While it may be hard for many of you to remember, I’m pretty sure your interests and maybe even your values have changed quite a bit since you were in the second grade, or even high school.
Other than praying to be selected by Mrs. Thompson to take the class gerbil home for Christmas break, and hoping every day the gym teacher would announce anything but yet another game of “bombardment” — the cruelest form of dodgeball ever created — I remember few career proclivities while at Juchem Elementary School.
We were bused there, in the middle of nowhere in Broomfield, miles from the middle of nowhere north of Denver in the 1960s.
DAVE PERRY EditorSince then, it’s always intrigued me how many parents agonize over their children having to attend just plain ol’ school when they could be finishing fifth grade with a pilot license or be well on their way to an engineering career by the time they graduate kindergarten.
Despite years of torture in gym classes, languishing without parole in math, kicking serious ass in theater and always tops in my class at lunch and recess, the only thing that stuck with me is a sense of curiosity that annoys my family to no end.
“Daddy,” my own little girl, Isabella, began telling me when she was in school. “We do not wonder about everything. We accept, and we move on.”
Under pressure to get Isabella into something that leads directly to a 10-figure salary after high school, we first chose for her a charter school specializing in parents agonizing over which school to choose for their kids.
Realizing the folly there, we chose to put Isabella in an international school for middle and high school. There she learned to speak very little French but with perfect pronunciation. On the positive side, she muscled through the usual classes shoulder to shoulder with kids from all over the planet and from families across every spectrum.
While she didn’t finish with an accounting degree, she became part of a community that supported her as a nervous-ish kid, and it has served her well ever since. She’s fiercely defiant of any and all forms of intolerance and bigotry, and equally insistent that anyone not playing by the rules be immediately called out.
Her eventual degree in criminal justice came naturally.
But what was so critical wasn’t the Advanced Placement academic programs or state-of-the-art language labs that buoyed me or Isabella, it was the school community.
It was the teachers who offered elementary-school me interest or pity when I was oh-so-sure of myself, and importantly and often, when I wasn’t.
It was Isabella’s community of teachers and friends who closed ranks when a pal committed suicide. When a friend’s family split up and the kids were stranded. It was a community that celebrated wins and was supported during losses, but mostly, it was always there.
So I can deeply sympathize with the parents and students of Sable and Paris elementary schools in northwest Aurora.
The two schools, in the thick of some of Aurora’s poorest and most diverse neighborhoods, are slated to be closed for good at the end of the next school year as part of a massive restructuring of the school district, called Blueprint APS. The plan calls for closing schools, redeveloping schools, reinventing schools and more in light of declining enrollment, especially in the oldest, western parts of the Aurora Public Schools district.
For the past several months, parents, students and teachers have begged, pleaded and threatened the school board not to close those two elementary schools, and, instead, choose others to shutter or just leave them open.
They’ve made strong, tearful cases to keep the schools because they offer so many families who speak so many different languages and come from so many different parts of the world a place where their kids are safe, nurtured and offered opportunities, challenges and assistance that most schools could not or would not even consider on the same level.
But after years of agonizing research, planning, engagement and conversations, there’s no arguing against the declining number of kids, which brings a declining number of dollars and declining options for APS.
Right or wrong, the only realistic option is for APS to close schools.
Right or wrong, they chose Paris and Sable in this part of the district after a very non-arbitrary process.
I hope parents and students at these schools realize that while they’re losing the immediate comfort and convenience of what they’ve always known at school, they don’t have to lose the school community.
This is where the school board, which followed through with the most practical, logical path for the school district, can make good for those whose lives are immediately disrupted by the decision to close these two schools, and for the future families that could have benefited from the same nearby environment.
I went to new schools on three occasions and created communities where there had been none, one was as far away as Evergreen when a bunch of feisty and quirky students and teachers created Open School.
With my daughter, we created school communities two more times. Each time, I discovered that it was the drive of the students, the ingenuity of the teachers and staff and the commitment of the parents that made these new schools so important and so rewarding, not the buildings or their locations.
The APS school district needs to hire and assign porting specialists during this last year to find out just what makes the Paris and Sable elementary school communities work so well. The need to find out what it is that these schools provide to students and their families that fits so well. And the district needs to make sure those things are moved with all the books, desks, jump ropes and dodge balls to wherever these students are going the following year.
It’s good news that at least some lawmakers say they’re keenly interested in addressing rampant car thefts in Aurora and the metro area. The bad news for future car-theft victims is that at least one local proposal will do little or nothing to solve the problem.
Aurora Councilperson Dustin Zvonek has been peddling a plan among Colorado media for the past week that he says will actually reduce the astonishing number of car thefts in the city.
For the past few years, Colorado has regrettably been on or near the top of the list of statewide car thefts per capita, and the Aurora-Denver metro area is among the worst metroplexes in the nation.
Aurora and Colorado are not alone in facing huge hikes in all kinds of offenses, and this metroplex is like many others experiencing huge increases in stolen cars.
While there’s some disagreement, numerous crime, insurance and sociology experts point to the massive disruption, economic and sociological damage caused by the pandemic as the chief reason for increases in car thefts and other crime.
A 2021 report by the National Insurance Crime Bureau said that, besides socio-economic changes, car-owner “complacency” is the other major factor. People leaving keys and keyless fobs in cars, locked and unlocked, are easy and inviting targets for professional and amateur thieves.
Zvonek and a handful of other Republicans say the problem is lax car theft laws.
He’s proposing a city law that would mandate at least two months of jail time for those convicted of misdemeanor car theft.
Set aside the long proven and re-proven fact that the threat of jail and even prison sentences do not deter crime in any meaningful way, despite many lawmakers’ passionate wish that it were so.
Right now, Louisville, Tulsa, Salt Lake City, Kansas City and Chattanooga — all in “tough-on-crime” states — also suffer as car-theft havens.
Neither history nor science, however, back up any of this hopeful malarkey.
Interim Aurora Police Chief Dan Oates is adding to this well-worn myth by insisting that in his previous tenure as Aurora police chief, he not only actuated, with an “understanding,” tougher car-theft penalties as chief in 2005, but that it actually reduced the rate of car thefts in Aurora.
Most importantly, neither Oates nor any police official in Aurora has the power to affect the justice departments of the city or the state. Police, by design, are separate from prosecutors and courts.
While Oates is correct in that during his tenure car thefts, and all crimes, did indeed subside during those years, they fell at the same rate in Denver, across the metro area, across the state and across the nation.
It’s doubtful anything Oates or anyone in Aurora did had such national consequences.
Some Aurora leaders are increasingly moving away from solid science and replacing it with unproven and often inaccurate assumptions, often against better advice from professional city staffers.
It’s a common error for amateurs and politicians to conflate correlation with causation.
A community of conservative city and state legislators, and some police, insist that a national and statewide trend toward reducing jail time for less serious offenses, and reducing bail for poor people not yet adjudicated, are the cause of increased crime, and in this case car thefts. There’s no credible proof behind their assumption, and states “tough on crime,” also in the thick of crime and violence hikes, belie the fable. Wishing something were so and acting on it is the worst kind of public policy and political maneuvering.
But just as importantly, even if it were true that threatening 60 days in jail for stealing a car in Aurora actually made a potential thief change his or her mind or change the city he or she stole a car in, Zvonek’s bill would do next to nothing.
This bill, and all Aurora law, can only address misdemeanor offenses heard in city courts. Relatively recently changed state law makes nearly all car thefts, by their nature, felony offenses. That’s even before a bevy of aggravating additions to rare misdemeanor accusations increase the severity of the crime, such as keeping the stolen car longer than 24 hours or causing more than $500 in damage to the stolen car. That’s an easy bar to meet just by trying to jam a screwdriver into the steering column or breaking a single car window.
