VERY URGENT MOTION FOR “E-FURLOUGH” Accused, LEILA M. DE LIMA, respectfully moves for the Honorable Court to allow her to go on “e-furlough” on 23 September 2021, Thursday, in order to pay her last respects to Former Secretary of Social Welfare and Development, Corazon Victoria "Dinky" Nerves Juliano-Soliman, who passed away last 19 September 2021. In support thereof, Accused De Lima respectfully avers that: 1. On 19 September 2021, it was reported that Former Secretary of Social Welfare and Development Dinky Soliman (“former Secretary Soliman”) passed away due to complications from renal and heart failure.1 2. Herein Accused and former Secretary Soliman both served as members of the late President Benigno S. Aquino III’s Official Family since its formation in 2010. Given the nature of their working relationship that engendered mutual respect, and utmost trust and 1

confidence, Accused De Lima and former Secretary Soliman had built a professional and personal relationship, to the point that herein Accused considers her not only as a trusted colleague, but also as a close friend and a staunch supporter. 3. This sentiment was mirrored by former Secretary Soliman, given that, even after Accused’s detention, she never failed to show her support over the causes of herein Accused, even going above and beyond by unconditionally offering her assistance with matters relating to Social Justice and Welfare, and working closely with Accused De Lima in pushing for the passage of the Pantawid Pamilyang Pilipino Program (4Ps) Act, which was principally sponsored and authored by the latter. 4. Former Secretary Soliman also expressed her unflinching faith and confidence over Accused’s innocence as regards the trumped-up charges against her, as one of the indefatigable core members of the Committee for the Freedom of Leila M. de Lima. 5. In this regard, herein Accused humbly asks this Honorable Court that she be allowed to attend the online memorial service of former Secretary Soliman and to personally give her heartfelt eulogy on Thursday, 23 September 2021, at 6:00PM to 9:00PM via Zoom. 6. Since her arrest and detention on 24 February 2017, Accused De Lima was allowed to go on furlough for personal reasons for a few times, particularly when she attended the Thanksgiving dinner for her son who passed the 2018 Bar Examinations, to visit her ailing mother in their residence in Iriga City last 2019, and to vote during the May 2019 national and local elections. All other granted furloughs were for purely medical reasons. And in all such occasions, she had given due respect to the Court and had abided by all the conditions set for her, never giving any reason for future furloughs to be denied. 7. Last 25 June 2021, the Honorable Court gave Accused De Lima a chance to virtually attend the memorial service of former President Aquino, giving her the exceptional opportunity to pay her final respects to her boss, colleague and mentor. 8. To properly pay her respect and tribute to former Secretary Soliman who selflessly served the Filipino people, particularly the poor and marginalized, and to give her personal condolences to the bereaved family, albeit virtually, in consideration of the close professional and personal relationship formed between them, Accused De Lima seeks for the Honorable Court to grant this e-furlough.

PRAYER WHEREFORE, in light of the foregoing, Accused De Lima respectfully prays that the Honorable Court to grant her Very Urgent Motion for E-Furlough and allow her to attend the online memorial service for former Secretary of Social Welfare and Development, Corazon Victoria "Dinky" Nerves Juliano-Soliman and to personally give her eulogy on Thursday, 23 September 2021, at 6:00PM to 9:00PM via Zoom.
