Sorry to interrupt your endless-pandemic summer of political angst amid crises surrounding shootings, fentanyl, inflation and untreated mental illness, but this is important.
At a time when a rock-solid health department has never been more vital, here in greater Aurora, we don’t have one of those right now.
Although it seems like lifetimes ago, the state’s largest health department, Tri-County Health, was politically torpedoed several months ago by far-right extremists in Douglas County.
I know. It’s always something with the people elected to run that place. It’s Colorado’s version of Florida Man meets the Pillow Guy for a Texas chain-mail massacre.
Douglas County was joined by Arapahoe and Adams counties for more than 70 years in funding Tri-County Health Department. The department has quietly and efficiently gone about the business of keeping restaurants safe, tuberculosis at bay and handling the hundreds of things health departments do that you pay no attention to until they stop doing them.
That leaves Aurora to be dominated by the Arapahoe County Future Department of Health and split among three health departments that will be as different as the counties themselves.

Using solid science and experience, Douglas and Tri-County officials fought against a wishy-washy state effort to keep people well enough to prevent overwhelming hospitals and igniting a cataclysm.
Pumped full of effective vaccines now, many have already forgotten how desperately ill COVID-19 made hundreds of thousands of people in Colorado, killing 13,000 of us.
In a valiant attempt to limit the COVID-19 dead, intubated and “long-haulers” — still suffering — Tri-County Health officials had to deal with cranks that Douglas County commissioners saddled the health department board with over the past few years. Citing plenty of pseudoscience, these DougCo health-board plants essentially whined and kvetched Tri-County Health Department out of existence.
Forced to face facts and the adults in the room, Douglas County leaders had a virtual Trumpertantrum and pulled the plug on decades of successful public health management. The decision ended millions of tax dollars in savings.
The huff sent all three counties scrambling to create three, new, health departments where there previously was one.
Douglas County moved quickly to find a leader who apparently assured commissioners that science versus politics over mask mandates is unnecessary and no longer in the cards for Douglas County.
Good luck with that.
Adams County declined any further association with Arapahoe County, because it’s Adams County, and nobody really knows how else to explain it.
If you live in Arapahoe County, the picture is looking as good as it can under the dire circumstances.
The first board of directors includes Bebe Kleinman, who runs Doctors Care in Littleton, providing medical care to thousands of people who would go without any if not for Kleinman and others like her creating groups like STRIDE.
Also on the board is Dr. Heather Signorelli, a pathologist who ran the COVID-19 testing program for the 190 HCA hospital system she works for. She’s an integral part of the science explaining what helps and hinders the pandemic spread of pathogens. Just as importantly, Signorelli says she wants to ensure the new health department ensures that mental health issues receive attention like all health issues, a critical move.
Shawn Davis also joins the new Arapahoe County board as a public health professional, working in leadership positions for Tri-County Health, and on a state level, for health equity concerns. He says his emphasis will be to ensure the health department delivers “honesty” to everyone as well as equity to underserved populations.
Two outgoing county commissioners also make up the nascent board: Nancy Jackson and Nancy Sharpe. Both commissioners boast years of supporting effective and pragmatic public health programs. Jackson has been a strong proponent of boosting mental health services for the region. Sharpe has long stood behind ensuring children get the health services they need.
The board has hired Tri-County Deputy Director Jennifer Ludwig to head up the new health department beginning next year. Ludwig, who worked closely with Douglas, was a strong proponent of following the science and the data as the region moved through the pandemic. While not a medical doctor, her peers say she’s a strong voice for long-accepted public health goals and goals.
All in all, it’s a good sign that the parts of Aurora and the region inside Arapahoe County will eventually be well-protected by its health department.
Douglas County? Not so much. That
county’s board of health is stacked with the same problematic characters that destroyed Tri-County over following real science during the pandemic.
The public health future at Adams County, which includes everything in Aurora north of East Colfax Avenue, is unclear, like so much of that county.
Both Adams and Arapahoe counties missed an important opportunity to collaborate on a two-county model, with Adams County officials giving no good reasons to go their own way.
The split up among Tri-County members will cost taxpayers millions of dollars in providing the same or fewer services as before the break-up, according to reports from each county.
Aurora, county and health department leaders have two important considerations as they form new entities.
Since Aurora will be served and governed by three agencies, it’s vital these departments coordinate to ensure disparities don’t become problematic for businesses and residents.
Most important, the pandemic has not ended. In addition, the greater Aurora region, just like the rest of Colorado, is struggling with large parts of the population needing mental health services and unable to get the treatment they need. Related to this is a growing number of residents in the region struggling with a host of addiction problems, specifically deadly opioid and methamphetamine additions.
Currently, the state is undergoing foundational restructuring of how it funds and coordinates mental health services. There’s little doubt Aurora’s three counties will handle the issue of addiction and mental health services vastly differently.
It’s an opportunity for local health departments to play a much larger role in ensuring mental health services are far more accessible than they have been.
To deliver that, however, the region is going to need insistence from the community and determined leaders allegiant to sound science. Despite numerous serious distractions, this one is vitally important.
Given the lamentable but successful grab for power in Congress and the Supreme Court made by far-right extremists, small but sure successes in gun control as a way to save lives warrant celebration.
Tragically, news that Congress approved the first reasonably meaningful measures of gun control in almost 30 years was overshadowed by continued gun massacres and seemingly endless shooting deaths over the past several days.
Among the small victories in the Bipartisan Safer Communities Act that could lead to larger gains is an effort to encourage states to pass so-called red flag laws.
Colorado has a nearly three-year-old red flag law that, despite some political opposition in the beginning, has garnered popularity because it makes sense, and it works in saving lives.
Colorado’s red-flag law — which allows police and family members to appeal to courts for law enforcement to remove guns from people deemed dangerous because of psychological problems — isn’t the only place where proponents tout saving lives.
The Associated Press last week wrote that LaGrange College political science professor John A. Tures researched three years of red flag laws and concluded they really work.
“On average, states with red flag laws in 2019 and 2020 had significantly lower firearm death rates than states without them,” according to the AP story. “In 2018, the average death rates for both groups were closer, but states with red flag laws still had a meaningfully lower rate.
His work estimated the red-flag laws saved about 7,000 lives in 2020.
A Duke University study showed that for every 10 guns removed using a red-flag law, one life is saved.
Even staunch critics of the Colorado law have been using it because it makes sense and saves lives.
Kaiser Health News in a story last week revealed that politically rightwing Colorado sheriffs who opposed the bill three years ago in the Colorado Legislature now use the measure in their home counties, often rural.
Similar opposition was seen in Colorado, where Dolores County and at least 36 other counties declared themselves “Second Amendment sanctuaries” after the red flag law was introduced.
In so-called Second Amendment “sanctuary” counties, red-flag law petitions have been filed in more than half of the courts in those communities, “often by the very sheriffs who had previously denounced the law” according to the Kaiser Health News story.
“These are sheriffs and law enforcement who were originally saying, ‘We want nothing to do with this law,’” said Lisa Geller, state affairs adviser for the Johns Hopkins Center for Gun Violence Solutions. “But in practice, they are using it, and this is not something that’s unique to Colorado. Law enforcement ended up realizing, ‘Hey, this is the best tool we have to protect ourselves.’”
The laws are gaining popularity because they make sense, and they work.
The problem is, not enough people know about them, and residents and even police aren’t being trained and educated properly in how to use them.
Currently, only police and some family members can make the actual appeal to courts to hold a hearing and remove weapons from someone.
But anyone who is concerned about the safety of the public because of a gun owner can call police to report a potential problem.
Police need to be required to act on credible reports, making such requests public and their follow-through accountable.
Likewise, the law limits which members of a family can directly ask for help in removing a gun from an owner exhibiting worrisome behavior.
Laws, such as the one in Colorado, suffer from a so-called “boyfriend loopholes,” where unmarried spouses, often solid sources for red-flag referrals, are unable to directly appeal to courts for help.
Americans increasingly see the wisdom in these kinds of common-sense gun proposals, and increasingly, research shows that warnings about abuse of the laws are unfounded.
The problem, as is the case in numerous issues before Congress and state legislatures, is that far-right extremists are working to squelch such successful measures either in legislative bodies or in the courts, bypassing democratic channels and abusing political minority rights.
After a holiday weekend marred by catastrophic mass shootings at Independence Day festivities, pressing for momentum on increasing the acceptance, use and expansion of red-flag laws has never been more critical or the need more obvious.

