Legislative Update The Senate has passed its version of the budget, and it's now in the House for debate and a vote this evening. SEANC lobbyists have been working hard to hold back HB 685, a bill that would completely open state employees' personnel files as public record. We thank the House leadership for removing HB 685 from this week's calendar. For more, read this week’s Legislative Update.

Act Now to Enroll in SHP 80/20 Plan State Health Plan (SHP) changes start on Sept. 1, but in the meantime, you must select your health plan for July 1 – Aug. 31. All members will be moved to the 70/30 Basic plan unless action is taken by June 8 to enroll in the 80/20 Standard Plan, which is premiumfree until Sept. 1. A second enrollment will be held July 18-29 for members who wish to switch plans or add/remove dependents. For more details, visit the SHP’s website.
Convention Memorial Service Each year at the annual convention, a memorial service is held to remember those SEANC members who are no longer with us. If you know a SEANC member that you would like to honor who has passed away since September 2010, please send an email to Mary Adelaide Riddick at mariddick@seanc.org by Aug. 19. Please include a photograph of the member and the SEANC remembrance presentation form found here.

SEANC in the News The News & Observer profiles SEANC's nonpartisan approach to politics and how it is working for SEANC members in the legislature. In the article, SEANC Executive Director Dana Cope noted, "The Republican budget is better for state employees than the budget that was submitted by Perdue, with fewer layoffs for SEANC members." SEIU Scholarships SEIU scholarship winners have been announced and two SEANC members’ children are recipients! Congratulations to Tyler Chapman, son of District 66 member Rosa Chapman. Tyler received a onetime, non-renewable award of $1,500. Congratulations also to David Morrison, son of District 8 member Milton Morrison who received a $1,000 award which may be renewed for an additional three years.

Legislative Update The General Assembly plans to adjourn this weekend, and SEANC lobbyists will be there until the end to represent members’ interests. On Thursday SEANC members received a big victory in preserving Reduction in Force (RIF) rights. Legislation was passed ensuring that state employees who are RIF'd continue to have first priority when positions become available in state government. For more, read this week’s Legislative Update.

President Obama Visits North Carolina SEANC Executive Director Dana Cope and President Charles Johnson, in their roles as members of SEIU’s International Executive Board, were invited to join President Barack Obama and his Jobs and Competitiveness Council at the Cree Corporation in Durham on Monday. Cope was shocked to hear a Cree vice president say North Carolina was a great place to do business because of its “cheap labor” in his introduction of the president. It is also surprising that Obama chose Cree as a job creation model when it continues to use taxpayer’s money while sending jobs to China.
SHP - Interim Executive Administrator Treasurer Janet Cowell has named Lacey Barnes as the interim executive administrator for the State Health Plan (SHP). Barnes has been involved with the SHP since 2006, and she has served as deputy executive administrator since February 2009. Dr. Jack Walker, the SHP’s current executive administrator, is set to retire on June 30.
