State Employees Association of North Carolina The SEANC Scoop October 28, 2011 Quick Links: Retiree COLA? This year the General Assembly responsibly funded the Teachers’ and State Employees’ Retirement System for the first time in years. The benefit of that funding could be a possible COLA (cost-of-living adjustment) for retirees. The current legislative budget calls for an 8.33 percent employer contribution rate. If legislators proceed with this amount, there will be $63.3 million left in the budget for a retiree COLA. SEANC’s Executive Director Dana Cope has been talking with legislative leaders about a COLA since the General Assembly started session last January and will continue to advocate for a retiree COLA next year.