It’s quite galling (the mildest adjective I can conjure) that they’ve overturned settled law and relegated American women to second-class status by unleashing their worst theocratic impulses. It’s the kind of arrogant fiat you might expect to see in a traditional backwater where Catholic diktats rule the roost – a country like, say, Ireland.
Wait. I need to amend that. Compared to America, Ireland in 2022 is a land of secular enlightenment.
On the issue of abortion, Ireland makes us look exactly like what we’re on cusp of becoming: a reactionary theocracy that threatens to impose forced-birth policy on half the population.
To fully appreciate how far the Irish have come, let’s set the scene. In 1995, when I was a foreign correspondent, I spent two weeks in the Irish Republic, writing about the scads of devout parishioners who were fed up with the Irish Catholic Church. One such lady was Mary Heffron, a mother of seven in the tiny County Mayo town of Moygownagh. She ran the local church choir and prayed in a pew every Sunday. The church had always relied on the Mary Heffrons of the land, and her stolid presence would’ve seemed to indicate that all was well. But no.
She told me: “I’ve had quite a crisis of belief. It’s a bit of a curse to be more educated and aware than your parents were, because it makes it harder to go to Mass now. I’d love not to go. It’s just gotten very stale, old-fashioned and boring…Last Sunday our priest went after abortion again, and really personalized it, he said how selfish women were for wanting to kill babies. Nothing at all about the circumstances women often find themselves in, or how there were men involved as well. And I sat there, looking around, betting that some of the people there had had abortions, and what was he saying to them? What about mercy and the love of God? How can those women keep coming to Mass and listening to that?”
This was a quarter-century ago, when Ireland – by dint of a constitutional amendment engineered by the church hierarchy – banned virtually all abortions; even rape and incest victims were out of luck. But progressive western thought was beginning to weaken the church’s grip, and the seeds of grassroots discontent were already sprouting, particularly among the young.
Fortunately for Irish citizens, their lives (unlike ours) are not held hostage by unelected judges with absolute power and lifetime sinecures who lie under oath about promising to uphold settled law. In the Irish system, by contrast, the judiciary can be checked-and-balanced by the people – who have the right to vote in national referenda.
And so it came to pass, in 2018, that the people had the opportunity to decide for themselves whether abortion should be legal – in essence, whether conservative church doctrine should still be permitted to dominate policy. A referendum was held.
And legal abortion won in a landslide.
A whopping 64 percent – including 72 percent of women – voted to junk the constitution’s ban. Legal abortion won every age bracket except voters 65 and older, and even 63 percent of the voters in rural counties, where church influence was arguably strongest, said Yes as well. Thirty nine of the nation’s 40 voting districts signaled Yes.
The state minister of health, Simon Harris, approvingly declared that the people of Ireland “want to live in a country that treats women with compassion.” The prime minister, Leo Vadakar, said the vote tally was “the culmination of a quiet revolution that has taken place in Ireland over the past 10 to 20 years. We trust women, and we respect them to make the right decisions for their healthcare.”
Last Friday, Orla O’Connor, an Irish women’s rights activist, recalled that historic referendum: “People had a sense of the legacy of the past, particularly in terms of the Church and how the Church had treated women, but there was a sense that we were not that Ireland anymore.”
Gee, if only American voters had the opportunity to decide for themselves what kind of America they wanted and whether women should be allowed to control their own bodies. We know darn well what the majority would say. But alas, there’s no referenda mechanism here.
I never thought I’d see the day when a modernized Ireland, in a democratic spirit, would embrace social-justice Catholicism – while America, via theocratic fiat, would fall prey to the religion’s most backward misogyny.
Dolores County Sheriff Don Wilson never expected to use Colorado’s red flag law when it was passed in 2019. He thought the law made it too easy to take a person’s guns away.
The statute allows law enforcement officers or private citizens to petition a county court to confiscate firearms temporarily from people who pose an imminent threat to themselves or others.
“All it is is one person’s word against another,” said Wilson, whose sparsely populated territory is in southwestern Colorado near the Utah border.
Then, in August 2020, a Dove Creek man threatening to kill his neighbors and himself pointed a semiautomatic rifle at a deputy. Wilson petitioned for and was granted an extreme risk protection order to remove the man’s weapons, though the sheriff said his mistrust of the red flag law has not changed.
“If a gentleman pulls a rifle on my deputy and then comes and threatens to shoot up my courthouse and kill me, kill the judges, and kill the district attorney,” Wilson said, “I’ve got a problem with that person having a gun.”
The Uvalde, Texas, school shooting prompted a bipartisan gun control agreement in Congress that could provide funding to encourage more states to pass red flag laws. But in response to conservative objections, the Senate version of the bill would provide the funding for crisis intervention to states whether or not they establish red flag laws.
Similar opposition was seen in Colorado, where Dolores County and at least 36 other counties declared themselves “Second Amendment sanctuaries” after the red flag law was introduced.
