Gov. Pat McCrory claims of workers' comp fraud and abuse 'implausible and illogical' Gov. Pat McCrory gave his State of the State address Wednesday night, laying out his vision for the General Assembly for the next two years. In it, the governor had a few encouraging remarks about the need to invest more in infrastructure and in the state’s crime lab. He also mentioned the need to improve the condition of many of the state’s buildings, particularly in Raleigh, and the affect those efforts would have on employee safety. However, much of McCrory’s speech continued his focus on expanding corporate welfare and on teacher pay. His only mention of other state employees was of those working in the Department of Public Safety and the danger that Highway Patrol troopers and corrections officers face each day. He acknowledged the “constant challenge” of retaining corrections officers and pledged to submit “specific proposals.” However, he did not say what those might be, and while SEANC applauds his recognition of the need to invest in corrections officers (as well as teachers) we also know that ALL state employees perform vital and often dangerous jobs and that ALL state employees deserve a meaningful pay raise.

But then, after that glimmer of understanding, McCrory proceeded to attack state employees on two issues - workers' compensation and pension and healthcare benefits. SEANC Government Affairs Director Ardis Watkins spoke to WRAL about the governor's workers comp claim. “We are disappointed that the governor would attempt to put the burden of lowering workers compensation costs on the state employees who put their lives on the line every day for North Carolina, whether in the prisons, on the highways, in psychiatric facilities or elsewhere,” she said. “We cannot find any credible source that shows his 40 percent claim to be anything other than implausible and illogical. This is a serious matter that deserves a serious discussion and we urge the governor to share this data with us so we can work together to make North Carolina a safer place to work and save taxpayer dollars.”

EMPAC Recap: State EMPAC Committee meets, organizes, hears about strategic planning On Jan. 31, the State Employees Political Action Committee met for the first time in 2015 and set about finalizing the last of its leadership and meeting details since its reorganization at the beginning of SEANC's fiscal year. A question often heard from SEANC members and nonmembers alike is, “What exactly is EMPAC and how does it work?”

Reminder for State Health Plan Medicare Retirees! If you are in a State Health Plan Medicare Advantage Plan and wish to switch into the Traditional Medicare Plan (supplemented by the SHP PPO 70/30), you must do so by Saturday, Feb. 14. To discontinue a Medicare Advantage product, take immediate action and notify both the State Health Plan office (919-881-2300) and the Medicare Advantage Plan in which you are enrolled.

Simply put, EMPAC is SEANC’s political arm. SEANC’s primary role is to advocate for member priorities in the General Assembly. EMPAC’s primary role is support the legislators and other politicians running for political office and who are supportive of SEANC’s priorities. SEANC members have the option of becoming politically active by joining and making voluntary contributions to EMPAC. Like SEANC, though, EMPAC is a member-run, grassroots effort. It is made up of 18 Areas based on geographic relationships between SEANC’s districts. During election season, it is the responsibility of these Areas to make endorsement recommendations to the statewide committee. The members in these areas have a criteria and a questionnaire to help them in the process, but the recommendation decisions are theirs. The statewide committee then meets to make the final decisions on endorsements as well as any monetary contributions to candidates for primaries and general elections. Saturday, Gloria Upperman of District 26 was named Vice Chairwoman. The committee also heard from two political consultants - one Republican and one Democrat - about the changing political realities in North Carolina and how EMPAC must adjust.

What is the party affiliation and which party holds the majority? What does the (legislator’s) district look like? Can he or she win – with or without your help? Do they have a good plan? Have they raised money? Where do they stand on SEANC’s priorities? Did they help you when they could/return phone calls/move a bill/listen/try?

