Faulconer said the key to the project is that all of the advertising would stay within city sign ordinances, ensuring that nothing too flashy or overbearing appears on the beaches. That is the prima-

ry concern with the project — a beach full of big, gaudy advertisements. “That’s the important provision because I would not have ordered wholesale billboards on the beach,” Faulconer said. Lifeguard Sgt. Ed Harris, spokesman for the Teamsters who represent city lifeguards, said he supports the idea of beach advertising. But he said lifeguards want the money to stay where it is generated — at city beaches. “The lifeguards are supporting this, but we want to make sure that the money that comes in is used for replacing positions,” Harris said. “We don’t want to see it go back to the general fund and for the public to not see a benefit to the beaches and the staffing levels and everything else.” City lifeguards brought the idea for beach advertising forth a few years ago and they have been meeting with city officials since last November about the idea. Prior to last year, Harris said the idea didn’t stick because lifeguards didn’t have a strong enough voice through the Municipal Employees Association. “Now that we belong to Teamsters, we were able to have direct access to the mayor’s office,” Harris said. “We took the mayor on a tour and showed him everything and [city Chief Operating Officer] Jay SEE ADS, Page 5

Debate over business deck expansion comes to a head BY DEBBIE HATCH | BEACH & BAY PRESS The two sides sparring over the controversial deck expansion to the Pacific Beach Shore Club presented their cases at the monthly general membership meeting of the Pacific Beach Town Council (PBTC) in July. Now, an advisory vote rests in the hands of the PBTC general membership. A ballot was mailed out this month

with the PBTC newsletter to gauge support and opposition within the business and residential community. Ballots are due Sept. 8. The rift developed in April when PBTC President Rose Galliher wrote a letter of support for the project to the San Diego Police Department on behalf of the PBTC board. Some from the general membership,

however, challenged the board’s decision to send the letter without the input of the general membership, setting up an onslaught of debate and chaos at subsequent general membership meetings. Scott Chipman, a general member of the PBTC and a board member of the Pacific Beach Planning Group, had been urging the board for weeks to make a motion for a vote of the general mem-

bership to decide whether the PBTC should lend formal support to the 1,850square-foot deck expansion project. After weeks of wrangling, the motion was passed during the June 16 general membership meeting, followed by a formal presentation by both sides July 21 — with obvious exasperation on the part of some board members. “We have dealt with this for four,

With a new stadium on the horizon, MBHS will also sport a makeshift press box again — in the form of a scissor lift — at the start of this season. In 2007, the press box at MBHS was condemned by the district and has not been replaced, even though school supporters set aside as much as $40,000 for the potential project. “The big problem was that when the community first lost their press box, they got the money to support it and that wasn’t going to be enough,” de Beck said. With similar stadium needs at schools around the district — including nearby Clairemont and Point Loma high schools — de Beck sees a possible solution as a new, regional stadium that could be shared by multiple schools. While this would eliminate home field advantage and not quite be in line with promises made by Prop S, de Beck said his idea makes sense for the coastal communities. “That doesn’t make the local schools comfortable, but it’s a better school district policy to do that,” de Beck said. “I’m try-

and run errands. He could not find his car. It was not where he had left it parked. His first thought was that his vehicle had been stolen. He called the San Diego Police Department, gave his license plate number and discovered his car had been impounded. “I pay rent. I should at least have somewhere to park my car,” Kattai said. He understands the need to have laws like this in place in business districts, but said he wishes there was leniency in residential areas. By the time he was able to retrieve his vehicle from the impound lot, he was forced to pay $1,000, Kattai said. When Kattai went on a recent trip to Peru, he employed his sister and his roommate to move his car every third day. Having learned his lesson, he continues to move his car around every few days. However, when Kattai tells this story to friends and neighbors he has so far only found two people who were even aware of the law. “The code is black and white, but with the enforcement there’s discretion,” Ramos said. Peace officers physically investigate when a complaint is made about an abandoned car. Sometimes there is debris surrounding the car or spider webs that indicate the car has been sitting in the same place for a while, Ramos said. The officers will chalk a line on the street and a line on the tire. Three days later, they will check to see if the car has been moved.

