What Every Seattle Parent Needs to Know About the Kid’s Smartphone Dilemma
In our digital age, a familiar conversation for Seattle parents is when is the appropriate age for their child to have a smartphone. According to Common Sense Media [1], the current average age of first phone ownership in the United States is ten years old. If you are a parent with an elementary school-aged child, you have no doubt considered the convenience and comfort of being able to contact your child easily by phone. However, there is increasing evidence that excessive phone use at an early age correlates to significant negative consequences for children.
So, what are parents’ options to address these concerns? In this article, we look at community movements and share practical advice from conversations with local experts and educators for parents navigating this situation. Find out what you can do to help curb the usage of smartphones in schools, one of the last places kids can fully engage.
Elementary School is Too Early for Phones
Dr. Dimitri Christakis, the director of the Center for Child Health, Behavior, and Development at Seattle Children’s Research Institute, talked with us about some of the challenges parents face with elementary school-aged children and smartphones. “There isn’t alignment of intention. We call it a phone, but that’s not what any kids use it for. It’s a small computer with unlimited access.” Parents want to be able to reach their children, but that’s not what kids are wanting it for.
Social media and apps are designed to keep users engaged with every notification and buzz. Instead of working with pediatricians and educators, we’ve allowed the industry to set the age limits and guidelines. Most apps require users to be a certain age, but many lawsuits, like the one from Seattle Public Schools in

2023, accuse the companies operating TikTok, Snapchat, Instagram, Facebook, and YouTube of faulty age-gating processes and marketing to younger children. It’s so easy for kids to get distracted by a device, and they do not have the tools to self-regulate.
Dr. Christakis points out that “School is an important place to start addressing this problem because it’s the last real place that kids have face-to-face interactions with others.” Common Sense Media[1] studied phone use in schools using a sample of 203 students ages 11-17 using a tracking app on their phones and found these kids averaged 43 minutes on their phones during each school day. Conversations are happening in every school district and community about reducing distractions and screen time with young children so they can focus on learning and building relationships. So, what are parents able to do? They need to work together.
Phone-Free Schools and the Wait Until 8th Pledge
Brooke Shannon, a mom of three, started a movement to connect parents struggling with this exact issue. The Wait Until 8th Pledge is gaining traction throughout the US with its mission to empower parents to rally together and reduce peer pressure. When signing, you agree that you will not give your child a smartphone until after 8th grade. Once ten families have pledged from your child’s grade and school, you’ll be notified that your pledge is active. You will learn who else is in the same camp and join forces to help spread the word. This option might only be suitable for some families, but more support means less pressure from other kids and feeling left out. The focus is on smartphones, so other phones for calling and texting are acceptable.
Talk to your school and understand their policies regarding cell phone usage on campus. The recent Seattle Times survey showed that most readers think cell phones have no place in the classroom. Denise Ozeri, a local middle school counselor, is a huge advocate for
phone-free schools. “Phones are a distraction and are unnecessary at school. They create an equity issue, so the fewer phones in schools, the better.”
There are resources, like Away for the Day, where you can view the policy language from phone-free schools and help your school administration move towards a phone-free environment. Seattle’s Roosevelt High School is one of the schools featured on Away for the Day for their excellent phone-free policy, but the Seattle Public Schools district as a whole does not have a phone-use policy for the district. It’s up to individual schools and classrooms to enforce. What is the Best Advice for Parents?
When we asked Dr. Christakis what advice he would give parents with young children who might start asking for a smartphone, he said, “set expectations early with your children. They wouldn’t expect to drive before they turn 16, so explain it to them and set expectations. Also, talk to your kid’s friends’ parents and build a community. They are facing the same dilemma, and it’s easier with other support.”
Talk to your children, work with your school administrators, pledge your support for Wait Until 8th, connect with other parents, and be a good role model for your children when it comes to technology. Take advantage of alternatives, like GPS trackers, and avoid smartphones. ■

4. Page Ahead

You can also support the good work of Page Ahead by volunteering at a Book Up Summer Book Fair or in the Story Time program. At the Book Up Fair K–2 students at majority low-income elementary schools choose 12 new books, at no cost, to keep and read during the summer (and beyond). In the Story Time program, trained volunteers read to children in preschool and kindergarten classrooms during the school year.

