f there’s one thing that seems to bind Aurora police and the community, it’s tears. Saving people, defending police, abusing minorities and trying to change all of this is clearly emotional stuff. Art Acevedo, who stepped down yesterday as Aurora’s third interim police chief in little more than a year, was verklempt a few times as he made the rounds among admirers at city hall and stood before them to say goodbye. There were well over 100 people who turned out to a hastily called ceremony bidding Acevedo so long, and welcoming the city’s fourth interim chief, Heather Morris. After the tears, the lapel pinnings and the swearing-in, Acevedo got a standing ovation from fellow officers, a handful of city lawmakers and those who received the announcement and could make it on Monday morning. Absent from the event were those who also have cried because of their connection to Aurora police. Sheneen McClain wasn’t there. She wept openly just a couple weeks ago as the trials against the cops and medics who killed her son, Elijah McClain in 2019, ended with mixed verdicts and results. Jor’Dell Richardson’s brother, mom and friends have shed many tears in public during the last several months. They’ve cried after the 14-year-old boy was shot dead by an Aurora police officer who tackled Richardson after he ran from an apparent shop-lifting-robbery. Many tears were shed in 2020 by three young Black girls forced by Aurora police to lie face down on hot asphalt. Even former Aurora police Chief Vanessa Wilson became nearly overcome with emotion in 2020, as she described the horror of discovering that two Aurora officers parodied the lethal choking of Elijah McClain with selfies. But other police have recently become overcome with emotion about the work they do on the Aurora police force. Aurora’s new interim Chief Morris joked about her own tears Monday as she passionately recalled her past seven years working with Acevedo at three different police departments. “If I cry right now, I just want everyone to know that everybody here has to sign a non-disclosure statement,” Morris said, halting to regain her composure as she chuckled at herself, fanning her eyes with her speech notes. She recalled when she first met Acevedo when he took the top job in Houston. He told her, and other Houston command staff, “I’m here to do a job, not get a job.” Morris said the announcement was profound to her, signaling his commitment to do what’s right, not what’s easy or popular. Acevedo said those same words to reporters and editors here in Aurora during one of his regular meetings with the media. The veteran police officer and chief fires quips and tough-talk almost constantly, along with well-aimed flashes of

charisma. Acevedo is absolutely a people person. He’s brash to the point of being brazen. “I am the type of guy who would rather apologize afterward instead of ask for permission before,” he told me not long after we met last year. I, along with all of Aurora, saw that firsthand. After weeks of lamenting how Aurora police had in the past bungled explosive incidents between Aurora officers and people of color, he acted on his own hunch after the death of Jor’Dell Richardson and had to walk it back after. Just a few hours after Richardson was shot dead during a struggle with the cop trying to arrest him, Acevedo held a press conference gushing unconfirmed details and, tragically, leaving out a critical fact. Acevedo said Richardson had and was reaching for a gun when he was shot, inferring that the cop was acting in self-defense. It was days and days later during another press conference that Acevedo acknowledged that Richardson had a pellet gun, not a firearm. Investigators and prosecutors made clear that, in the heat of the struggle between Richardson and the cop, the distinction was lost. It looked like a deadly handgun. But withholding the facts of the case drew mountains of criticism and prompted calls for his resignation. He stayed. It’s hardly the first time Acevedo has traipsed through controversy of his own making. “I’m not sure I’d hire myself, because I’m well-known for speaking my mind,” Acevedo told Texas Monthly writer Keri Blakinger in February 2020 while he mused in the magazine take-out about familiar controversies as police chief in Houston. Past controversy ricocheted again this week. Last week, Acevedo tearfully talked about heading back to Austin to be with his wife and son, who he missed deep-

ly. On Monday, he announced he would take a leadership role for Austin police, where he once worked. On Tuesday, he announced he turned down the job because of “politics and power struggles.” Aurora is no stranger to politics and power struggles. For the last few months, he’s regularly pressed the media to report progress Aurora Police is making on hiring more women and with training cops to be sensitive to issues revolving around racism and the use of force. He made the mistake so many cops and their supporters make in assuming that everyone should trust cops because they’re cops. In the world we live in now, cops need to prove to Aurora, and especially people of color who live and visit here, that officers can be trusted. Aurora is closer to that. Under Acevedo, the department has been checking off requirements in training and recruitment that will go a long way in ensuring trust, even if it doesn’t immediately build trust. Acevedo had some success in fighting the usual battles of pressing for police reforms and then pressing back against police union officials who resisted them. On Monday, Acevedo offered his trademark passion and warmth to fellow officers, union stalwarts or not. He talked at length about the police department’s reputation and outside scrutiny, pushing back against allegations of a beleaguered police department unable to move forward. “Change is not easy,” he said. “Do not spend time on the haters. You are not broken.” It’s time for a new message in Aurora. Change doesn’t have to be hard. Critics are not necessarily haters. It will take transparency, consistency and time to prove the Aurora Police Department is on the mend. No room for reality at Aurora’s homeless inn