But 2½ years later, those declarations appear to have had little effect on whether protection orders based on the law are filed or enforced. Petitions for protection orders have been filed in 20 of the 37 sanctuary counties, often by the very sheriffs who had previously denounced the law, according to a KHN analysis of the petitions obtained through county-by-county public records requests.
“These are sheriffs and law enforcement who were originally saying, ‘We want noth-
ing to do with this law,’” said Lisa Geller, state affairs adviser for the Johns Hopkins Center for Gun Violence Solutions. “But in practice, they are using it, and this is not something that’s unique to Colorado. Law enforcement ended up realizing, ‘Hey, this is the best tool we have to protect ourselves.’”
Nineteen states and Washington, D.C., have implemented some form of red flag law while, according to the website SanctuaryCounties.com, more than 62% of U.S. counties are now covered by either state or county Second Amendment sanctuary resolutions.
Research shows red flag laws save lives. Duke University researchers found that for every 10 gun removals, one death is prevented. An analysis from the University of Indianapolis found similar reductions in suicide rates after red flag laws were passed in Connecticut and Indiana.
Another analysis, by researchers with the Injury & Violence Prevention Center at the Colorado School of Public Health, found that in the first year of the Colorado red flag law, 85% of protection orders granted by judges had been filed by law enforcement.
“A lot of that is because the law enforcement petitions may have been more complete,” said Dr. Marian Betz, an epidemiologist and deputy director of the center. “They had the information that judges needed to move forward with it.”
Studies in California, Oregon, and Washington state also found the majority of petitions are filed by law enforcement. Although California’s red flag law has been in effect for more than five years, two-thirds of the Californians in a 2020 survey had never heard of it.
Betz and her team found the same hurdle in Colorado. “I hope there will be some improvement in awareness and education, both for the public and also for law enforcement,” she said, “making it easier for people to understand how they work and when you might want to get one and how you would do that.”
In Colorado counties where sheriffs have declined to use the red flag law, protection orders have been filed by other law enforcement agencies. Weld County Sheriff Steve Reams has been one of the more
vocal critics of the law and made national news saying he’d rather go to jail than enforce it. Nonetheless, 12 petitions were filed in Weld County, including two by municipal police departments.
“My stance is still the same,” Reams said. “Under no circumstances am I going to take someone’s guns in violation of their constitutional rights.”
Reams describes the law as “shallow” and doing nothing to address the mental issues that might contribute to violence. “Our goal is to address the person and try to figure out how to get the person the help they need,” he said.
The process for citizens to file extreme risk protection order petitions can be challenging. Many of those reviewed by KHN showed filers didn’t understand the red flag law, including one petition that was filed in the wrong county.
Other petitions filed by citizens were clearly outside the intent of the law.
Prisoners in county jails filed petitions against their sheriff jailers, including one who accused the sheriff of slavery. A Larimer County woman falsely claimed she had a child in common with a police officer in a bid to have his guns taken away.
But judges rejected all those petitions, bolstering supporters’ argument that protections against misuse are built into the law.
“We documented the rare few cases of people misusing the law, but those petitions were not allowed,” said Betz, the Colorado epidemiologist. “That shows that the system worked.”
During the debate over the Colorado bill, opponents argued that the law would allow vindictive people to take guns away from others for no good reason.
“We’re just really not seeing that,” said Boulder County Sheriff Joe Pelle. “What we are seeing is that law enforcement has a tool to use in cases where someone is truly a risk to themselves or others and shouldn’t have a firearm.”
Even before the Colorado law was passed in 2019, Alamosa County’s Board of County Commissioners passed a Second Amendment sanctuary resolution reinforcing the county’s commitment to the right to bear arms.
Afterward, Sheriff Robert Jackson is-
sued a statement in support of the resolution, saying the red flag bill lacked due process, didn’t address mental health concerns, and would put his deputies at increased risk.
Since then, Alamosa County judges have granted two petitions under the law, one from the county sheriff’s office and one from the Alamosa Police Department.
Jackson said his concern was over the ability of private citizens to file for protection orders. Law enforcement, he said, files only after looking into the facts.
“Judges sometimes aren’t really good at investigating stuff,” he said.
Douglas County Sheriff Tony Spurlock, one of the most outspoken proponents of the Colorado law, said his office filed four protective orders in the first year of the law.
“Most of the time when we have people who have extreme mental health crises, unfortunately, there’s an outcome of either suicide or homicide,” he said. “The four cases that we’ve done, all four of those individuals are alive today and are productive members of our society and are working toward a healthier life.”
Spurlock said many sheriffs still refuse to make use of a law that’s saved lives. He said he has asked some of them pointed questions about what it means to be a Second Amendment sanctuary, such as whether armed robbers and rapists are entitled to guns.
“Then they get pissed at me,” Spurlock said. “My number of friends is dwindling.”

