Master’s Introduction Colleges and universities take a long view. We’re conscious of more than 800 years of Cambridge history, and the traditions of Selwyn since 1882 – and we know that change here is gradual rather than revolutionary. If we make adjustments to an admissions procedure now, the results aren’t apparent in the final Tripos performance for at least another four years; and the full benefits of our education are only seen over a lifetime.
Selwyn is becoming more diverse in multiple ways. Our offers this year are showing gender ‘balance’ of 57% women and 43% men. There are more women being elected to the fellowship, and we have equal numbers of male and female porters in the Lodge. There’s progress on ethnicity too: almost 22% of Cambridge’s most recent home undergraduate intake were from ethnic minorities. The number of students from poorer backgrounds is going up too, though we have no illusions about the work needed to guarantee Cambridge is open to all – while, crucially, not compromising on our academic standards. It is right that we should be judged on how well we reflect a complex and changing United Kingdom, and if we succeed then we can make the case for Cambridge even more powerfully.
But we still look keenly for indications that we’re making progress; and 2017 was, we believe, a good year for the college. The Bursar properly issues some financial cautions in his report on page 2, but we’re sure that our long-term goals are the right ones and that we can achieve them. This is because of the backing we receive from our community; and we’re proud to report that Selwyn achieved the 3rd highest fundraising total among Cambridge colleges in the most recent survey.
We also want to remain a beacon for the world. When we welcomed our new students this year, I name-checked the countries they had come from: as far afield as Ecuador, Syria and New Zealand, with the most successful countries for fresher undergraduates being the People’s Republic of China and Romania. We’re proud of our international reputation, and it’s an honour that young people from across the globe want to study here.
Academically, we moved into the top 10 of Cambridge colleges in the Tompkins Table, which was our best academic performance in five years. That reflects an investment in teaching and academic support for students, much of it made possible by the generosity of our alumni and friends. But there has been no diminution in the friendliness of the college or in the pastoral care we offer. Indeed, the tutorial system has been strengthened by a major gift that allows us to offer help on mental health issues; and our community benefits each day from the dedication of tutors and staff to student welfare.
I wrote last year that the biggest decision by the governing body in 2016 was to go ahead with the library and auditorium on the corner of Grange Road and West Road. We did this confident that our alumni and friends would support us in delivering world-class facilities; but we have been touched by how quickly that faith has been repaid. Currently we have raised more than £10m towards the goal of £12.3m – and that’s before the public appeal has been launched. There’s still a fair way to go, of course, but we can now plan on the building work beginning during the winter.
The strong performance in the examination rooms suggests that another of our policies is right. If we work hard at outreach, we’ll find talented students from a variety of backgrounds; and they will make a success of Selwyn irrespective of their family or financial circumstances. We’re proud to be a college with one of the largest percentages of state school students in Cambridge – more than 70% – and that is helping fuel our rise in the league tables. Every year I meet new students who’ve come here because our admissions team visited their school or they came on an open day or they were part of a summer school, and often they’re the first in their community to come to Cambridge. There is so much talent out there, and it’s our duty to find it.
This suggests the way that our ambitions can come together and reinforce each other: wonderful, talented students in an environment that allows them to live up to their full potential; and the creation of a lifelong community that supports future generations. All the support we receive is hugely appreciated, and its results are there to be seen. This college can be a model for the way that we celebrate talent and help change the world for the better – and, even in these times of uncertainty, we’re absolutely sure that we can succeed.

After the heady heights of breakeven in 2016, the college in 2017 reported an underlying deficit of £173,000. We were aware that 2016 was an exceptional year and, while nothing major went wrong in 2017, it just didn’t go quite as right financially as the previous year. That said, it was a decent result and illustrates the progress we have made. We no longer qualify for assistance from the Colleges Fund, the means of redistribution of wealth from affluent colleges to their poorer neighbours. Since 2000, the college has received £3.1 million, for which we are extremely grateful. We have been able to increase our investment in education. At postgraduate level we have funded PhD studentships which have attracted matched funding and driven up the quality of our MCR community; we have strengthened teaching, attracted record numbers of applications and increased spending on access and outreach. Turning to the detail, the deficit has evolved as follows:

review of its catering operation, new measures are being introduced to reduce the deficit. In particular, the option of converting the bar to an all-day dining venue is being explored. This is being led by a new Operations Manager who has been tasked to drive co-operative working and efficiency across all domestic operations, with a view to providing better services at lower costs and freeing up money for further investment in education. The conference business struggled during the year as a result of terrorist events in London and Manchester in particular, with revenue falling by 7% to £1.3 million.