T

he power of science is indisputable. The folly of ignoring solid science is equally obvious. Just a few months ago, astronaut Frank Rubio returned from spending 371 days in space, returning to Earth in what is essentially a man-made asteroid, and landing in perfect health. Hundreds of millions of Americans have essentially returned to their pre-pandemic lives because of the science behind vaccines and healthcare. Yet, despite science-driven solutions regularly answering the planet’s most complicated and perplexing problems, Aurora, the region, and the nation are saddled with leaders and decision makers whose policies defy the data, the science and, often, common sense. Aurora is currently poised to purchase the aging Crowne Plaza Hotel and convention center in the far northwest for as much as $40 million. Proponents of the plan hope to turn it into a Mecca of services for homeless people. The need to make a substantial effort to address the city’s growing homelessness crisis is unavoidable. As is often the case, however, buzzwords, propaganda and politispeak are driving this critically needed project, not data. Not science. Mayor Mike Coffman says he’s behind a plan for helping homeless people, which he dubs, “work first.” The phrase is as empty and quixotic as “tough on crime,” “closed borders,” and “trickle down economics.” Essentially, Aurora taxpayers will dole out $40 million to buy and convert a 255-room hotel and compound into a 255-room homeless shelter. The dream among Coffman and his city council allies is that homeless people will be drawn to the complex in droves, abandoning their tents and camp sites all across the city, trading in their bedrolls for a job and a room at the inn. These “guests” will then quickly outgrow the need for a free room at the shelter with their newfound incomes and move off into the community to rent their own flat and become “productive members of society.” Missing from this vastly expensive daydream is the factual evidence that the vast majority of people living in tents, behind dumpsters or anywhere they can have serious drug or alcohol addiction problems, or acute and often chronic mental health issues. The experts know, and the data reveals, that most of the working homeless are living in cars, RVs or on the couches of any friend or family that will let them. The notion of “housing first” vs “work first” is that conquering drug and alcohol addiction in a tent under the I-225 viaduct over East Sixth Avenue is nearly impossible. The sheer number of people failing to do that speaks to the difficulty. Instead, the vast majority of ailing homeless people in Aurora will still be homeless. Almost two years ago, Coffman’s “tough on homeless” plan to sweep encampments played out exactly as experts and science predicted it would. Aurora simply shuffles hundreds of homeless people from camp to camp, from alley to alley, from dumpster to dumpster. Douglas County buses them here and to Denver. Denver shuffles them to Aurora and other suburbs. The suburbs shuffle them back. Taking the anti-science movement among Aurora lawmakers full-circle, Councilmember Dustin Zvonek says that a new and improved Aurora homelessness plan will return to criminalizing people for “trespassing.” This will dump the region’s social and health problems on the legal system, which is vastly expensive and consumes already overtaxed systems that can’t address real crime problems. It isn’t that there haven’t been a virtual parade of real experts providing real science to Aurora lawmakers, it’s just that the majority of city council refuses to believe or heed the reality. In the nearly two years since Coffman and his allies began their grand scheme to get homeless people out of sight, little has been accomplished. Not only is the city this time prepared to dump $40 million into a new scheme, but there’s not even any money allocated to operate the massive facility. Instead, Aurora lawmakers are hoping and expecting the region’s already overburdened and under-resourced homeless services providers to operate a 255-room hotel for homeless people, complete with a full-menu of social services. The project itself has astounding potential, but not without heeding good data, good science and good sense.

How my cat made me adore him Disclaimer: No pets die in this column (but they sometimes smell like they did).

s I write, I’m trying to relax in my recliner on a cold winter’s day next to a roaring fire, yet my feet are freezing because a large, semi-elderly cat named “Missy” – AKA “The Loaf” – is lounging on the fireplace hearth directly in front of the firebox and hogging all of the heat. “How did I reach this state?” you might wonder. So do I. When my middle daughter was six years old, she looked up at me with her big, manipulative green eyes and said, “All I ever wanted was a baby Siamese.” Unfortunately, I’ve never been a “cat person.” Most cats shed like middle-aged hippies, so if you spend any amount of time with them, you wind up looking like a body double for Chewbacca. Then there’s that special feline/surly teenager personality. If only they could roll their eyes and call you “bruh!” Due to my lack of a backbone, however, I found myself on a quest to locate a Siamese kitten. Luckily, the search didn’t take long, and I didn’t have to go to Siam. I found Missy through a local rescue operation that was undoubtedly laughing at me as I drove away. Life with Missy is all about HER. Unlike many cats, Missy actually enjoys a limited amount of petting. I think she considers it a type of massage therapy. When I pet Missy, I feel like I’m performing a service and should be tipped afterward. During daytime hours, her signal that she wishes to make an appointment to be petted is that she flops onto her side, just out of reach. She demands that I come to her, and it’s often at the most inconvenient time imaginable – like when I’m sitting on the toilet. If I refuse her reluctant advances, she saunters away (giving me the high-tailed, one-eyed salute) and looks for the perfect rug to barf on. A few days ago, I actually found myself leaning over her to operate my laptop to avoid disturbing her while she napped in my computer chair. Something is clearly amiss. I didn’t want a cat in the first place, and now I can’t go to the bathroom or buy underwear on eBay without feline interference!

But the true test of my pet tolerance came one evening when we were startled by the sound of glass shattering in the master bathroom, followed by the entrance into the living room of a bleeding (on the carpet, of course) and limping Missy. Scooping her up, I saw that she had a serious laceration on her forearm. About an hour after I had rushed her to the local emergency vet clinic/cash vaporizer, Missy came out of surgery with assurances from the vet that she would be fine – and a recommendation that I carefully store all breakable items in my home (or sell them to help pay for the vet bill). Missy is now 13 years old, which, in human years, is approximately 4,745 litter-box scoops. Since acquiring “Missy,” we’ve also adopted two small doglets that Missy mainly ignores like tacky pieces of home decor. The consolation to life with Missy is that my three daughters love her dearly and she makes them happy. And I kind of like her, too. I guess I see her as a challenge, and after all these years, I’m still determined to make her understand who’s in charge. he Aurora Police Department received reports from six local high schools and two middle schools as they continue to investigate a “sextortion” scheme on Instagram. “Sextortion is a form of exploitation where children are blackmailed most often through the threat of publishing an explicit image. A scammer could threaten to post explicit material on the internet or social media unless they receive money from their targeted victim,” according to an Aurora police statement. Multiple Instagram accounts are accused of blackmailing students by threatening to publicize sexually explicit photographs, some of which might be generated by AI, without consent. The Instagram accounts are asking students for money in exchange for removing the posts. The accounts also solicited money from others to be added to a “close friends” group which gave people access to uncensored photos. The student-run newspaper at Rangeview High School Raider Review newspaper published a report on Oct. 17 about multiple Instagram accounts posting explicit photos of minors and adults, some of which might have been generated with AI, without their consent. According to police, the incident was first reported to a school resource officer on Jan. 16. Since then, officers have received reports from students and officials at the following schools: Rangeview, Smoky Hill, Gateway, Vista Peak, Cherokee Trail and Overland high schools, and Aurora Hills and Mrachek middle schools. There were six incidents where students were reported being the target of the Instagram accounts’ sextortion scheme. In dozens of others, students reported receiving unsolicited invitations to join the “close friends’ group.