More than a dozen states have passed red flag laws, which allow police to take away guns from people who pose a threat to themselves or others. In Colorado, even some law enforcement officials who have opposed the law are finding ways to implement it.

Deputy Director Jennifer Ludwig has been selected to lead Arapahoe County’s health department, which will launch at the beginning of next year.
The newly-formed Arapahoe County Foundational Board of Health nominated Ludwig as its sole finalist for the position at its first meeting on June 15, and on Wednesday voted unanimously to offer her the job, which she accepted.
“I am honored and thrilled to accept the position as public health director,” Ludwig said at the meeting.
She told the board she was excited to work with them to form the new department.
“Thank you for entrusting me to lead this new agency and to be part of the team,” she said.
According to her LinkedIn profile, Ludwig has served as Tri-County’s deputy director since 2017. A news release from Arapahoe County said that she has over 25 years of experience in public health, and prior to working for Tri-County served as executive director of Eagle County’s health department.
Ludwig is not a physician, so the board is currently in the process of seeking a chief medical officer who will be responsible for advising Ludwig and the board. At Tri-County, Dr.
John Douglas had served both roles.
“In Ludwig, the Arapahoe County Board of Health intentionally chose a public health director who is a skilled public manager with a depth of knowledge in overseeing large, complex operations and a history of transparency and fiscal responsibility,” the release said. “Other metro area public health departments have chosen directors with more of an administrative background than a medical one. In this position, Ludwig will consult with the contracted medical officer and other health experts to support the specific needs of Arapahoe County residents.”
Positions are being posted for other roles inside the department as well, and the board said Wednesday
it is encouraging current Tri-County employees to apply. Arapahoe County reached out to current Tri-County employees and found that about 130 would be interested in staying on in their current positions in the new department, and hopes to retain many of them. In total, the new department is estimated to have 180 employees.
The foundational board is also in the process of creating a budget for the new department, and is currently working on securing grants and other sources of funding. Typically counties contribute about 30% of the funding for health departments, with the rest coming from state and federal funding, Medicaid contributions, fees for services and grants.
The board has identified $18.05 million in revenue and estimates that it will have expenditures of $20 million. It is currently exploring ways to bridge the $1.95 million gap, and will present a budget to the board of county commissioners in September.

— CARINA JULIG, Sentinel Staff WriterArapahoe County signed an agreement with the namesake Native American tribe on Tuesday, under which the two governments will work more closely on lobbying, cultural exchanges, education, and other joint priorities.
The memorandum of agreement was signed by Nancy Jackson of the Arapahoe County Board of County Commissioners as well as tribal elder Ben Ridgley from the Northern Arapaho Tribe in Wyoming.
“It’s an honor to be here to do this historical signing,” Ridgley said. “We know from our oral histories that this is our ancestral land, and also our homeland, so it’s very meaningful to be here at this moment.”
The Arapaho tribe was among the largest native tribes that occupied present-day Arapahoe County, along with the Cheyenne. Prior to Colorado becoming a state, Arapahoe County made up much of the land stretching from the foothills to western Kansas.
Today, the county is made up of 13 cities and towns, including Aurora, the third largest municipality in the state.
“We’ve been wanting to establish better ties with descendants of our area’s original inhabitants for some time, and this agreement increases communication and offers more opportunities for all of us to work together on any number of issues,” Jackson said.
According to a county news release, while reviewing diversity policies, commissioners in 2020 directed county staff to look into whether the county had a partnership with the tribe. They found their existing partnership was “limited in scope and hadn’t been reaffirmed for about 20 years.”
The signing ceremony was followed by a flag-raising prayer and
ceremony outside of the County Administration Building in Littleton. Commissioners plan to visit the Northern Arapaho’s home in Wyoming, and the county will participate in the Sand Creek Massacre Healing Run later this year, which the release credited to the new partnership.

In the fall, Alley Tea Room, Sweet Basil Cafe, Rumble Boxing and America’s Best, a discount eye exam and eyeglasses provider, will open at Southlands.
The Alley Tea Room and Sweet Basil Cafe will be the first Colorado locations.
— CARINA JULIG, Sentinel Staff WriterLawmakers voted on Monday to undertake a cost analysis of the city running its own impound lot that could store recovered stolen cars, which Aurorans currently have to pay around $200 to retrieve from a third-party facility.
M&M Towing and Impound, where cars are taken now, collected close to $1 million in fees from victims of car theft just last year, according to the city.
Councilmember Juan Marcano was the most recent council member to express discomfort with the situation, especially as the city is grappling with a rise in car thefts.
The city reported 1,475 car thefts in the first quarter of 2021 and 1,857 in the same time period this year, according to FBI Uniform Crime Reporting data.
By creating its own lot, the city has the power to control fees. Marcano said Aurora could ensure theft victims “are not further injured when they go to retrieve their property, as is currently happening.”
“We can do far, far better than that, I believe, and I think we have a duty to do so,” he said.

