SEANC WELCOMES NEW EXECUTIVE DIRECTOR


SEANC welcomed its new Executive Director Robert Broome for his first official day on the job on Tuesday. Broome comes to SEANC with more than two decades of experience in public affairs and 15 years in government relations. Most recently, he served as Director of Communications for the N.C. Department of Transportation before a brief stint as Interim Director of the Governor’s Highway Safety Program. In his introduction video Broome says, “I want you to know that even though I’m the new guy at SEANC, our mission and our values have not changed. SEANC will continue to fight for better pay, affordable health care and retirement security for state employees and retirees. KNOW THE RULES ON ADVERSE WEATHER North Carolina had its first snowstorm of 2018 last week, and more will likely fall before the winter ends. With that in mind, it’s important that all state employees know the rules regarding missed work because of weather. The Office of State Human Resources updated the policy in early 2015 and created a new and separate Emergency Closing Policy. The Adverse Weather Policy applies only to commute conditions, while the Emergency Closing Policy applies to dangerous workplace conditions. The Adverse Weather Policy states that if employees leave work or are unable to report to work due to adverse weather, the time missed will be charged to accrued compensatory time, or if none exists, employees may be approved to make up the time using overtime within 90 days. Under the separate Emergency Closing Policy, if the worksite is closed because it dangerous for the public and employees to even be there, no work time will be

DPS LEADER DETAILS PROBLEMS AT PRISONS TO LEGISLATORS N.C. Department of Public Safety Secretary Erik Hooks told the Joint Oversight Committee on Public Safety this week that his department is taking steps to increase safety at our state’s prisons following the deaths of five state employees last year, but more work is to be done. The problems continue to be substantial with no easy solution in sight. Among the many issues facing the department, recruitment and retention of correctional staff are at the forefront. In 2016, the prisons hired an average of 75 new workers a month but lost 150 a month. Those numbers improved last year, but there’s still a deficit. The system currently has about 1,300 vacancies. Hooks and his staff also discussed other measures, including giving


officers TASERs and stab-resistant shirts, as well as several policy changes aimed at increasing safety. Hooks cited separate reports on recommended changes from the National Institute of Corrections, Duke University and East Carolina University. SEANC Executive Director Rob Broome said in a statement to WRAL that the department should also listen to employees in the prisons who know the problems first-hand. "Ultimately, everyone has the same goal, but these decisions can’t be made in a vacuum in Raleigh. The opinions of the real experts, the prison employees who risk their lives to keep us safe, must be considered,� said Broome.
