PROGRAM DIRECTOR’S HNTB currently serves Florida’s Turnpike Enterprise (FTE) as one of the General Engineering Consultants (GEC) for Transportation Development and Toll Operations for the period April 2017 to April 2022. HNTB is proud to be completing the fourth year of our five year assignment under our current GEC Contract. HNTB has been re-selected twice for this amazing assignment dating back to 2008. This Annual Report covers the period January 1, 2020 to December 31, 2020. The year began with much anticipation for many of the projects that our team had worked so hard on and now nearing completion. SunTrax – Phase 1 is open and operating, All-Electronic Tolling (AET) 6C implementation occurred in January 2020; thereby, completing AET for the Veterans and Suncoast Parkway systems, plus many more projects and activities that we will detail in this Annual Report, with all nearing completion. Then, on March 16, 2020, Florida’s Turnpike Enterprise had to face the prospect of a global pandemic, COVID-19 and the enormous disruption this caused to our daily life. Our team “pivoted” to a work at home order. We became experts at different collaboration platforms, including ZOOM, WebEx, GoToMeeting, TEAMS and other forms of communication, which replaced our in-person communication and collaboration styles at FTE. As part of your team, we adapted not for the short term but for the long term, as the stay at home orders and spread of the pandemic continued month after month in 2020. The HNTB Team continued to deliver projects, collaborate on the development of the work program, convert toll systems to AET, and make significant advancements and improvements in the CCSS back office system. Throughout all of the challenges, our team of transportation and toll professionals continue to stand ready and to assist with carrying out the mission of FTE. Our promise is the HNTB Team will continue to deliver for FTE! Despite these challenges to FDOT and the FTE program last year, there were a number of significant accomplishments that our team of HNTB professionals collaborated with FTE counterparts including:

Tim Garrett along with HNTB’s National Tolls Team have been working on this incredibly important assignment since June 2018 when we were called upon to assist the department after Go-Live of the new back office system. As your GEC, we are proud of the work we have done to deliver your robust work program and set new strategic priorities. This document provides FTE with examples of projects and innovative initiatives supported and accomplished by HNTB. We are honored to partner with FTE and will continue to leverage our local staff and national experts to deliver your work program and extraordinary vision for transportation in Florida.

MESSAGE COMMITTED TO THE COMMUNITY AND THE INDUSTRY HNTB is also proud to partner with FTE on many items that are not accounted for in the work program or toll operations tasks. Our team collaborated with FTE on the International Bridge Tunnel and Turnpike Association (IBTTA), Toll Excellence Award winning submission for SunTrax, Toll Technology Center in the Toll Technology category. We are so proud to have been a part of the planning, programming, design, project management and construction of this incredible project. Additionally, IBTTA bestowed the coveted President’s Award for 2020 to FTE for the SunTrax project. This was the third President’s Award for FTE. We know this is important to showcase our agency to other tolling agencies across the country and around the world. Our goal is to always showcase the agency and all the good things that are being accomplished at FTE so that FTE continues to be the leading toll agency in the world. We also like to have fun with our partners at FTE. We have participated in charitable events, such as the Christmas Angel Tree program, Second Harvest Food Bank and many other charitable events. Our team of engineers, planners and toll specialists enjoy being involved with these types of activities. HNTB is offering this document for informational purposes to provide a summary of some of the project work performed on FTE’s behalf. We remain committed to connecting people, ideas and technology to support you in achieving your vision, meeting your customers’ needs and building upon your legacy as a toll industry leader. The saying goes that “hindsight is 20/20” and as we look back on 2020 it has been a year unlike any other in our proud history as the premier tolling agency in the country. We are truly excited about moving forward together as a transportation agency that offers safe, reliable mobility options for our customers. PROGRAM MANAGEMENT The HNTB Program Management (PM) Group is comprised of 14 professionals dedicated to supporting FTE by ensuring successful project deliveries. This team utilizes their diverse technical expertise and backgrounds to perform project management, cost estimating, scheduling, public involvement activities, inspections, landscaping program management, and to support a variety of other functions for the agency.

WORK PROGRAM DELIVERY Over the course of 2020, the HNTB PM group underwent several changes in order to meet FTE’s evolving needs. In accordance with FTE’s initiative to combine the PD&E and Design Project Managers, Stephanie Underwood, PE, who was previously focused on PD&E project management, continued to be further incorporated into the PM Group. She kicked off the high priority Central Polk Parkway US 17 to SR 60 design project as well as two PD&E projects on the Western Beltway and the Poinciana Parkway. The Technology Services Group underwent an organizational transition in 2020 out of the HNTB PM Group and into Staff Augmentation roles, but they still continued to create and support a multitude of technology tools that are improving FTE’s business functions. When Marc Hustad, PE, moved from his role as the HNTB PM Program Manager into a new program manager role on the Southwest-Central Florida Connector M-CORES project, Josh Pedersen, PE, transitioned seamlessly from his PM role into the PM Program Manager role. Yang Zhao, PhD, PE, also shouldered additional responsibilities as he transitioned from a Deputy PM to a full-time Project Manager. The HNTB PM Team continued to deliver projects at the same high standards it has maintained for the past twelve years.

PROJECT COMPLETIONS - AN AWARD WINNING YEAR HNTB delivered another award-winning year for FTE projects.

SUNTRAX The SunTrax project received three awards in 2020: SASHTO’s 2020 Best Use of Technology & Innovation Award, IBTTA’s 2020 Toll Excellence Award, and the highly coveted IBTTA 2020 President’s Award for Excellence and Technology. These three awards were bestowed in relation to the Phase 1 construction that was actually completed in 2019, but several additional advancements were made to the SunTrax program this year as well. First, construction of the infield test facilities (Phase 2) continued at an expedited pace in 2020, and remained on schedule for completion in early 2022. The Phase 1 SunTrax facilities were utilized extensively this year for sufficiency testing of FTE’s new toll equipment vendors, and plans are being made for bringing more different tolling technologies to be tested in the future. Finally, the procurement of the Operator that will manage the infield and maintain the facility was also advanced in 2020, and is entering the final stages of negotiation to close out the year.

