They will be declared eligible for travel should they meet vaccination and testing requirements. An e-HAC is required for all domestic and international flights. The Ministry of Health did not announce any updates to e-HAC guidelines for international arrivals, meaning passengers are still required to present the digital card upon arrival in Indonesia. Ukrainian Protestors May Face Deportation The Ministry of Justice and Human Rights is warning Ukrainians who participated in peaceful demonstrations in Denpasar, Bali on Tuesday, 01 March 2022 may now face deportation. The head of the Bali office of the Justice Ministry, Jamaruli Manihuruk, told Beritabali.com that his office will deport the foreign nationals involved in those protesting the invasion of Ukraine by Russian forces.

Meanwhile, CNN reports that one of the Ukrainians who participated in the protest has apologized for participating in the mass protest, saying the incident was triggered out of concern for their homeland. The 01 March gathering of reportedly “hundreds” of Ukrainians held initially at the Bajra Sandhi Monument was quickly broken up by police for lacking the required permit for mass gatherings. The group then shifted to the front of the Ukrainian Consulate. Immigration officials calculated that as of 25 February 2022 there were 464 Ukrainians and 2,542 Russians currently living in Bali. Of the 464 Ukrainians living in Bali 453 hold temporary stay permits (ITAS) and 11 permanent stay permits (ITAP). The Indonesian Minister of Health pointed to lower trends in new cases and reduced occupancy rates for coronavirus patients at Indonesian hospitals, indicating that the virus is under control. Gunadi said that West Java, East Java, and South Kalimantan provinces would be monitored over the coming two weeks to see if the current trend of declining rates can be sustained. Gunadi said the average number of COVID-related deaths nationwide now averaged around 250 people, a number he says is much lower than that experienced when the Delta variant was at its peak when average deaths numbered approximately 2,000. Koster’s desire to end quarantine on 07 March was announced during a coordination meeting to prepare for the end of the quarantine held on Tuesday, 01 March 2022. The Governor justified advancing the date for the end of quarantine by the declining number of new COVID-19 cases and the corresponding substantial increase in those recovering rapidly from the virus. In further support of his argument, Koster said that 3,405,130 people in Bali had received the first dosage of the COVID-19 vaccine, 104% of the official target. Meanwhile, those receiving the second dose have met 94% of the targeted number. 20% of those targeted to receive the third booster shot is 20%. Among the elderly population of Bali, 86% have received the first injection,
75% the second shot, and 18% the recommended booster. Vaccination of children between 6 and 11 achieved 107% of the official target for the first dose and 98% for the second vaccination. As further evidence of Bali’s success in dealing with the coronavirus, Koster pointed to a declining positivity rate. The percentage of those testing “positive” for COVID-19 now averages 4.3% and numbers less than the World Health Organization’s (WHO) standard of 5%. Only 1 or 2 people from among international travelers arriving in Bali have tested positive for COVID-19.