All felony cases must be bound over to district courts, outside of the city’s reach. And even if there were enough misdemeanor car-theft cases to offer up to local courts, despite repeated inquiries by The Sentinel, it appears neither city police, courts nor Zvonek know how many misdemeanor car theft suspects are actually charged or convicted in the city.
This is alarmingly similar to recent proposals to end homeless camps by banning homeless camping, a failed tactic in Denver and across the nation, and erroneous state legislator insistence that increasing criminal penalties for fentanyl use will reduce fentanyl use.
These pitches are great fodder for TV newscasts but quickly evaporate under closer scrutiny and especially in light of recent and current history showing that not Aurora, nor anywhere, can just wish its way to being a safer community.
Zvonek’s time, and that of the city council, would be better spent working with real experts and other metro governments to find credible ways to address this and other problems, and leave the performance politics in Washington.
As the Congressional committee investigating the Jan. 6, 2021, attack on the U. S. Capitol heads into its final public hearings phase, early indications are that – despite compelling testimony – the needle on the public opinion meter has barely budged, and the impact on the congressional midterm elections as well as the 2024 presidential contest will be minimal.
In short, despite predictions the muchhyped committee’s findings would shake the nation to its core, it’s been neither a mind changer nor a game changer.
National Democrats overwhelmingly continue to demand former president Donald Trump be held accountable in a court of law for his role in egging on his supporters to storm the Capitol and prevent the certification of Joe Biden as the next president. Meanwhile, Republican leaders for the most part are adamant that the committee is a blatant politically-driven effort to blame their party for an assault on democracy itself and prevent Trump from seeking to regain the office in 2024.
The competing versions are locked in, and any hope one side can persuade the other to come around to its way of thinking is futile.
While a clear public majority supports a congressional inquiry into the events of Jan. 6 and what role Trump, his associates and staff played in them, other polling suggests it is not a top of the mind issue that motivates significant voter turnout.
With the president’s approval rating plunging to less than 40 percent and a stunning 70 percent of Americans believing the nation is headed in the wrong direction, Republicans are on the cusp of seizing control of the House by a handsome margin and a slim Senate majority is within reach.
The deliberations of the Jan. 6 committee and the revelations of misbehavior and persistent falsehoods at the highest level of the executive office will have little influence on the election outcome.
Biden and his party’s congressional majorities were brought to the brink of a seismic loss of power by the ravages of unprecedented inflation, erosion of wages, shortages and soaring costs of essential commodities, gasoline crossing the historic $5 per gallon threshold, and rising rates of violent crime.
All have exacted a personal toll and continue
to do so, undermining public confidence in the ability of the administration to deal effectively with them. Increasing speculation that the nation will tumble into a recession has exacerbated the disquiet gripping the country along with rising pessimism that the administration is adrift and lacking a sense of urgency.
As horrific as the assault on the Capitol and its aftermath of lies and deceit have been, voters will respond on their individual experiences and hardships and a belief that a massive reappraisal is necessary to restore economic vitality.
Nearly 18 months ago, millions of Americans watched in real time as mobs breached the Capitol, fought with law enforcement, trashed offices and sent members of Congress fleeing to safety.
Trump, to his everlasting discredit, stood by, refusing all entreaties to urge the protestors to withdraw and leave the building. He continued to baselessly insist he had won re-election and was cheated out of his victory by massive voter fraud.
He spent months pursuing one avenue after another to delegitimize the election, culminating on Jan. 6 by demanding Vice President Mike Pence reject the state electoral outcomes, an act for which there exists no constitutional or statutory basis.
Trump’s actions, according to the committee, were part of a broad conspiracy to stage a coup, overturn the election, and remain in power.
He relied upon sycophantic advisers who played to his belief that the election was rigged while ignoring those who attempted to convince him his arguments were fantasy and warned that continued efforts to change the outcome risked crossing into criminal conduct.
Whether the committee will deliver criminal referrals to the Department of Justice is a matter of internal dispute at the moment.
But, for the Democratic Party to overcome the funk into which the nation has fallen by relying on tales of widespread misconduct by the previous Administration – no matter how egregious – is equivalent to the toils of Sisyphus in pushing the boulder up the mountainside.
Being crushed by it appears to be a foregone conclusion.
Being caught and convicted of misdemeanor car theft in Aurora could cost culprits mandatory time in jail under a city lawmaker’s proposal, though it’s unclear how many thieves the law would actually impact.
BY MAX LEVY, Staff Writer“As local elected leaders, we should do everything in our power to keep our residents safe, and I believe that having the toughest laws on motor vehicle theft will be a deterrent,” Councilmember Dustin Zvonek, the measure’s sponsor, said while presenting his plan to Aurora’s Public Safety, Courts and Civil Service Policy Committee.
At the same time, the city’s chief public defender and others questioned the details of Zvonek’s proposal, including the efficacy of mandatory minimum sentences, which have fallen out of favor for many crimes in recent years.
The sentencing changes will also only impact an unknown number of misdemeanor motor vehicle theft cases, which would exclude thefts of cars worth $2,000 or more as well as crimes that satisfy any one of a list of felony criteria under state law.
Motor vehicle theft is on the rise in the city, with quarterly FBI Uniform Crime Reporting data indicating a 25.9% increase in incidents between the first quarter of 2021 and the first quarter of 2022, from 1,475 reported thefts to 1,857.
Auto thefts rose by 35.4% in Denver over the same period and by 6.6% in Colorado Springs.
After the first quarter of the year, Aurora’s theft rate was about 4.7 per 1,000 residents, compared to 5.4 thefts per 1,000 Denver residents, and 1.4 per 1,000 Colorado Springs residents.
Police agencies across the state have been battling an upward trend in motor vehicle thefts for years, with the Colorado Bureau of Investigation reporting a 31.3% increase in auto thefts statewide between 2020 and 2021.
Zvonek’s plan would establish new sentencing guidelines in Aurora’s Municipal Court, which is empowered to try misdemeanor motor vehicle theft cases. First-time offenders would be sentenced to at least 60 days in jail, and defendants who were previously convicted of motor vehicle theft or “a similar offense” under city rules or the laws of any state would be sentenced to at least 120 days.
Pete Schulte of the City Attorney’s Office said Zvonek had spoken to local sheriffs about the potential impacts of the change on county jails. Arapahoe County Sheriff Tyler Brown said he had spoken with Zvonek and supported his proposal and that their jail could accommodate incoming prisoners. Representatives from Adams and Douglas counties were not immediately available for comment.
Under Colorado law, factors that may elevate motor vehicle theft to a felony, placing the crime beyond of the reach of the muni court and Zvonek’s proposed sentencing changes, include: Stealing a vehicle worth $2,000 or more.
Using a stolen vehicle to commit any crime
other than a traffic offense.
Holding onto a stolen vehicle for more than 24 hours.
Disguising or trying to disguise the appearance of a stolen vehicle.
Causing $500 or more in property damage, including any damage caused during the theft as well as damage caused to the vehicle or using the vehicle.
Removing or trying to remove a vehicle identification number.
Causing bodily injury to another person while in control of the vehicle.
Leaving the state with the vehicle for more than 12 hours.
Attaching or displaying license plates other than those officially issued for the vehicle.
It is unclear how often motor vehicle thefts are charged in Aurora Municipal Court; the city was not immediately able to provide information about how many auto theft cases the court has handled in the past year, and Zvonek did not respond to a message asking what information he had about the topic.
Failure to appear in court would also be punished by a minimum 10 days in jail. A companion resolution would further direct court and city officials to prepare a comprehensive plan for addressing car thefts, including reimbursing theft victims for the cost of retrieving their vehicles from the impound lot used by the city.
Street racing in Aurora and Denver, especially in the area near the shooting, has been a problem for several months.
Police in both cities say they’ve dedicated special resources to addressing the problem.