There are some life experiences that are hard to express in words. For Kim Robards, dance is a window into feeling the emotion of life events that can be difficult to process in more straightforward ways.
“Our goal in modern dance is to transform an audience and allow them an opportunity to be introspective and to explore their own emotions,” Robards told The Sentinel.
That ethos was on display Saturday night at The Hangar at Stanley Marketplace, where Kim Robards Dance presented “Reveal,” the culmination of its summer intensive. The five-dance performance included a piece about COVID-19, a new piece Robards choreographed about Ukraine, and “Aurora,” a tribute to the victims of the Aurora theater shooting almost 10 years ago. After the performance, dancers and the audience had a moment of silence for the 12 people who were killed July 20, 2012.
The company’s summer season included performances at the Denver Performing Arts Complex and the Denver Ballet Theater, and a weeklong residency at Stanley where visitors were invited to watch the company rehearse. Saturday’s performance was the culmination of their efforts, and
served as the final audition for dancers vying for a place in the company’s upcoming 38th season.
Kim Robards Dance has been based in the Aurora Cultural Arts District since 2013, but will shortly be moving to a new venue on the cusp of Denver and Adams County at 48th and Pecos. The company will be moving in August and plans to formally open in the new space by mid-September, but Robards said it will still be very active in Arapahoe County.
“We do not look at our move as leaving Aurora behind at all,” she said.
The new 17,800 square foot building will be easily accessible from I-70 and will feature a full size stage and movable seating that will allow the area to open up to be used as an events center. Along with serving as the new home for Kim Robards Dance, it can be used by other cultural organizations who need a place for classes, performances and other events.
The inspiration for “Aurora” came about after Kim Robards Dance moved into the arts district in 2013, not long after the theater shooting. The first movement of the piece was inspired by hearing a musical score on Colorado Public Radio while driving down Colfax in June of 2013, Robards said. There was a person on a bicycle driving down the street in tempo with the music, and the sense of people going about
their day with such a lightness of being struck her as particularly poignant.
That’s the energy the choreographed piece starts out with (there’s even a dancer riding a bicycle across the stage). The second part of the piece then utilizes historic Denver auditorium theater chairs that have been mounted on wooden platforms, which the dancers incorporate to symbolically represent the theater.
The piece doesn’t tell a literal story but is intended to help represent the emotions of the tragedy, Robards said. She intended for the piece to speak to the horror of the shooting but also point to the strength and courage of the victims.
“We carry these people’s spirits with us but our way of honoring them is to move with joy and resilience through life,” she said.
The piece has struck a nerve with audiences ever since it was first performed, and people regularly inquire about it, Robards said. Saturday’s performance included the debut of another choreographed piece that was similarly affecting. Provisionally titled “Ukraine,” the 15-minute dance is a representation of the struggles that millions of Ukrainians are currently facing as they decide whether to stay in their homes or to flee the war.
“It explores that challenge that the people of Ukraine must be feeling,” said danc-
er and KRD executive director LaRana Skalicky. “Am I staying here? Am I staying and hiding, or staying and fighting? Or am I leaving for a new country where I know no one?”
The dance will be finalized for performance during the upcoming season. Reflecting the real-world uncertainty of Ukraine’s fate, it ends on an ambiguous note.
All of KRD’s dancers are trained in several forms of dance, including modern, jazz, ballet and folklorico. Along with being talented artists, all the dancers are worldclass athletes as well, Robards said. Her choreography includes jumps, lifts and other physically taxing elements not at all in line with the wishy-washy view some people might have of the art form.
“I think people think modern dance it’s just standing and pretending you’re a tree,” she said. “We go far beyond that.”
By blending technical, physical and expressive elements, Robards’ goal is to allow viewers to create their own story about the action onstage and to bring their own life experiences to bear on their perceptions. Nobody should have to be a trained critic or well-versed in dance to get something meaningful out of modern dance.
“It’s a unique way for people to process our individual lives and everything that’s going on around us,” she said.

A NOTICE OF INTENT TO CURE BY THOSE PARTIES
On or about July 26, 2022 the City of Aurora will submit a request to HUD for the release of HOME funds under the HOME Investment Act , as amended. This undertaking will be for the Elevation Community Land Trust for the acquisition of 12 completed modular homes Emporia Duplex located at Emporia Street and 25th Avenue, Aurora, CO 80010, in which will then be sold to income-qualified households under the community land trust model and will be funded with $640,000 of the City of Aurora’s HOME funding.
The activities proposed have required an Environmental Assessment under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at City of Aurora, Community Development Division, 15151 E. Alameda Pkwy, Aurora, Colorado, and may be examined or copied weekdays 8 A.M to 5 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Alicia Montoya, City of Aurora, Community Development Division, 15151 E. Alameda, Aurora, Colorado, 80012; or amontoya@ auroragov.org. For questions and additional information please contact Alicia Montoya at the above address or call 303739-7900. The City of Aurora certifies to HUD that Alicia Montoya in her capacity as Community Development Division Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the name of grant recipient to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Aurora certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Aurora; (b) the City of Aurora has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Noemi Ghirghi, Acting CPD Region VIII Director, at CPD_ COVID-19OEE-DEN@hud.gov. Potential objectors should contact CPD_COVID19OEE-DEN@hud.gov to verify the actual last day of the objection period.

Can ‘ya smell it? That sweet floral, but somehow, herbal scent that is immediately recognizable after the first time it blesses your senses. The beautiful light purple bundles, a hue so fine the plant got its own color named after it. It can only be Lavender. It should come as no surprise this heavenly scented herb has its own festival. Lucky for all of us, it’s in Littleton at Denver Botanic Gardens Chatfield Farms. At this heady festival, not only will you be able to meander through the grounds and take in the beauty, but there will also be dye demonstrations, local music and performances, local artists and artisans, barrel train rides and a craft area where kids can plant their own flower and decorate the pot to take home with them. It’s certainly a great event for a family day, and the activities will tucker the little ones out, which is something all the parents can likely appreciate.
As instructed, about 50 people stood apart and spread out their arms horizontally. They were to hold their limbs in position while considering a question.
“When I say the term ‘white supremacy characteristics,’ what are some terms that come to mind?” asked Marc Morgan during a breakout session at a therapeutic community trauma session in Aurora.
“Paternalism,” one audience member said. “Perfectionism. Colonialism. Capitalism. Worship of the written word. Redlining. Disease spreading,” others added while their arms remained lifted.
“What’s happening with your arms?” Morgan asked the group after a minute or two had passed. “Aren’t
they tired?”
The discomfort attendees felt while holding up their arms was meant to symbolize the pain experienced by communities of color as they continue to hold themselves up in a society that is built against them, according to Morgan. People shared that their arms were burning and that they were getting tired — exactly Morgan’s point.
The experience was part of a breakout session called “Got It From My Mama; How America was Built to Run on Our Collective Trauma” co-led by Morgan, a program manager of Communities That Care, and Renu Gupta, Sexual Violence Prevention Coordinator, both with the state health department.
Collective trauma is generally re-
garded as the shared emotional or psychological experience of a critical event or crisis.
More than 200 people gathered Wednesday at Stanley Marketplace in Aurora for the first of three “Active Collective Trauma (ACT)” summits. Individuals attended Wednesday’s gathering wearing colorful lanyards adorned with their nametag and a QR code for lunch.
Long, black curtains sectioned off the large space to provide privacy for several separate breakout rooms that focused on identifying collective trauma, mental health and healing.
“The purpose was identifying and addressing what active collective trauma is in a group setting for the first time ever,” said the summit’s co-coordinator Candice Bailey.

