Objective SEIKO Precision Group (SPI Group) provides Green Procurement Guideline. The objective of green procurement is to procure items (products, parts and components, materials, etc) with minimal environmental impacts. This guideline shows standard procedures on procurement of items without hazardous chemical substances from suppliers for SPI-make products, conforming to the international standard “JIG-101 edition 3.1”. 2 Scope 2.1 This guideline applies to the following companies in SPI Group. ・SEIKO Precision Inc. (SPI) ・MISATO Precision Inc. (MIP) ・AZUSA Precision Inc. (AZP) ・SEIKO PRECISION (Thailand)Co., Ltd. (SPT) ・SEIKO PRECISION (Hong Kong) Ltd. (SPH) 2.2 This guideline applies to the following articles which SPI group procures from suppliers. They are called “Object items.” (1) Parts/components (2) Material (3) Packaging material (4) Ancillary -materials etc. 3
Definition of terms (1) Green procurement Green procurement is to procure object items that suit the standard of environmental consideration from suppliers that are positive in environmental preservation. (2)Homogeneous material: A material that cannot be mechanically disjointed into different materials. The term “homogeneous” means “of uniform composition throughout.” Examples of “homogeneous materials” are individual types of plastics, ceramics, glass, metals, alloys, paper, board, resins and coatings. The term “mechanically disjointed” means that the materials can, in principle, be separated by mechanical actions such as: unscrewing, cutting, crushing, grinding and abrasive processes. (3) Intentionally added: Deliberate use in the formulation of a product where its continued presence is desired to provide a specific characteristic, appearance or quality. (4) Threshold level ( Reporting Level): Concentration level which defines the limit equal to or above which the presence of a substance or material contained in a product must be declared based on the requirements of this guideline. Numerical threshold levels are provided in weight % or parts per million (ppm). (reference: 0.1 wt% = 1000 ppm. )

(5) JIG-101: JIG-101: Joint industry Guide-101, Edition 3.1 (March , 2010) JGPSSI: Japan Green Procurement Survey Standardization Initiative JGPSSI(Japan), DIGITALEUROPE(formerly EICTA) and EIA(United States) jointly created the guideline for material composition of chemical substances. This Guideline is abbreviated as the JIG-101 Ed 3.1. Based on this, JGPSSI published the input tool, “Survey Response Tools Ver.4 .1”“Material Composition Survey and Response Manual [Survey and Response Format Ver.4.1 compliant]” (6) This guideline complies to following standard documents published by JGPSSI. Also their abbreviations are also indicted. ・
“Survey Response Tools Ver.4 .1” (as Response Tool) The document created by this tool is called “JGP format /JGP4 file” ・ “Material Composition Survey and Response Manual -[Survey and Response Format Ver.4.1 compliant]” (as Response Manual) Manual for response tool compliant to JIG-101 Ed 3.1” ・“Survey Response Tools Ver.4.1 Operation Manual” (as Operation Manual)

How to procure object items for production SPI Group manages to procure object items for production complying with following clause 5. Before suppliers starts to supply object items to SPI group, suppliers must survey chemical characteristics of the listed items and report the survey data to SPI group through the following clause 6. SPI group will judge if it is OK or NG by the process described on the following clause 7, and notify the result to the suppliers. Then suppliers can deliver items that are judged OK.

Management process (the roll of SPI group) SPI group takes preventive measures against mixing of prohibited chemical substances into object items by clearly specify the steps to follow based on the clause 5, ‘Action items’ of ‘Guideline for the Management of Chemical Substances in Products (Ver. 2),’ published by JGPSSI . When SPI’s customers have their own “Green Procurement Standard/Guideline”, it should have priority over SPI’s guide line. (1) Design control (by SPI group) Describe "Do not use substances specified in Annex 1 of SE446-0315*" in drawing/specifications sheets for object items.
(2) Purchasing control Purchasing control is executed based on this “Guideline” and "Purchase management regulations" of each division/company. (3) Process control The controlling the mixture of chemical substances in products is verified through incoming inspection, in-process inspection and out-going inspection in the SPI’s inside production process and as well as in the outside licensed manufacturing process. Moreover process standards, identification management rules, etc are to be prepared to avoid wrong usage, wrong mixing and pollution of prohibited substances/materials. -2-