Fee income from undergraduate and graduate students remained broadly similar at £2.5 million. Higher graduate fee receipts were offset by a fall in undergraduate numbers, mainly due to a larger than normal number of non-returning fourth years. A 16% increase in education expenditure to £3.9 million, notably on admissions (with the recruitment of new admissions tutors), access (in accordance with the Office for Fair Access requirements) and above all, investment in the postgraduate studentships mentioned above, led to an increase in the education deficit from £0.9 million to £1.4 million.

We aspire to breakeven on the rent account but are also constrained by welfare considerations for our students at a time of tightening budgets. Income from catering fell by 8% to £0.7 million, a disappointing result. A fall of 1% in related expenditure to £1.2 million led to a widening of the catering deficit to £0.5 million. Student spend in Hall rose by 8% over the year to £3.68 per day in the Easter Term 2017, an encouraging result but still way short of breakeven. The number of undergraduates using the Hall remained at 372, although utilisation by postgraduate students fell from 95 to 90 over the year. Following the external

cost of labour and of maintenance of our historic buildings. With the ability to raise prices constrained by welfare considerations, we must look to investment income and conference revenues to offset these losses and trust that these revenue streams can show some resilience to external events. It was not possible to match last year’s record level of cash generation, although 2017’s figure of £1.65 million remains a good result. Annual benchmarking exercises with other colleges suggest that Selwyn is amongst the most efficiently run. Cost control remains a priority, with a robust annual budgeting process in place. The positive cash flows of recent years mean we are beginning to climb aboard the ‘virtuous circle’, where internally-generated funds are invested in the endowment, producing stronger cash flow, which is in turn invested in the endowment.

Buildings and Estate Maintaining the college’s listed and historic buildings is one of the major costs, with an annual depreciation charge of £1.8 million (23% of total expenditure) set aside to cover their upkeep and replacement. Capital expenditure on buildings amounted to £0.8 million, with a further £0.5 million on fixtures, fittings and equipment. During the year, the college continued preliminary design work on Phase III of Ann’s Court, a mixeduse building that will house a new library on the upper two floors and a flexible auditorium space on the ground floor. This will in turn allow the conversion of the existing library into a new college archive and will create up to eight additional teaching and seminar rooms. Investment in high-quality facilities to attract and retain the best students and staff against increasing international competition remains a key part of the college’s strategy and this building will
support that objective. Planning permission for the new building is now being sought from the City Council and is expected in April. It is hoped to complete the project in the summer of 2020 at a cost of around £12.3 million.
Donations The college is dependent on donations and benefactions to build its endowment and investment income, to provide direct support for core activities such as student bursaries and grants, new teaching and research posts and capital expenditure. This year the college received £0.9 million in donations and £1.2 million in new endowments (compared to £0.9 million and £1.8 million respectively last year). It also received £4.9 million in capital grants (£1.3 million last year). This represents a vital source of revenue and the college is indeed appreciative of the generosity of its alumni, friends and supporters.

Investments The college’s investment portfolio amounted to £56.6 million at 30 June 2017, compared to £51.1 million the previous year. A combination of new money (£3.1m) and solid investment performance (£2.4m) has continued the positive development of the portfolio.

The total return on the portfolio amounted to 8.1% for the year. This represented an underperformance relative to the Cambridge University Endowment Fund (CUEF) and the ARC charity indices that we use as a benchmark but is a reflection of the defensive nature of the portfolio. The college’s average annual return for the last three years has been 9.2%, 9.9% over the past five years and 9.7% over seven years. Investment income grew by 12% to £1.7 million: a good performance at a time when interest on cash deposits is barely positive and the yield on the 10-year gilt is around 1.4%. Cash holdings increased to 13% as the college prepares for Phase III of Ann’s Court, equity weightings eased by 5% to 71%, with property and fixed-interest holdings of 16% making up the balance. Relative to other colleges, the chart opposite shows that in 2017, Selwyn had around 37% of the average college endowment but 100% of the average student numbers, suggesting that we use our limited resources extremely well.