APD continues to work with Aurora Public Schools and Cherry Creek School District to identify additional victims, according to the press statement. Detectives are also working with Meta to identify the owners of the Instagram accounts and determine the legitimacy of the photos that have been shared and posted online. Cherry Creek spokesperson Lauren Snell said that the district is “supporting the investigation in any way they can.” Aurora Police Department’s Internet Crimes Against Children Unit is leading the investigation, according to APD spokesperson Joe Moylan. They are working with school resource officers and school districts. Moylan said that the department is still early in the investigation and is gathering information. “Right now, we are working to identify as many victims as we can, as well as any other students who have been contacted by suspect accounts. Several students have already shared information about the suspect accounts and we are working with the platforms to identify the owner or owners,” he said. The Raider Review story stated that Instagram accounts asked victims for anywhere from $5-$25 to remove the images. One of the accounts solicited $10 payments in exchange for uncensored photos, according to the Raider Review story. The high-school newspaper’s report did not include the usernames of the Instagram accounts. Moylan said that anyone who has been contacted by the Instagram accounts or victimized by the accounts should contact the police department directly. The non-emergency number for APD is 303627-3100. can also be made on their website. The Federal Bureau of Investigation, National Center for Missing, Homeland Security Investigations and Exploited Children and the United States Attorney’s Office for the Western District of Pennsylvania issued a joint press statement in December regarding the “alarming increase in the online exploitation of children and teens.” Federal officials said a wave of exploitation threats have led to a surge in suicides, primarily among teenage boys. FBI says sextortion begins when an adult contacts a minor on an online platform used to meet and communicate, such as a game, app, or social media account. The predator, posing as a young girl, convinces a young male, usually 14 to 17 years old, to engage in explicit activity over video, which is then secretly recorded by the scammer. The scammer then reveals that they have made the recordings and attempts to extort the victim for money, threatening the victim to pay or have the explicit photos or videos posted online, the news release said. The coercion of a child by an adult to produce what is considered child sexual abuse material carries penalties which can include up to a life sentence. The FBI says children should tell someone, typically a parent, teacher, caregiver or law enforcement. “The shame, fear, and confusion that victims experience when they are caught in this cycle often prevents them from asking for help or reporting the abuse,” the press statement said. Eaglecrest High basketball melee participants face possible discipline, legal consequences, officials say Arapahoe County Sheriff’s Office continues to investigate a fight that occurred after an Eaglecrest High School Basketball game Jan. 17 and left one person injured. Students and non-students were involved in the fight outside Eaglecrest High School following a boys basketball game between host Eaglecrest and visiting Smoky Hill High School. The game between local rivals sold out 15 minutes prior to its opening tip-off, which left hopeful spectators outside during the contest in front of a packed house. In the wake of the fight, one unidentified person was transported to the hospital. That person was not a student, according to Cherry Creek School District spokesperson Lauren Snell. She said that six Arapahoe County sheriff deputies, three school district security guards as well as district administrators and deans were present. The fight broke out toward the end of the game and spilled outside to the front of the school, Eaglecrest High School Principal Gwen Hansen-Vigil wrote in a letter to community members. She said no weapons were involved in the fight. “We have been working this morning with Arapahoe County Sheriff’s Office and Smoky Hill High School to investigate this incident and gather accurate information that we can share with the community,” Hansen-Vigil wrote in her letter. “Violence of any kind is not tolerated in the Cherry Creek School District, and anyone found to be involved in fights will face serious disciplinary consequences and may face legal repercussions as well” — Kristin Oh, Sentinel Staff Writer

Aurora’s new interim police chief sworn in, as former interim chief bids an emotional farewell In an often emotional ceremony Jan. 22, now-former Aurora interim Police Chief Art Acevedo stepped down, handing over the chief’s badge to his deputy chief, Heather Morris. During a swearing-in ceremony for Morris — who is now interim police chief — and two other officers promoted to command staff positions, Mayor Mike Coffman said Acevedo’s impact on the department and community was profound. After 13 months as interim chief of Aurora’s Police Department, Acevedo announced last week that he is stepping down to spend time with his family in Texas. “I can’t be without my boy, and I can’t move him right now, so I have to get home to him, because I want