Few details were released after an unidentified man was reportedly shot June 19 while somewhere along East Seventh Avenue between Potomac Street and Del Mar Parkway, police reported in a tweet.
Police announced the shooting about 11:30 p.m. and asked the public to avoid the area as numerous officers investigated in the area.
Police did release any information about a possible suspect, nor the condition of the shooting victim.
Police said anyone with information can call Metro Denver Crime Stoppers at 720-913-7867. Tipsters can remain anonymous and still be eligible for a reward of up to $2,000, police said.

A Nebraska man pleaded guilty last week to posting several threats on an Instagram page associated with an election official in Colorado.
Travis Ford, 42, of Lincoln, posted the threats in August 2021. The official was not identified but U.S. Attorney Cole Finegan for the District of Colorado said in a news release the official was from that state.
The threats included one that said “Your security detail is far too thin and incompetent to protect you. This world is unpredictable these days… anything can happen to anyone.”
“Threats of violence against election officials are dangerous for people’s safety and dangerous for our democracy, and we will use every resource at our disposal to disrupt and investigate those threats and hold perpetrators accountable,” Attorney General Merrick B. Garland said in a news release.
Prosecutors said Ford posted similar messages on Instagram pages associated with President Joe Biden and another public figure, who was not identified.
Ford is scheduled to be sentenced on Oct. 6. He faces up to two years in prison.
FBI Denver is investigating the case, with the assistance of FBI Omaha.

The family of a Texas woman who died after falling from a chairlift
at a small Colorado ski resort as she was riding up with her two young daughters has settled a wrongful death lawsuit.
William Huber, the girls’ father, filed the lawsuit, claiming staff at Ski Granby Ranch knew the lift was unsafe before the Dec. 29, 2016, accident that killed Kelly Huber, 40, of San Antonio, and severely injured her daughters, then 9 and 12.
The lift malfunctioned, and the chair the Hubers were riding in hit a support tower at the resort about 50 miles (80 kilometers) northwest of Denver, causing the family to fall about 30 feet (9 meters) onto hardpacked snow.
The family declined to comment on the settlement but offered a statement through their attorney that said they are “pleased with the outcome and anxious to move on with their lives,” The Colorado Sun reported Friday. A resort spokeswoman did not immediately respond to a text and an email seeking comment Friday.
The amount of the settlement has not been disclosed.
A state investigation found problems with the drive system that powered the chairlift, which resulted in rapid speed changes. Changes to the lift’s power system by the resort and an electrical contractor caused the lift to suddenly speed up, which flung the chairlift into the tower.
The lawsuit was filed against the ski resort and the contractor.

