The legislature did not take up an override of Gov. Roy Cooper’s veto of its budget this week. Instead, most of the attention turned to the State Health Plan and the reluctance by the state’s hospitals to accept the Clear Pricing Project. State Treasurer Dale Folwell’s July 1 deadline for providers to sign on to the Clear Pricing Project passed Monday with the state’s big hospitals continuing to hold out. Three hospitals – Martin General in Williamston, Randolph Health in Asheboro and N.C. Specialty Hospitals in Durham – signed contracts to accept the State Health Plan as of Jan. 2020, along with more than 25,000 providers statewide. State employees and retirees are covered under the current contract through the end of the year. A former health care executive said in a column this week that the plan – which will save taxpayers more than $250 million and plan members more than $60 million in out-of-pocket costs – could bring true competition to the health care industry for the first time in decades. Audit Committee seeking members The SEANC Audit Committee is seeking candidates for election to a 3-year term at this year’s convention. Candidates shall have financial experience that includes accounting principles, serving as the treasurer for SEANC or other organizations, business operations/reimbursement and compliance officer responsibilities, or similar related experience. Candidates must submit a resume of relevant experience to be screened by the Audit Committee with a report made to the Board of Governors. Another week passed with both Gov. Roy Cooper and Republican leaders in the legislature unable to reach a compromise on the state budget. The House signaled earlier in the week that it would take a vote to override Cooper’s veto, but that did not occur. For more on SEANC’s take on the budget and other issues, watch the video above. Hospital executive goes on profanity-laced tirade on Clear Pricing Project The state’s hospital executives are feeling the pressure on possibly denying care to state employees and retirees. That pressure boiled over this week into a profanity-laced tirade from a Cone Health executive Frank Kauder aimed at State Treasurer Dale Folwell and the State Health Plan Board of Trustees. Cone Health is the largest system to publicly announce it would no longer treat state employees and retirees as “in-network” after Jan. 1, 2020. CEO Terry Akin asked its employees to reach out to Folwell and other lawmakers to stop the Clear Pricing Project, saying it will cost Cone Health $26 million annually. Cone Health has a reserve of $1.1 billion, and will lose much more than $26 million if state employees and retirees are forced to go elsewhere for care. The truth is, Akin and other hospital executives are afraid the Clear Pricing Project will work, and reference-based pricing will become the norm, bringing muchneeded reforms by increasing transparency and savings to health care. With no compromise in sight, the legislature could leave Raleigh at any time without a budget for next year in place. That would mean no raises or bonuses at all for state employees and retirees this upcoming year. SEANC members took action Monday, showing up to the legislature to press upon their representatives the need to override Gov. Roy Cooper’s veto and give much-needed relief to working families. The legislature’s two-year budget proposal includes a 5% pay increase for state employees and a 1% bonus for retirees. Cooper made a counterproposal that was dependent on Medicaid expansion, something the legislature has no plans to accept and would rather debate in a special session. His unwillingness to debate this issue separately has put your raises and bonuses in jeopardy. We need you to take action now! Tell your legislators to override Gov. Employee killed at N.C. Zoological Park A 10-year veteran arborist was killed Thursday while taking part in a training exercise at the N.C. Zoological Park in Asheboro. It was the first death in the zoo's history. SEANC continues to send our condolences to the employee's family and coworkers at the zoo.

State employees and retirees will receive their first paychecks of the new fiscal year next week, and they will contain no raises or bonuses. There continues to be little movement at the legislature or from Gov. Roy Cooper on the budget impasse. As a result, your raises and bonuses are in jeopardy. Every day that passes, it seems more and more likely that the legislature will leave town without a budget in place, meaning the 5% two-year raise for most state employees and the 1% bonus for retirees would disappear. SEANC President Jimmy Davis explains why we are supporting an override of the Governor’s veto, as well as other issues, in the video above. Members stand up to "Million Dollar Mike"

Affordable Health Care of North Carolina, an advocacy group started by SEANC members, launched a television and digital ad campaign this week meant to highlight the hypocrisy and greed from Vidant Health CEO Mike Waldrum, who has made himself the face of the fight against the Clear Pricing Project. In the ad, SEANC members from eastern North Carolina call on Waldrum and other hospital leaders to sign the contract with the State Health Plan so state employees and retirees are guaranteed affordable care in the coming year.