BEACHLINE WIDENING Another award-winning project, the Beachline Widening, completed construction on the second segment between the Turnpike mainline and McCoy Road this summer, about one year after the first segment between I-4 and the Turnpike mainline was completed. The 8-lane widening was awarded the ACEC-FL Engineering Excellence Grand Award based on the successful delivery of these construction projects with a combined cost of $174 million. Project successes included meeting a fast-paced design schedule, a change in approach from dynamically tolled express lanes to un-tolled thru lanes, and extensive and productive coordination with high-profile stakeholders including the International Drive Business Improvement District, Orange County Convention Center (OCCC), Orange County, the Williamsburg neighborhood, and the Central Florida Expressway Authority (CFX).

TURNPIKE MAINLINE & I-75 INTERCHANGE AT WILDWOOD This project, which reached final acceptance in April, received the FTBA 2020 Best in Construction Award due to the operational improvements provided on both I-75 and the Turnpike. The modifications to the interchange relieved operational issues caused by the proximity in the previous configuration of the I-75/ Turnpike and I-75/SR 44 interchange ramps and the resulting lane-changing maneuvers, combined with the high truck volumes.

OTHER NOTABLE PROJECT COMPLETIONS Several other projects were completed this year. The Suncoast Parkway All-Electronic Tolling (AET Phase 6C) project received final acceptance in August after nearly four years of construction. Two of the many other smaller scale projects that were completed in 2020 were the tandem truck staging lot and the pedestrian walkway landscape project at the Turkey Lake Headquarters. Both of these projects employed extensive collaboration between FTE’s Design, Operations, Maintenance, and Construction groups to reach successful completion. HNTB accelerated two other notable projects to help move the needle on FDOT Vital Few elements “Improving Safety” and “Enhancing Mobility.” These two projects include the addition of speed enforcement areas along the Turnpike mainline for our FHP partners, and the preparation of the northbound shoulders on the Turnpike mainline for use during potential evacuations. These shoulders were completed before hurricane season began.

WORK PROGRAM DELIVERY The HNTB PM Group’s primary focus has always been on assisting FTE with successfully delivering the work program. The team once again rose to meet the challenge in 2020 without missing a beat.

MAJOR CONSTRUCTION LETTINGS The HNTB PM Group delivered 57% of FTE’s construction lettings in 2020, with 16 out of the 28 total lettings. The extent of the team’s success in delivering construction lettings is even more apparent when the construction contract amounts are considered. The team delivered 89.2% of the total construction letting dollars in the calendar year, with $160.1M out of FTE’s $179.5M in total construction lettings this year. FTE’s two largest 2020 construction lettings began and ended the calendar year. Both projects were managed by HNTB. In January, the $60M 4-lane widening and resurfacing of the Polk Parkway between MP 17.2 – MP 24.4 was successfully awarded as a Design-Build project. In December, the AET conversion of the remainder of the Polk Parkway from MP 0 – MP 18 was also successfully let on schedule and within the automatic award range at just under $32M.

One of the cornerstones needed for successful lettings is the development of accurate cost estimates. HNTB’s Estimates Group consistently supports FTE with that function, maintaining Eddie Register, Turnpike Specifications & Estimates Manager accurate cost estimates for every project, updated at least every 6 months. This summer, FTE received the results of the Fiscal Year 2020 Quality Assessment Report (QAR). The QAR awarded FTE 100% compliance in every category related to estimates: Cost Estimates, Snapshots Present and Contract Bid Review Process Followed. In addition, the fiscal year 2020 closed with only a +2.5% difference between the lockdown cost estimates and the actual letting amounts. 100% of the construction lettings in the latter half of 2020 (the first half of fiscal year 2021) have been within the automatic award range.

DESIGN CONSULTANT ACQUISITIONS In addition to construction acquisition, HNTB supports FTE to meet its agenda package commitments related to Design and PD&E Consultant contracts. In 2020, HNTB managed 19 of the 37 Consultant contracts that were completed. Considering the sizes of those contracts, HNTB accounted for 70.5% of the total contracts executed, with $76.3M out of the $108.3M total. Altogether, HNTB’s eight Project Managers are currently managing a total of 104 active projects. The majority of those projects are large and extremely complex, including 13 major interchange projects, 6 system expansion projects, 9 major widening projects, 6 major PD&E studies, 21 resurfacing and safety improvement projects and 20 miscellaneous traffic operations projects.

WORK PROGRAM PLANNING Due to the sudden traffic decreases associated with the COVID pandemic, 2020 was a unique year for the work program development cycle. With the uncertainty about how changes to toll revenue projections might constrain the available work program funding, it was imperative to plan ahead and prioritize project needs. The HNTB PM Team worked in a highly collaborative manner to ensure the FTE funds were properly allocated. Due to the proactive planning very few adjustments to the proposed tentative 5-year plan were ultimately required. In fact, this year the work program was planned out for a full 10 years, enabling better decisions to be made about when to allocate PD&E and design phase project funds. FTE Program Management was also able to use the new Comprehensive Program Planning, Prioritization & Optimization (C3PO) application developed by the FTE Technology Solutions Group in parallel with the traditional spreadsheet-based planning tools, setting the stage to migrate exclusively to using C3PO during next year’s work program development cycle.

This summer marked the substantial completion of the PD&E Study and the kickoff of the preliminary engineering design phase for the Orlando South -Christina Colon, PE, Director of Transportation Development Ultimate Interchange. This project will completely reconstruct the interchange at the Turnpike Mainline and the Beachline, which has been ranked as one of the highest needs on all of FTE’s systems. Due to the size of the interchange project, it is planned to go to construction after the completion of adjacent reliever interchange projects, and to be split into several smaller construction packages.

Another project that reached substantial PD&E completion and advanced into design this year is the second segment of the Central Polk Parkway, which will continue this new corridor from US 17 south to SR 60. Two brand new PD&E Studies kicked off late in 2020 to evaluate widening the Western Beltway between I-4 and Seidel Road and to evaluate extending Poinciana Parkway from the current terminus near US 17 up to the Western Beltway and I-4 interchange. Lastly, this spring, HNTB kicked off the design of a Connected Vehicle System Deployment project that will install approximately 50 roadside units (RSU)s on the Beachline & Turnpike Mainline to facilitate applications such as wrong way driving detection and prevention, disabled/stopped-motorist alerts, curve and queue warning alerts, and construction and traffic incident management alerts. The project design was accelerated, and the letting was advanced to the spring of 2021 in order to expedite this innovative project that will provide both safety and mobility benefits for FTE Customers.