ER, urgent care or regular clinic? How to know where to go and when.
It’s 8 p.m. Friday and your child – depending on what they’ve been up to – is complaining of a bump on the head, a twisted ankle or a cough and sore throat.
What should you do? Give them ibuprofen and an ice pack, call your doctor’s office or head for the nearest after-hours clinic or emergency room?
And how on earth are you supposed to know which of those options is the right one?
Dr. Susanna Block, pediatrician with Kaiser Permanente, has been there. Besides being a hospitalist who works her share of urgent-care and emergency-room shifts, she’s also a mother of two kids. And those kids have had injuries and ailments that have left even their mother wondering what level of care they need.
“It can be hard to make that decision: Are you sick enough to go, and if so, where?” she said.
In general, the emergency room is for potentially life-threatening conditions, while urgent care is for situations that can wait — but not until Monday morning. Sometimes multiple levels of care are available in one facility. Also, if your health provider has an after-hours phone line (like Kaiser Permanente’s 24/7 advice line), or an online chat, an easy phone or video visit can be a great aid in deciding whether or when to go in.
Some general guidelines
When to go to the ER/urgent care:
If the patient needs resuscitation
If they are unconscious or in an altered state of consciousness
If they’re severely dehydrated, in respiratory distress or very lethargic
If they’re having severe pain in the lower right quadrant of the abdomen (that could signal appendicitis)
If they’re having elevated asthma, wheezing or breathing problems requiring use of an inhaler more often than every four hours
Injuries: If someone has experienced a very hard hit or strong impact or has lost consciousness
When not to go to the ER or urgent care:
When your child has a cold or allergies
If they’re having problems at school or you have a question or concern about their development. Schedule an appointment with your regular provider; their office will set you up with the type of appointment that fits your situation.
Call 911 if the person:
Is unconscious and/or not breathing
Is bleeding heavily
Is in severe pain to the point of not being able to move
Do not call 911 because you want a ride to the hospital or think you’ll be seen more quickly. People brought in by paramedics go through the same triage process.
Speaking of triage, here’s what to expect when you arrive at a facility:
“It’s important to be patient,” Dr. Block emphasized. There’s almost always going to be a wait. Emergency rooms are well staffed and well equipped but extremely busy. Upon arrival, each patient undergoes triage by a
SPONSORED BY KAISER PERMANENTEnurse, who will check their vital signs, inquire about symptoms and observe the person. This evaluates the seriousness of their condition and determines how soon they’ll be seen.
“If you are waiting for two hours, and someone who got there after you went in sooner, that’s because they are sicker,” Dr. Block explains. She advises parents to bring a blanket and a distraction for their child.
Having explained all of the options and the dos and don’ts, Dr. Block also spoke directly to parental concerns: If your child looks terrible and you don’t know why, or you’re just generally “worried about their life and limb,” take them in. “Don’t stay home because you’re afraid of bothering the ER,” she said. “Err on the other side.”
For instance, if someone has been repeatedly vomiting, can’t even keep liquids down and has become dehydrated, “Don’t suffer! Come in,” says Dr. Block. “We can stop the vomiting and get you hydrated and feeling better. Don’t suffer at home.”
More things to know
Some patients and situations are special categories, Dr. Block explained:
NEWBORNS: Any fever in a baby four weeks or younger warrants a trip to the ER.
POISONING: Call the Washington Poison Center (800-222-1222) for immediate advice on what to do, potentially including a trip to the ER. The experts at the poison center will consult with the ER staff. “They are a wonderful resource,” Dr. Block said. “You would not believe the unusual things kids ingest.” She has seen children who have swallowed Orbeez water beads, the liquid from a lava lamp and various types of plants.
A PERSON IN MENTAL HEALTH CRISIS OR SUICIDAL: Take them to the ER. Call 911 for transport if necessary. Dr. Block emphasized that both paramedics and emergency room staff are equipped to handle a mental health crisis; they’ll even help you get an unwilling person from a vehicle into the hospital.

It’s based on their belief that trust-based connections transform the way children, youth and families experience foster care.
The Seattle Angel Love Box provides fostering families (caregivers, children in foster care, and biological/ adopted children) with community and holistic support. A year-long commitment, volunteers visit (monthly) and offer support on a consistent basis. Volunteers do everything from supporting childcare, helping families with meals, and transportation to appointments and extracurricular activities, and providing material needs like school supplies, groceries, clothing, toys, and books. They also provide mentorship to the foster child.
The Love Box is a big volunteer commitment, so it’s great for groups of people to do it together.