6 Green procurement investigation (1) Classification of chemical substances in products This Guideline establishes two criteria that determine whether substances shall be declared
in respect of severity of influence for human bodies and global circumstance. Table 1 shows reference between JIG-101 Ed.3.1 and this guideline. For more information refer to Annex1. (i) “Prohibited substances/materials” Substances/materials whose presence is prohibited in items procured by SPI Group, in principle. Substances/materials that are subject to enacted legislation that (a) Chemical substance that is prohibited to use. (b) Chemical substance that is restricted to use. (c) Chemical substance that is subject to law regulation that requires either reporting or other regulatory effect (e.g. labeling), where the law is currently effective or effective date in the future is already fixed. However the exempt usage defined in RoHS/PFOS is not applicable. (Refer Annex 5) (ii) “Managed substances/materials” Substance/material groups for which efforts should be made to reduce environmental impacts by means of reduction of use and substitution or recovery and detoxification by a closed system. (a) Substances/materials that are likely to be subject to enacted legislation where the substance-specific effective dates of the regulatory requirements are uncertain. (b) Substances/materials that are not regulated but where there is a recognized market requirement for reporting their content in electrical/electronics products. Reporting is used to facilitate company assessment regarding widely adopted industry environmental agreements or standards. (c) Substances/materials that are regulated and that is used only under special circumstances or that has no possibility to be used in SPI Group. (a) Survey response tools Ver.4.1 data/format: Survey response tools Ver.4.1: Based on “Material Composition Survey and Response Manual”. Fig 1 shows surveying chart. Surveying substances are shown in Annex2,3,4.
(b) Certificate of non-use of chemical substances in products: Submit Certificate that the object items do not contain ‘Prohibited substances/materials.’ (each item requires one Certificate) (c) Detailed analysis data: Submit detailed analysis data of four elements, Cd, Pb, Hg and Cr6+, in the supplied articles. The data format shall specifically describe the preprocessing method, used measuring instrument, the detection limit value, measurement results, and measurement date, but the format style is not predetermined. However, the analysis results shall be data that can be publicly guaranteed. 7 Judgment standard by SPI group SPI group judges whether object item is acceptable based on the following standards. (i) It does not contain “Prohibited substances/materials” or the content value is equal to or less than threshold level in Annex.1 and Annex.2. (ii)In case it contains “Managed substances/materials” it is surveyed and managed.

Because no legal definition of part is provided in these legislations, the most potentially restrictive concentration limit is not adequately specified. Therefore, the concentration limit is applied at the level of a material vs. a part to ensure disclosure of the regulated substances for the most basic unit of a part. 8 Regulatory thresholds for substances in these applications are based on emission or exposure limits rather than on the concentration in the product. The regulatory limits are: Formaldehyde in composite wood products - 0.08 ppm until 2010 (measured as gaseous emission from product); For Nickel in applications of prolonged skin contact - 0.5 micrograms/sq cm/week per DIN EN 1811; Radioactive substances -a dose rate exceeding 1 μSv h–1 at a distance of 0,1 m. Because emission and exposure levels cannot be derived from actual concentrations, a threshold level of “intentionally added” is indicated for reporting. Suppliers may choose to report a default concentration of 0.1% by weight in the product for these substances, in lieu of determining the exact concentrations in their products, to indicate that the substance is known to be 9

Use of nickel or nickel contained in components and parts designed to be located inside the outer enclosure of a product need not be reported. 11 The threshold level here is the sum of the phthalate concentrations of the phthalates (identified in the respective Annex B tables) in the selected phthalate group designated by the Substance/Category.