PROJECT SPLITS A key aspect of the work program planning this year revolved around splitting several large widening projects into smaller segments. Reducing overall project sizes allowed FTE to better leverage the construction industry’s capabilities, reduce construction schedule risks, and improve Contractor bid competitiveness, while also allowing higher demand segments to be constructed sooner.

TURNPIKE MAINLINE WIDENING FROM MINNEOLA TO US 27S One of the first projects to be considered for a split was the 8-lane Turnpike mainline widening project in Lake County from Minneola to US 27. Based on the project team’s thorough consideration and collaboration between FTE’s Design, Construction, and Program Management, the project was split into two construction segments. This collaboration, combined with the project team’s design progress, also allowed the letting date of the southern segment to be advanced from FY 2023 into FY 2022, which greatly assisted the balancing of the work program with system priorities.

TURNPIKE MAINLINE WIDENING FROM US 192 TO OSCEOLA PARKWAY Another large HNTB-managed widening project evaluated for splitting was the mainline widening between US 192 and Osceola Parkway. By evaluating many different split options and also holistically considering adjacent projects, FTE Management was able to decide to split the widening into two segments and also adjust the New Nolte Road interchange project to the south of this segment. The outcome of this process will be construction projects that will generate competitive bids and a sequence of construction that will address the higher traffic needs sooner.

PUBLIC INVOLVEMENT Public Involvement took center stage in 2020 as the entire Department found ways to adapt traditional methods and rules to the reality of quarantines during a pandemic. Derek Hudson, PMP, led the way in coordinating with FDOT Central Office and developing detailed approaches, planning every aspect of how virtual public meetings and hearings would be conducted. FTE’s first 100% virtual public information meeting was held in August for the Minneola to US 27 widening project. Keeping the schedule for this first allvirtual public meeting allowed FTE to proceed with R/W acquisition for the project, which then enabled the project to be advanced one fiscal year to become the largest project in FY 22. The next crucial public involvement activity was the public hearing for the Central Polk Parkway (CPP) expansion project, which is constructing a new toll road facility between Polk Parkway and US 17. A hybrid public hearing was successfully held in December which allowed the public to participate both at an in-person venue and online, virtually. This was FTE’s first hybrid virtual public hearing for a design project, and it led the way in overcoming numerous challenges regarding logistics and technical aspects of the live-stream broadcast, as well as allowing this extremely high-profile project to remain on its accelerated design schedule.

This project will extend the Suncoast Mary Ann Gehrke, Hernando, FL Parkway 2 that is currently under construction, and likely provide the jumping off point for the Suncoast Connector M-CORES project. The project teams worked closely to ensure that lessons learned were shared and materials and approaches were updated as quickly as possible in this time of ongoing changes. FTE now has the blueprint for effectively interacting with the public moving forward into the future.

ALL-ELECTRONIC TOLLING Two large AET conversions continued to be important projects for FTE in 2020, the Ticket System conversion from MP 88 – MP 236 and the Northern Coin conversion from MP 236 - MP 309. When finished, these projects will complete the AET conversion of the Turnpike mainline. The northern coin conversion reached an important milestone as cash was removed from the system this summer at the US 192, Osceola Parkway, Beachline Expressway, and I-4 interchanges. The remainder of the northern coin system will be converted to AET in January 2021 and the ticket system remains on track to convert all 150 at the same time in August of 2021. The Polk Parkway is also now on track for full AET conversion due to the two HNTB-managed projects that were let for construction this year. The Polk Parkway widening from MP 18 - MP 22 will convert the eastern mainline toll plaza, and the Polk Parkway AET project will convert the remainder of the Polk Parkway from MP 0 - MP 18.

LANDSCAPE PROGRAM 2020 was another banner year for FTE’s landscape program. FTE fulfilled the 1.5% state landscape statute once again, and the Landscape Program QAR again scored full compliance in FY 2020. In fiscal year 2020, two new landscape installation projects were successfully let, including the $6M SunTrax Aesthetics project. Other highlights of the program this year included the creation of a new Landscape Project Ranking tool to facilitate comprehensive landscape project planning in future years, the creation of a comprehensive landscape maintenance plan for FTE’s Turkey Lake Headquarters campus, the completion of the Suncoast Trail relocation study, and the creation of an entirely new Turnpike Landscape Master Planning and Design webpage.

One notable project that began design this year was Phase 1 of the Beachline (SR 528) Landscape from International Drive to Universal Blvd. The design will include landscape and hardscape elements that will provide a gateway experience to the local attractions. The landscape design has been coordinated extensively with the multiple highly involved stakeholders along the corridor. Phase 2 of the project will complete the landscape design for the rest of the corridor. This year the Fort Pierce Service plaza landscape design was initiated, which will provide native plant material to reduce maintenance costs and blend in with the local environment.

RENEWAL AND RESURFACING PROGRAM Seven of the Nine resurfacing and safety improvement projects that were let for construction this year were HNTB-managed projects, accounting for approximately $66M of the $78M total construction costs. These projects ensure that the Turnpike’s pavement conditions continue to exceed FTC and FDOT performance measures. This year, HNTB’s Renewal and Resurfacing Engineer, Brandon Bobo, collaborated with FTE Materials and with FDOT Central Office to use a new forecasting tool called PaveMARS developed by Central Office. The tool was developed in conjunction with FTE’s traditional approaches to closely tracking and projecting pavement deficiency ratings, to ensure that the resurfacing projects in the work program are properly prioritized and balanced across the years. Based on the additional forecasting tools, several projects were identified that could be deferred over the next several years, increasing the available funding to complete other projects while still ensuring that FTE’s pavement conditions remain above all requirements.

HNTB’s Design Group supports FTE’s project development and delivery in many ways, from conceptual engineering through final design and construction. Assuring that safety is certain in all projects and that speed of project delivery adheres to work program commitments are Design’s focus. This is accomplished by adhering to established work processes while developing and implementing innovative ideas, efficiencies and streamlining. Our team of discipline experts has worked with the FTE discipline leads and all Transportation Development groups to deliver value added input for on-time delivery incorporating forward-thinking ideas. This assures that production ready means biddable and constructible products for industry partners.

