It’s difficult to figure out whether the restoration of The Map project, a 2,400square-foot mosaic depicting La Jolla Shores marine life, is a monumental work of art, or a cutting-edge educational tool. Actually, it’s both. The original Map, completed in 2008, deteriorated and had to be replaced. Its replace-
ment is presently spread across the concrete floor inside a Scripps Institution of Oceanography building. The brainchild of famed, late centenarian Scripps oceanographer Walter Munk and his wife, Mary Coakley Munk, who represents nonprofit Friends of La Jolla Shores, creation of The LithoMosaic Map is nearing completion. Once funding is found, The Map is to be
returned to its previous location, the educational plaza at Kellogg Park near the playground and restrooms. But there’s a problem: More money is needed to complete the project. The Munks have donated $300,000 to the project, with $500,000 yet needed to fund its installation, which will include educational panels and landscaping. Friends of La Jolla Shores
and the Walter Munk Foundation for the Oceans are spearheading the project. The timetable for funding and replacing The Map in Kellogg Park has been pushed back now to sometime in September, following Munk’s death, at age 101, on Feb. 8. Walter Munk, who gave the Allies a strategic edge in World War II, helped nurture a university into existence, and became a living synonym for oceanography, died Feb. 8 at his home in La Jolla. He was 101. As a geophysicist at Scripps Institution of Oceanography at the University of California San Diego, Munk made groundbreaking observations of waves, ocean temperature, tidal energy in the deep ocean, ocean acoustics and the rotation of the earth. As an advocate of science and broader scholarship, Munk served as an advisor to presidents and the Pentagon and conferred with public figures including the Dalai Lama and Pope Francis. His convictions led him to refuse to sign a loyalty oath required by the University of California during the peak of SEE MUNK PG. 15

City rescinds vehicle habitation ordinance, La Jolla leaders react BY DAVE SCHWAB | LA JOLLA VILLAGE NEWS
La Jollans reacting to the San Diego City Council’s recent unanimous vote to repeal a 1983 ordinance prohibiting residents from living in a vehicle on streets within city limits, fear the new law has great potential for abuse. “Well-intentioned folly, but crazy nonetheless,” concluded Beach-Barber Tract resident Frances O’Neill Zimmerman. “This means a homeless person or persons can park and sleep in front of my house or near the local elementary school. I wouldn’t like either of those things to happen.” Added O’Neill Zimmerman, “Social services and public health measures cannot be delivered to homeless people living in cars.” La Jolla Parks and Beaches, Inc. board member Bob Evans, speaking
on his own behalf, noted people sleeping in cars “is already quite prevalent in the beach communities – it’s just that it’s not out in the daylight and flies under most people’s radar.” Noting there’s already no-parking signs at the beach lots, Evans pointed out, “So, it can be pretty tough to pull an all-nighter.” He concurred however with those who see the new vehicle-habitation law as problematic. “All it would take is a small uptick in trash at the curbside and people relieving themselves on private property to get residents riled,” said Evans adding, “Trash and the management of such is already a big issue in the area.” The vehicle habitation ordinance has not been enforced since Aug. 21, 2018 following U.S. District Judge Anthony J. Battaglia’s ruling that the ordinance “was both vague on
its face and being arbitrarily and discriminatorily applied.” Battaglia granted plaintiffs’ request for a preliminary injunction. That meant RV residents were exempted from being ticketed, or paying fines for outstanding tickets, or having their vehicles impounded. Community activist Phyllis Minick understands why allowing people to "live" in a vehicle on the street helps the homeless by providing them a place to sleep. “However, I am obliged to say, ‘no’ (to new rules),” Minick said. “Those individuals require toilet and bathing facilities, and I've witnessed the results of street gutters and parking lots used as open-air toilets. Since garbage facilities are also absent, I've seen the related mounds of trash.” Minick added she knows a female