The important thing, both agreed is that EMPAC needs to make sure its focus is on who will best support state employees. They also pointed out that EMPAC would be well served by being mindful of upand-comers in local elections across the state – the people who would be next in line for the General Assembly and other state-level seats. Beware of "spear phishing attacks" - email spam! The SEANC IT and Communications departments are reminding all members to be careful when opening emails or clicking on links contained in emails or even social media. A number of district chairpersons received a spam email this week - a "spear phishing attack" - that appeared to come from somebody associated with SEANC. This type of attack is designed to look like it is related to something with which the person is affiliated - in this case, SEANC. Our concern is that this type of attack is designed to gain access to SEANC's internal systems through its members. So, the best way to protect yourself and SEANC if you receive an

email or a link that you are unsure is safe is to delete it. Changes made to State Health Plan mean higher premiums for employees, retirees Members of the State Health Plan will see higher premiums and new wellness surcharges in 2016-17 after the Board of Trusteesâ&#x20AC;&#x2122; unanimous vote Wednesday. The biggest change announced Wednesday from the original proposal presented in January was to the Traditional 70/30 PPO, which had been the premium-free option. The original proposal for the PPO 70/30 was to establish a $60 premium for active employees and allow them to reduce that to $20 with completion of a wellness surcharge activity.

That idea, however, came under fire in January from several trustees, including SEANC member Charles Johnson, and those who spoke during the public comment period, including SEANC lobbyist and health care expert Chuck Stone. On Wednesday it had been changed to establish a $40 premium that could be reduced to $0. One area that was not addressed, however, was the high expense of dependent coverage. SEANC lobbyist and health care expert Chuck Stone spoke to the trustees, urging them to do more to make the plans affordable, reminding them of several suggestions that SEANC has made to save the State Health Plan, and thus its members, money. He also urged the trustees to consider linking future cost-sharing to employee pay raises and retiree cost-of-living adjustments. According to the bill, SB20, the resulting $33 million loss to the state budget would be paid for by cutting 500 filled and 50 vacant full-time positions from the Department of Transportation, as well as by reducing road maintenance and other DOT expenditures. The jobs cut represent about 4 percent of the agency. Not only is that a bad deal for state employees, it’s a bad deal for state residents. North Carolinians deserve a DOT that is funded and staffed appropriately to keep our state’s roads and bridges maintained and in good repair - something that many lawmakers on both sides of the aisle have said is a priority. As SEANC Communications Director Toni Davis told the News & Observer’s N.C. Insider, “We would urge the General Assembly to untie these positions from the gas tax.”

Also, this week, state lawmakers, including EMPAC-endorsed Sen. Stan Bingham (R-Davidson), spoke out in favor to the News & Observer's N.C. Insider about pay raises for state employees, especially correctional and public safety officers. SEANC, of course, supports pay increases for those employees, but is urging legislators to remember that many state employees do dangerous work and that ALL employees need and deserve a meaningful raise. Longtime SEANC employee Mitch Leonard takes over as interim executive director On Tuesday, longtime SEANC employee Mitch Leonard was appointed as interim executive director.

Leonard, a 38-year SEANC veteran who has performed nearly every job in the association and its predecessor organizations and who is an Army veteran and former DOT employee, says he is focused on the future. He also will continue in his role as a SEANC lobbyist.

"We are continuing to advocate for public employees. They work hard for our state and provide vital public services. They need a meaningful salary increase," he said. "We also need to do more with our pension system. There are opportunities for reform that can provide real cost-of-living adjustments for our retirees. We also need to stop the cost shifting of the state health plan to the employees and their families. Those have always been SEANC's priorities and they will continue to be. That's the important part of what we do." In the meantime, the Executive Committee also announced that it has already begun an intensive review of its internal policies and procedures and that it welcomes Leonard's leadership at this time. "There is no one we trust more to help us lead SEANC as we move forward. Mr. Leonard is a tireless watchdog and advocate for state employees and retirees with longstanding relationships with our members and lawmakers and other officials in state government," the Executive Committe stated.

Recent efforts successful at bringing new members into the SEANC family Recruit! Recruit! Recruit! It's something of a mantra for the association. After all, without its members there would be no SEANC, and with no SEANC there would be no voice in the General Assembly for state employees and retirees! A strong and active membership is what gives SEANC strength in the General Assembly. It is SEANC's strength in numbers that allows lobbyists and members together to be effective advocates for state employee and retirees and the public services they provide. It is SEANC's membership that gives your voice power when it comes to pay raises, workers' rights and health and retirement benefits. So it's a cause for celebration when districts and individual members work to add to their ranks.