“Until we are willing to talk about, address, and really put into the environment the truth, we’re never going to get to where we believe we are,” she said, adding that it will require a lot of courage.
The summit is in Aurora with good reason. The community is struggling with a soaring crime rate and a police department investigated for discrimination issues.
A surge in violence among teens in the city significantly increased last year, believed to be connected to isolation, trauma and other factors stemming from the pandemic. This year, violent crime in Aurora jumped 30 percent from the first quarter of 2021.
Also, the state has charged more than a dozen cops with crimes for on-duty conduct since the “Police Integrity Transparency and Accountability Act,” or SB20-217, was passed in September 2020 after the death of George Floyd in Minneapolis.
Elijah McClain died in 2019 after Aurora police held him in a chokehold that has since been banned. The 23-year-old went into cardiac arrest after medical responders injected him with ketamine. McClain died a few days later. Three officers and two paramedics were recently indicted by a grand jury on charges of manslaughter and negligent homicide in what has been a high-profile case.
Aurora and the Colorado attorney general last year passed a consent decree to resolve use of force and discrimination issues identified in a September 2021 report about the Aurora Police Department and Aurora Fire Rescue.
Wednesday’s trauma discussion was held at Stanley Marketplace intentionally, Bailey said. The building is between Denver’s largest residential neighborhood, Central Park, formerly known as Stapleton, and downtown Aurora. She said while the marketplace’s purpose was originally to bring more jobs, diverse representation is lacking in its employees.
“There’s a clear dividing line, even if you stand outside Stanley Marketplace, and you can look to the right and see the socioeconomic difference between where you are in Aurora, and then look to the left and see the socioeconomic differences in Denver because it literally sits on that border,” Bailey said. “The problem is that Stanley Marketplace is unintentionally welcoming to people who live on the north side, and not to the people who exist in the socioeconomic arena that does not get incorporated into the marketplace. They need to feel welcome.”
In addition to socioeconomic disparities, familial trauma was also addressed at the summit.
Gupta talked about being rejected by her Indian family, career equity struggles, internal pain that led to destructive methods of coping, and her journey of healing through therapy.
She said she decided to work on eradicating her inherited trauma by learning to speak of her feelings and get to the root of her pain.
Morgan and Gupta shared four tools for addressing trauma in any setting: ensuring there is trauma-informed care, having the proper level of treatment and services, being aware and owning your own biases, and having culturally relevant counseling. “Health and safety is treated like a luxury in this country, like it’s a special privilege for you to live your life,” Gupta said. “A public health crisis is when the consequences have the potential to overwhelm a community’s capability to address them. It affects a large number of people, it threatens health over the long term, and it requires formal large-scale system solutions.”
Jonathan McMillan, founder of nonprofit consulting company Be Better Than Average, led a breakout group titled, “Traumatized – The American Black male experience”.
He played a 10-minute video that showed a clip from the 1977 television series “Roots,” and clips of deadly shootings by law enforcement in the U.S. including Tamir Rice, Philando Castile, Eric Garner, George Floyd, Ahmaud Arbery and others. The
video also showed photos of 14-year-old Emmett Till and the aftermath of Dr. Martin Luther King Jr.’s death.
McMillan asked the group how they felt after watching the video. Some said they felt angry. Others felt extreme grief from seeing Black men repeatedly killed.
“Now imagine this is how you wake up feeling every day,” he said. “Physically and emotionally.” He also discussed different types of trauma and asked people to assess their own trauma levels by doing their own Adverse Childhood Experiences test.
Groups were led through breathing exercises to release any built-up emotion or tension after breakout sessions on Wednesday.
The next summit will take place July 27 and will focus on treating collective trauma and becoming resilient, Bailey said. The final session on August 31 will be about taking action and providing suggestions to state legislators from the Colorado Black Caucus.
Police will not be asked to help or participate in the ACT summits, Bailey said.
“The narrative that policing equals safety [is what] has been murdering us,” Bailey said. “It’s been a weapon of genocide against us. We made a conscious, collective decision, that we will not invite anyone into our space that is there to create harm or that is part of a system of oppression.”
Aurora PD’s interim police chief Daniel Oates acknowledged at a gathering earlier this month that the agency is in turmoil following the controversial ousting of former police chief Vanessa Wilson. His top priorities include stabilizing the department, building bridges in the community and ensuring the effective hiring of a new chief in six months.
Participating keynote speakers and panelists included Denver Public Health; the Latino Coalition for Community Leadership; the Colorado Criminal Justice Reform Coalition; Colorado Department of Public Health and Environment; and the Righteous Rage Institute.

The recently completed spring prep sports season in Aurora was highlighted by some outstanding talent in two of the biggest sports, baseball and girls soccer.