At the time they investigate, they also leave a pink notice on the car’s windshield informing the driver of the law if it’s the first time a complaint has been issued about the vehicle. “It’s pink for a reason. We want to get their attention,” Ramos said. Owners of vehicles that receive warnings comply nine times out of ten, she added. Kattai checked on his car so infrequently that the pink notice was still on his windshield when he retrieved it from the impound lot. “Hopefully the owner will be educated,” Ramos said. Typically, if the car is moved prior to the officers’ return 72 hours later, there is no citation given. “Don’t [let the 72-hour window expire], especially if you live in a very tight area like that,” Ramos offered advice to beach community residents. Ideas included a sponsor for the surf report recording, and company logos on surfboards, uniforms, information boards and towers. “We want to ensure that people realize our situation and that this is a good thing,” Harris said. “We can do subtle advertising, we can bring money back into the city, but it needs to be put towards a purpose.” According to Harris, revenue generated by potential beach advertising for lifeguard services would go toward staffing and training. He estimates about 12 percent of staffing and 90 percent of training have been

cut as a result of citywide reductions over the past few years. “We used to have a pool of relief guards that would backfill those on straight time,” Harris said. “When we cut all these relief positions, we now have to backfill those on overtime. We need to build back in these relief positions.” In addition to lifeguards working shifts outside of their training, Harris said they are averaging 40 vacant shifts per week because of the lack of staffing from sickness, injury or vacation. Harris also estimated that it currently takes an average of six years to fully train a lifeguard because of the current crimp in funds available for training. “Our fear is that we signed a contract with the city that raised our retirement age from 50 to 55 for new hires, we took our 6 percent pay cut, we gave away terminal leave,” Harris said. “We’re doing everything we can to function, but we’re fearful right now that we’re not keeping on training and we don’t have any plan for succession training.”

Now& Then John Fry THE FOLKS WITH WINDOW SEATS witnessed quite a spectacle at Starbucks when a cat decided he didn’t want to get a check-up at Pacific Beach Veterinary Clinic. He broke loose and headed west on Garnet, then switched directions and bounded across the street to the honking of horns and squealing of brakes. Then it was back across Garnet and north on Fanuel. “They’ll NEVER catch that cat,” someone said. I think it was me. It wasn’t long before the owner and the vet technician could be seen in the distance, the cat cradled in the vet tech’s arms. Reminded me of the great Far Side cartoon of the dog leaning out the window to brag to his friend, “Hey, Rusty — I’m going to the vet’s to get tutored.” THREE DAYS LATER I noticed a fellow waiting for his coffee, wearing street clothes and a stethoscope. Turned out to be Chris Hoolihan, who’s purchased the clinic from Jane Corrican. I started to tell him about the runaway cat. “Don’t start,” he replied, “that was my uncle’s cat — and he hates my uncle.” “Why didn’t he bring the cat in a cardboard carrying container?” I asked. Turned out the uncle did just that, but the cat had wet himself so thoroughly that the bottom dropped out of the case when the owner pulled it from the car. NEWSMAN JACK GATES calls them PB Ponderings. He’s bemused by the fact that the OTM Fight Shop has opened for business next to the Hare Krishna Temple on Grand Avenue. He also finds it odd that Frazee’s can’t come up with the paint to get rid of the graffiti on the north wall of the building. IT LOOKED LIKE A FENDER BENDER, and it might have been. I couldn’t see any damage when I passed the two cars under the I-8 bridge on Ingraham. The owners had exchanged information, however, and it was hard to decide who was wearing the bigger grin — the cute, blonde girl or the ruggedly handsome young male. I WAS HEADED WEST on the 56 last week, into a setting sun. A quick check of my rearview mirror revealed the red and blue flashers of the Highway Patrol — or so I thought. The car eventually passed me and only then did I see the multi-colored plastic CDs strapped to the visor. Their reflection looked for all the world like — well, you know. FROM A DISTANCE it looked like energetic window washers were taking care of the upstairs windows of the new Crossfit, caddycorner from the Wells Fargo Bank on Garnet and Fanuel. On closer inspection it was two wellchiseled gentlemen tossing what appeared to be medicine ball as high as they could. They looked like pretty good advertisements for crossfitting, whatever that is. EVERY AUGUST I APPLY for an assistant position and every August I hear nothing. Jeanne Mary (Minor) Richards (Aug. 24, 1919-July 27, 2010) Jeanne Mary (Minor) Richards, born Aug. 24, 1919, in Des Moines, Iowa, passed away at home July 27, 2010. After her toddler years, she moved to Minneapolis, Minn., where she met her loving husband, Tom, while attending the University of Minnesota. Jeanne and Tom often danced to the then-upstart Glen Miller Orchestra, with audiences so scant that Miller would thank them for dancing. She raised her children Virginia (Ginger) and Steve there during the waning years of World War II.