HIGHLIGHTS OF 2020 THE DESIGN GROUP’S DELIVERY BY THE NUMBERS Project plan, report, and documentation reviews during 2020 totaled more than 990 submittals involving 4,100 individual discipline review assignments. Of these submittals, 102 reviews were completed in a reduced time frame to help maintain critical project schedules. Additionally, while a significant reduction in the number of shop drawings requiring review was implemented this year, over 3,300 shop drawing reviews were completed. This is the highest number of reviews ever recorded. The increase is primarily due to the SunTrax Phase II infield construction of 14 buildings and the 13 tolling sites associated with AET 8. Each design discipline consists of an HNTB reviewer plus an FTE discipline lead. Home office support is utilized on an as needed basis when workload exceeds the capacity of the in-house discipline staff. Consistency in reviews and reviewers is very important and maintaining reviewer consistency is a constant effort when managing resources. Along with reviewing project submittals, our Design Group is responsible for developing project scopes of service and unit and staffhour negotiations for original contracts and supplemental agreements. In 2020, HNTB Design staff developed 66 scopes, work units and staffhour negotiations.

Working with Turnpike’s discipline leads, the Design Group accurately defines the expectations, deliverables and effort required for all assigned projects while assuring that staff-hour negotiations are fair and reasonable. Utilizing NExUS (Negotiations and Exchange of Units and Staff Hours) to simplify, streamline and share unit and staff hour data in a secure environment is proving to benefit the negotiation process. HNTB’s Design Group contributes to the updating of various reference and guideline documents, including the Turnpike Design Handbook (TDH). Updating of the Design Website and Lessons Learned Database has been useful in keeping consultants informed of current and important developments. The development and increased usage of the Design SharePoint site allow for readily available internal communications and information. Annually updating the General Tolling Requirements (GTR) is a task we have undertaken in 2020. This year’s update incorporates the design and specifications requirements for roadside tolling cabinets, a very significant and innovative upgrade to Turnpike’s tolling infrastructure options.

INNOVATION All the Design Group’s disciplines strive to identify and implement innovation into their areas of expertise. Many opportunities were realized during the year to incorporate innovative ideas and processes. • Completed the design for resurfacing eight miles of the Polk Parkway as a pilot project implementing full 3D design delivery with NexGen plans and automated machine guidance (AMG). Drainage was designed in 3D utilizing both SUDA and Geopak Drainage. • Prior to the release of the current FDM 900 series, we scoped the first project to fully implement NexGen plans on the Central Polk Parkway new alignment design. Significant coordination with FDOT Central Office was completed. • Incorporated pervious concrete pavement into the reconstruction of the Turkey Lake HQ parking lot. Benefits include water runoff quality improvements, reduced future stormwater right of way needs, creates a stormwater reservoir for improved percolation, and provides hydration for enhanced landscaping with reduced irrigation. • Working closely with Materials and Construction, developed strategies to minimize or eliminate areas of deep pavement milling that speeds construction and minimizes the disruption to traffic during construction. Also developed strategies to reduce occurrences and mitigate risks due to base failures during construction.

SAFETY ENHANCEMENTS

While safety is always Design’s primary responsibility that is incorporated into all aspects of our efforts, specific safety-oriented projects for implementation on the Turnpike’s system were realized in 2020. Our Intelligent Transportation Systems (ITS) group, supported by Traffic Operations, undertook the Turnpike’s first Connected Vehicle (CV) design project. The goal of this project is to deploy field sensor technology and safety applications (i.e., wrong way driving detection, curve speed warning, queue warnings) along 20 miles of Turnpike’s mainline and the Beachline (SR 528). The ITS group was instrumental in the scoping the development of two design-build requests for proposal for the expansion of Wrong Way Vehicle Detection Systems (WWVDS). Under these projects, 90 exit ramps throughout the Turnpike’s system will be equipped with WWVDS devices.

EFFICIENCIES AND STREAMLINING Streamlining work processes and implementing productivity efficiencies continues to be an ongoing focus of the Design group and Transportation Development department. Task teams continue to meet to determine, propose, vet, and implement improvement strategies within the department. Over 100 Turnpike-specific and statewide items are under review, covering topics including meetings, ERC process, scoping, consultant acquisitions, negotiations, discipline specific items and general plan and production items. Implementation and tracking appropriate efficiency/streamlining metrics will continue throughout the year. ERC training was conducted by Design Management during 2019 and this year the training has been developed into a computer-based training (CBT) module for department-wide use.

PARTNERSHIPS The entire Design Team continues to build on established relationships with industry partners essential to delivering projects that serve Turnpike’s customers. Timely and efficient delivery of projects is the goal from project development through construction acceptance. Many process efficiencies have been achieved that benefit consultants, contractors, and internal departments. Every effort requiring Design Group input into the design and construction process is prioritized so that final delivery is developed in accordance with schedules and needs.

TOLLS DESIGN The ever-evolving needs, procedures, and requirements for successfully delivering toll infrastructure achieved many milestones during the year. Central Office directed FTE to revise how a toll site is to be paid for as part of a construction project. We were instructed to revise the payment requirements from a lump sum pay item to multiple pay items. This revision has been implemented by the team and the construction industry has embraced this change. The team annually updates the General Tolling Requirements (GTR) and the Toll Plaza Equipment Sketches, System Maps and Toll Rate Tables (Sketchbook). The 2020 update of the GTR includes the incorporation of a Roadside Tolling Cabinet-based solution, infrastructure that was developed as a lower cost functional option to toll buildings. During the year, the team developed multiple site layout plans and corresponding electrical plans for these new future deployment options. Specific plans were developed to install a test site at SunTrax. Sketchbook updates include any revisions to existing toll sites and the incorporation of new sites on the system. System maps and toll rates are also updated as needed. The SunTrax Phase II (infield) project presented our civil and electrical engineers and architects an opportunity to branch out from traditional transportation projects.

Northern Coin AET Conversion - Leesburg Gantry Installation

The design and construction of some 14 buildings and other ancillary infrastructure necessitated countless shop drawing reviews among multidisciplinary groups, all facilitated and coordinated by our Tolls Design representatives. Additional activities conducted by the team included modification of the data center facilities power distribution system, project revisions during construction to descope express lanes and resolve impacts to tolling infrastructure, and support for AET 8 contractor proposed cost savings initiatives (CSI), changing multiple gantry types.