apartment dweller who has a curbside, live-in-car neighbor and feels threatened for the safety of herself and two young children, as well as the unsanitary condition of the street and sidewalk.” “This is an important issue, as it reflects the critical housing shortage in San Diego,” said Realtor John Shannon. “People need safe and affordable housing for all levels of society, and the city’s policy change to allow people to live/sleep in their vehicles seems the right humanitarian decision for the short-term. However, for the long-term, we need to adopt more policies to encourage
more new housing construction. How else will we accommodate 1 million additional people by 2050?” Added Shannon, “People living ‘on the streets’ is not desirable, but the beach communities seem unduly burdened, as they are simply more attractive, and are already the dumping areas for dockless bikes, scooters and homeless living in doorways, alleys, canyons, and empty lots. La Jolla High School has officially started its Whole Site Campus Modernization Plan. Construction has begun on the interior of the school’s cafeteria — and that’s just the beginning. The project includes renovating the science classrooms, building two additional science classrooms, installing a PA system along with additional safety regulations, updating the physical appearance of the school’s exterior and, probably the most exciting aspect, installing air conditioning. “It’s just our time, said La Jolla High School Principal Dr. Chuck Podhorsky. “The school is the heart of the community and the commu-

nity should be really proud of the school.” The kitchen and cafeteria renovations are planned to be completed by the summer of 2019, while the entire modernization plan will take until the fall of 2020 to be completely finished. And that's perfect, according to Dr. Podhorsky, because it’s just in time for the school’s 100th anniversary. La Jolla High School opened its doors at 750 Nautilus St. in 1922.
And beyond fixing any leaks and giving some areas a face lift “just like you would any older house,” Dr. Podhorsky said that he hopes the renovations will turn the school into the state-of-the-art learning environment its students deserve. “The spaces are just going to look much nicer,” he said. “And I’m a big believer that if you have a highquality business or educational experience, you’re going to have certain expectations for what that’s going to look like. Mayor proposes new regulations for electric scooters and dockless bikes On Feb. 14, Mayor Kevin L. Faulconer released a set of proposed regulations for dockless scooters and bicycles to address public safety concerns by slowing the devices down in heavily-trafficked public spaces, establish clear rules of the road to hold operators accountable, and charge an annual fee for each device. The proposed ordinance will be discussed at the City Council Active Transportation and Infrastructure Committee meeting this week.
Faulconer’s proposed regulations cover six primary areas – limiting maximum speed of motorized scooters in designated zones, vehicle staging and parking, rider education, data sharing, fees and legal indemnification for the City of San Diego. The mayor’s proposed regulations include: Permit and fees: Each company wishing to operate within City limits will be issued a six-month permit and will be required to pay $150 per device annually. Operators will only
be allowed to amend or renew their permit, including increasing the size of their fleet, during the permit issuance months of January and June. Companies offering an approved equity program can receive a $15 per device reduction in their annual fee. Operators will also be required to pay a “performance bond,” which can be returned in the event they cease operation in San Diego and remove their devices. Limiting speed: Using geofenc-

News Jury deadlocks at trial in death of UC San Diego student B YNEAL PUTNAM | LA JOLLA VILLAGE NEWS
After four hours of deliberations, a jury told a judge on Feb. 19 they were split 6-6 and could not reach a verdict in the hit-and-run trial of a driver who is accused of killing a UC San Diego student and leaving the scene. A mistrial was declared in the case of Corundolus Toussaint, 39, who is accused of killing Andres Perkins, 21, after San Diego Superior Court Judge Paula Rosenstein asked jurors if anyone felt a verdict could be reached. One juror said he thought a verdict was possible if the jury received additional instructions, but 11 other jurors said it was hopeless. The seven man, five woman jury began deliberations Tuesday morning after hearing closing arguments, but they were discharged around 5 p.m. after they said they could not reach a verdict. Deputy District Attorney Karra Reedy said Toussaint would face a retrial. Rosenstein ordered Toussaint to return to court on Feb. 25 for
scheduling a retrial. He remains in jail on $140,000 bail. His attorney, Manuel Avitia III, unsuccessfully asked Rosenstein to dismiss the case after he said a second jury might also not be able to reach a verdict. Reedy said the jury's first note came within 10 minutes after they started deliberating and they wanted to know what type of sentence he would face if he was convicted of hit and run resulting in death. Rosenstein repeated her instructions that jurors are not supposed to consider what the penalty is for a crime. Toussaint picked up a woman in Mission Beach around 2:15 a.m. and the two of them were going to go to a hotel. He was apparently distracted, and struck Perkins on Interstate 5 at 2:43 a.m. as he approached the Old Town exit. Perkins was killed almost instantly, and Toussaint kept driving until he reached a Shell service station at 2521 Pacific Highway. He left the damaged, blood-stained Honda Accord at the station. The front
license plate was found on Interstate 5, and the vehicle was registered to Toussaint's girlfriend. "I had reasonable doubt about his state of mind," said one juror afterwards, who said she voted for acquittal. "Certainly for the first hour (after the accident), he was not in his right mind," said the juror. Toussaint testified he was in a haze and needed an insulin shot as he had diabetes. He turned himself into the California Highway Patrol two days later. "I saw a lot of holes in his story," said the jury foreman, who said he voted for conviction. "He may have been in shock initially," said a third juror who said he voted for conviction. "(Later) he knew what was going on and made a decision to start drinking." Reedy told jurors that Toussaint claimed to have received an insulin shot in downtown San Diego after the accident, and his cellphone records shows he made 202 phone calls after the incident and before turning himself in.

