n May, a consultant briefed La Jolla merchants about a study that revealed there is ample parking available in the Village at all times. Brad Elsass, of Ace Mobility Solutions, clued La Jolla Village Merchants Association in on the status of parking. “We need to prioritize what can be done to help mobility within La Jolla Village, what’s going to take a little more time and what’s just not going to be a feasible solution,” said Elsass, noting previous parking studies “didn’t get right the amount of off-street parking. Nobody’s really taken into account what the off-street parking stalls are, the whole inventory, lot by lot, where there is parking available.” Elsass pointed out there are 2,456 on-street parking stalls, and about 4,000 parking stalls off-street either in managed parking garages or off-street parking lots. he City Council voted 6-3 to draft a new ordinance making vehicle habitation illegal once again in residential areas and near schools. Dissenting votes were cast by Council President Georgette Gomez of District 9, Monica Montgomery of District 4 and Chris Ward of District 3 following

The ordinance makes it illegal for residents to be living out of their vehicles from 9 p.m. to 6 a.m. in neighborhoods, or at any

time within 500 feet of a residence or school, excluding colleges and universities. A vehicle is considered inhabited if there is evidence of sleeping, bathing or meal preparation there.

Those favoring the new revised ban said the goal is to encourage people inhabiting their vehicles to use monitored parking lots where they can safely sleep overnight while accessing job training and housing assistance services. La Jolla Open Water Swim to replace former Rough Water Swim BY DAVE SCHWAB | LA JOLLA VILLAGE NEWS

he last La Jolla Rough Water Swim was in 2015. It has been canceled since. Now, a group is reviviing the tradition, but with a new name – La Jolla Open Water Swim. “We have worked hard to create a new event that captures the spirit of an old tradition,” said Judy Adams Halter, a La Jolla Parks and Beaches, Inc. board member who’s spearheading creation of this event based on the century-old, high-profile, all-ages September swimfest that has drawn 2,000 participants annually to La Jolla Cove. The Rough Water Swim was canceled for the first time since 1959 in 2014 for construction at the La Jolla Cove Lifeguard Station. It resumed in 2015, only to be canceled again a year later due to

high bacteria counts in the Cove from pinniped- and bird-waste buildup. Following the swim's cancellation in 2016, then-LJRWS director Bill Perry noted: “The safety of our swimmers has always been our primary concern. The committee feels that to subject our entrants to the Cove's poor ocean water quality (then) would be irresponsible and contrary to the high standards of this 100-yearold event, which strives to provide a first-class aquatic event for all family members.” The first La Jolla Rough Water Swim, held in 1916, was won by Charles (Chubby) Shields in 48 minutes. Event cancellation during its long history has been rare. Swims over the years were cancelled due to sponsorship changes (1935), a polio scare (1948) and shark sightings (1959).

Adams Halter said the new swim event is going to be significantly downsized. “Right now we’re scaling it back, capping the number of swimmers at 600,” she said. Asked if Cove water quality factored into the decision to reconstitute the event, now known as the La Jolla Open Water Swim, Adams Halter said, “The Challenged Athletes Foundation has been hosting part of their October triathlon there every year. La Jolla Swim Club continues to host at least 10 swim events there a year. Swimmers are there all throughout the year. Water quality hasn’t stopped them. It hasn’t been an issue.” The idea of creating a new signature La Jolla swim event stems from a brainstorming session between La Jolla community park planners and assistant City parks director Andy Field about ways to

vate donations. “My family is giving $5,000, and La Jolla Swim and Sport has given $5,000,” she said. “We’re going to reach out to other community organizations for support.” Adams Halter said her ultimate goal is to “establish a conservancy for Scripps Park La Jolla Cove. There is much-needed work to do in the park, besides the City’s $5.2 million La Jolla Pavilion upgrade in the park (starting in summer).” Today’s reality, said Adams Halter, is that financial circumstances are causing parks nationwide, even Central Park in New York, to be funded largely by private donors.