CONCEPTUAL ENGINEERING HNTB’s Conceptual Engineering team receives input for concept efforts from many sources, including Traffic, Planning, Operations, Maintenance, local agencies, and management. Conceptual engineering is only completed when project definition or feasibility analysis are required, allowing Turnpike management to make informed decisions on project disposition. Benefits of conceptual engineering efforts are defining project limits, providing scoping documents for production staff, and providing Work Program project cost estimates. Concepts staff also provide engineering support to ongoing production projects and many other Turnpike initiatives.

During 2020, HNTB’s Concepts Group developed projects that total $925 PROJECTS million of potential backlog for future year Work Programs. Some of the most significant include projects associated with various truck parking studies; Central Turnpike widenings; widenings for Polk Parkway, Western Beltway Southern Connector Spur and numerous interchanges.

AET IMPLEMENTATION, MANAGED LANES AND INTEROPERABLE SIGNAGE AET implementations have been significant assignments in the past year as Turnpike continues to remove cash from the system. HNTB Design personnel have served on the successful AET implementation teams for 5C, Suncoast Parkway AET 6C from Van Dyke Road to the Anclote Mainline Toll Plaza, and AET Northern Coin Phase I. Coordination with Construction was accomplished during the implementation phases to assure a smooth transition and consistent messaging occurred from existing to proposed signage and markings. HNTB’s Traffic Design team created options to rebrand the non-tolled managed lanes. Previously identified express lanes have been rebranded as “thru lanes”. This change required a comprehensive look at options to remove or replace existing signage and revise pavements markings to convey appropriate messages to customers. The team expeditiously prepared contract documentation for projects that will produce consistent signage and messaging for the rebranded lanes. Interoperability has been a focus of Turnpike management this year. Signage was designed and installed that includes logos from all interoperable agencies accepted utilizing new SunPass transponders.

RIGHT OF WAY As we look back on 2020, we see the success of a resilient team delivering a robust Right of Way Program to Florida’s Turnpike Enterprise (FTE). FTE’s Right of Way (ROW) Office continued its success story with its ability to innovate and produce through a challenging health crisis. The team is constantly looking towards the future to find improved cost saving efficiencies with outstanding real estate professionalism. The HNTB ROW Team, together with FTE, is proud to have delivered a successful ROW program.

HIGHLIGHTS OF 2020 ROW PRODUCTION The year started off with the ROW being cleared for FTE’s mainline widening from State Road 50 to the Minneola Interchange. As one project closed, ROW Production kicked off the Central Polk Parkway Extension ROW project, which consists of over 30 acquisitions and 20 relocations. The FTE project team accomplished a major milestone with its ability to secure an agreement on a 1,000+ acre property owned by Southwest Florida Water Management District. This will be the largest single land purchase for FTE within the last five years. HNTB ROW Project Manager Jorge Moreno provides in-house ROW project management oversight for this key FTE project in addition to a new 9-parcel project from Minneola Interchange to O’Brien Road. HNTB continues to provide skilled project management oversight for advance acquisition on the Suncoast Parkway 2 Extension project from State Road 44 to County Road 466 in Citrus County, with final ROW maps anticipated in Spring of 2021. HNTB ROW Relocation Agent Mark Mendez successfully relocated four tenants from an extreme instance of a non-decent, safe, and sanitary single-family dwelling that was converted to a multi-family dwelling. Mark worked diligently to provide replacement housing that met all applicable federal, state, and local housing and occupancy codes for the displaced tenants.

ROW OPERATIONS The ROW Operations teams have continued to make unparalleled strides with their achievements in process improvements, sales, and invoice processing. HNTB staff worked to improve ROW processes by collaborating with FTE’s GIS team for improved business process interaction through ROW Production and Property Management updates. Rossanna Asencio worked with FTE to secure a notable surplus sale contract for $920,000 in addition to other property sales. Linda Beverly once again demonstrated a commitment to achieve difficult deadlines and dedication to the team as she processed over 47 outside invoices in three days. HNTB staff supported ROW’s forms library and implemented new guidance documents throughout the year to focus on improving processes.

The CAR contractors also provide asbestos testing, contamination assessment and remediation, and other environmental services Turnpike-wide. HIGHLIGHTS OF 2020 PRODUCTION/ROADSIDE SUPPORT NEW MAJOR TOLL FACILITIES AND CORRIDORS

HNTB Tolls staff assisted District 6 and FTE in the reconfiguration of the northbound direction of the District’s express lane corridor. We coordinated with District 6 Construction on the activities associated with the change in access points and modifications from two express lanes to one. We supported their changes by temporarily removing two plazas from production and decommissioning two plazas, altogether. The northbound lanes were taken out of production on July 27, 2020 and we are currently working with the District on the resumption of tolling. HNTB has also been supporting District 6 in a second, longer term project related to the reconfiguration of the southbound express lanes. We have been working with the District on the RFP for a construction project that will build a new toll site.

AET CONVERSION OF THE SUNCOAST PARKWAY HNTB, with FTE Construction, completed the second and final implementation phase of AET on the Suncoast Parkway. Our staff supported the expedited toll building inspections and a “Just in Time Delivery” approach to the toll equipment installations; both of which significantly reduced the overall project schedule. The contract allowed for 200 days and our team helped to deliver the eight plazas in 51 days. The northern section of the corridor from SR 52 to US 98 was converted to AET on January 31, 2020.

AET CONVERSION OF THE NORTHERN COIN SECTION OF THE TURNPIKE MAINLINE HNTB, in coordination with FTE Construction, developed a two-phase approach to implementing All Electronic Tolling (AET) on the Northern Coin Section of the Turnpike Mainline. Our staff successfully converted the southern section of the project corridor from Kissimmee Park Road to I-4 on July 10. This implementation consisted of AET Lite conversions of existing plazas and involved three separate construction projects with four interchanges, six toll sites, and 22 lanes of equipment. The conversion of the northern section of Northern Coin was completed in January 2021.

INTERIM IMPLEMENTATIONS AND ACTIVITIES FOR PRODUCTION Projects currently under construction

NEW LEESBURG AET MAINLINE GANTRY As part of the AET Conversion of the Northern Coin Section of the Turnpike Mainline, the existing Leesburg plaza was replaced with a new accessible AET gantry and plaza. HNTB managed the toll equipment installation, testing and commissioning for this new site. The new Leesburg plaza was completed on December 20, 2020, and is currently waiting for the Go-Live Conversion of the northern section of the Northern Coin. On this project, HNTB Toll Equipment Inspectors worked with FTE’s TEC Installation Staff and helped train new CAI installers on Raytheon equipment and installation practices.