New Mexico and the U.S. government have reached a $32 million settlement over a 2015 mine spill that polluted rivers in three western states.
Similar environmental accidents will be intolerable in the future as the region grapples with shrinking water supplies amid drought and climate change, the governor said Thursday.
“Every drop is precious,” Gov. Michelle Lujan Grisham said during a news conference. “If we don’t have that water, we aren’t growing our own food.”
The spill released 3 million gallons (11 million liters) of wastewater from the inactive Gold King Mine in southwestern Colorado, sending a bright-yellow plume of arsenic, lead and other heavy metals south to New Mexico, through the Navajo Nation and into Utah through the San Juan and Animas rivers.
Water utilities were forced to scramble and shut down intake valves while farmers stopped drawing from the rivers as the contaminants moved downstream.
The New Mexico settlement marks just the latest reached over the past year. Colorado and the Navajo Nation also have inked multimillion-dollar agreements to settle claims and sort out responsibility for continued cleanup at the Superfund site that was established following the spill.
Under the New Mexico agreement, the federal government will make cash payments for response costs, environmental restoration
and efforts to mitigate the negative perceptions about the area’s rivers following the spill. Money also will go toward water quality monitoring and cleanup activities.
Lujan Grisham called the settlement a turning point for communities in the region.
“While the San Juan and Animas rivers have healed from the spill, it’s time for communities like Farmington, Bloomfield, and Aztec to do the same,” she said in a statement, saying the money is deserved in light of the federal government’s role in the disaster.
The state also received $11 million in damages from the mining companies, and the case against the federal contractors involved is pending.
On Aug. 5, 2015, Environmental Protection Agency contractors attempting cleanup work caused the release of the toxic wastewater. The plume eventually reached Lake Powell in Utah.
Although the rivers are now safe for irrigation and other uses, state and local officials have said the stigma associated with the event has had lasting effects on the region’s economy.
The Navajo Nation finalized a $31 million settlement with the federal government this week. The tribe said the plume had traveled through an estimated 200 miles (322 kilometers) of the San Juan River, which it considers sacred.

and video of the wastewater rushing downstream on social media.
Navajo Nation President Jonathan Nez said the tribe had pledged to hold accountable all those who caused or contributed to the spill. He added that he was grateful the federal government acknowledged the devastation that it caused.
While New Mexico and the Navajo Nation pursued separate lawsuits, the cases were consolidated and state officials said Thursday that remediation and restoration work will be coordinated.
State officials said a restoration plan will be developed with public input.
If you see signs of insect pests on garden plants you might be tempted to reach for a chemical pesticide. Don’t. It might eliminate your pest problems but also will threaten beneficial insects that pollinate plants and keep pests under control. AP gardening columnist Jessica Damiano recommends integrated pest management. First, be willing to tolerate a little leaf-munching and other signs of pest presence. It you need to escalate, choose the most benign method of control possible. Often a strong stream of hose water works. If not, take baby steps. Consider insecticidal soap, a nontoxic pesticide that’s safe for most plants if used properly. Read directions carefully. And as a rule, prevention is the best treatment. Space plants properly and watch them carefully.
Picture this: You’ve planted some milkweed, bee balm or California lilac, and you’re delighted to see bees and butterflies fluttering about your garden. You feel good about nourishing pollinators and love the life those plants attract to your yard.
As you stroll past your beds to check on your tomatoes, you notice they’re covered in black dots. Upon closer inspection, it becomes apparent your plants are infested with aphids.
If your instinct is to reach for a chemical pesticide — stop. Although it might eliminate your aphid problem, it will also threaten beneficial insects, which pollinate plants and keep pests under control. Instead, apply the principles of integrated pest management, or IPM.
The practice starts with accepting that a certain pest presence is tolerable. Only when that threshold is exceeded should a control be considered. Your first defense should always be the most benign method available. This is where common sense prevails, and it should apply inside the home as well as in the garden.
Take my basement: Every spring, the ants come marching in, but instead of spraying the perimeter of my house with a pesticide, I place ant traps wherever I see activity. After a few days, the colony collapses, and the problem is solved.
All butterflies start out as caterpillars,
and all caterpillars chew on plants. So I consider any plant that doesn’t have at least some holes in its leaves useless to the ecosystem. Tolerate some leaf munching and let nature run its course.
Back to your tomatoes: IPM would dictate washing aphids off with a strong stream of hose water. It usually works. But if they continue to return after several attempts, and you believe you need to escalate, take baby steps.
In this case, the next step would be insecticidal soap, a nontoxic pesticide that’s safe for people, beneficial insects (when dry) and most plants (read the label to ensure your plant isn’t one of the few that are sensitive to the product).
As a rule, prevention is the best treatment. Inspect plants — including under their leaves -- before bringing them home from the nursery. Reject any that show signs of disease or infestation.
Forego instant gratification and space plants appropriately to allow for their mature sizes. Crowded plants retain moisture and foster mold, mildew and fungal diseases.
Practice good sanitation by regularly clearing away the plant’s fallen leaves, fruit and debris, which invite insects, rodents and pathogens if allowed to remain on the ground.
When you do see pests like aphids, wash them away. Dab scale insects with a cotton swab dipped in rubbing alcohol. Pick off tomato hornworms and cabbage worms by hand (unless they’re covered with the white eggs of braconid wasps, which are little parasite hitmen that will do the killing for you).
Traps can be used to capture slugs. Set shallow containers of beer around affected plants or place small wooden boards on the soil surface overnight. You’ll likely have a jar full of drowned slugs — or a congregation of live ones under the boards — to dispose of in the morning.
If you decide a pesticide is necessary, select it carefully and follow the directions and precautions on the label. Avoid using any pesticides in extreme heat, on windy days or when plants are damp, and apply them only early in the morning or at night, when pollinators are inactive. It might hurt, but consider removing
flowers from the plant to lessen the risk to beneficial insects foraging for pollen and nectar. In most cases, more blooms will come.
These pesticides are generally considered safe for pollinators when applied correctly:
Insecticidal soap is a nontoxic option that kills aphids, adelgids, lace bugs, leafhoppers, mealybugs, thrips, scale, sawfly larvae, spider mites and whiteflies by suffocation rather than poisoning. It must be sprayed directly on the insects and loses its effectiveness once it dries.
Horticultural oil, another suffocator, is effective against adelgids, aphids, leafhoppers, mealybugs, mites, scale, spider mites, thrips and whiteflies. The product must come into direct contact with insects while it’s wet and becomes safe for beneficial insects (and ineffective against pests) once it dries.
Neem oil, a pesticide derived from the seeds of the neem tree, is effective against aphids, adelgids, beetles, borers, leafhoppers, leafminers, mealybugs, scale, tent caterpillars, thrips, webworms, weevils and whiteflies.