athy’s Legacy Foundation, a nonprofit that helps children and animals impacted by domestic violence, recently provided a $20,000 grant in support of the San Diego Humane Society’s new domestic violence program. While there is no set launch date and it's still in the planning phase, SDHS vice president for community engagement Stacey Zeitlin said that she hopes this new program will provide "a formal support system for victims and their pets.” "Victims of domestic violence will often stay in unsafe situations because they don’t want to leave their pet behind,” Zeitlin said. "We want to make sure that is no longer a barrier for people to get the help they need for themselves and their pets. Seventy-one percent of domestic violence victims reported that their abuser also targeted pets. Often times when animals are being abused, people are being abused too.” Domestic violence victims often have trouble finding support for their pets because many domestic violence shelters don’t allow ani-

mals. The only other avenue is animal shelters, which is usually not an option for victims because they fear they’ll never see their pet again, according to Kathy’s Legacy co-founder and executive director Ginny Scharbarth.

“Women typically don’t leave situations if they have a pet because they’ve seen abuse take place and they are aware of what will be done to the pet if they leave,” she said. “It’s psychological control [by the abuser] that’s

preventing them from leaving so they can protect their pets.” Sadly, Scharbarth knows all to well about this need to protect. Her daughter, Kathy Scharbarth, was murdered by an abusive exboyfriend in 2011. She left behind

a daughter, Madison, and a dog, Lady. “Lady witnessed the murder,” said Scharbarth, who took in Lady and Madison after her daughter’s death. “She herself was a victim of domestic violence.” When it comes to pets who have been impacted by abuse or domestic violence, Scharbarth said that it’s essential to not only get them shelter and medical care but to make sure the focus is on reuniting them with their owners once everyone has gotten to safety. “We don’t want to take the pet away. We just want to protect them,” she said. “And the victim needs to know the pet is protected so they can leave.” "Animals feel pain and fear just like humans do, but are often helpless victims because they can’t speak,” said Zeitlin. "There is a direct link between animal abuse and domestic violence. Reporting animal abuse could also lead to help of family members in need." La Jolla Shores Association wants electric scooters banned on boardwalks BY DAVE SCHWAB | LA JOLLA VILLAGE NEWS

n May, La Jolla Shores Association (LJSA) opposed new city regulations for electric scooters and a current state bill loosening restrictions on street vending on sidewalks and boardwalks. The City Council recently voted unanimously in favor of new regulations for electric scooters instituting fees for operators, decreasing their allowed speeds and designating where they can park. Scooter operators must now be permitted, share data, park in des-

ignated corrals and indemnify the city against liability. LJSA board member Pam Boynton made a motion to draft a letter in favor of eliminating electric scooters on the Shores boardwalk, now known as Walter Munk Way. “Don’t you want anything in there about speed limits?” asked LJSA chair Janie Emerson. The group agreed to Emerson’s suggestion that Boynton’s motion be amended to include that scooters be banned from all sidewalks, only be ridden by those age 18 years or older and that helmets be

required at all times. San Diego Lifeguard Lt. Rich Stropky was asked if riding scooters was legal on the boardwalk and he replied, “It’s not legal for motorized vehicles to be on the boardwalk in La Jolla Shores.” The group voted unanimously in favor of more stringent regulations for electric scooters. LJSA board member John Shannon gave an update on SB 946, a proposed new state bill that relaxes regulations making it easier for vendors to operate on sidewalks and boardwalks. “This blanket bill says

you can’t limit the number of vendors in designated areas,” he said adding the new bill “doesn’t address how this is implemented, and who the best implementers of this are.” Shannon said the bill does allow local jurisdictions some flexibility in placing local restrictions on street vendors, pointing to existing rules governing vendors in Laguna Beach. “They require a $180 registration fee and carts need to be a certain size and not block the sidewalk, be close to fire hydrants or bus stops or be in operation overnight,” he said.