to be judged as a father, and family has to come first,” Acevedo said, tearing up, during a Jan. 16 news conference. “I leave a piece of my heart with Aurora.” Acevedo was named interim chief in December 2022, after the city came up emptyhanded in a national search for candidates to replace fired former chief Vanessa Wilson. Under Acevedo’s tenure, the department made strides toward complying with the consent decree reform agreement signed by the city and the Colorado Attorney General’s Office, which was created to address patterns of excessively violent, racist policing that were alleged in a state investigation prompted by the death of Elijah McClain. On Jan 22, Acevedo talked at length about the police department’s reputation and outside scrutiny, pushing back against allegations of a beleaguered police department unable to move forward. “Change is not easy,” he said. “Do not spend time on the haters. You are not broken.” Acevedo was emotional in talking about his affection for the Aurora community. After handing command of the department over to Morris, she, too, became emotional talking about following Acevedo across three police departments in seven years. Also promoted to command staff status during the ceremony were Chad Cerinich, promoted to Special Operations Division. Previously, Cerinich was Commander of Internal Investigations. Aurora asks for public’s help designing ‘Youth Empowerment Center’ to curb violence Aurora is asking residents to weigh in on what programs they’d like to see offered through a proposed “Youth Empowerment Center” to young people who are at risk of becoming involved in violence. The center would be the first of its kind in Aurora, hosting youth violence prevention and intervention programs designed to tamp down on a recent rise in shootings and other bloody incidents among local teenagers that have rattled the city. Members of the public who want to share their opinions about programming can complete a short survey — which is available in multiple languages at city libraries as well as online at EngageAurora. org/YouthCenter and at city libraries — any time through March 29. in a news release. “I encourage Aurora youth, parents or caregivers and those who work with youth, to complete this survey and also share it with their connections so we can get constructive feedback to help inform our future decisions about this center.” While the location and opening date of the Youth Empowerment Center are yet to be determined, the city has already set aside $500,000 of its proceeds from the 2022 sale of the Denver Broncos along with $1.75 million from the budget of the Aurora Youth Violence Prevention Program for the project. The city said in its news release that staffers plan to conduct additional outreach through public meetings, events and partnerships with community organizations. Aurora will also lean on local school districts to solicit feedback from students and school employees, and use social media to try to connect with young residents. “Centers that are specifically geared toward youth for services, engagement, connection and programming have proven to be successful in fostering community and reducing violence,” city youth violence prevention manager Joseph DeHerrera said in the release. “We envision the Aurora Youth Empowerment Center as a safe place where youth will learn and feel supported and empowered for the future.” — MAX LEVY, Sentinel Colorado Staff Writer

Aurora offering minigrants of up to $5,000 for residents to ‘spruce up’ their neighborhoods Aurora residents interested in prettying up their corner of the city are being invited to apply for minigrants of up to $5,000 starting this week. The City of Aurora’s Neighborhood Improvement Grant program offers small grants to residents with big ideas for making their neighborhoods a more attractive, friendly place to live. Planting a community garden, installing a neighborhood message board and cleaning up trash are among the examples of eligible projects that the city has set aside $60,000 to fund this year. Neighborhood organizations and residents living in areas where neighborhood organizations may not exist are both invited to apply for the grants. Before submitting an application, members of the public should reach out to engagecec@auroragov.org to schedule a meeting with one of the city’s community engagement coordinators to chat about their project plans and what permits they might need from the city. Prospective grantees should also plan to attend one of three virtual educational meetings, which will be held 6 p.m Jan. 24 at , noon Feb. 1 and 6 p.m. Feb. 6

AAUW college scholarship applications open for Aurora residents Aurora residents are now able to apply for the American Association of University Women’s annual scholarship. At least three $2,500 scholarships will be awarded to Aurora residents who are at least in their sophomore years of college. The application deadline is midnight on April 30. The winners of the scholarship will be announced by May 30. Nominations open for ‘adversity’ scholarships Teachers, counselors and administrators are invited to nominate 12th grade students who have overcome adversity for a scholarship from the county. Arapahoe County Mayors and Commissioners Youth Awards nomination process officially opened Monday. Scholarships are awarded to graduating high school seniors and Arapahoe County residents who have overcome adversity and want to pursue post-secondary educational opportunities at vocational, two- or four-year schools, according to the county. “This award is unique because it encompasses youth who live and attend school in Arapahoe County within traditional classroom settings, group homes, alternative schools, and emancipated youth,” the press statement said.

The Arapahoe County Mayors and Commissioners Youth Awards (ACMCYA) recognizes teenagers who have overcome obstacles and risen to challenges life has presented. Scholarships are awarded to graduating seniors who have overcome adversity and wish to pursue post-secondary educational opportunities at vocational, two- or four-year schools. Man struck by a car Saturday in northwest Aurora is first pedestrian fatality of 2024 An unidentified man struck by a car Jan. 20 in the evening while crossing Montview Boulevard at Elmira Street died from his injuries after being rushed to a hospital, according to Aurora police. Police were called to the scene of the auto-pedestrian crash at about 5:45 p.m. “The individual was crossing Montview Boulevard when a sedan heading eastbound collided with him,” police said in a statement. “The pedestrian was transported to the hospital with life-threatening injuries and later pronounced deceased.” Police said a woman driving the sedan remained on the scene and cooperated with police. Montview was closed in both directions for several hours to facilitate investigation. The identity of the deceased person will be released later by coroner officials. Police said the death marked the first traffic-related fatality in Aurora this year. — Sentinel Staff

Fleeing hit-and-run driver causes RTD bus crash in Aurora, critically injuring one, police say A hit-and-run driver fleeing the scene crashed into yet another car in Aurora, pushing it into an RTD bus, critically injuring one person Jan. 20 in the afternoon, according to Aurora police. “A vehicle was fleeing from a hitand-run when it crashed into another vehicle, subsequently pushing that vehicle into an RTD bus while at an intersection,” police reported at about 4:30 p.m. The crash into the bus occurred just east of I-225 on Parker Road. “The driver of the vehicle that was pushed into the bus was transported to the hospital in critical condition, but is expected to survive,” police said. An unspecified number of riders on the bus suffering minor injuries were also take to a nearby hospital. “The suspect was also transported to the hospital with serious injuries and is expected to survive,” police said. The person driving the first car hit by the hit-and-run suspect was not hospitalized. The location and nature of that crash was not disclosed. Parker Road was closed for more