The City of Aurora will be opening applications for the Summer 2022 round of Community Investment Financing Opportunity (NOFO) on Thursday June 23, 2022 at 8 am. The purpose of the Community Investment Financing application is to provide resources for developers and service providers interested in creating and/or preserving affordable housing opportunities in the City of Aurora. The city’s housing priorities are established in the recently adopted Housing Strategy and guided by six policies informed by best practices and extensive community input. Applications wil l be evaluated based on alignment with the policies and goals of the Housing Strategy.
The following funds are made available to support the City’s housing goals included in the Housing Strategy. For the Summer 2022 round of Community Investment Financing the following funds and amounts are available for application. If applying for multiple funds, please submit a separate application for each fund.

Long before Aurora was a city, before Colorado was a state and before pioneers ventured across the West, 20 million to 30 million bison roamed the land. Then came the settlers, and extinction for the native grazers neared. The Lakota people called bison “tatanka,” which were an important symbol to the indigenous peoples’ culture. As a part of the Aurora History Museum’s “Mosaic of Cultures: Aurora’s Mexican Community” Artist Arturo Garcia, who was born in Jalisco, Mexico, and now owns a studio in Denver, captures the relationship between the bison and the people who first called this land home through a series of paintings. “This exhibition tells the visual story of a significant event in our nation’s history, and I am grateful to have Mr. Garcia’s work on display to share with our museum visitors,” museum director T. Scott Williams says of the exhibition.
Aimée Stahel climbed more than a dozen 14,000-feet peaks last summer, just months before she was diagnosed with one of the most aggressive forms of breast cancer that, if detected even just six more months later, could have been a death sentence. She didn’t feel any lumps in her chest. In fact, she said she felt great. It was her dedication to her annual mammogram that likely saved 49-year-old Stahel’s life. Doctors fear, however, that others who don’t take cancer screenings and routine medical exams as seriously as Stahel did could be rolling the dice on their lives.
Cancer screenings are down 8% year over year at the Medical Center of Aurora, according to hospital statistics. Health officials say the pandemic is still playing a part in patients putting off routine health care.
Last summer, the Center for Disease Control and Prevention reported that its National Breast and Cervical Cancer Early Detection Program declined by 87% for breast cancer and 84% for cervical cancer during April 2020 as compared with the previous 5-year averages for that month. By June 2020, screening numbers in the program started to rebound, but nationwide, they’re not where they were before COVID-19 shuttered non-emergency health clinics for weeks at the onset of the pandemic.
Overall, researchers from the American
Cancer Society estimate that millions of Americans have missed cancer screenings and other preventive care because of pandemic disruptions.
“Many people caught up on screenings later in 2020, but overall, the COVID-19 pandemic kept screenings down over the course of the entire year,” said ACS researcher Ahmedin Jeman in a statement earlier this month. “As we move forward, it’s crucial to get people back into their doctor’s offices to get screened.”
Low-income women and women of color saw some of the sharpest declines in routine breast and cervical cancer screenings. The Colorado Department of Public Health and Environment helped nearly 12,000 uninsured or under-insured women across the state access cancer screenings from July 2018 to June 2019, said Emily Kinsella, who manages the Women’s Wellness Connection.
“Things were actually going pretty well in 2020 until the pandemic,” she said. From March 2020 on, the program, which works with health clinics across Colorado to help connect women without insurance to free confidential breast and cervical cancer screenings, saw a few thousand fewer women.
When the fiscal year ends on June 30, it’s not likely Kinsella’s program will have reached as many women as it did in 2019. As of mid-May, the program was at 9,936 cancer screenings.
Among the problems created by the pandemic, postponed cancer screenings are causing serious health risks
“We are focusing on the populations that don’t have access to screenings. So they’re uninsured, they don’t have Medicaid, they don’t have insurance, they’re in that gap. We’re also focusing on those populations that are less likely to be screened, or more likely to have poor outcomes. So they have lower screening rates, or maybe they have higher late stage diagnosis (rate), higher mortality rates, things like that,” she said.
“We’re focusing on that group to try to reduce the inequities in outcomes for breast and cervical cancer, as well as reduce the cost…When it’s cheaper, it’s easier.”
Most of that outreach effort to get those Coloradans screened for cancer happens in-person, so community health navigators had to get creative about connecting with people over the last few years. They handed out flyers during vaccination clinics and used yard signs to try and nudge people to seek out screenings.
Those navigators, however, are in short supply, said Colorado Cancer Coalition Executive Director Christi Cahill. Because they’re not reimbursable expenses in the industry, they’re often not a priority, though they play a vital role in connecting people, especially those in need, to care that can become more costly down the line.
Skipping a yearly mammogram or other cancer screenings off even just a few months could have serious consequences, doctors warn. Stahel was diagnosed with invasive ductal carcinoma in January.
In March, she opted for a double mastectomy and reconstruction surgery at the Medical Center of Aurora, saving her from more than a year’s worth of chemotherapy treatments. It’s unlikely that would have been the case had she put off her screening.
“Talk about cancer not discriminating,” Stahel said from her Denver home earlier this month, a day before she planned to move to North Carolina with her husband, who received a job promotion the same week as her diagnosis. “It doesn’t matter how healthy you are, how active you are. You have no choice. So you fight it and you get support, and you find the best team that’s the right fit for you. And you move forward fast.”
Nine weeks after surgery, Stahel was running a half-marathon with her husband.
“I decided this wasn’t going to dominate my life,” she said.
Stahel had no family history of breast cancer. She didn’t even know anybody who had it until she got the call about her diagnosis in January. “I thought they had the wrong patient at first,” she said. But breast cancer can happen quickly.
“I don’t think people quite understand that breast cancer can easily arise within a year. So it’s really important to not take any time off,” said Dr. Kimberly Wright, a breast radiologist with HealthONE Breast Care at The Medical Center of Aurora. “They should be coming every single year. The risk of missing an early stage cancer can have really detrimental effects and can significantly affect their prognosis.”
Dr. Ned Sharpless, director of the U.S. National Cancer Institute, estimates there could be nearly 10,000 excess deaths over the next decade because of delayed detection and treatment of breast and colon cancers. Postponing care “was prudent at one time” because of the risks of COVID-19 exposure, but deferring for too long “may turn one public health crisis into many others,” he wrote in the journal Science.
Wright and others say health care clinics are a relatively safe environment now. Providers wear masks and have taken other measures to prevent the spread of the coronavirus.
Based on what’s known about breast cancer deaths from past years in the United States, about 10% “could have been prevented if women were getting routine screening,” but 20% to 25% could have been prevented with appropriate treatment, said Dr. Otis Brawley, a Johns Hopkins University professor and former chief medical officer of the American Cancer Society.
“That’s not to say screening is not important, but many people think that cancer screening saves more lives than it actually does,” Brawley said.
A short-term delay may not hurt mortality much if screening resumes quickly, as it needs to do, he said.
Kinsella, with the state health department, said she expects to see a difference in more severe cancer diagnoses throughout the state because of delayed screenings, though she and other health care experts aren’t positive when data will start to show that.