A job oppor tunity led them to the Detroit area, where they remained until years after the kids graduated from college. They moved to San Diego following Steve’s previous migration. They took up residence in Pacific Beach where volunteer community service became a “way of life.” Included were services to the Pacific Beach Town Council, U.S. Navy League, San Diego Auto Museum, O.B.C., America’s Cup, Stand up for Kids, The Pacific Beach Woman’s Club and others. Jeanne and Tom were both chosen as honorary mayors of Pacific Beach and

instituted the first Pacific Beach restaurant walk. Most are unaware that Jeanne survived the then-incurable polio at the age of 16 and lymphatic cancer in her 30s. Jeanne was well known for her humor and never-ending care for others in need. Jeanne is survived by her children, Steve, who lives in California, and Ginger, who lives in Michigan; and grandchildren Alex, who lives in Michigan, Erin, who lives in Arizona, and Hope, who lives in California; and five greatgrandchildren. Catherine A. Strohlein (Feb. 6, 1933-Aug. 16, 2010) A longtime resident of Pacific Beach, Catherine Strohlein was born in Atlantic City, N.J. and lived in Philadelphia until she married husband Alfred in October 1962. Catherine and Alfred resided in Silver Spring, Md. while Alfred worked at the Smithsonian Institute in Washington, D.C. Daughters Katherine and Margaret were born during this time, and the family moved to San Diego in 1967. Shortly thereafter, daughter Maria was born. There were two other moves to Atlanta, Ga., and Los Angeles, but the family returned to San Diego in 1979. Catherine was a career government worker at such agencies as the

Postal Service, Center for Disease Control (Atlanta), Federal Trade Commission (Los Angeles), Securities and Exchange Commission (Los Angeles) and the U.S. Attorneys’ Office in San Diego. She was also a member of the Pacific Beach Planning Committee for many years. She took tremendous pride in her work, which was reflected in the many awards she was given. Catherine was loved by all and entertained anyone she knew with her amazing sense of humor and penchant for sarcasm. She loved music and sang for many years in the choir at St. Brigid Roman Catholic Church. Catherine also traveled extensively to Europe, Australia and throughout the

My Acu Spa focuses on the individual BY MEAGHAN CLARK | BEACH & BAY PRESS The inspirational quote “Be the change you wish to see in the world” welcomes patrons into My Acu Spa, a recently renovated all-inclusive spa in Pacific Beach. While Gandhi adorns the entrance, owners Jamie Wemette and Jamie Kornsweig are truly the inspirations behind such a rare healing experience. The company is built on the backbone of Wemette, who has a master’s degree in traditional oriental medicine from Pacific College. It was merely a year ago that Wemette was thrown into unfamiliar territory when she became a single mother overnight, struggling to put food on the table. “That was very humiliating, and in that humility I prayed a lot … and all I kept hearing was ‘The Lord will move mountains for you.’” The chant triggered a move to San Diego County, where she switched from standing in lines at emergency shelters to checking out commercial real estate. With the help of friends, family and strangers My Acu Spa opened in December. “I don’t want to take any credit,” said the mother of 2 ½ year old Sofia, “because I feel a really small part of this. I feel very humbled to be part of this. I don’t feel like it’s anything I did. I just feel like I was moved in this direction, and I had a lot of great people in my life.” Now, two months since the addition of Kornsweig, the extensive spa fills a unique niche in San Diego, celebrating its updated accoutrements with a regrand opening. The community healing center features acupuncturists, massage therapists, a chiropractor, an aesthetician and an herbal pharmacy that serves an untouched aesthetic in the beach community. Wemette said the goal is to “use My Acu Spa as a source for people to come to, whether it’s for health, for healing or companionship … We want to give back

He appreciates the long time friends and customers he has met inside the shop over the last three decades. “I’m staying put,” Kinney said of his

future plans. “I’ll change when change is necessary.” Kinney and his wife, Donna, live in Clairemont and have two grown sons, 21 and 23. So much of the couple’s life has evolved or revolves around the shop. “This is so beyond a retail surf shop,” Kinney said. StayClassy, a nonprofit organization, will hold its fourth annual Fire Run/Walk on Sunday, Aug. 29. The event — which seeks to raise funds for several local nonprofit organizations, including San Diego Fire Rescue Foundation, Surfrider Foundation, Make-a-Wish, Jeans 4 Justice and Volunteer San Diego — will begin at 8 a.m. at the intersection of Prospect and Girard streets in La Jolla. OMBAC is set to host its 41st annual Junior Over-The-Line Tournament on Fiesta Island on Sunday, Aug. 22 from 7:30 a.m. to 3 p.m. Signups for the free tournament begin at 7:30 a.m. on the day of the event. All players get free hot dogs, soda, water and a T-shirt. On Saturday, Aug. 29, OMBAC will hold its second annual Beach Volleyball Tournament at Mariner’s Point on Mission Bay. Crystal Pier to play host to Revolt surf finals Star surfers will bring their boards to Pacific Beach at the end of the month for the finals of the Revolt Summer Surf Series 4.0. The surf competition’s last of three summer events will be held at Crystal Pier on Aug. 28 and 29. On Aug. 28, surfers from five divisions will compete in the finals: Groms (12 and under), Juniors (ages 13 to 16), Open Women’s, Men’s and Women’s Longboard and Open Stand-Up Paddle. The Open Pro-Am finals will be held the following day. Courting some new members BY AMBERLY DRESSLER | BEACH & BAY PRESS Mission Bay High School (MBHS), by nature, is a revolving door. Freshmen come in and seniors go out each year. But there’s one class on campus that has remained intact for 22 years, and the pupils — ages 39 to 89— are looking for new members. Sessions, in the form of informal mixed doubles, are held at the MBHS tennis courts every Saturday at 8 a.m. “Let me tell you how it started,” said Marian Karpisek, a 13-year participant. “It was a community education class. They started out at Mission Bay High School taking lessons from Pat Newman, who is still with us, although not in the same capacity.” A MBHS coach eventually took over, and while not official, the on-campus association gave the group rights to the courts. “At that time it became more just playing and some instruction, with more of a just fun group,” Karpisek said. Later, the group was without a coach, but the players continued to show up. A sign established their time slot. “When Mission Bay High School redid the courts, they took the signs with all the rules on it down. But because we get there earlier than most people want to play, we’re able to get them,” Karpisek said. “There are six courts. In the summer, we’ve been doing just two, SEE TENNIS, Page 10