Arapahoe County father convicted of sexually assaulting daughters for years, faces life in prison An Arapahoe County man was found guilty this week of several sexual offenses stemming from a pattern of abuse that police and prosecutors say he inflicted on his young daughters for nearly a decade. Jurors convicted Jermaine Jay Quinata White, 38, of seven counts of sexual assault on a child by a person in a position of trust, aggravated incest and three aggravated sex offense sentence enhancers, according to a news release from the 18th Judicial District. White will face a maximum penalty of 204 years to life in prison when he is sentenced in March. “These survivors were robbed of their childhood by a man who was supposed to love and protect them,” 18th Judicial District Attorney John Kellner said in the Jan. 18 news release. “There is no sentence that can restore their innocence and take away the trauma, but a lifelong prison sentence for this defendant can certainly assure the public and his family that they are safe.” Aurora police began investigating White in July 2022 when officers responded to a report of a sexual assault in the city’s Delmar Parkway neighborhood. The victim was White’s stepdaughter, who told officers that she had been repeatedly sexually assaulted by White for the past nine years, starting when she was 9 years old. She also told police that she became pregnant by White at age 14 and received an abortion. A few days later, Aurora police learned White was simultaneously being investigated in Texas for sexually assaulting his three biological daughters. Investigators believe additional assaults may have taken place when the victims lived in Illinois and Guam. Aurora’s Police Department worked with three Texas law enforcement agencies to build the case against White. Finally, in November 2022, White was arrested and charged for a series of sexual assaults that happened in Colorado between 2021 and 2022. During the week-long trial that ended with White’s conviction, all four daughters appeared in court to testify. “The accounts of what happened to these children are unconscionable and horrific. They were exceptionally brave in speaking up about what was happening in their home,” Senior Deputy District Attorney Jacob Kremin said in the news release. “We hope that this verdict helps bring closure and justice to these victims.” — MAX LEVY, Sentinel Colorado Staff Writer

iven its lengthy tradition, a victory at the annual Aurora Public Schools Championship meet came as no surprise for the Rangeview girls swim team. The Raiders got some extra style points, however, Jan. 20 at Gateway High School as coach Robin Allen’s team swept first place in all 14 events during the finals on its way to a 20th consecutive title at the meet, which brought together the district’s four girls APS CHAMPIONSHIPS swim programs for the 34th time.

Turner’s time in the 100 freestyle of 1:03.39 was almost four full seconds faster than her winning time in 2023, while went 28.62 seconds in the 50 freestyle. Archibeque put Rangeview atop the podium in the distance freestyle races as well. She claimed her first APS title in the 200 freestyle with a time of 2:27.19, good for a win by more than seven seconds over former teammate Kateland Rodriguez of Hinkley, while her margin was much greater in the 500. Archibeque touched the wall in 6:44.07, nearly 40 seconds ahead of her nearest pursuer, teammate Lilia Juarez. Gonzalez won her third career individual APS championship and second straight in the 100 breaststroke, which she captured with a time of 1:28:22. Gonzalez succeeded Kayla Allen — who was competing in another meet — as champion of the 200 individual medley with a time of 2:56.19. Gomez took her title in the 100 backstroke with a time of 1:21.77, which was just slightly off her season-best time of 1:21.57 set in prelims. McDonald and Turner finished with wins in four of the four events in which they competed, as they were both part of the victorious 200 medley and 200 freestyle relay teams. Ransburg swam on the 200 and 400 freestyle relay teams, as did sophomore Fernanda Recio. Gonzalez and Gomez also contributed to the winning medley relay, while Archibeque and Juarez swam legs on the 400 freestyle relay. Hinkley finished second at the meet for a ninth consecutive time, though Gateway closed the gap to 15 points this season. Coach Beth Himes’ Thunder got its top performance from transfer Rodriguez — who won an individual and three relay titles in two seasons with Rangeview — as she was the runner-up in the 200 freestyle and fifth in the 100 butterfly. Senior captain Andrea Campos made two A Finals (taking third in the 200 IM and fifth in the 100 backstroke), while junior Ana Campos claimed third in the 500 freestyle and both teamed with Rodriguez and senior Rylee Johnson on a second-place 200 free relay. Coach Lizzie Novak’s Gateway team had a runner-up finish in the butterfly from Z’Dorn, who teamed with Bailey, Sophie Curry and River Akiwumi-Otu on the second place 200 medley and 400 freestyle relays. Aurora Central had Emely Alvarez qualify for two championship finalists and place fourth in the 100 freestyle, while sophomore Lizzett Mireles finished atop the B final in two events.

Swim City Senior Shemiah Turner, juniors Isabella Gonzalez and Hailey McDonald and sophomore Daveah Archibeque won two events apiece for Rangeview, which also got wins from junior Kate Gomez and all three relay teams to sweep the city meet for the first time since 2017. “We’re strong this year BY COURTNEY OAKES Sports Editor and we’re able to fill all the events without a problem,” Allen said. “I’ve got a young, strong team that has been energized by the younger swimmers. It’s a good year.” The Raiders were without Allen’s daughter, junior standout Kayla, but scored 493 points, while Hinkley (167) edged Gateway (152) for second place and Aurora Central finished fourth with 25. “I think it’s really special; bigger meets are really fun and it really encorporates our team bonding,” said McDonald, a team captain who achieved a rare feat in winning diving and a swim event. The junior — the only district diver to earn a score high enough to compete in The REX Coaches Invitational — won her third APS diving title in as many years with a score of 297.15 points. After a short break, McDonald followed that up with a personal-best time of 1 minute, 11.25 seconds, in the 100 yard butterfly to win the event by five-plus seconds. Turner continued her recent dominance in the APS sprint events, as she claimed the 100 freestyle for a second straight season and added the 50 freestyle crown as well. Both events had the same top three as Turner finished in front of senior teammate Leilani Ransburg with Gateway junior Nyssa Bailey third.