POSTPONED Bowling for Scholarships! Due to the impending winter weather and the postponment of the Board of Governor's meeting, the second annual SEANC Scholarship Foundation Bowl-a-Thon also has been postponed.

One of the recent highlights was a membership blitz by Districts 1-9, which was held from Jan. 20 to Feb. 20. One event was a drive at Broughton Hospital by District 6 (pictured above).

The makeup date will likely be Saturday, March 14, but as soon as that is confirmed, we will let you know! Once it is, members will still be able to register as a team or as an individual for one of two flights (1-3 p.m. & 3-5 p.m.) at Buffaloe Lanes North in Raleigh. There also will be a silent auction with items from the Carolina Panthers, the Carolina Hurricanes, the Durham Bulls, the Carolina Mudcats, the N.C. Symphony, the N.C. Aquariums, the N.C. Zoo, Dave & Busters and many more. Proceeds go to help SEANC members, spouses and dependents attend college.

For this blitz each district made a contribution toward the purchase of four tickets to the first round of the ACC Men's Basketball Tournament in Greensboro. Each new member who joined during the blitz had their name put into a drawing for two tickets, while each existing member who recruited somebody during the blitz had their name put into a separate drawing for two tickets. Drawing the winning tickets was District 2 Chairwoman Dodie Collins (pictured above). The new member winner was Joseph Payne. The recruiter winner was Cliff Johnson. Since September, the Western Region has averaged 42 new members per month. During the blitz period, 78 new members signed up - each wanting to become part of an assocation empowering them to advocate for the protection and enhancement of the salaries and rights and benefits of current, retired and future state employees! These recent successes were made possible by members scheduling meetings and events at various agencies, members who helped other districts recruit and members who woke up at the crack of dawn to recruit at prisons. This was a true example of what can happen when members and districts work together toward a common goal of improving their lives and the services they provide! Other recruiting highlights so far this year include superrecruiter Ron Fields signing up his 125th member of the year - Gerardo Rojas, a correctional officer at Harnett Correctional Institute.

Fields says his approach to helping state employees make the choice to empower themselves by joining SEANC is simple. He just explains to them how SEANC is the only organization lobbying in the General Assembly to get raises and protect the benefits and rights of state employees. He then explains the other benefits that come along with being a SEANC member. Other top recent recruiters include Joe Cagle of District 22 with 35 new members and Willie Pittman of District 56 with 30. And finally, not to be left out, District 65 got the Eastern Region involved in recruitment efforts by holding a recent benefit and membership fair at East Carolina University's health sciences campus. Weather once again slows legislative action Winter weather once again slowed down work in the General Assembly this week. Lawmakers are still filing bills, but with many committee meetings canceled, few votes have been taken. That, however, has not stopped SEANC members from discussing SEANC's and their legislative priorities with their local legislators. Some have met legislators in their hometowns, while others have met them in Raleigh.

In District 2, earlier this month, members took advantage of an opportunity to meet with Sen. Terry Van Duyn (DBuncombe), the Democratic whip. Also earlier this month, SEANC First Vice President Ross Hailey took some time while in Raleigh to visit legislators at General Assembly. While there he spoke with Rep. David Lewis (RHarnett), Rep. Mitchell Setzer (RCatawba), Sen. John Alexander (RWake) and shared a laugh (pictured) with Sen. Tom Apodaca (R-Henderson). Hailey and other SEANC members explained to lawmakers about the need to value the state's vital public services and the people who provide them. And hopefully the month's winter weather has reminded legislators and taxpayers about the importance of state employees and the need to make sure North Carolina invests in them and vital public services they provide. After all, state employees have been reporting to work to keep North Carolina running. State employees have allowed the General Assembly to stay open as much as it has. State employees have manned prisons and mental health facilities. State employees have ensured that low-income residents have been able to file for heating assistance. State employees have ensured that people are able to access other services they need to survive. State employees have been patrolling highways helping people unfortunate enough to find themselves in an accident. And state employees have been working night and day to make sure the roads are in good enough shape so the rest of can report to work as safely