The talent ran deep across the city, as 16 players from Aurora programs earned first team honors from their respective leagues, 23 more made the second team and another 11 were honorable mention.
has signed with NCAA powerhouse Oregon State, but he is likely to be a high selection in the July 1719 Major League Baseball Draft, so he may have a big choice to make.
In the outfield, senior Isaac Wachsmann hit a home run in his final prep at-bat for Regis Jesuit and it was his 10th of the season, which led Aurora players. The Xavier University signee and All-Continental League first team selection hit .394 and tied for the fifth-most hits with 39.
On the mound, senior Brooks Gerig was simply outstanding as he tied for the city’s most wins among pitchers with seven, while his 2.05 ERA ranked third in the Continental League and he racked up 44 strikeouts in 44 1/3 innings.
Cherokee Trail — which made it to the cusp of playing for the 5A state championship before losing to Legacy in the semifinals — had a number of key contributors.
The 2022 SentinelColoradoAll-Aurora Baseball Team — chosen by the Sentinelin conjunction with input from city coaches — brings together talent from a variety of programs that experienced a wide range of success in the win-loss column.
BY COURTNEY OAKES Sports EditorRegis Jesuit featured a significant portion of that talent, as coach Matt Darr’s team — which was a preseason championship favorite — qualified for the Class 5A Championship Series before the 23-win squad was eliminated by Aurora’s other qualifier, Cherokee Trail.
The Raiders had the state’s premier talent in senior shortstop Dallas Macias, who turned in a campaign that earned him Gatorade’s Colorado Player of the Year award, the first for a player from an Aurora program in almost a decade.
Macias led city hitters with a .522 average that ranked in the state’s top 10, hit 17 doubles to lead the state in all classifications plus eight home runs and scored 47 runs, which was second in 5A. He
Senior right-hander Tyler Wilcox had a calming influence over the Cougars when he took the mound and the Colorado State-Pueblo signee simply ate up innings. Wilcox finished the season with five wins and three of them came in the 5A postseason, as he helped Cherokee Trail advance with a complete game win in regionals and then defeated Legacy and Broomfield (the eventual state champions) in the Championship Series.
Junior Tommy Munch also stepped up his game in the postseason, but he was a key contributor all season for Cherokee Trail. Munch played a variety of positions (plus absorbed innings on the mound when needed in the playoffs) and led the Centennial League with 32 RBI, tied for the lead on his team with 34 hits and hit .391. Fellow junior Bowen Tabola earned the other all-league first team honor for the Cougars behind the plate, where he was a steady force and also contributed four home runs, 23 RBI and a .314 batting average.
Grandview fell just short of qualifying for the Championship Series as well as it lost by one run in its regional championship game and it had a significant amount of talent on display.
Coach Scott Henry’s Wolves had the co-Player of the Year in the league as well in senior outfielder Reese Chapman, a University of Tennessee signee. Chapman ranked in the top five in the league in multiple offensive categories as his 30 RBI put him second, while he tied for fourth in both run scored and stolen bases (31 and 15, respectively), while his .462 batting average ranked fifth.
Senior infielder Matt Klaess was an offensive tone-setter with his hitting ability and speed. He paced the Centennial League in hits with 41 (which contributed to a .461 batting average), tied for the most runs scored with 34 and matched Chapman with 15 stolen bases. Senior Bradley Marshall earned the All-Centennial League first team slot as designated hitter (and fills the same for the All-Aurora team) for good reason. He hit .424 with 36 hits (the fourth-most in the Centennial League, which included 12 doubles) and 29 RBI that tied him for third.
Additionally, the Centennial League’s most effective pitcher was Grandview senior Aiden Biaggi, who led the league in wins (7) and innings pitched (59 1/3), while also struck out 71 hitters (3rd most in the league) to go with a outstanding 2.95 ERA.
Eaglecrest had a very competitive season and was led by shortstop Jackson Bryant, an All-Centennial League first team performer. Bryant tied for the league’s highest batting average at .494, while his 39 hits tied him for second and he tied for third with six home runs. He ranked fifth in the league with 27 RBI and stole 10 bases to boot.
One of the city’s most versatile contributors was Rangeview senior Yahir Estrada, who played at a level that earned him a share of Player of the Year honors in the EMAC. Estrada posted a .459 batting average and nearly half of his 28 hits were for extra bases, while he also pitched 35 innings and struck out 59 hitters in the span.
As usual, Aurora had an outstanding amount of talent on the soccer pitch, as 20 players made the first team in their respective leagues, while 22 more were on the second team and several others on honorable mention lists.
The 2022 Sentinel Colorado All-Aurora Girls Soccer Team — as selected by the Sentinelwith input from local coaches — has significant representation from Grandview, which capped a memorable season with the program’s sixth alltime state championship.
Coach Brian Wood’s Wolves were remarkable on the defensive end, as they allowed only five goals in 20 games and no more than one in any game.
A big part of Grandview’s stinginess stemmed from senior goalkeeper Jordan Nytes, who was chosen as the Gatorade Player of the Year for Colorado, only the second time a player from an Aurora program had earned that distinction since the award was introduced in 1985-86. Nytes — who has signed with Oklahoma State — gave up five goals in the shortened 2021 season and allowed the same total in double the games as as senior for a 0.286 goals against average. She made 75 saves.
Grandview’s defense had plenty to do with helping Nytes keep a large number of clean sheets and not allow more than one goal in any game. Seniors Taylor Gentry and Payton Whitney — who have signed with Division I Gonzaga and Army, respectively — were part of a deep group in the back that worked exceptionally well together and frus-
trated many a potent offense. Gentry (who started since her freshman year) and Whitney were key leaders as well on a veteran team.
As remarkable as Grandview was defensively, so was Naomi Clark on the offensive end. The junior striker had one of the most legendary offensive seasons for a local player ever, as she came through time and time again when her team needed her. Clark used a blend of speed, deft footwork and poise to score 20 goals — which included three in the second half of Grandview’s 5A state championship game victory over Broomfield at Dick’s Sporting Goods Park — a total that included eight that stood up as game-winners.
Grandview knocked off top-seeded Valor Christian in the semifinals, but Regis Jesuit nearly took down the Eagles earlier in the postseason. Coach Will Cropper’s
Raiders played Valor Christian to a tie through two halves and two overtimes, only to lose on penalty kicks.
Regis Jesuit had a goal-scoring force up top in senior forward Anna Lantz, who racked up 13 goals to finish second in the Continental League in that category. She also added three assists for a total of 29 points, which ranked second in the league. The Raiders had a playmaker in the midfield as well in sophomore Adeleine Walick, who racked up eight goals and eight assists on her way to all-league first team accolades. Walick tallied at least a goal or an assist in 10 of Regis Jesuit’s 17 games.
On the back end, Regis Jesuit had an outstanding defender in Kate Dunne, who has signed with Oklahoma State as Nytes did. The All-Continental League first team selections often shut down her