Outlook The financial position is stronger than for many years, although the college continues to incur losses in educating, feeding and housing students. The current level of endowment income, though increasing, remains insufficient to offset these losses, and we remain vulnerable to influences beyond our control. Fees are returning to the political centre stage; recent events confirm the reliance of the conference business on geopolitical stability; and investment income depends on a positive economic and financial background, neither of which can be depended upon. The college has much to be proud of: it remains successful academically and is a strikingly vibrant community. It must now look to protect and develop these qualities in the future.

Senior Tutor’s Report The life of a Cambridge Senior Tutor is rarely dull and it is often both demanding and fulfilling in equal measure. At Selwyn in 2016-17 this was certainly the case. We have recruited some excellent new fellowship colleagues and said farewell to some other valued friends. We have seen our students produce record numbers of firsts and fewer lower seconds and thirds than for several years. Our admissions team has recruited excellent participants for a wide range of events for potential applicants and we saw applications for undergraduate places reach an all-time high of 560 applicants for our 120 places (only for the record to be smashed again in 2017-18). We have seen our investment in graduate studentships pay off handsomely in the form of some impressive new recruits to our MCR. Our men’s and women’s football teams have excelled, our badminton team too. Numerous individuals have represented the university with distinction in a range of sports. The musical, dramatic and wider co-curricular life of the college is as rich as ever. I could go on listing achievements in this vein, but instead wish to focus on four issues. The first is one that excites national and international attention: student mental health and wellbeing. Selwyn is no exception to a pattern that has been evident throughout the western world for some years and that is exacerbated by the underfunding of NHS provision. University resources are stretched and there are limits to what either tutors or student welfare officers can, or should as nonprofessionals, provide. Our response has been greatly aided by the Dawson Fund benefaction. We have sought to ensure that students have access to appropriate counselling or other support in timely fashion and to strive to take steps to promote greater awareness and resilience in parallel to this. Working with professional external partners, we have made a sound beginning and will hopefully continue to be regarded as a model of good practice in this area across the university. Secondly, we have expanded our recruitment, widening participation and other outreach activities into some new activities. Backed by generous benefactors, our Selwyn summer school residential is now well established and has been fine-tuned by the admissions tutors and schools liaison officer. It yields us excellent applicants as well as raising aspirations amongst participants.

In particular, we have focused on expanding the scope of subject-specific events in such subjects as Law, Slavonic Studies and Italian. The latter was particularly successful in 2017 and included engagement with teachers as well as with pupils. Feedback has been extremely positive and we hope to expand the range of subjects that provide such events in the future. Another development has been the expansion of our funds for targeted financial assistance for students. Alongside the general student welfare provision, bursaries and travel grants that remain at the heart of our student support, there are a number of funds, most the result of alumni benefactions, that allow us to make grants to students for subject-related and other vacation activities. These include support for those who wish to undertake such things as dissertation research, unpaid internships, academic related travel, science projects, medical or veterinary electives, and language work. These are a growing complement to the older-established non-academic related travel funds or the Hermes and Sirens Club-supported grants to those who play university sports. Reading the applications has been inspiring and a great reminder of the excellence and commitment of our students in all that they undertake. We remain behind other colleges in our provision in this regard, as we do in book or equipment grants, but we are moving forward pleasingly and the range of support is growing. Some funds are being grown, some new grants will be offered for the first time in 2018 and others are under discussion with donors. Lastly, I should mention the new initiative to encourage greater number of undergraduate applications from Indian students living and studying in India. The numbers of Indian students applying to Cambridge has for some time been lower than we would like, which is something we hope to redress by making it less onerous for Indian students to apply. A Selwyn alumnus has been closely and generously involved with developing this important initiative over the past two years, and in November I led the intercollegiate team that went to Mumbai to conduct interviews. Twenty-two of the current offers made to Indian students (out of 36) were interviewed in Mumbai, which is a very promising start. The total number is a significant increase on recent levels of offers.
Further recruitment visits to Delhi, Mumbai and Bangalore will be taking place in the summer, and we will again be interviewing in India in 2018. The college is in good heart. The triennial review by the Senior Tutors’ Committee of our academic and welfare provision found little fault with our offering and has shared a number of examples of what we do as best practice for other colleges to follow, notably our appointment of Directors of Studies for one-year Masters students, our support for part-time students, and the good working relationships between those running the college and the representatives of the JCR and MCR. It is our ambition to be at the heart of the university
and to set standards for others to emulate. We are making good progress towards fulfilling the ambition just as the new developments in West and Northwest Cambridge are making us geographically central to Cambridge University as never before.