pushes more people in to get mammograms, but she said she wishes there were more reminders all year long.
“It definitely should not be limited to once a year, I mean, quarterly if at a minimum, I would think,” she said. “We do see a significant rise in the number of women coming into their mammograms in October, so obviously the awareness month works. It gets the message out and gets women coming in. I just wish it wasn’t so infrequent.”
After Stahal’s diagnosis, a flood of her friends sought out cancer screenings. Some who had skipped multiple years of mammograms were suddenly making appointments.
“We really can catch it early, if we can do our due diligence,” Stahal said. “Just sacrifice 10 minutes. I know it’s annoying. We all hate that machine. But after 10 minutes, it could literally save your life.”

According to data reported by APD and compiled by CBI, in 2021, 4,236 vehicles were recovered out of a total of 4,781 stolen, and city staffers have said that M&M Towing & Impound collects around $975,000 per year in fees from crime victims.
The city manager would also be directed to lobby the state legislature in 2023 to “reverse course on reducing penalties for certain crimes and to increase penalties for motor vehicle theft and other offenses.”
“As APD continues to make this a focus, as the word gets out that we are going to be tougher than any other city in the state of Colorado on car theft, we’re not going to be dealing with as much car theft in the city of Aurora as a result,” Zvonek said Thursday.
Chief public defender Doug Wilson said the law could be the first example of mandatory minimum sentences for first offenders ever implemented by a municipality. He and Councilmember Juan Marcano both disputed the usefulness of mandatory minimum sentences for deterring crime.
“There really isn’t any data to support a general deterrence theory when it comes to mandatory minimums,” Wilson said. “Going back to when mandatory minimums started, what we actually saw was a significant increase in people losing their right to a trial, which is kind of a fundamental criminal justice issue … and it did not deter.”

Marcano said. “They end up spending a tremendous amount of public resources to incarcerate and prosecute these folks, and you still have crime.”
Wilson also said the sentencing change would likely increase the number of jury trials handled by public defenders, and expressed concerns about adding a mandatory minimum for failure to appear in court, which he said could be leveraged against others besides defendants the way Zvonek’s proposal was written.
“There may be a reason why someone didn’t get to court, anything from being in custody to being in the hospital,” Wilson said.
“I’m not sure it’s constitutional without a mens rea attached,” he added, referring to the legal concept of intending to commit a crime or awareness that one’s actions constitute a crime.
Zvonek and police officials pushed back, saying escalating prison sentences used to be imposed more regularly for stealing cars in the city, leading to decreases in the total number of thefts.
Interim Aurora police chief Dan Oates, whose first stint as head of the department lasted from 2005 to 2014, said an “understanding” existed between the city and local judges that functionally resembled a mandatory minimum policy and which led to a decrease in auto thefts specifically between 2006 and 2014.
“This in fact was something we did in my early tenure here, and it was effective. We had a very significant reduction in auto theft,” he said.

crimes and violent crimes tracked by the FBI, including a statewide and local drop in auto thefts. In 2006, APD reported 2,051 motor vehicle theft incidents to the FBI, compared to 1,087 incidents in 2014.
Over the same time period, the number of thefts reported by Denver police fell from 6,416 incidents to 3,429 incidents, and the total number of thefts reported by agencies across Colorado fell from 17,639 incidents to 12,540 incidents.
Zvonek alleged without citing a specific source of crime data that Aurora is the city most impacted
today by motor vehicle thefts in Colorado, which he and police say tops the list of states struggling with auto theft.
“Colorado has gone from on the bottom end to the very first, and Aurora’s number one among number one,” Zvonek said.
Zvonek said he planned to bring the sentencing ordinance to the council at their June 27 regular meeting, skipping the typical middle step of a study session.
He told Marcano that he was open to having a conversation about changes to the ordinance, including possibly modifying the penalty for first-time offenders or
moving up the sunset date, which was then proposed to be sometime in 2024, when the council could re-evaluate its effectiveness. He also said he would speak with the City Attorney’s Office regarding Wilson’s concerns around the constitutionality of the mandatory minimum sentence for failure to appear.
“Something’s got to give,” Schulte said. “Whether it’s with the judges, whether it’s with the jails, whatever it is, I think the purpose of the legislation is to make it known: don’t be stealing cars in the City of Aurora.”