Aurora spending up to $40 million to convert sprawling hotel convention center into a nexus for homeless services and housing

urora lawmakers bet big this week on Mayor Mike Coffman’s strategy for tackling homelessness, voting to spend $40 million to transform a hotel into a “navigation campus” that could help homeless people find housing after helping them find jobs. Situated on the far side of Interstate 70, if the Crowne Plaza hotel were any farther north, it would be in Denver. But Aurora City Council members who inked the deal Monday said the hotel was a pre-built answer to the question of how the city would fulfill the goal included in Coffman’s plan of bringing together under one roof all of the services people need to exit homelessness. “This, in my opinion, seems to be a good solution,” Councilmember Francoise Bergan said. “If we are truly compassionate, we want to help those who are experiencing homelessness to be productive, to be able to overcome substance abuse disorders, to get mental health help and eventually to transition into working and being a productive member of society.” The 255-room hotel stands next to other hotels and businesses serving Denver’s International Airport. Among other spaces, Crowne Plaza features a convention center that could be used for group sheltering as

well as an industrial kitchen and laundry. Besides hosting shelter beds, a kitchen staff and case managers, the campus is also slated to offer a medical clinic, behavioral health and addiction counseling, transitional housing and housing navigation, employment and workforce development services. Aurora negotiated a purchase price capped at $26.5 million for the 13-acre property, which it plans to close on in May. The rest of the approximately $40 million investment — including money controlled by the city, overlapping counties and the state — will be used to renovate the hotel. The money to buy the hotel and convert it into a campus capable of sheltering and providing assistance to the city’s several hundred homeless residents will come in the form of $15.4 million from Colorado’s Department of Local Affairs, $10.2 million in COVID-19 relief funds controlled by the city, and $8.3 million, $5 million and $1.1 million in pandemic funding from Adams, Arapahoe and Douglas counties respectively. While the city says the navigation campus could open as early as next year, Aurora has yet to find one or more nonprofit groups willing to run the facility. City spokesperson Michael Brannen wrote in an email that the city asked for proposals last summer and is whittling down

submissions with the help of county representatives and the Metro Denver Homelessness Initiative. Brannen said the city has yet to determine how much it will cost to run the campus. In response to the question of what would incentivize a nonprofit to take over, he said the operator “will be able to make an immense impact in the lives of people experiencing homelessness in the region.” Coffman’s strategy for dealing with the phenomenon of homeless encampments that the conservative majority of Aurora’s City Council codified in 2022 dictates that the city won’t spend general fund dollars to operate or maintain the campus. That means keeping the doors open will depend on

finding a charity or charities willing and able to invest a still-unknown amount of money in the campus each year. Coffman wrote in an email Sunday that the city was “close” to finding a nonprofit operator for the campus. He said Aurora may have one nonprofit handle the overall operations of the facility as well as programs such as transitional housing for people who are working full-time and substance abuse treatment, while a subordinate nonprofit runs the campus’ congregate day shelter, which wouldn’t require homeless people to have jobs or participate in other services. The mayor originally envisioned building the campus from scratch, which prompted pushback from progres-

sives who argued it would be more efficient to invest in properties distributed throughout the city. At one point, city staffers considered constructing the campus on city-owned land near East 32nd Avenue and Chambers Road. A city news release published last week said that land will instead “be used for other city services.” Coffman wrote in his email that consolidating homelessness services into a single campus was “far more cost-effective” than the alternative. Other council members questioned whether the city would be better off spending its $10 million somewhere else. Councilmember Curtis Gardner — a conservative who joined progressives Alison Coombs and Ruben Medina in voting against the purchase — suggested Denver’s investment in facilities to house homeless residents had fueled the phenomenon of unsheltered homelessness instead of fighting it. “I think our approach here in Aurora is different, a work-first approach, I think that’s much different from the approach that Denver is taking,” Gardner said Monday. “Once this facility is operating, I do hope that it is more successful than what we have seen in Denver and in other cities, but I think that there are cheaper ways to accomplish for folks where we have abated camps.” The comparison to Denver is a sensitive subject — last year, Aurora’s neighbor converted multiple hotels into homeless shelters as it scrambled to meet Denver Mayor Mike Johnston’s promise to get 1,000 homeless people into housing by the end of the year. Councilmember Dustin Zvonek pushed back on the suggestion that Aurora’s plans for the Crowne Plaza property were comparable to the steps taken by Denver last year. He brought up how Coffman’s plan prioritizes employment and substance abuse treatment as paths to stability when considering what programs the city would support. “The way that we plan to operate or have the operators operate the campus is one where the housing comes with conditions,” Zvonek said. “That’s what’s different from Denver. That’s what’s different from San Francisco. room, and just because people can’t see them, they call them ‘housed.’ That’s not compassion.” Since the council’s progressive minority dwindled to just three members of the 10-person body in November, conservatives have had a free hand to craft the city’s policies on homelessness and other social issues. Still, Coombs shared her perspective Monday night that the purchase was a waste of money that was based on models in other cities that have failed to move homeless people from tents to stable housing. She also criticized the campus for the fact that it does not include housing for families. “We are spending these funds on a facility that does not include a plan to take care of our families that are experiencing homelessness,” she said. Councilmember Steve Sundberg, whose ward includes the Crowne Hotel property, said in an email that he was optimistic about the campus, which he called a “one-stop shop” for people looking for help to exit homelessness. “The location, although not centrally located, appears to be advantageous,” he wrote, mentioning how the hotel was fenced in and separated from nearby housing by the interstate to the south as well as gates and water features.

Coincidentally, the council’s vote happened just hours before dozens of volunteers fanned out from City Hall to participate in Aurora’s annual estimate of its homeless population. An identical scene was playing out in cities and counties across metro Denver and the nation. Like every community that accepts funding through the U.S. Department of Housing and Urban Development’s Continuum of Care program, Aurora takes part in HUD’s Point-in-Time Count, which provides the federal government and the city with a snapshot of the minimum number of people living on Aurora’s streets and in its shelters. Every participating community conducts the survey on the same day in January, dispatching volunteers to encampments and polling shelters to get a head count of homeless residents. Last year’s Point-in-Time Count found that — as of Jan. 30, 2023 — Aurora was home to at least 573 unhoused people, including 409 people staying in shelters and 163 people sleeping outdoors. The methodology of the survey all but guarantees it will be an undercount, since the residents of an encampment may or may not be present when volunteers arrive, and camps hidden from view may or may not be noticed. That number also doesn’t include people who are couch-surfing without a permanent place to live. Another source of insight for the city when gauging the size of its homeless population is data collected through metro Denver’s Homeless Management Information System, which tracks individual homeless people accessing services. Between July 1, 2022, and June 30, 2023, the system recorded 2,077 unique people accessing homelessness services in Aurora — more than three and a half times