Where does your support go? All donations to Selwyn make a difference. They might help to endow a teaching post or simply enable a student to make the most of their time here. When it comes to student support, about 25% of our undergraduates are in receipt of some form of bursary or grant. Although we would like to give extra support to many more of our students, we can’t currently afford to do so. Those grants we do give are carefully means-tested and awarded to those in greatest need. Here’s what a few of our students have told us about the difference a grant or bursary can make:
“Receiving a Cambridge Bursary has made Cambridge and Selwyn feel inclusive. Coming from a comprehensive school, and a single parent household where money has sometimes been a worry, both myself and my mum were unsure about how to fund my degree. This would have been a worry which would

have plagued me had I not received a generous bursary. The travel grant I received allowed me to fulfill a lifelong dream of mine to visit Iceland, somewhere I had wanted to visit since I opened my first Geography textbook at school. I never imagined that I would be able to get up close to the glaciers and volcanoes of which I had only ever seen pictures. This trip has since helped me immensely to visualise the processes I’m now learning about in third year. Development and Alumni Relations Report Individuals who pick up a copy of the Selwyn Annual Report for the first time are often impressed by the sheer number of alumni and friends who support the college each year. In 2017 a total of 1,705 alumni and friends made donations, which cumulatively enabled almost every facet of college and student life to be improved in some way. On behalf of everyone at Selwyn, I would like to thank all of you who were able to contribute; it really is most kind of you to help. Of course, when we talk about helping the college – we really mean helping the hundreds of Selwyn students, particularly those from less affluent backgrounds. In this report, we’ve included a small number of examples of how your donations make a difference. Often the amounts involved are not huge – but that doesn’t mean they are not significant or sometimes life-changing to those who receive help. And whilst over the next year or so the college will be attempting to raise larger sums to pay for its new library and auditorium, it’s essential that we don’t lose sight of the importance of the hundreds of more modest donations, which provide the bursaries, grants, equipment and outstanding teachers that help our students to make the most of their time at Selwyn and Cambridge.

community of Selwyn alumni and friends – something we hope they will be part of for life. For this to be true, we need to provide ways for you to stay in touch with each other and with the college. Thus it’s important that we provide regular opportunities for our alumni and friends to meet

up socially, to network and continue to enjoy the privileges of being part of one the best colleges in a world-class university. Including the programme of year-group reunions, my colleagues Shona Winnard and Chris McDonald organise over 40 events each year, in Cambridge, London, internationally and regionally, and we look forward to welcoming you to one of these at some point over the next 12 months. In 2017 we wanted to recognise the many generous individuals who had been supporting the college, at any level, for 10 years or more. A well-attended 10 year donors’ lunch emerged, preceding our annual Family Day celebrations in July. Later in the year we held our first and highly successful ‘Family Formal’ whereby the parents and guardians of final year students were invited to experience a special Saturday night student formal. Many of the parents of our current students have become Friends of Selwyn – and providing opportunities for the families of our students to experience something of college life is now a regular and much appreciated part of our programme. In April, the Master and I visited Hong Kong and Melbourne where we were able to meet with many alumni including Honorary Fellows Sir David Li and Robert Cripps who kindly hosted events for Selwyn guests. Later in July, we took full advantage

