Sebastien Reinink Urban design portfolio
CURRICULUM VITAE ABOUT I am Sebastien Reinink and this is my urbanism portfolio. In July 2020 I graduated cum laude as Master of Science in Urbanism at the TU Delft faculty of Architecture in Delft, the Netherlands. This faculty is ranked among the top 3 architecture schools in the world (QS ranking, 2018). In this portfolio I will showcase a selection of my work as a student and professional. This portfolio will be mainly focused on urbanism projects as that is my main passion and interest. I hope you will enjoy my portfolio.

PASSPORT
When I was around 12 years old I realised that urban design and spatial planning were the thing for me. In my youth I wouldn’t build lego buildings, but lego cities. If I had any spare time during elementary school I would start drawing streets and cities. From then on I realised I wanted to become an urban designer and started planning what I would have to do to become an urban designer. This eventually led to me being accepted to the Delft university of technology and starting my masters degree in urbanism.
“Urban design for me is primarily focusing on improving the spatial and social quality of cities for users, while keeping environmental sustainability and economic responsibility as the norm.”

TU Delft | BSc: Bachelor of Science Consisted of a broad program in architecture, urbanism, management and building technology. On the subjects regarding urbanism I averaged an 8,4 out of 10 and I was one of the top student of my second year at the urban design project BK3ON3 achieving a 9,0/10. I graduated officially on February 1st 2018 awarding me the degree ‘BSc of Architecture, Urbanism and Building Science’.
Web Editor of the site gebiedsontwikkeling.nu. An industry leading platform for information about area development. My role is to write and place publications and be part of the editorial board of Stichting Kennis Gebiedsontwikkeling. I’m also organising industry-events like the GOcongres.
SKILLS

TU Delft | Minor
During february to July of 2019 I have been an intern at plein06 (now known as ECHO) in the role of urban designer. This internship taught me the integral approach of the firm towards landscape, urban design, human architecture and processes. I take this with me in my multidisciplinary stance towards design.

The project proposes optimizations in three aspects of urban life: urban volumes, urban network and urban quality. These aspects were derived by thorough literature research of urban life practitioners like Jan Gehl and Jane Jacobs. The result is an urban design where an optimized densification scenario for the CID is proposed. In this design the design of the public space and even architecture is prescribed, leading to a ‘Victory BoogieWoogie’ for the district, culminating in the whole new ‘Victorydistrict’. This new district overbuilds the current railway emplacement, adds significant housing and does this in a way that optimal street life is ensured.

My master thesis researched for a year the relation between compact city configurations and an optimal ‘urban life’ contribution. It does this in the context of the central innovation district in the Hague where a huge quantity of housing has to be added.

In the problem statement I stated that in the already very grey city the greenspaces were fragmented and split by big traffic barriers. The city also lost connection to the Maas river and was very much focused on car traffic instead of slower modes of transport.

The design brief stated that an area near the central district of Rotterdam needed to be redeveloped as a more integrated part of Rotterdam. Special emphasis was on the complex program of the area. It consisted of numerous typologies and morfologies of public spaces. The task at hand was to redesign the area in an environmentally sustainable way, while having respect for the complex functions located in the area.
The concept encompassed a reconnection to the river Maas by introducing a straight green sustainable route from Rotterdam Central Station to the Maas river. In the design I added an ecological garden and a smart new route to the Museumpark. The busy car traffic road the Westzeedijk was put in a tunnel under the dyke while a new linear park connected the Museumpark and the Westersingel to the Park. This new vista also restored the old dyke feeling of the Westzeedijk. Project: BK3ON3 Stad en Openbare Ruimte Location: Museumpark, Rotterdam Teacher: Ir. Angelique Mergler Graded: 9,0/10

We as a multidisciplinary group tackled the problems by implementing a comprehensive strategy that connected the station, office-site, the city center and the industrial area with the deprived neighbourhood. We also redesigned the Singelkwartier into a qualitative urban environment with canals and mixed housing typologies. I was in charge for all the design work and made proposals and visualisations for the suggestions.

The neighbourhood is located on a very convenient place near the Schiedam intercity station. Therefore regional transit was within reach as well as a still undeveloped office-site at the other side of the train tracks.

The design brief asked to redesign and redevelop a deprived neighbourhood in the city of Schiedam. The neighbourhood, Schiedam Oost, experienced serious social, environmental and spatial problems.
Eventually the design won the first price from the municipality of Schiedam for its comprehensiveness and visual quality. Also its realistic aspects were praised.

Urban Strategy
Intensive analysis including GIS showed that the neighbourhood lost its identity, while the north has gained a new one. This led to the concept of identifying Charlois. Environmental sustainability was also a huge issue in the polluting harbour-surrounded neighbourhood. To tackle this I created a new concept for vacant industrial buildings by using hyper mixed-use. Eventually reconsidering all challenges and concepts the vision and strategy came to be. The strategy was based on three key-concepts: Connectivity and integrity to the north, place making in the south and re-using the old harbour heritage. To support the strategy I came up with interventions in and around Charlois which included a new bridge, a redesign of the main street and a hyper mixed-use harbour waterfront.

The problem I noticed in the streets of Charlois was its complete car focusedness. This led to the statement that the amount of streetspace reserved for cars was related to the quality of a street. To battle this car-focus and provide a cleaner, more (social) sustainable environment for the future, I came up with the concept of living streets. These living streets would be cleaned from cars and instead use the freed up space to make a more sustainable living environment. At the same time these streets would be flexible to the inhabitants living there. Site-specific analysis would guide the design of the street.

The design brief of this project was to make a future proof spatial intervention in the neighbourhood of again Charlois.
Eventually this led to a vision for 2035 and 2070 in the realm of self-driving and shared cars. Showing what a self-driving future could look like in deprived neighbourhoods like Charlois. Key words in this project were phasing and a gradual transformation.

The conclusion was that to balance the sector, it has to be deconcentrated and localised. This localisation is essentially a modern form of the traditional sector from the 18th and 19th century. Therefore it’s called an agronomic renaissance. Due to the traditional nature of the sector, institutional change has to happen, which can only be achieved by a long term strategy, strong policy and a periodical review. Giving the sector guidance and a perspective is important to instigate the change needed for a circular agrifood system that also accounts for the social, environmental and economic challenges.

In the design brief the AMA region stated that it wants to make the transition towards a circular economy. Our project ‘the Agronomic Renaissance’ identified these challenges and proposed a vision, a development strategy and projects/policies to create a new system in the sector where most of these challenges come together: the agrifood sector. The project used the circular economy as a tool to establish normative change in the case of the imbalanced agrifood sector.

The intervention is a recreational route that slingers across revitalized historic landscapes. The route plays with contrasts in open/closed, nature/manmade and a monumental/modest design. Detailed to specifically not interfere with natural processes beneath like roots and groundwater. As a visitor you are a spectator of nature, not a participant. The water system of the Baakse Beek gets an extensive overhaul into a resilient and attractive water-system that fits the historic reputation of the estateszone as water and agriculture innovators.