TURNPIKE MAINLINE / I-4 DIRECT CONNECT As part of the AET Conversion of the Northern Coin Section of the Turnpike Mainline, the existing ramp plazas at the I-4/Turnpike interchange are being replaced with a new tri-cord AET gantries and plazas. The replacement of the Northbound-On plaza is also critical to the construction of the direct connect ramps to and from the Turnpike Mainline to the upcoming I-4 Ultimate express lanes. During the conversion of the southern section of the Northern Coin, the existing plazas were converted to AET Lite. After this conversion, HNTB staff continued to support many critical activities for the plaza replacements. In 2020, we managed implementations of the following activities: • Toll equipment installation, testing and commissioning for the Northbound-On ramp on 12/13/20 • Toll System network reconfigurations reassigned the existing I-4 lanes to report to the Orlando South • Transfer of operations from the existing to new plaza for the Northbound-On ramp on 12/16/20 All activities were critical to maintaining traffic operations, tolling operations, and the overall construction and conversion schedules. Additionally, the network reconfigurations allowed some legacy equipment to be removed and reused for IAG testing and in support of other FTE needs.

AET CONVERSION OF THE TICKET SYSTEM SECTION OF THE TURNPIKE MAINLINE This project will ultimately convert the existing Turnpike Ticket System to a Barrier, AET facility. This project includes construction of 11 new mainline toll sites. In 2020, HNTB managed the toll equipment installation, testing and commissioning for the first toll sites of this important project. We saw two of those sites through commissioning. They are waiting for the Go-Live Conversion currently scheduled for August of 2021. Our staff helped identify a critical issue with the new mainlines plaza being installed on the existing, active Ticket System, which uses plaza information written to transponders to determine the toll rates on the system. The new plazas would introduce information on the transponder that interferes with the current system. HNTB worked with TransCore to develop a modified E6 configuration and process for getting the configuration installed at the new plazas.

STAFFING SUPPORT

TOLLS PROJECT MANAGERS HNTB project managers supported FTE and partnering FDOT districts from concept to final Go-Live of a new toll collection facility including production project delivery, coordination of toll site responsibilities and overall implementation development. HNTB Tolls Project Managers are currently responsible for over 42 projects and 240 toll plazas in various stages of design, construction, and implementation.

BEACHLINE EXPRESSWAY CENTRAL FLORIDA EXPRESSWAY (CFX) TOLL RATE CHANGE FTE collects the tolls for the Central Florida Expressway Authority (CFX) at the Beachline West Plaza. CFX modified their toll rate structure from 2 rates to 3 rates, which required not only modifications to the existing rate tables, but also the logic at the lanes to accept the additional, new rate table. HNTB supported tasks between Finance, Roadside, Back Office and Conduent. We helped ensure all roadside systems were updated, all new rates were successfully downloaded to the plazas, and validated that they took effect at the correct date and time. HNTB helped to confirm that the FTE portion of the rates did not change. Implementation of the new rate system on the Beachline West occurred on July 1, 2020.

ORCHARD POND TOLL RATE INCREASE FTE collects the tolls for the Orchard Pond Parkway (OPP). OPP increased the toll rates they charge at their mainline toll plaza as of November 9, 2020. Our staff coordinated the required activities between the facility operators, Finance, Roadside, Back Office and Conduent. We ensured the new rates were successfully downloaded to the plazas and validated they took effect at the correct date and time.

NEW ROADSIDE TEST ENVIRONMENT (SLAM1) This project created a new test environment to facilitate roadside testing. Previously, one environment was used for both testing and staging changes for production, which caused schedule conflicts or unwanted impacts between activities. This new environment sets FTE up to have one environment for testing changes, and a second to hold all changes getting ready for production, thereby eliminating potential conflicts. In 2020, HNTB supported the following project implementation activities: • Phase I: Environment Setup - Completed 9/16/20 • Phase II: Pilot Site and Verification - Completed 10/6/20 • Phase III: Vendor Migration - Completed 10/26/20 • Phase IV: SLAM1 Database deployment – Completed 12/17/20 • Phase V: Remove Production Test Database Link – New phase added in December 2020. To be completed Q1 of 2021.

HURRICANE TOLL SUSPENSION PROCESS FTE currently has a Toll Suspension Plan in place for suspending tolls during hurricanes or other storm events. This project documents and implements more detailed procedures for identifying, approving, and communicating the plazas affected to additional groups within FTE. This development included: • Creating a checklist whereby management can confirm and communicate the affected plazas associated with a roadway or segment of a roadway • Documenting detailed steps to be taken by each applicable group to put affected plaza(s) into Zero-fare Override (ZFO) mode (suspends toll collection) • Documenting the monitoring and reporting to be done during and after the toll suspension period • Creating and documentation a process for handling any ZFO exceptions/discrepancies • Documenting detailed steps to be taken by each applicable group to reinstate tolls after a storm event • Establishing a format for Post-Storm Lessons Learned debrief HNTB’s 2020 support activities involved: • Reviewing the existing processes and documentation for suspending tolls during hurricane storm events and identified additions and/or modifications needed • Holding planning sessions with applicable groups to get feedback on current processes and recommendations going forward • Creating/updating process documentation to be completed Q2 of 2021.

ROADSIDE SYSTEM SUPPORT

TOLL EQUIPMENT CONTRACTOR (TEC) PROCUREMENT HNTB continued to provide project management support for the TransCore portion of the TEC procurement and general technical support for the overall procurement. This support included assisting FTE Management with the administrative requirements of assessing Liquidated Damages. We worked with them and FTE staff through the completion of phases 1 and 2 of the Full System Test (FST1 and FST2). We are currently planning and preparing for phase 3 of the Full System Test (FST3) and Production Readiness Test (PRT) in 2021.

SUNTRAX HNTB provided oversight and technical support in the ongoing activities at the SunTrax facility. We helped with the following toll technology testing: Tri-protocol Readers National Interoperability Hybrid Vehicle Detection and Classification (VDAC) Color Camera Systems Full System Test (FST1 and FST2) We were also involved in the preparations for future testing of innovative tolling technologies. These include: laser-based axle detection and vehicle classification, tolling systems based on Connected Vehicle (CV) technologies, and mobile-based tolling and payment platforms.