Athletes from Grandview and Cherokee Trail climbed all over the medal podium at the Class 5A state track meet and the Wolves and Cougars packed in the open spots on the 2022 Sentinel Colorado All-Aurora Boys Track & Field Team as well.
The repeat state champion Wolves and runner-up Cougars — likely one of the favorites next season combine to fill 16 of the 18 slots on the All-Aurora Team, which is based primarily on performance at the state meet.
ished just an eyelash behind Denver East’s Ben Kirk for the state title. Maldonado ran 11 seconds flat to finish second by a hair over Chatfield’s Hayden Marx. Grandview had two two-event All-Aurora performers in seniors Malique Singleton and Mateo Munoz, who were both key point scorers for the Wolves as they combined for four top-three results. Singleton — a football star signed with the University of Wyoming — swept All-Aurora honors in the 110 and 300 meter hurdles and did exactly what his team needed him to do. He started the final day with a third-place finish in the 110 hurdles in a time of 14.73 seconds and his runner-up finish behind Rampart’s Carson Bruns in the 300 meter hurdles ignited a celebration from teammates gathered near the finish line as it clinched the team title.
Coach John Reyes’ Grandview team came into the season as the prohibitive pick to win again based on how much talent it brought back from the 2021 state championship team and the Wolves did not disappoint. They won every meet in Colorado that they competed in full strength and closed it out with a 27-point victory at the state meet with a big finish on the final day. Grandview had strength all over the place, but it was especially dominant in the sprint relays, as the same group of seniors Charlie Dick and Evan Johnson and juniors David Maldonado and Luke Trinrud earned state championships in the 4x100 and 4x200 meter relays.
The 4x100 performance proved particularly historic, as the Wolves earned their way into Colorado’s all-classification state recordbook with their performance in the prelims of the Centennial League Championship meet. Grandview clocked a time of 40.59 seconds that bettered the mark of 41.21 held by Overland since 2007. It took an effort 41.37 to win the state title for the Wolves, who collected the 4x200 title with a time of 1:26.75 that finished the season as the fastest in Colorado regardless of classification.

Munoz grabbed third place in the high jump as well with a top effort of 6 feet, 3 inches.
Rounding out Grandview’s All-Aurora contingent for the second straight season is senior Moosah Alsaffar, the city’s top performer in the shot put yet again. A standout running back on the football team, Alsaffar traded carrying a ball for throwing it in the fall and followed up a runner-up finish in 2021 with a second second-place result. His top throw of 51 feet, 4 3/4 inches, came on the final throw of his prelim flight and he finish only behind Douglas County’s Taylor Nichols (51-7 3/4) despite scratching out on all three of his final attempts.
Coach Chris Faust’s Cherokee Trail team needed just a sixth-place or better performance in the 4x400 meter relay to move into second place in the final team standings and got way more than that as the team of senior Ciaran Hyslop, junior Reuben Holness, sophomore Kahari Wilbon and freshman Peyton Sommers won the state championship with an all-classification best time of 3:17.49.

Relays have been a traditional Cherokee Trail strength and that continued as two units — the 800 sprint medley team of juniors Ameena Wynn and Torie Turner plus freshmen Sky Thompson, Ka’Moyyah Allen (that finished in sixth place) and the 4x800 meter foursome of Mazeski, Madison Lippold, Anna Chilton, Taylor Hodges — led city competitors.
Adams lost her freshman year to the coronavirus pandemic and missed state a year ago with a serious knee injury, from which she recovered enough to have a massive season. She won the event at the Aurora City Championships at the start of the season, clocked a time of 11.91 seconds at the Stutler Twilight for the time that would lead Colorado regardless of classification for the season and then took the state crown with a time of 12.18 seconds.
Cherokee Trail nearly had another state champion in the triple jump in freshman Kaeli Powe, who ended up instead as the 5A runner-up in a competition that went down to the very end. Powe uncorked a jump of 39 feet, 7 1/2 inches, on her second-to-last attempt of the finals to take the lead, only to watch Fort Collins’ Brooke Naughton (a multiple-event state champion) match it. That made the second-longest jump the tiebreaker and Naughton prevailed with a final leap of 37 5 1/2.

In addition to Powe, senior Natalia Leu-Pierre (shot put) and junior Sydnie Bernard (pole vault) earned All-Aurora field event spots for Cherokee Trail.Leu-Pierre, who played on the school’s basketball team in the winter, grabbed fifthplace in the 5A shot put competition with a top throw of 37 feet, 5 1/2 inches, which was shy of her PR of 39-9 1/2 that landed her the Centennial League championship in the event a week earlier.
Bernard — a gymnast — won the Aurora City Championship meet at the beginning of the season and saved her best performance for last as she cleared a PR 10 feet, 3 inches, to earn a second straight All-Aurora honor. She finished with the same height as four other vaulters who tied for ninth, but missed out on placing on criteria.
Eaglecrest had an incredible season as a collection of new and unproven talent discovered by new coach Chris Carhart — who has a tradition of getting the best from raw potential — turned the state on its ear and produced a 10th-place team finish.

The Cougars got a lead on rival Cherry Creek early and held it the entire way to win an event Faust always values given how impactful it can be to the final team standings. The anchor leg was run by Sommers, who put the finishing touches on an outstanding debut state meet that netted him three All-Aurora honors. In addition to his work with the 4x400 meter relay, Sommers was the fastest 200 meter runner in the city — as he placed second, just behind Denver East’s Ben Kirk and just in front of the Grandview duo of Maldonado and Johnson — and also topped locals in the 400 as well, as he finished third.
Cherokee Trail’s state meet opened with another state championship from the all-junior 4x800 meter relay team of Reuben Holness, Beck Gutjahr, Evan Armstrong and Logan McGowan.
That team used the motivation of a runner-up finish to Mountain Vista last season and owned the competition this time, as the Cougars finished in 7:52.07 for a sweet win over the second-place Golden Eagles. That began an outstanding meet for Holness, who contributed to both championship-winning relays and also grabbed All-Aurora honors in the 1,600 meters, in which he surged late to secure seventh-place. The outstanding track & field season continued on into the summer for several local athletes, who headed to Eugene, Oregon, for the Nike Outdoor National meet June 16-19.
Hosted by the National Scholastic Athletics Foundation at Hayward Field at the University of Oregon, the meet featured top prep athletes and relay teams from across the country and locals stacked up weel against the competition.