side of the field and also contributed two goals, while she also took a number of the team’s free kicks.
Eaglecrest had a much more competitive season with the help of some multi-sport standouts, including senior midfielder Haley Esser, who excelled on the pitch right after finishing up the basketball season in the winter. Esser — who was also a state championship-winning sprinter and relay member on the school’s track team during the spring — scored six goals, registered five assists and gave the Raptors a physical presence in the middle of the field.
Cherokee Trail had a fearless striker in junior Torie Turner, which finished second to Clark among Aurora players with 16 goals. Turner — another multi-sport standout who also ran on several relays with the Cherokee Trail track team — had five multiple-goal games and scored the Cougars’ lone goal in a 2-1 postseason loss to Legend.
A very competitive Vista PEAK team had a clear leader in senior midfielder Ashlynn Stewart, who led all EMAC players in points (39) and goals (15), while her nine assists also put her in a tie for the league lead in that category.
The Colorado Avalanche won the Stanley Cup championship — the team’s first NHL title in 21 years — and fans from Aurora and all over the metro area flocked to Downtown Denver June 29 to celebrate. A parade of firetrucks with players and coaches from the Avalanche as well as Denver East High School, the Colorado Mammoth lacrosse team and University of Denver hockey team — all of which also won championships — led to the Denver City & County Building, where an estimated half-million people gathered. She noted many tribal communities face underlying health challenges, including “inadequate access to healthcare, education, affordable and sufficient housing, and economic opportunity, all of which are treaty rights and trust obligations that the United States, in its own analysis, has failed to uphold.”
As troubling as these data are, though, it’s important to tell the whole story,” one of resilience, resistance and survival, said Sarche, a member of the Lac Courte Oreilles Band of the Ojibwe tribe.
American Indian and Alaska Native communities “instituted some of the most successful vaccine campaigns,” she said. “They marshaled enormous resources to protect their communities, and the most vulnerable among them — including elders,” bearers of native language and culture for younger generations.
Cervantes also stressed the resilience of Hispanic communities during the pandemic and spotlighted changes that could help down the road.
She said countries with similar wealth as the U.S. provide more comprehensive social services and guarantee health care. She thinks a recent push to cover all Coloradans and make healthcare more affordable could help.
“Colorado, I feel like, is creating change to make it so that access to
healthcare coverage depends less on immigration status and socioeconomic status,” she said.
The overall life expectancy among Colorado residents was 78.4 years in 2020 (81.0 years for females, 76.0 years for males) and 78.0 years in 2021 (80.9 years for females and 75.2 years for males), according to the Colorado Department of Public Health and Environment. That’s based on final death certificate data for 2020 and 2021, and improved population estimates for both years.
COVID-19 remained the third leading cause of death among Colorado residents in 2021, as it was in 2020, the health department found. Among non-Hispanic Black/African Americans, Asians, and whites, COVID-19 was the third leading cause of death.
Unintentional injuries, which include all accidental drug overdoses, motor vehicle accidents, and falls, remained the fourth leading cause of death among Colorado residents in 2021, while suicide remained the eighth leading cause, and homicide moved from 17th to 16th leading cause. Chronic diseases continue to make up the remainder of the leading causes of death.
“The biggest driver of the increases in drug overdose deaths in the past few years has indeed been fentanyl,” said Kirk Bol, the state’s Vital Statistics Program manager. Fentanyl is a powerful synthetic opioid similar to morphine but 50 to 100 times more potent. It’s increasingly being found in other drugs laced with fentanyl, causing users to
overdose accidentally.
In 2017, the state recorded 81 fentanyl deaths. In 2021, the number rose to 912, half of all overdose deaths. Bol called it a “shocking increase.”
In 2021, there were 1,881 total drug overdose deaths among Colorado residents — an increase compared to the 1,477 deaths recorded in 2020. The highest increase involved fentanyl, which soared from 540 in 2020 to 912. Increases were also observed in overdose deaths involving methamphetamine and cocaine, while small declines were seen in overdose deaths involving heroin.

Man shot, killed in shopping center parking lot
An unidentified man was shot and killed early July 3 while in a strip mall parking lot in east-central Aurora, according to police.
Police were called to the King Soopers strip mall at 15064 E. Mississippi Ave. at about 1:45 a.m. after reports of a shooting in the parking lot there.

After an initial investigation, police said the shooting suspect left the scene in a light-colored, fourdoor pickup truck, either a GMC or Chevrolet.
“There is no other suspect information at this time, and no arrests have been made,” Longshore said.
The identify of the slain man will be released later by coroner officials.
Police said anyone with information can call Metro Denver Crime Stoppers at 720-913-7867. Tipsters can remain anonymous and still be eligible for a reward of up to $2,000, police said.
— SENTINEL STAFFA young, unidentified girl found injured about 3:45 a.m. on July 2 in the middle of Chambers Road in central Aurora was united with her family after police asked the public to help find her parents.
Police posted a picture of a small, brown-haired girl, in a hospital setting who had visibly been injured, asking if anyone knew who she was.
The girl, whose age was not released, apparently had wandered out of her home while her family slept, police said.
“Do you recognize this little girl?” police urgently asked in a tweet at about 4 a.m. “This little girl was found in the middle of Chambers
Road near (East Ohio Avenue). It is believed that she might have been struck by a car, suffering minor injuries. We need to locate her parents. Please call 911 if you know who they are.”
Later on Saturday, police said the parents were identified and contacted.
“The parents were contacted by someone who saw the picture on the news,” Agent Matthew Longshore said in a statement. “They are now all reunited. Appears the little girl was able to leave the house while everyone was sleeping. We don’t expect any charges will be filed.”
Police did not provide details on the extent of the girl’s injuries, but said it was not a case of hit and run.
“This is an example of why it’s extremely important to lock our doors and even install locks out of the reach of curious toddlers,” Longshore said.

Central Aurora man shot in car
Few details were released after Aurora police said an unidentified man was shot while inside his car June 28 in east central Aurora.
Police said officers responded to reports of the shooting at about 8 p.m.
“One man shot in his car,” police said on social media. “He has serious injuries and was transported to the hospital.”
Police said investigators are trying to determine what led to the shooting.