CONDUENT LEGACY SUPPORT (TASK ORDER SCOPE, MANAGEMENT, TESTING AND DEPLOYMENT OVERSIGHT) HNTB provided technical support for the legacy Conduent (Xerox) Toll System. This included a $2.5 million task work order (TWO) to refresh all legacy plazas. With support from Department staff, we developed and negotiated the TWO with Conduent. Our staff led and delivered this project. These efforts included validation and testing of the new plaza computers and deploying the new systems within a six-week schedule. It also included deploying the new (2) TagDB Hosts to support a 100M PosList of transponders. This project was crucial for the Department’s larger goal of national interoperability. The solution supported multi-protocol transponders with a 100M PosList in Conduent Legacy lanes statewide. WINDOWS 2016/SQL 2017 TESTING HNTB coordinated test planning, server setup and testing of Windows OS and SQL upgrades between SLAM, the Security Risk and Compliance Office (SRCO), Infrastructure Team and RTN.

TIP UPGRADES HNTB staff assisted with the planning, scheduling, coordinating and issue resolution for the TIP server OS/SQL software upgrades to Windows 2012 SP3 and SQL 2014 SP2. This effort began in 2018. The remaining 52 servers were upgraded in 2019, except for the Panhandle TIPS, which was completed in 2020.

MITSUBISHI SPLIT AIR SYSTEMS HNTB Tolls Construction staff with Turnpike Facilities developed a checklist on how to properly configure the new Mitsubishi split air systems in the toll equipment buildings (TEB) to meet the Technical Specifications and maintain a consistent standard for the TEB’s ongoing operations. We trained the inspection staff on its use during building turnover and presented it to the Department’s Facilities staff as reference as they maintain and operate the buildings.

CCSS SUPPORT TEAM Since June of 2018, at the Go-Live of Centralized Customer Service System (CCSS), HNTB has supported the oversight of the CCSS. Our CCSS Team, compromised of Tim Garret, CCSS Program Manager, Brian Gorman, Tolls Technical Specialist, Cheryl Bolin, CCSS Project Manager and Sunny Khurana, CCSS Project Technical Lead have supported the Turnpike with many initiatives and activities throughout 2020. Below is a list of our CCSS Team’s Key Activities during the year.

E-ZPASS INTEROPERABILITY Being the largest collection of interoperable agencies in the United States, the establishment of interoperability with E-ZPass has become a cornerstone project of Florida’s Turnpike Enterprise in 2020. The HNTB CCSS Team has taken the lead in the coordination of project activities. This has included the establishment and management of the diversified project team and project leads including CCSS/back office, marketing, finance, roadside tolls, roadside signage, Retained Functionality Layer (RFL), CCSS and Southeast Hub Partners, and the new SunPass Pro MPT. The HNTB Team led the oversight of the CCSS Contractor amendment, obtaining input from the Turnpike SMEs for all aspects of the vendor’s work and negotiating the amendment with an estimated $150,000 (20%) in savings to the Turnpike. During the initial phases of the project, Brian Gorman led all coordination with the E-ZPass Interagency Group (IAG). This included responding to all questions and preparing and presenting the Turnpike’s E-ZPass Implementation Plan to the IAG Policy Committee. The IAG Policy Committee recommended approval of the Turnpike’s membership to E-ZPass to the IAG Executive Management, which provided a unanimous vote for FTE membership to IAG in April 2020. At the completion of 2020, we continue to coordinate all aspects of unpaid toll escalation, in anticipation of the resumption of escalation processes in early 2021. The HNTB CCSS Team continues to support the internal Turnpike team, the Turnpike’s back office vendor and the IAG. Our work includes review and preparation of project documents, weekly meetings with the back office vendor and the generation of bi-weekly status reports for Turnpike Management. Sunny Khurana is the SME for the CCSS and Southeast Hub integration and testing with the IAG and also participates and provides support to technical meetings from roadside transaction generation through the RFL and host and finally to the CCSS. We are looking forward to the successful Go-Live of E-ZPass Interoperability in 2021.

COORDINATION AND PREPARATION FOR ESCALATION OF UNPAID TOLLS The HNTB CCSS Team has led the preparation for the Turnpike’s resumption of collecting unpaid tolls. Similar to our work in 2019 to reinitiate the invoicing of Toll-by-Plate invoices, the HNTB Team coordinated testing of back office functions for escalation of unpaid tolls to contracted collection agencies. The approved escalation approach included substantial changes to escalation processes originally conceived and used by the Department. These changes were coordinated with the back office vendor and tested. HNTB’s National Tolls Practice once again led the team in completing the testing. The HNTB Team also led the coordination with Department’s contracted collection agencies. We reviewed collection agency letters and coordinated with Turnpike’s Legal Team final documentation approvals. At the completion of 2020, we continue to coordinate all aspects of unpaid toll escalation, in anticipation of the resumption of escalation processes in early 2021.

OPERATIONAL ACCEPTANCE TEST The last of eight contracted tests for the CCSS Project is the Operational Acceptance Test (OAT). All other testing for CCSS occurred prior to CCSS Go-Live in 2018. Unlike prior tests, OAT is a test in the Production Environment.

Starting in the summer of 2019, Cheryl Bolin has managed the preparation for and implementation of the OAT. This has included pre-testing activities such as obtaining updates to all project deliverables and coordinating their review with the Turnpike Team. In early 2020, Cheryl also led the development of test criteria, dividing the testing into various functional team’s oversight including finance, operations, Performance Management and Monitoring (PMMS) and Transaction Processing Management System (TPMS). Cheryl facilitated the meetings and follow-up with the vendor and the Turnpike’s SME in the generation of the test requirements and test cases. Starting on July 22, 2020, Cheryl managed the day-to-day coordination of the 60-day OAT. This including SME, partner agency and vendor coordination of the more than 4,600 test activities and artifacts. Following the completion of OAT, Cheryl managed the review and completion of the OAT Exit Criteria List, OAT Punch List and final documentation of the test in the vendor’s OAT Final Report.