Village Merchants Association discusses new guidelines for group’s membership B YDAVE SCHWAB | LA JOLLA VILLAGE NEWS
In February, La Jolla Village Merchants Association unveiled new guidelines for associate membership in the group, and got an update on the new Cormorant boutique hotel. At the end of the group’s monthly meeting, LJVMA executive director Jodi Rudick marked out several accomplishments already made on their strategic plan outlining year-long objectives to be achieved. LJVMA president Brett Murphy noted the group is “shifting to much more of an aggressive, offensive posture.” He characterized the group’s decision to create a feebased associate membership as one example. “It is unfair for us to support those businesses not paying business-license taxes that are operating in the Village,” he said. “Associate members will not be able to serve on our board of directors per our bylaws,” noted Rudick. Associate membership annual fees will vary between $120 and $480 depending on the size of the business. Applications for associate membership will be available online.

Kid’s On the Go physical therapy office opens on La Jolla Boulevard BY EMILY BLACKWOOD | LA JOLLA VILLAGE NEWS
The colorful floors, swings hanging from the ceiling and stuffed animals mounted on all the walls of Kids On the Go Therapy make it look more like a toy store than a physical therapy office, which is kind of the whole point. "Our goal is for them just to think that they're playing and having fun,” said Dr. Mary Hermes, director of Kids On the Go. "And hopefully they don't even realize that they've been doing a ton of work." While Hermes has been providing pediatric physical and occupational therapy to children ages 0 to 21 for a few years, she did so by making inhouse visits to her patients in the greater San Diego area. This past December, she opened the first Kids On the Go office in La Jolla, 5759 La Jolla Blvd. The new building served as a major milestone for Dr. Hermes and her team of five, who not only serve children but their moms too. “When they come in, a lot of the focus is of course on the new baby,” she said. “We started noticing some

of these moms were limping or having XYZ problems. Now it's not uncommon for us to see the kids and the mom.” Even Hermes has seen adult patients make some impressive progress. She said children are more likely to make a lot of progress very quickly. "We saw an infant who had an extremely large stroke that left her paralyzed on one side of her body. By the time she was finished with us, she had regained full-use. Mandarin House hosts Chinese New Year party to raise money for cancer research BY EMILY BLACKWOOD | LA JOLLA VILLAGE NEWS
While most peoples' family get-togethers were centered around a barbecue and a friendly game of Scrabble, Nelson Law’s family celebrated the Chinese New Year every year with a massive feast and the traditional Lion Dance. “It was super lively back then,” Law remembers. “Lots of people. My dad started one of the early Chinese restaurants, so a lot of people who came to San Diego worked at the Mandarin House.” The Mandarin House in La Jolla opened April 21, 1977 by Tat (John) Law and Wai (Bill) Mandarin House in La Jolla opened April 21, 1977 by Man. While the Chinese New Year party will still include all the food and the Lion Dance — which Nelson believes is done to ward off bad luck and energy
in the coming year — it now also has a casino and a DJ to “breathe some young life” into the event that was limited to family friends and employees for so long. Now it’s opened to the community for a $20 ticket. “2017 was the first year we threw it without my father or his partner around,” Nelson Law said. “Over the years, we did close a couple of restaurants and we’re down to just the La Jolla location. So it’s less employees, less staff, everyone was getting older and the party just got smaller and smaller. The event was more of a formality to uphold a tradition. With my dad gone, the party is not going to be the same without him. So it was time to