In his monthly report, Lifeguard Lt. Stropky noted Shores kayak operators are now in the final year of the five-year Request For Proposals (RFP) agreement that allows them to operate. LJSA board member Coco Tihanyi, of Surf Diva in the Shores, noted the terms of a similar RFP for surf camps has changed significantly to the detriment of small-business operators. “They [city] are making it illegal for us to teach on 10 holidays,” she said. f you’ve ever found yourself wanting to sneak a peek at some of La Jolla’s finest backyards, the annual Secret Garden Tour might be your only chance. Held by the La Jolla Historical Society every May for the past 21 years, this event begins with a Friday Night Candlelight Garden Soirée at one of the secret gardens featured during last year’s tour. Guests can enjoy wine, music and hors d’ oeuvres while mixing and mingling with fellow garden enthusiasts. The tour is held the following day with the option of conducting a self-guided tour for $50 or a shuttle transportation tour for $150. This year’s tour will feature six secluded gardens, including one that La Jolla Historical Society executive director Heath Fox thinks that no one will expect. "One of the reasons it's called the Secret Garden Tour is because we don't reveal where the gardens are or very much about them,” Fox said. "There are two historically designated homes that are on this year's tour. There's one that is not historically designated but it was designed and built by an architect who is now considered a master architect by the City of San Diego's historical resources board.

"And there is one that is going to be, I think, a huge surprise to people. It is not a private residence. It is a commercial entity. That's all I'm gonna say about it at this point, but it's a delightful, delightful place.” At each of the six garden stops, there will be live music, dining table designs, and plein air artists.

La Jolla resident Sharon Hinckley will not only be one of the plein air artists, but she also had her painting “Welcome Home” chosen for this year’s event poster. It’s the third time she’s received this honor. “I enjoy being outdoors, and it's a wonderful benefit for the historical society,” Hinckley said. “The

homes that are open are very special. They're things that you don't normally get to see. So it's kind of a win-win for everyone.” After the tour, the pieces created by Hinckley and the eight other artists – Leah Higgins, Toni Williams, Dot Renshaw, Dottie Stanley, Tasha Bock, Patricia Jasper, Theresa Lanzarotto, and Court Jones – at the event will hang at an exhibit in the La Jolla Riford Library from May 20 to June 28. The Secret Garden Tour will also include a free Garden Boutique on the lawn of the historical society’s Wisteria Cottage, a silent auction and a wine reception at the end of the day. Fox said he believes the variety of the gardens is what brings in more than 700 people each year. "Some of the gardens are smaller, some are larger, some are more classical, and some are more temporary,” he said. "And then there's the relationship of the garden to the architecture of the buildings. So there's a lot to see, there's a lot to do on this tour.”

MULTIMEDIA CONCERT AT ST. JAMES BY-THE-SEA Multimedia concert series Project [BLANK] is launching in San Diego with a performance at 7:30 p.m., May 24 at St. James by-the-Sea: 743 Prospect St. Next month, the series will put on three performances of “Triadic Memories,” a 1981 work by the late contemporary American composer Morton Feldman. Scott has pitched two shutouts, as well. “Cooper has begun to make the adjustments to his swing that we have been working on,” said Frank in reference to McNally’s overcoming a slow start at the plate this season. McNally (.429 OBP, .369 slugging, .798 OPS), who entered his sophomore season largely as an unknown, is no longer under opponents’ radar. “Opposing teams have adjusted their pitching tactics,” says Frank. A wonderful, liberal education — Scripps College in the 1940s Doing it Better By Natasha Josefowitz, Ph.D. After a long interlude, I am resuming where I left off regarding my life story… In the summer of 1944, I gave the graduation speech at Beverly Hills High School about coming to America as a refugee four years earlier, not speaking a word of English. In September of that year my mother and I drove to my new dorm at Scripps College, an allwomen’s college in Claremont, California. It was a lovely enclave of learning in a small village with one movie house and mostly bicycle traffic. We were two hundred girls divided into four dorms. There were only three foreign students at the time, and each of us was assigned to a different dorm. I was the tentative 17-year old with red braids and a French accent living in Browning Hall. To assure our integration into college life, we were not allowed to go home the first semester. By the time I could go home on weekends, I had become a newly, independent woman. In the 1940s, Scripps required a four-year humanities program with only one elective per semester. It covered most of what happened on our planet from antiquity to the present time. This included world history and literature, science and art, and diverse religions and philosophies. (I chose to major in philosophy, and psychology was my minor). I still have the oil painting I did in art class of