Tennis group takes care of each other, MBHS courts BY AMBERLY DRESSLER | BEACH & BAY PRESS Tennis enthusiasts from the Mission Bay area, Clairemont, Point Loma, La Jolla and Chula Vista gather each Saturday morning at Mission Bay High School to play 16-point, mixed-doubles tennis. In the group’s 22-year history, a lot of memories have been made on and off the court. “Once a month, the women get together for coffee afterward,” Marian Karpisek said. “Once or twice a year, there is a part that everybody is invited to. We [had] a party on Sunday for our anniversary and we invited everybody in the group. We’ve had 80th birthday par-

ties. It’s a way to socialize outside of tennis, too. “It’s also a good way to get into some other tennis if you are interested.” The group also gives back to the school the members have played at for so long. “Over the years, we’ve done things for the courts, too,” Karpisek said. “Not just played there. We’ve paid to resurface the courts, I think twice over 20 years. Last year, the school paid for it. We paid for nets occasionally. We do the weeds every year. We are not just taking, but we are also giving back to the school.”

Pacific Beach’s alternative, favorite Underground Furniture BY MEAGHAN CLARK | BEACH & BAY PRESS Pacific Beach’s Underground Furniture was once based out of a California Fresh Eggs truck. Owner Cory Pagano fondly recalls building a cult furniture business out of the motorized business, bumming lawns off all-too-willing college students. A quasi garage sale turned underground retail outlet, it is not surprise 13 years later — now with a permanent address — that Pagano chose the name Underground Furniture for his now-stationary showroom. “Nobody did what I was doing,” he said in the shop at 1345 Garnet Ave. “There’s nothing more underground than that.” While the business has changed in more than a decade, Pagano’s unwavering passion for the unconventional has not. He came into furniture as a “fluke,” as he likes to say, and grew to enjoy architectural designs in nearly every piece. Initially, he filled his store with reworked antiques and vintage mid-century furniture. Pagano would take leftover pieces from estate sales, fix them up and sell them for a bargain. But when antiquing became the latest trend, Pagano took his underground furniture shop to the ultra-modern clean lines of the 1950s and 1960s. “I knew I was a small store and I had to be different,” he said. After expanding in Little Italy with a coffee house filled with procurable sofas and chairs, the shop cornered Pacific

Band members cite early influences such as Rush, Jimi Hendrix and King Crimson, putting their emphasis on the musiciality and lyrics, but fans of Yes and Zappa will also applaud the endless guitar and bass runs, temp shifts and mood changes. At times, it sounds like all three instruments are soloing, yet they all fit seamlessly. The band is at home with acoustic sets, but where they truly shine is with its full electric sound, such as this Tiki House show. The band has released four albums to date. Steph Johnson, who performs at Tango Del Ray on Aug. 20, is one of the most gifted musicians to call San Diego home. Her latest album, “Mysterious Feminine,” has been nominated for a 2010 San Diego Music Award in the category of Best Jazz Album, but her songs hit a wide spectrum of influences. Musically difficult to pigeonhole, her songs touch on R&B, soul, pop, jazz and blues — all for a smooth, danceable sound. Her best cut is likely “Hiya Hiya,” a classic-sounding soul tune with one of the best matches of chorus to groove since the 1970s heyday of Gamble and Huff. The band’s blistering, manic tunes, are custom-made for the dance floor, but anyone who enjoys vintage-era music with a touch of punk energy won’t want to miss a second of their set. Though record stores are allegedly on the way out — at least in San Diego — some are still thriving, with at least eight doing business in the area. While it might be easier to get a tune over the Internet, nothing can replace the thrill of unexpected musical discoveries, the meeting of like-minded fans in person or, especially, the in-store performances.