either not have a party, or throw a bigger one." Tickets for Chinese New Year Party, which is held Feb. 23 from 8 to 11:59 p.m. at Mandarin House in La Jolla, cost $20 and include food and a drink ticket. Some 2,035 entries were submitted from 40 different states, and winners were processed in a blind tasting with judges held in September 2018. Bird Rock Coffee Roasters is the only recipient of any Good Food Award in any category in San Diego, and one of only three coffee awardees in the State of California. The Good Food Award for coffee is awarded to those who were distinguished by exemplary flavor as well as fairness and transparency from seed to cup. La Jolla bracelet company Pura Vida recently partnered with “Bachelor” star Colton Underwood’s Legacy Foundation to release a new set of bracelets and raise money for cystic fibrosis. Underwood previously played as a linebacker for the San Diego Chargers, where he became friends with one of Pura Vida’s owners, according to marketing manager Vanessa Skaggs. So when Underwood’s charity launched in 2015, he was more than happy to design a bracelet to raise money for his foundation, which he started in honor of his cousin, Harper, who was born with cystic fibrosis while he was playing football. Now he’s teaming up with Pura Vida again; this time to design a set of three purple bracelets – the color of the national Cystic Fibrosis Foundation – all benefitting the Colton Underwood Legacy Foundation. The foundation has raised nearly $100,000 for CF patients as well as clinics and research organizations focused on treating people living with CF. Individual bracelets are $6, and the pack is $30.

“He wanted a platform to use his fame and success for something positive,” Skaggs said. “He has a lot of success with his original design.” Part of that was thanks to Underwood, who wore the bracelet during the entire filming of “The Bachelorette.” He made it down to the final four men competing for Becca Kufrin’s heart. He’s continued to wear them on his current season as “The Bachelor.” Pura Vida and Underwood’s Lega-
cy Foundation launched the new bracelets on Feb. 13 with a fundraising event at Mavericks Beach Club in Pacific Beach. All proceeds from the event went to the foundation. Following the launch party, Underwood apologized on Instagram for leaving earlier than planned because he was being touched and grabbed inappropriately by fans. “I’m sorry if you didn’t get a picture at the event last night, but at one point during the event I was grabbed and touched inappropriately while people were throwing cameras in my face,” Underwood wrote. “I am the type of person who would have stood in line for hours to make sure anyone who supported the event got a picture, but once that happened, I had to do what was best for me as a human being. Coach Marlon Wells has been doing this for 14 years at Bishop’s, and this season is no exception: In line with his phenomenal 327-118 record over those years (at this writing), Bri Delatorre, Madi Chang and tribe resemble excellence, teamsmanship, and resilience. The 2018-19 team entered the Open Division playoffs as the seventh seed, ranked sixth in the county by MaxPreps. The 18 wins against 10 losses in the regular season didn’t come against wallflowers. They came against St. Joseph Notre Dame from the Bay Area (a sizzling 55-51 win), JSerra of Orange County (smashed them 6243), and Bishop Gorman, a Las Vegas power (a narrow 57-55 loss). Chang, a 6-foot guard/forward, puts it this way: “Our attitude is key. When games get tough, we communicate. We’ve gotten better at communicating, to make adjustments we need to make.” The senior co-captain averages 11.4 points, 3.7 rebounds, 1 assist, and 1 block per game. Delatorre, the other captain, an intense defensive specialist in the backcourt, assesses the team like a human resources expert, which she seems well on her way to being. “We have some really good individual players,” the 5’6” guard says. “We have some really good freshmen (5’4” guard Angie Robles, with 17.2 points, 3 assists, 3 steals per game, and 5’5” guard Renee Chong, 16.9 points and 3.5 assists a game). As the season has gone on, each of the players has found their niche.”
Complementing the guard core, besides Chang, who at 6 feet can move from backcourt to frontcourt and into the post, is sophomore Jada Davis-Mack, a 6’3” tower inside, pulling down 8.5 rebounds a game. Jada runs the court well, is the fourth scorer with 9.2 points a game, and is developing as a young player into being more of an imposing presence inside. Delatorre and Chang, the elder stateswomen of the unit, ensure that their teammates have plenty of bonding time off the court. “We make sure we eat lunch together,” says Chang, evincing lots of maturity. “Before every game, we have a team meal provided by one of the moms in (assistant coach/English teacher) Ms. (Michelle) Shea’s classroom. At those, we spend at least two hours together. During that time, we also watch some film to get prepared.” In a recent practice, Wells ran the
scoreboard clock with Shea’s assistance to time free throw practice (“How many did you get out of 10?” “7”, “7”, “7”), three-point shooting (“We need lots of shooting practice”), finally full-court offensive attacks for five-minute chunks with one group of five repeatedly on offense, the other defending. At last, scrimmaging full-court combined reinforcement of skills, game conditions, and conditioning. Assistant Haseen Williams called out his encouragement and correction. “I could see going into management and organization,” says Delatorre of her future plans. “The good thing about undergraduate business programs is exposure to finance, marketing, accounting, entrepreneurship, operations.” “I’m thinking of studying nursing to go into pediatric intensive nursing, or behavioral neuroscience leading to nursing,” says Chang.