one of the Scripps gardens. There is little that I come across today that doesn’t trigger a memory of something I learned back then. So often when someone mentions an early scientific discovery or the name of an author long gone or a historical event, it feels familiar to me. It is part of a large database somewhere in my brain—stored in those college years between 1944 and 1947. There was a curfew: 10 o’clock on weekdays and midnight on weekends. It was wartime, so we were often bussed to USO dances. I remember dancing with one of the soldiers. When I told him I was born in Paris, he told me he had flown over it everyday during training. I was surprised, but it turned out to be Paris, Texas (not France). My memories of college and myself at that time are that I was a very studious girl who loved books, my professors, and college life in general. When I recently found my diary, I discovered that at 17 all I wrote about was boys. In May 1946, I was shaken to my core and out of my self-indulgence by a call from my mother who had just received a letter from her uncle Venia. My grandparents had been shot by the Nazis, and my cousin Rivatchka was taken on a ship, raped by German soldiers, and thrown into the ocean. These events colored my life forever. I take nothing for granted. When I turned twenty-one in October 1947, I was finally able to obtain my American citizenship. I had to pass an exam in American history and government in front of three judges. Since I had just taken such a course, I was able to answer all the questions. For fun, the judges kept asking me harder and harder questions, which I kept

answering correctly—one of the proudest moments of my life! Scripps College gave me an amazing education. In these times of specialization, I am a strong advocate of knowing the basics of not only our culture, but the histories and cultures of other countries. Scripps College not only taught me subject matter, it imbued me with a love of learning which I still pursue today. The scrapbook I found along with my diary was filled with photos of camping trips, boys in uniform writing from far-away war zones, dance cards, letters from my mother admonishing me to concentrate on my studies, letters from my father in Russian, and confessions of crushes on professors or having necked with a boy in the rumble seat. I had not looked at that scrapbook in seventy years! The teenaged girl that emerges from those pages is vaguely familiar. There are parts that still exist in me today: the silly, fun-loving parts as well as the penchant for deep philosophical discussions about the meaning of life. At the retirement community where I live I am reminded of the all-night dorm room conversations — except now they occur at breakfast. As students we quoted the philosophers we were studying; now we quote ourselves and the experiences of our lifetimes. We had a wide open future then; now, we have a well-lived past with new knowledge continuing to knock on our doors.

an Diego Mesa College presented the 38th annual Golden Scissors Fashion & Awards Show at the Sheraton Hotel and Marina on May 3. The show featured runway creations by Mesa College Fashion Design students. The event is a group effort produced by the Mesa College Fashion Promotion students, hair and makeup by the San Diego City College Cosmetology Department, entertainment by Mesa students and dancers of the San Diego Mesa Dance Company. A select few students from Continuing Education from the San Diego Community College District were invited to walk the runway. A silent auction began the event with donations from local businesses and a special VIP reception. The theme for the evening was “Forces of Fashion.” Program directors Meegan Feori, Susan Lazear, and Jordyn Smiley welcomed the crowd and got this anticipated fashion show started. The students had worked all year for this moment. Juliet Sailo took home a first place award for Career Wear, and the Clubwear category. Jenneva Borboa was awarded a first place ribbon for Costume-Influenced and for the Evening Section. Madison Gooden had the privilege of winning for the Weekend Wear segment and was given the Best of Show for Workmanship. The president of Mesa College, the deans, and administrators modeled the hats in the Millinery section. Every year, the students can’t wait so see which hat Dr. Pamela T. Luster will pick to walk down the runway. This year the honor went to Anne Wickizer. Eduardo Torres took home the first place award for the Millinery section and Guadalupe Saucedo for Millinery Continuing Education. Additional first place awards