the tally of the Point-in-Time Count. Aurora’s director of housing and community services, Jessica Prosser, said the Point-in-Time Count is still useful as a “rule of thumb” and helps the city keep track of how its homeless population has fluctuated over time. “You’re not going to get every single person,” Prosser said. “But we try to do a really good job of doing a lot of (prep) work, where our outreach teams are out in the community all of the time and they’re mapping and using GPS locations of where people are.” Along with other city employees, community members and aid workers, Prosser hit the streets before dawn Tuesday to search for homeless residents and speak with them about their experiences on the streets. Bengemin Williams, who met Prosser’s group while panhandling near Colfax Avenue and Sable Boulevard, said he had been homeless on and off for years, with his most recent stint in Aurora having lasted about three months following an eviction. Williams said he suffers from schizophrenia as well as other mental and physical health problems that impact his ability to hold down a job. He was skeptical of the idea of the city requiring homeless residents to find employment before they are found housing. “They should work on both,” Williams said. “It’s rough on the streets.” Homeless people staying in shelters were counted the night before. For Jessica Wilson, the Aurora Day Resource Center has been her home for about two weeks, ever since she was released from jail. It’s been Wilson’s first experience of homelessness as an adult — when Wilson was a young child, her mother struggled to provide for her five children alone, and so Wilson and her family spent time without stable housing. A long way from her home state of Texas, Wilson is once again doing her best to navigate the precariousness of extreme poverty in an unfamiliar place. “You don’t know who’s good and who’s bad,” she said. “You kind of just have to pray about it. Hopefully, it’ll be a great outcome.” She, too, questioned the wisdom of Coffman’s workfirst model, saying she believes housing is a prerequisite for people to be focused and successful at work. “It’s very hard to stay employed when you don’t have stability. You don’t know where you’re going to sleep at night, and you don’t know where you’re going to go,” Wilson said. “You’re in survival mode.” However, Wilson and Williams were both hopeful that bringing homelessness services under a single roof would save Aurora’s homeless residents trips between service providers located in different parts of the city, a process made even more time-consuming by the reliance of many unhoused people on public transit. Brannen pointed out in an email that the navigation campus is located next to a Regional Transportation District bus stop served by the Route 121 bus line, which follows Peoria Street through Aurora. He also said the nonprofit that is ultimately chosen to operate the campus will be expected to offer other transportation options. Prosser said frustration with legging it between different agencies and service providers is an “overwhelming theme” of conversations between Aurora’s homeless residents and city workers “We hear that feedback from people experiencing homelessness a lot, that just to start the process where maybe they need an ID or they need documentation of something, they have to go to three different places to get that,” she said. “As we’re looking at this as a facility to serve all, we want to make sure a lot of those services are there. And we’ve talked with a lot of service providers about having a presence at the navigation campus because navigation is really the key to this, getting people connected to the services.” Don Hanson wasn’t numbered among the city’s homeless Monday night or Tuesday morning, but he visited the Aurora Day Resource Center on Tuesday and said he believed any campus built by the city should include access to transit. Hanson has been homeless on and off in Aurora since 2004 while grappling with alcohol abuse and other health problems. While he said he’s encountered homeless people who choose not to take steps to exit homelessness, he expressed frustration that often the people who desire help and stability are unable to access it. “You can lead a horse to water, but you can’t make

it drink,” he said. “The sad part of it is there are people who really need help, and they can’t get it. They’re handicapped, and they can’t get any kind of help at all.” Hanson said his age as well as neck and back problems would prevent him from working. Regardless, he said he remains committed to overcoming his health problems and doing whatever he can to exit homelessness. “It’s my own fault I’m in this situation. So it’s up to me to get me out of it. Somehow, some way I will,” Hanson said. “I’ve done it before, and I’ll do it again. I’ve got a long way to go and a short time to get there.”

A change of plans The purchase of the Crowne Plaza property is the largest single step Aurora has taken toward implementing Coffman’s “work-first” homelessness plan, which was rolled out a few months after but separately from the city’s ban on encampments in 2022. Coffman said in an email that the city’s only workfirst program for transitioning homeless people from temporary shelter into stable housing remains Ready to Work Aurora, which is run by Boulder-based nonprofit Bridge House. On Monday, Zvonek argued that having additional shelter beds available at the navigation campus would guarantee Aurora is able to continue to sweep encampments by offering additional shelter space to accommodate campers, which the city is legally required to have before carrying out a sweep. “It allows us to aggressively enforce our camping ban and potentially look at ways to strengthen it, because we will have a place to offer every person who is on the sides of our roads or just beyond fence lines in neighborhoods,” Zvonek said. “They pose a serious public safety concern for our residents.” Sweeps of encampments have ramped up since the council passed the ban in 2022, despite concerns that the enforcement actions are only pushing campers from one campsite to another and a lack of data indicating otherwise. Coffman and Sundberg also said they are working on an update to the city’s camping ban that would allow Aurora to sweep camps more quickly. The mayor said their in-progress proposal would “tighten up” the ban along Interstate 225, while Sundberg said it would involve installing “No Trespassing” signs near waterways under bridges and in areas where camps could pose a fire hazard, which he said would allow the city to sweep camps more quickly. Sundberg and the mayor also say they are working on a special court where low-level offenses by homeless people would be diverted with the goal of connecting defendants with physical and mental wellness programs. “These problem-solving, homelessness resource courts are all about creating a supportive atmosphere, where individuals are highly encouraged to succeed,” Sundberg wrote, adding that the courts could begin operating as soon as April. “The judge, while holding folks accountable, cheers them on. People can even bring their dog.” Besides who will operate the campus and how much ongoing operations will cost, another unanswered question is how much blowback the project will receive from neighbors. Homeowners and businesses are often the most vocal opponents of new facilities designed to cater to the homeless. While the city said in its news release that staffers have visited the Crowne Plaza hotel “several times” in recent months, it has just begun soliciting input from neighbors. Sundberg wrote in an email that he was unable to do outreach on his own while the city was still privately negotiating the purchase of the hotel. Denver City Council member Stacie Gilmore, whose council district is located across the street from the proposed navigation campus, said she looked forward to Aurora following through on its promise to create “good neighbor plans” in conjunction with Denver residents and businesses. “For decades, the Far Northeast has been resource strained,” Gilmore wrote in an email. “Having access to a campus with a medical clinic, behavioral health counseling and other services will provide more stability to those in need and be inclusive of those residents directly adjacent in Montbello, Avion, Parkfield, Highpoint and Green Valley Ranch too.”

