The 748-page Balboa Avenue Trolley Station final environmental document was greeted with mostly consternation by local community planners who felt their suggestions were largely overlooked. “It was a great exercise to discuss among ourselves what looked best, though it was made clear some, or all, of our input could be rejected,” said former lifeguard and PB planner B. Chris Brewster. “We just couldn’t imagine they would do so wholesale.” “I haven't had a chance to read the 748-page document yet, but from what I hear, the City did not take into account any of our recommendations or feedback that we gave them earlier this year,” said Henish Pulickal, Pacific Beach Planning Group chair. “It’s a little frustrating to review final drafts of two recent big projects (DeAnza and PB Trolley Station EIR) and see so many of the community’s common-sense suggestions for improvements dismissed so out-of-hand,” said PB planner Ed Gallagher. “The City’s different departments/agencies (planning department, SANDAG, MTS, stormwater enterprises) ought to convene a meeting and coordinate their efforts. If not, the mayor should exhort them to. Men who robbed PB store may get 12 years BY NEAL PUTNAM | BEACH & BAY PRESS

Federal prison terms of 12 1/2 years are recommended by the U.S. Attorney for two men who have pleaded guilty to robbing 10 Metro PCS stores including their last heist in Pacific Beach where they were both arrested. The 151-month terms are recommended in court documents for Carlos Adolfo Soto, 40, and Justin Wayne Caldwell, 31, for a robbery spree that began Jan. 25, 2017, and ended Feb.

21, 2017 at Metro PCS stores all over the county. Robberies are normally charged in state court, but the U.S. Attorney's office filed federal charges that alleged they interfered with interstate commerce by threats and violence. The maximum sentence for both men is 20 years each. Prosecutors said Soto would enter a store with either a machete, taser, or pellet gun that resembled a firearm and would point it at store clerks. Soto would demand cellular phones and

cash. Caldwell often waited outside the store, serving as the getaway driver in a Mercedes. Both were arrested Feb. 21 after Soto robbed the Metro PCS store at 909 Grand Ave. at 2 p.m. while Caldwell waited outside. Police had followed them from the College area and saw Caldwell park on Thomas Avenue while Soto got out and walked towards Grand Ave.

Record opioid, fentanyl deaths reported in San Diego BY JOSÉ A. ÁLVAREZ | BEACH & BAY PRESS

Local prescription drug deaths have set a new record. Deaths due to heroin have dropped. But fentanyl deaths have skyrocketed. Those are the main results of the County’s 2018 Prescription Drug Abuse Report Card released in October. The latest report shows 273 San Diegans died from prescription drugs last year, an 8 percent increase from 2016 when 253 fatalities were reported. The previous record was set in 2012, when 268 prescription drug deaths occurred. In addition to deaths, the report card tracks other indicators of opioid abuse in the county. It also shows the following (most recent years for which numbers are available vary by statistic): n 7,001 visits to local emergency rooms in 2016, compared to 7,501 in 2015. Data for last year won’t be available until 2019. n 10 percent of 11thgraders reported prescription drug abuse in 2017 vs. 14 percent in 2015. Survey is conducted every two years. n 47 percent of adults arrested reported misusing prescription drugs in 2017, compared 49 percent in 2015.

n 25 pharmacy store burglaries and robberies occurred in 2017 vs. 14 in 2016. n 46 percent of juvenile arrestees reported abusing prescription drugs last year vs. 40 percent in 2015.

Fentanyl: Fatalities Skyrocket Another troubling trend occurring in the region is the skyrocketing number of deaths because of fentanyl, a synthetic opioid that is 50 to 100 times more potent than morphine and 25 to 50 times stronger than heroin, even in tiny doses. Last year, 84 people died from fentanyl, 51 more fatalities than the 33 reported in 2016. This is the highest number of deaths from fentanyl ever recorded in San Diego County. As little as two milligrams of fentanyl is a fatal dose for most people. Because of its potency, fentanyl overdoses may require additional Naloxone, a medication that reverses overdose from opioids. “We have seen a steady increase in fatal overdose cases over the years where fentanyl has been added to opiates,” County Chief Medical Examiner Dr. Glenn Wagner said recently.