spokesperson said,“It’s very durable. Every tile is cut by hand, glued down by hand, one by one. It’s done in sections anchored in cement.” The Map represents Munk’s original pioneering research on waves. “Every department of SIO has been represented in this map,” said Scarpella. “It’s for the community. It’s for the park, representing Walter and all of his work.” Birch Aquarium and local public and private schools are expected to use The Map as a field trip destination. Scuba instructors can also use it as a visual reference, introducing students to local dive sites and marine life.
Once in place, a three-foot-high fence will be installed around The Map’s perimeter to prevent people from using it as a thoroughfare to get to the surf. “It’s meant to keep people in, and keep people out, and as a safety precaution for kids,” noted Scarpella of the fence. “We just want to keep it a safe environment for kids.” Bill Kellogg of the La Jolla Beach & Tennis Club will provide daily maintenance for the project once it’s finished. The Map is being fabricated by San Diegans Wick Alexander and Robin Brailsford, who invented its LithoMosaic application technique. It features local sea life, underwater topography and resulting wave refraction. Scarpella added it will be a four- to six-month process to install The Map.

Reflections on the existence, possible or probable existence of God Doing it Better By Natasha Josefowitz, Ph.D. I came across an item which caught my eye: “Einstein’s ‘God letter’ from 1954 goes on auction block” (USA Breaking News, December 2, 2018) that could yield $1.5 million. In it Einstein writes, “The word God is for me nothing but the expression of and product of human weaknesses, the Bible a collection of venerable but still rather primitive legends.” I was surprised by the large dollar amount, but then further amazed by a follow-up article in the New York Post (December 5, 2018): “Einstein letter declaring God a ‘weakness’ sells for $2.9 million.” It had been a while since I pondered the existence of God and remembered Pascal’s Wager. Blaise Pascal, a 17th century French philosopher, argued “that a rational person should live as though God exists and seek to believe in God. If God does not actually exist, such person will have only a finite loss (some pleasures, luxury, etc.), whereas he stands to receive infinite
gains (as represented by eternity in Heaven) and avoid infinite losses (eternity in Hell).” (Wikipedia) When my son was diagnosed with pancreatic cancer, I paraphrased Pascal’s Wager into a way of living—if you don’t think you’re going to die and either you don’t die or do die, you have lived fully. If you think you’re going to die and do, there is no issue. On the other hand, if you live like you’re going to die soon and you don’t, you would have wasted useless preparations for something that did not happen. An article entitled “Wrestling with Religion and Spirituality” in Psychology Today (December 2018) written by Dr. Saul Levine, professor emeritus at the University of California, San Diego, takes up the issue of God’s existence in a rational and comprehensive way which illuminated my own thinking. He writes: Although I wasn’t a firm ‘Believer’ in God, I couldn't call myself an Atheist, which somehow seemed too ‘defiant’ and definite. Nor could I comfortably say I was purely Secular, which felt simplistic. The description of myself as Agnostic seemed equivocating, perhaps dissembling. But I have since learned a few salutary things: …We humans need to Believe: We tend to feel better, more grounded and safer, our lives are more mean-
ingful when we have an intense Belief System, like God, or a system of overriding values or ethics. …One can be spiritual and not religious. There is a spiritual dimension to human existence, which we can occasionally sense or ‘connect with.’ There are metaphysical forces which we do not, perhaps cannot, perhaps shall not, completely understand. These thoughts reverberated in me, making me reexamine my thoughts on God and my own belief system. One of my favorite quotes is by James Lipton, host of the TV series “Actors Studio,” who said when asked what he would want God to say as he entered the pearly gates: “She would say, ‘Surprise, I exist.’” That pretty much sums up where I stand today…anything is possible: one God, many gods, a higher power, re-incarnation. After all, energy never dies, so it must go somewhere—into others not born yet or in that strange feeling of the presence of departed loved ones. I still talk to my late husband, Herman, and am convinced of his presence, in fact I feel him actually poking me when I fall asleep at meetings, which he always did. I have always felt the presence of a little angel sitting on my left shoulder protecting me. I am forever mystified by unexplainable occurrences,