of the Selwyn Chapel Choir’s tour to California where performances in the prestigious cathedrals of San Francisco and San Diego provided memorable opportunities for alumni gatherings organised in conjunction with Cambridge in America. Cambridge colleges love their traditions, and at Selwyn we’re no exception. But we also constantly look for ways to keep our events attractive, to innovate and experiment so that they appeal to alumni across the generations. If you have suggestions for new events, or ways we can improve what we do, we would be pleased to hear from you. And finally, if you’re unable to join us at our events for any reason but would like to meet up, please let me know and either I – or one of my colleagues – will be happy to come and see you.
Fundraising There was a good deal of coverage in the media during 2017 about charities that were unscrupulous and aggressive in their fundraising methods. Rightly, there was a public outcry about such practices, and new legislation is now in place that should help ensure these abuses are things of the past. At Selwyn we have always aspired to the very highest standards of fundraising conduct and full details of our code of practice and how we store your data may be found at www.selwynalumni.com/college-donations-policy and www.selwynalumni.com/privacypolicy. The college has continued to enjoy tremendous philanthropic support from its alumni and friends and during the last financial year (1 July 2016 – 30 June 2017) a total of £6,988,501 was received as income from donations, new endowments and capital grants. Thank you. In December, Development Manager, Danielle Bradshaw, organised another very successful telephone campaign which resulted in donations of £327,000 – our highest ever total! The calling group comprised 12 talented and personable students, and you’ll read elsewhere how much they enjoyed being (temporarily) part of the college’s development team. During the campaign they talked to 790 individuals, and I hope that all of you who were called enjoyed the conversation. The funds raised will allow the college to disburse means-tested bursaries and hardship grants, ensuring that your money goes where it is most needed. If we weren’t able to get through to you and you would like to help, there is a donation form with this report with all the relevant details. expect to start building early in 2019, once final permissions have been received. We’ll be writing to all of our alumni during the year and offering the chance to be part of this once-in-a-lifetime project, which will include opportunities to have your name on a brick or a paving stone for example. There is also the possibility to name a room within the new building and if you would like to discuss this, please let me know. Our behind the scenes fundraising has gone well with just over £10m now received or pledged, leaving a shortfall of £2.3m in order to reach our ambitious target of £12.3m. Although not directly part of the new library project, we’re often asked what the fate of the ‘old library’ will be and I’m delighted to report that the college intends to retain this much loved building, upgraded and refurbished as a flexible suite of teaching rooms for seminars and supervisions. Such a teaching centre will greatly enhance our education provision during term time, and during the vacations will provide useful breakout spaces for the many conference and summer school activities which, as the Bursar writes, now provide such an important contribution to the college’s income. A relatively new area of philanthropy is individuals supporting our graduate students who wish to take up offers of MPhils or PhDs at Selwyn. Our graduate community today comprises 260 students and we’re very grateful to those who
have recently provided funds that allow Selwyn to make early offers of fully funded positions. This in turn allows us to attract some truly outstanding young researchers who significantly enhance our academic community. The Senior Tutor has written about the importance of our graduate community and we hope that more of our graduate alumni might, in time, help us to provide more support for these students.
Legacies As a nation we seem to be becoming more comfortable with talking about legacies, and making and sharing plans for the distribution of our estates when we die. The various tax benefits of leaving bequests to charities like Selwyn are more widely understood and we’ve noticed a growing number of enquiries from alumni who are interested in helping the college in this way. If you are planning to include Selwyn in your Will, it’s helpful for us to know – not least so we can thank you and provide any additional information you might need. A list of all current legators can be found on the 1882 Society page towards the end of this report.

Communications Each year, more and more people keep abreast of college news via social media and particularly Facebook, Instagram or Twitter which enables us to share stories, images and information with our friends at the same time, wherever they live in the world. Whenever possible, we like to hear and share your news as well, so please keep us in mind if you have something that your fellow Selwynites might like to know about. Less instant – but no less important – is our commitment to continue with our print publications such as this, which we know many of you enjoy. You are of course welcome to opt-out of receiving print publications should you wish – or any other communication that we send you. We’ll always respect your preferences as to how the college remains in touch with you. The Permanent Henley Fund