“W

hat should I plant?” is a question new vegetable gardeners tend to ask me over winter, when planning their first gardens. In the past, I’ve always advised them to plant what they like. It may sound silly, but you’d be surprised at how many people pressure themselves into growing the garden they believe is expected of them rather than the one they really want. If you plant tomatoes when no one in the house eats tomatoes, you’re wasting food, time, effort and money — and programming yourself to hate gardening. But if you plant food you and your family enjoy, you’ll be dreaming of next year’s garden all winter. Over the past few years, however, I’ve updated my advice to add: “Plant crops that are expensive to buy at the supermarket.” When a 1-ounce package of fresh herbs

sets you back $3 at the grocery store, it’s the only practical thing to do. Berries, garlic, colorful peppers and anything labeled “organic,” all of which can dent your grocery budget, can be grown in your backyard — or in containers on your patio or balcony.

SAVING MONEY AND SEEDS You can be as fancy as you like, but all you really need to grow most veggies at home are seeds, soil, fertilizer, sunlight and water. When you consider that my grape tomato plants typically produce about 2,000 fruits apiece over the course of a growing season, the savings become mind-boggling. Seeds from heirloom vegetables — those that have not been hybridized or otherwise manipulated — can be saved from year to year and counted on to produce crops similar to their mother. Dry them at the end of the season, then store them in a paper envelope in a dry, cool place for planting next spring. Another consideration when deciding

what to plant should be the vegetable’s availability. If you crave Malabar spinach, bitter melon, tomatillos, cucamelons or Romanesco, but can’t find it at the store, seize the opportunity to grow your own. Many edibles can be processed and sealed in airtight jars for long-term storage. But if you haven’t got time for that, you can freeze them like I do. My freezer plays host to flat-leaf herbs like basil and parsley, chive-olive-oil ice cubes, diced cucuzza squash, and blanched string beans and greens in zipper-top plastic bags. Jars of grilled peppers and tomatoes in oil share the space, and last year’s garlic calls the countertop home.

A LITTLE BIT MORE EACH YEAR When you catch the gardening bug, you might be tempted to rip up the entire backyard and plant every square inch of it. Don’t do that. Chances are good you’ll become

overwhelmed, slack off on your watering and weeding duties, and let the whole thing go to pot. Instead, start small. Limit yourself to two 4-by-4-foot (or one 4-by-8-foot) raised beds, or, at most, a single 10-by-10-foot garden the first year. And plan to spend about 30 minutes, two or three times a week tending to it. Then, as long as you can manage it, go ahead and add another bed or row next year. This gradual approach will be kind to your wallet, too.

GENERAL TIPS This is a good time to take inventory of supplies and leftover seeds, noting what needs to be replenished. Take advantage of off-season sales and clearances. Place plant and seed orders as gardening catalogs begin to arrive. The most popular selections will likely sell out quickly, and most retailers will ship at the correct planting time for your region.

Gail was born on October 22, 1941, in Council, Idaho to Harry Emanuel Brandt and Cleo Belle (Applegate) Brandt. She spent her childhood in McCall, Idaho where her parents were involved in the community and even owned the town’s Opal dealership in the 1940s and 50s. She grew up enjoying the mountain life and often talked about swimming and downhill skiing. She even served on the Brundage Ski Patrol as a young adult. Gail graduated from McCall High School in 1959 and attended the University of Idaho in Moscow for one year. She met and married James Eldon Eavenson in 1960. Gail, who always enjoyed traveling, accompanied James as he began his service in the military, including time spent in Germany and Fort Benning, Georgia. The couple welcomed a son, Jimmy (born in McCall), in 1962 and a daughter, Jill (born in Germany) in 1967. The union ended in 1970. In December 1972, Gail married Leslie “Les” Powell Jr. in Denver, Colorado where Les was stationed at Lowry Air Force Base. The couple made their home in the Denver area and each enjoyed pursuing their various interests. Gail was a published author and enjoyed working as a computer software consultant traveling the country. Together, she and Les spent their 47 years together enjoying golfing, fishing, house boating on Lake Powell, playing cards with friends and family, traveling to places like Greece, Venice, and Aruba, until his death in February of 2020. In March of 2023 Gail moved to Boise, Idaho to be closer to her children. Gail is preceded in death by her husband and her parents, Harry and Cleo Brandt. She is survived by her three sisters Lexie Lee Widick (widowed) of Canby, OR, Karelyn (Tom) Wilson of Sublimity, OR, Karen (Gary) Duggins of Steilacoom, WA, son Jim (Julie) Eavenson of Meridian, daughter Jill (Mike) Johnson of Boise, and numerous grandchildren and great grandchildren. The family wishes to thank her neighbors in Aurora, Colorado for their enduring friendship, and the staff and residents at Salmon Creek Independent Living for their inclusive community. A casting ceremony is planned for later this spring.