which many people have experienced. We are all vibrating molecules, made of the same primordial elements that formed the galaxies, we are stardust sharing our DNA with every living thing on earth. This makes me feel a part of everyone and everything; it tells me that I belong to this planet, my home. I think of it as similar to living in bee hives and ant hills—all living together, needing each other, helping each other survive and thrive. I wake up every morning grateful to have woken up to a new day full of anticipated and unanticipated adventures. It could start with waffles for breakfast, my daughter sending me a new photo of my great-grandson, lunch with friends, a phone call, the sound of laughter…all wonders. I try to be attuned to the world’s vibrations, listening for the atmospheric messages of love, of kindness, and of compassion, in a helping hand, a smile…we just need to look and then reciprocate. LA JOLLA COUPLE CELEBRATES 70TH WEDDING ANNIVERSARY
Morris Berelowitz and Sadie Berelowitz are celebrated their 70th wedding anniversary Feb. 16 with a reception for their family and residents of Pacific Regent. Born and raised in South Africa, the Berelowitzes emigrated to the United States in 1952 and were long part of the La Jolla community. Sadie Berelowitz was a docent at the San Diego Museum of Art for many years and served as the president of the Docent Council from 2005 to 2007. Morris, pushing 100, has taken an active part of the life at Pacific Regent. Their daughter is a professor at SDSU, one son is a physician and works in London, and the other son is a sales manager for a software company and lives in Orange County. The Berelowitzes are not the holders of record at Pacific Regent for length of marriage. Col. Sherm Smith and Lady Smith have been married 77 years and are still going strong.

Garden Club show and sale The University City Garden Club will be hosting their first meetup and sale on Saturday, Feb. 23 starting at 1:30 p.m., located at 2750 Gobat Ave. Following a brief business meeting, the host will then speak on her magnificent one-third acre property, located along Rose Canyon. The property is landscaped certified Wildlife Habitat, National Wildlife Organization; with native California plants created during the past seven years. There are 100 species and 300 to 400 plants. A limited number of potted plants may be purchased. Included are massive Staghorn Ferns, Bromeliads, orchids, ferns, and much, much
more. Note that light rain will not affect the Garden Club meeting, but all will be cancelled if heavy rains occur.

directions, and embrace the educational value of failure. “Walter Munk has been a world treasure for ocean science and geophysics,” said Scripps Oceanography director Margaret Leinen. “He has been a guiding force, a stimulating force, a provocative force in science for 80 years. While one of the most distinguished and honored scientists in the world, Walter never rested on his accomplishments. He was always interested in sparking a discussion about what’s coming next. Ideas were important to him, and the future of geoscience and oceanography was so important to him that he pushed all of us to be audacious, to take action, and to

“From World War II through the 1990s, the U.S. Navy poured financial and logistical support into American oceanography, for its importance in anti-submarine warfare, national defense, and climate change,” said Naomi Oreskes, professor of the history of science at Harvard University. “Walter Munk was one of the leaders of the generation of men and women who used this support to revolutionize our understanding of the oceans, particularly the physical phenomena of waves, tides and currents, and the relationship of these phenomena to basic geophysical processes. In his long life, he inspired scores of younger scientists to take on the

challenges of understanding the geophysics of the Earth.” Rebellion and romance played a role in Munk’s journey to a science career at Scripps. He was born on Oct. 19, 1917, in Vienna, Austria, to a cosmopolitan banking family. In 1932, when he was 14, his family sent him to New York for school with the expectation that his time in the financial capital would prepare him for his own career in banking.