Senior Nate Gaye rounds out Cherokee Trail’s All-Aurora contingent by way of the long jump, in which he placed third at state with a top jump of 22 feet, 6 inches, that came midway through his prelim flight. During the regular season, Gaye had jumped more than seven inches further in a distance of 23-1 1/2 that was the top wind-legal mark among 5A jumpers.
The Rangeview duo of seniors Austin Appiah and Leland Smith each produced top-five results in the discus and triple jump, respectively.
Appiah — a football standout who has signed with Colorado State-Pueblo — had designs on winning the 5A crown in the discus and he came in believing he could top the throw of 164 feet, 6 inches, from the Pomona Invitational that had been his personal best. The Aurora city champion came in second at the state meet behind Rocky Mountain’s Kevin Bruxvoort with a top effort of 160-6. Smith’s PR in the triple jump of 43 feet, 5 3/4 inches, came in the opening meet of the year at the Rangeview Invitational, but he came closest to that mark at the state meet, where a leap of 428 3/4 put him a city-best fifth. He also won the Aurora City Championship meet in the event.

surpassed Allen — who beat her a week earlier at the Centennial League Championship meet despite Esser clocking a PR of 24.47 seconds — to win in 24.73.
Esser also ran the anchor legs on the Raptors’ championship-winning 4x200 meter relay and runner-up 4x100 meter relay and it all added up to a Division I scholarship offer at the University of Wyoming, which she accepted. Esser also earned the All-Aurora slot in the 400 meter dash as she ran the third-fastest time in the prelims of 57.10, but Carhart pulled her out of the finals to concentrate on her other events.
Esser wasn’t the only multisport standout to make a splash as fellow senior soccer player Favour Akpokiere, junior Bianca Gleim — a standout cheerleader — and rising freshman Jaylynn Wilson formed a remarkable team that got results. The Raptors’ foursome finished with the fastest time in Colorado regardless of classification in winning the 4x200 meter state championship (1:40.38) with relative ease, while they ran 48.42 in the finals of the 4x100 to finish second, but clocked a 47.66 that led the state a week earlier.
Regis Jesuit senior Fabiola Belibi was unable to repeat as 5A state champion in the long jump as she finished second on the opening day of the meet, but the Harvard signee was unbeatable from there.
On the closing day, Belibi earned the top spot on the medal podium in both the 100 and 300 meter hurdles, events she had hoped to win last season. She crossed the finish line in 14.29 seconds to hold off Grandview sophomore Gabriella Cunningham for the 100 meter title, while her season-best time of 14.02 (which came with a 1.9 wind reading) came at the Denver North Invitational. Belibi then finished in front of both Cunningham and Chatfield’s Amelia Hubbell in the 300 meter hurdles with a time of 43.27 seconds that was the second-fastest in the state regardless of classification and No. 1 in 5A. Grandview had another strong
claimed the national championship in the girls 800 sprint medley relay with a time of 1:45.75 to win a title heat that included two other teams from Colorado plus others from Kansas, South Carolina and Washington.

Those same four Raptors also won a national championship in an event that is not run at most meets in Colorado, the 1000 meter Swedish Sprint Medley relay. They crossed the finish line in the event — which features legs of 100 meters. 200 meters. 300 meters and 400 meters — in 2:18.47, which was almost 10 seconds faster than the runner-up team from New York.
A number of individuals from Aurora programs also took part
season with a fourth-place team finish that included a sparking state meet from sophomore Gabriella Cunningham — who was edged for All-Aurora spots in three individual events — which left coach John Reyes’ Wolves with two spots among the city’s top performers.
The lone Grandview individual to make the All-Aurora team is junior Dallis Robinson, who topped city high jumpers for a second consecutive season. Robinson tied for third as a sophomore and climbed one spot to second as a junior with a top cleared height of 5 feet, 4 inches, which was an inch shy of the PR she achieved a week earlier in winning the event at the Centennial League Championship meet.
The Wolves also had an Aurora-best finish in the 4x400 meter
in events, with Regis Jesuit senior Fabiola Belibi finding the most success. The Colorado 5A state champion in the 100 meter hurdles compete in the same event and made the national finals, where she finished in ninth place. Belibi, a Harvard signee, also compete in the heptahtlon.

Former Cherokee Trail boys basketball star Jaizec Lottie paid a visit to the hometown Denver Nuggets ahead of the upcoming National Basketball Association Draft.
relay, as the team of seniors Molly Skurcenski and Emma Thomure, junior Ava Robinson and sophomore Anna Wehrenberg finished as the 5A runner-up in an event that consisted of time finals for the sake of schedule. Grandview clocked a time of 3:58.76 to finish well behind run-away winner Cherry Creek, but a shade ahead of Regis Jesuit (3:59.03) for city honors.
Vista PEAK had a strong throwing group and it is represented on the All-Aurora team by senior Alyssa Johnson, who had the city’s top performance at the state meet in the discus. Johnson improved throughout the season, posted a PR of 117 feet, 4 inches, to win the Last Chance meet at Jeffco Stadium and then earned eighth place in the 4A competition with a top throw of 114-3.
Lottie was among a handful of prospects that visited the team’s headquarters June 16 as the Nuggets consider who they might select with the No. 21 overall pick in the draft on June 23.
Lottie — a 6-foot-2 guard — graduated from Cherokee Trail in 2017 and made two stops during his college career, which started at University of Arkansas-Little Rock and ended at Division II Flagler University in Florida.At Flagler, Lottie flourished as he started 50 games and posted scoring averages of 24.4 and 22.9 points per game, while filling the stat sheets in a variety of other ways as well.
Lottie was one of 88 players who requested to have his name withdrawn from the list of “early entry” candidates in the 2021 draft and returned for a fifth season of play.