NEW LOCKBOX PROVIDER PROJECT MANAGEMENT In the late fourth quarter of 2019, Wells Fargo identified to the Turnpike that they were no longer going to support the lockbox processing of mailed Toll-by-Plate and SunPass payments made by customers. The timeframe for the discontinuation of the services was identified as of March 2020. With most Toll-by-Plate payments paid through the lockbox, the successful implementation of a program to switch lockbox providers was identified as critical to the Department. Cheryl Bolin took the lead in facilitating the transition, examining all aspects of the program necessary to ensure a seamless implantation on this very fast turnaround project. Cheryl’s work included coordinating with the Turnpike’s back office vendor and the new lockbox provider to test the interfaces, reports and other functions for the exchange of payment and account information. She also facilitated the coordination of customer communications, including an insert that was placed in Toll-byPlate invoices to alert customers of the payment change. Numerous other activities encompassed this highrisk project, which was implemented seamlessly.

TECHNICAL AND OPERATIONAL SUPPORT The HNTB CCSS Team has provided technical and operational support for a multitude of projects and activities throughout the year. These project and activities include: Leading the Department, Fiduciary and Participating Agency Reconciliation – Sunny Khurana has been the lead technical resources on the path to resolution of Fiduciary and Participating agency Reconciliation issues. He has led the coordination for the design and execution of the Q15MR, report which provides disposition of all the transactions for the fiduciary agency since Go-Live and reconciles with Paid, rejected and Unpaid transactions. This report is actively being used by FTE Finance Director, MDX Deputy director and Fiduciaries Accounting and Executive team as a go-to report for reconciliation. The Q15MR reports also reconciles to the Wire Report for Fund transfer, Aging report for unpaid transaction aging and Rejection report for Toll exceptions. Providing Technical Lead Support for CCSS and Southeast Hub Finance Issue – Sunny Khurana has also been the technical lead in the resolution of Production issues for SunPass Finance and SunPass Accounting teams, by working with Conduent technical teams for payment processing, wire reports and write-offs. Significant improvements have been made in the processing of unprocessed transactions, credit card rejects, negative balance postings and interoperable partner transactions. Sunny is also the Lead SME for the weekly Technical Issue Meeting resolution with the CCSS Vendor. Technical Support to the Turnpike’s Retained Functionality Layer (RFL) Team – Sunny Khurana also serves as an SME on FTE’s Tolls Data Center Teams. Sunny supports the Tolls Data Center Team in the review of RFL related changes, the release of transactions after major deployments and verification of the team’s process flows. A few key projects where Sunny has provided this technical support are listed below: •

TOLL STUDIES AND MANAGED LANES DEVELOPMENT In 2020, HNTB continued to support the Toll Studies and Forecasting Department with Heather Roberts, PE, and Ruby Monsalve, PE, and Xiao Cui, PE (Home Office). HNTB also supported the Marketing and Communications Department, with Anna Roberts transitioning to this newly formed team.

HIGHLIGHTS OF 2020 DISTRICT TRAFFIC AND REVENUE (T&R) In 2020, HNTB supported efforts to conduct traffic and revenue studies for active District facilities. Xiao Cui and Heather Roberts provided key technical reviews, coordinated with each District, and managed the studies to deliver forecasts to Central Office on time. This year’s efforts included an alternatives analysis for facilities in Southeast Florida, testing different minimum toll amounts and tolling scenarios, and providing key input to Districts 4 and 6 in evaluating their future tolling approach. With updated traffic patterns on roadways throughout the state due to COVID-19, there was an increased visibility on traffic and revenue forecasts for future years. Toll Studies and Forecasting worked closely with the Finance Departments at FTE and Central Office to identify current and future needs for facility forecasts. Balancing the need for a forecast with budget constraints, the HNTB team identified several potential cost savings measures for future studies.

STATEWIDE MANAGED LANES SUPPORT In May 2020, the Department’s Managed Lanes Policy was signed, providing more flexibility in the adoption of managed lanes strategies to enhance mobility, promote safety and embrace technology. The HNTB team worked closely with Central Office throughout the year to implement the Policy, and provide guidance to the Districts on projects in development. Three Statewide meetings were held in 2020, providing an open forum for Districts to discuss best practices and challenges on existing and future projects. HNTB helped facilitate these meetings, providing input on the agendas and assisting with the presentations. HNTB also supported the Department and FTE in tracking pending projects and developing guidance for priced managed lanes.

PRICED MANAGED LANES REPORTING Ruby Monsalve, PE, led the effort to provide regular and reliable monthly reports in 2020, including enhanced District coordination and streamlined data analysis. Toll Studies and Forecasting also produced an annual report on priced managed lanes performance in FY 2020. This was the first report to capture annual performance since FY 2017. The new report includes a summary of the Managed Lanes Policy currently in effect, key facility characteristics, and operating statistics for all five active priced managed lanes facilities. Although not published by Central Office, the report is a great resource for key performance information on each facility.

FLORIDA’S TURNPIKE WEBSITE The new website for Florida’s Turnpike was launched in July 2020, after extensive coordination within Turnpike and with FDOT Central Office. Anna Roberts led the implementation of the new site, moving to a content management system and working closely with all departments at FTE to ensure that the information posted on FloridasTurnpike.com is accurate and relevant for our customers. The updated site has a modern design and enhanced user-friendly features, including a search bar and direct page links. Improved structure on the financial reporting page allows for easy access and viewing of the Turnpike's financial reports, including the Comprehensive Annual Financial Report (CAFR). The new Turnpike Performance Dashboard is also promoted and updated on FloridasTurnpike.com. To keep our customers current on construction projects, Anna was able to create alert functionality to promote important construction updates. When public meetings pivoted from an in-person format to a virtual or hybrid format due to COVID-19, the new website was ready for the challenge. Anna worked quickly to update project pages to include essential project information. The website included new exhibit rooms for meeting documents, and provided links to register for and attend virtual public meetings. Anna and the marketing team met with project managers to discuss the required functionality for each of these new features. The versatility of the new website and ease of customer use greatly contributed to the success of the Turnpike’s virtual meetings. Moving forward, Anna and the marketing team will lead the management of FloridasTurnpike.com, including regular maintenance updates and coordinating with all departments on content changes. The team will use analytics to track how the website is being used and where future refinements can be made to ensure the website continues to be a useful tool. The new website is versatile, easy to use, and will help Florida’s Turnpike provide better service to our customers.
