The N.C. House of Representatives passed HB 184 on Wednesday. This antiworker bill blocks Treasurer Folwell’s efforts to lower healthcare costs for state employees, retirees and their families. HB 184 prohibits the use of a provider reimbursement strategy that could save State Health Plan members $57 million per year in reduced out-of-pocket expenses and save taxpayers more than $258 million annually. The bill strips power from the Treasurer and the State Health Plan Board of Trustees, which voted unanimously in October 2018 to adopt a strategy to reimburse providers for treatment at 182% of Medicare rates. House leaders refused to send the bill to the Pensions and Retirement Committee for review, even though HB 184 is projected to add more than $1.1 billion to the State Health Plan’s unfunded liability. Lawmakers voted 75-36 to pass HB 184 (see how your legislator voted here; AYE votes are anti-SEANC, NO votes are pro-SEANC). Dozens of SEANC members were on hand to oppose HB 184 this week. The bill now moves to the Senate. Although HB 184 has not yet been scheduled for a committee hearing, SEANC members cannot let up. Use the button below to tell your Senator to oppose HB 184.

After moving through the House, the bill blocks state Treasurer Dale Folwell’s efforts to lower healthcare costs for state employees, retirees and their families has stalled in the Senate, for now. Senate President Pro Tem Phil Berger’s office told media outlets this week that Berger “would be hesitant to involve the legislature in micromanaging a plan that we authorized the treasurer to manage just a few years ago.” The bill has been sent to the Senate Rules Committee. Hospital lobbyists vow to continue fighting for movement in the Senate. HB 184 is an anti-worker bill that prohibits the use of a provider reimbursement strategy that could save State Health Plan members $57 million per year in reduced out-of-pocket expenses and save taxpayers more than $258 million annually. We can’t let up now. SEANC members need to continue to reach out to their senators, asking them to oppose this bad bill. Click below to take action.

What to do If you suspect that your pet has eaten something harmful, call your veterinarian or the Pet Poison Helpline (note: $59 fee applies). Be sure to collect a sample of the plant and let the veterinary staff know how much your pet ingested. Protect your pet The average cost to treat plant toxicity is $5471 , but Nationwide® pet insurance covers accidents like this plus Pet Poison Helpline fees and more.2 Plus, all Nationwide pet insurance members have 24/7 access to vethelpline® for emergencies or general pet health questions ($150 value). The House version of the state budget could roll out as soon as next week, and SEANC continues to watch House Bill 184, the bill to take away the State Treasurer’s ability to save taxpayer dollars with the State Health Plan. HB 184 has yet to be heard by any committee in the Senate. SEANC asks that members continue to reach out to their Senators to tell them to oppose this bad bill. SEANC has planned a town hall discussion on HB 184 and the State Health Plan’s Clear Pricing Project on May 2 at the Holiday Inn Greenville (203 Greenville Blvd SW, Greenville, NC 27834). This is an excellent opportunity for active and retired state employees as well as the community to learn more about the initiative and have your questions answered. Light refreshments will begin at 6:30 p.m. The program will start at 7 p.m. State Treasurer Dale Folwell has confirmed his participation in the town hall. Also invited are NCHA President Stephen Lawler, Vidant Health CEO Dr. Michael Waldrum, Rep. Chris Humphrey, Rep. Kandie Smith, Rep. Greg Murphy, Sen. Jim Perry and Sen. Don Davis.

Folwell will also participate in a Town Hall forum conducted by SEANC District 25 on May 8 beginning at 5:30 p.m. in the Hitchcock Multipurpose Room of the Sonja Haynes Stone Center on the campus of UNC-Chapel Hill. If you are interested in attending this forum, please contact SEANC Membership Director Lynn Cote.