Marine Weiss received the first place award for the Technology segment and also received Best of Show for Creativity. The fashion program at Mesa College is a two-year college degree that prepares the students for a career in the fashion industry. There are three areas to specialize in: fashion merchandising, fashion design or fashion consulting. The proceeds from this event go toward scholarships for fashion students. a Jolla native and singersongwriter Kara Connolly is releasing her debut album prior to her performance at the San Diego County Fair. The 27-year-old born and raised in La Jolla is returning to hit the stage at the fair at 2 p.m. June 1 to perform her new coming-of-age anthem “Let Me Go.” The song, which is about being true to yourself despite what others might think, will be on her upcoming album “Life in the Rear View,” which debuts May 17. The La Jolla Village News recently spoke with Connolly about her new music and what it’ll be like to perform at an event that was a big part of her childhood. LJVN: What inspired your new song, “Let Me Go?” KC: “I write a lot from personal experience, but this song was actually inspired by a friend of mine because I felt like his parents weren't accepting of who he was and weren't allowing him to grow into the person that he was becoming and wanted to be. He was afraid to be himself and as a result, they were not as close because the parents were pulling even tighter. There was kind of this codependent dance going on so to speak and I was inspired to write about that. And for me, it really goes out to anybody that feels the need to break free of a habit, a pattern, a person or anything that’s really holding them back. The core message is that you’re really allowed to love who you love and not feel sorry about it." LJVN: How does this song relate to your upcoming album? KC: “The album really is a journey about letting go of what no longer serves you; the people, the places, the environment that no longer serve you and your growth. I think in order to do that you have to really learn who you are. You have to embrace the vulnerability. You have to

acknowledge your self-worth. And I think that song plays a little piece in the puzzle of that. Letting go of things that you don't need to necessarily hold on to anymore in order to be freer and more of who you are and to find more love and more joy and more happiness. And that really is the overall overarching message of the album." LJVN: Do you personally feel like you’ve been on that journey of selfgrowth? KC: “One-hundred percent. The album is called ‘Life in the Rear View’ because all the songs are about the journey of growing as a person and learning from lessons. All of these songs are lessons that I had to learn myself, especially in my early 20s, which is when I wrote a lot of this. This was a time where I felt like I had to either let go or be dragged.” LJVN: Have you performed at the San Diego County Fair before? KC: “No! But funny story, my little brother (Kyle Connolly) actually has performed at the fair. La Jolla Playhouse announces new WOW Festival line-up at Liberty Station

a Jolla Playhouse recently announced initial programming for its acclaimed biennial Without Walls (WOW) Festival, a four-day explosion of site-based and immersive performances, taking place Oct. 17-20 at Arts District Liberty Station, in partnership with the NTC Foundation. The WOW Festival line-up will feature three Playhouse-commissioned projects: Ikaros, by the internationally-renowned, New Yorkbased Third Rail Projects (Then She Fell); Las Quinceañeras, by acclaimed local designer and Arts District Liberty Station resident artist David Israel Reynoso/Optika Moderna (2017 WOW Festival’s Waking La Llorona, Punchdrunk’s Sleep No More); and Written in Stone, a series of five 10-minute, site-specific plays, produced by the Playhouse’s 2019 Resident Theatre Backyard Renaissance. The WOW Festival will also include pieces by preeminent international companies: Boats by Australia’s Polyglot Theatre (2013 WOW Festival’s We Built This City); ¡Vuela!, by Mexico’s Inmigrantes Teatro (Playhouse’s Kikiricaja); Hidden Stories by France’s Begat Theatre; and Peregrinus, by Poland’s Teatr KTO; as well as works by acclaimed local

Community Plan Update

EdUCate’s 25th anniversary celebration at the Taste of the Triangle on May 3 was a vibrant and mouthwatering affair held at Pirch Westfield UTC. The venue was the perfect setting for 16 local restaurants, as each showcased their tastes in each of Pirch’s display kitchens. Guests, including San Diego Unified School District Supervisor Cindy Marten, board member John Lee Evans, local school principals, and many school teachers, enjoyed the tastes, music, silent auction and overall relaxing evening with the community. Along with the VIP reception, the Taste of the Triangle was able to raise more than $41,000 toward supporting University of California area public schools. The annual fundraiser is helping EdUCate make its goal of raising $2 million by 2020. To learn more

The University City Planning Group is currently hosting Community Plan Update Subcommittee meetings to help city planners update the current plan, which was last adopted in 1987. The plan update process is expected to be completed by 2021. The meetings are open to the public and their comments. Recent public comments have included MCAS Miramar flight operations, land use, building height limits, and segregated bike lanes.