La Jolla gallery charged with illegal ivory

City Attorney Mara W. Elliott announced Nov. 28 that criminal charges have been filed against Carlton Gallery in La Jolla at 1144 Prospect St., its owner and an employee “for trafficking ivory in defiance of California law.” The announcement was made at the San Diego Zoo’s Elephant Odyssey Exhibit, along with Capt. Adrian Foss of the California Department of Fish and Wildlife, and Advisory Board Member of the Wildlife Trafficking Alliance. According to the City Attorney’s Office: “This prosecution follows the largest seizure of ivory products by the California Department of Fish and Wildlife since a state law banning their sale took effect in 2016. More than 300 pieces of ivory and items containing ivory were seized from the gallery and its warehouse. Investigators learned $1.3 million in illegal ivory was for sale at Carlton Gallery.” The law makes it unlawful to purchase, sell, offer for sale, possess with intent to sell, or import with intent to sell animal parts and products containing ivory or rhinoceros horn.

The new menu at Miss B’s puts a creole-twist on Caribbean-style cuisine. “When I came in I changed the style, kept the Caribbean, but just tried to put more flair into it,” said new chef Quinnton Austin from New Orleans. “I added more flavor, more seasonings.” With roots in Louisiana and experience cooking French, Caribbean and Italian cuisines, Quinnton “Chef Q” has global talent in the kitchen with a creatively culinary mind and a knack for spicing up menus. It may not quite be candy lane, but Pacific Beach this year has something equally festive – an EcoDistrict Holiday Lane. On Friday, Dec. 14 from 4 to 8 p.m., beautifulPB and others will turn a section of Garnet Avenue into the inaugural family and pet-friendly, car- and alcohol-free EcoDistrict Holiday Lane. “There’s going to be a 20-foot mobility lane down the center of the

street for bikes, skateboards, skates and electric scooters with four roundabouts,” said Kristin Victor of beautifulPB, a nonprofit promoting sustainable development and EcoDistrict creation, while reducing the ecological footprint and impact of community projects. Of the Cyclosdias-like event, Victor said: “The roundabouts will show what a car-free main street experiment is about. The beauty of it is we’re piggybacking on Discover PB’s Santa Run and the Holiday

To prove that this versatile design flow can be used on almost any product or problem, they start the year out by designing a custom candy bar to sell at Mission Bay school events. Although researching ingredients with a taste-testing class may be the most fun part for students, they also learn about how to make valid specifications, design for test concepts, and other key engineering skills. Turning their researched ideas into products with 3D printing, silicone mold making, and collaborating with the cooking club at Hoover High School gives them realworld work applications, and a literal taste of victory after professional judges rate their bars. Working with local businesses like Eclipse Chocolate and Perfect Bar, it’s a project that engages students at the same time it teaches critical thinking, creativity, cooperation and collaboration. “The City’s own recent audit of its stormwater department revealed a long history of failing to prioritize stormwater infrastructure and management practices needed to protect clean water, public health, and our beaches and streams,” said Coastkeeper executive director and managing attorney Matt O’Malley. “These failures were also evident in the City’s handling of its own facilities, which for years have been polluting Mission Bay and other local waterways where children, families, and wildlife depend on clean water.” Early last year, Coastkeeper and CERF observed that the City was

discharging stormwater laden with toxic pollutants, including bacteria from human waste, dissolved metals, and excess nutrients directly into local waters during rainstorms. The investigations identified possible impacts to Rose Creek, San Clemente Creek, Mission Bay, Tijuana River, and ultimately, the Pacific Ocean. The groups noted to City officials that pollutant levels leaving the Miramar Landfill and entering into Mission Bay were the highest they had seen from any single facility in the county.
