Decades later, still trying to solve the mystery of the Broncoverse

In the exquisite heat of a late July day, the news caught me off guard today.
Broncos legend John Elway was recalling to podcast listeners his worst moment not as the quarterback that won championship games, but as the team leader who lost them.
Elway said not choosing quarterback Josh Allen during the 2018 NFL draft was his most egregious error while general manager of the Denver Broncos.
The comment was far too inside football for me to get, but it immediately hit me that football season is nearly upon us. It all begins again and, after all these very many years, one of the greatest mysteries — to me — of all time still goes unsolved.
Perhaps you can solve the Broncos mystery for those of us who think orange and blue are odd colors to rally behind.
I can’t figure it out. And it’s not like I haven’t tried. In the third grade, I stayed up for nearly three days trying to understand why the balloon “ship” from my Johnny Astro toy didn’t blow away from the fan-controller I pointed at it as I flew the thing around my living room.
If you’re a child of the ‘60s and don’t recall what was arguably the greatest toy for boys ever created, you probably remember the vacuum cleaner displays at Montgomery Wards and Sears that involved a beach ball “bouncing” in the air almost like magic. The Johnny Astro Full Spacecraft Control worked on the same principle. A controller swiveled the fan, and a speed stick adjusted velocity. It took practice and a lot of years off the family schnauzer to float-fly the “Luna 3” space vehicle all over the house. I got mine on Christmas Day, and by nightfall, I had practically worn the thing out.
But I was fascinated with how it worked. I stayed up almost all night digging through my set of Richard’s Topical Encyclopedias, determined to unlock the secret physics behind the thing. No luck. This was so long ago, the only Internet back then was just a brand of hairspray.
Christmas fell on a weekend that year.
So I foraged through books in my friends’ homes, looking for clues. No luck. I had to wait until Monday to beg someone to take me to the library, which was a long ways from home. It turned out that the physics behind the phenomenon was Bernoulli’s Principle, credited to a guy who figured out more than 200 years ago that air rushing around an object exerted less pressure than the non-moving air around it. It’s not as
complicated as it sounds.
What I really learned was that you could figure out anything if you stayed with it and had access to a good librarian.
I dragged you through this so you could understand I don’t give up easily when it comes to figuring out perplexing issues. But I have to admit, I’m stumped when it comes to Broncos mania.
Oh, I get that for those who love football, the home team is so much the home team. And when the home team does well, well that’s just so exciting.
But people paint their bodies and dogs orange. The orange flags are already fluttering on top of cars. The pitch is becoming shrill.
I’ve asked Siri and some good friends who are shrinks and sociologists. No luck. Everyone has an opinion, but no one has an answer as to why football is so compelling, and why so many are on the verge of taking one for the team, maybe two or three.
As to the game, it’s a grueling, spasmodic saga that is mostly enjoyed before and after the actual contest. So much of football has to do more with talking about statistics, previous games and future predictions than it does playing those four, long quarters.
It’s about commercials and sighing between fitful starts and turnovers.
I don’t dislike it in the way that I dislike watching curling or golf, but I don’t understand the obsession.
Moreover, I don’t understand what would provoke a fan of anything to dye their hair orange or wear a barrel. It is, as any Vulcan would note, illogical. Is it the thin metro air? Too much sun? Something in the water? A lack of better sporting options? What?
So I’ve been after an answer for almost 60 years, since a guy named Steve Tensi drew cheers and jeers at Bears Stadium. As the stars and controversies came and went, the Broncos obsessions has never wavered. It’s as if the world will run out of orange food coloring before Aug. 11.
I won’t be watching the game. I learned long ago that Super Bowl Sunday means empty ski resorts, shopping malls and movie theaters.
Instead, I’ll be watching you for that long overlooked clue, unless you want to offer that up today.

Enough rhetoric, Trump and Harris owe voters details
While both sides of the American political schism seem to be enjoying a rejuvenated political boxing match between the nation’s two presidential candidates, it’s critical that voters wrangle actual policy details from Donald Trump and Kamala Harris.
In past elections, and so far in this presidential race, Trump has focused almost solely on a campaign of baseless threats and rhetoric.
Kamala Harris has been in the shadow of the Biden Administration and needs to set the record straight on how a Harris Administration would differ from the one she works for now.
One place the two candidates differ greatly on has already been made clear, abortion rights.
American women are already being punished for Trump’s first term as president, having set the path for the Supreme Court ending national abortion right protections. But Trump has made crystal clear he would continue to undermine women’s right to healthcare and to ensure control of their own bodies. Harris, a longstanding champion of abortion rights, would be a veto safeguard against any congressional attempt to further drag American women back to a dismal past.
Unclear to voters, however, is how both candidates would handle the nation’s chronic immigration crisis.
Trump has said he would continue to try and build a wall or fence, which has repeatedly, and already, proven useless.
While the pandemic somewhat slowed immigration into the United States, history is clear that without meaningful reform, the U.S. can expect a steady flow of immigrants finding their way into the United States. And with no coherent and effective immigration policy to truly limit and accommodate that, it would continue.
Both Trump and Harris must define in detail, not political rhetoric, how they would handle immigration at and far inside the border, with a cooperative congress or an adversarial one.
Ideally, Congress and the White House should work together to finally solve this problem, of which uncontrolled immigration is but a symptom: jobs. Endless U.S. industries and businesses depend on the cheap and plentiful labor that immigrants provide. Until that issue is addressed, nothing will change.
For decades, the problem of illegal immigration has been primarily about jobs, and Trump’s previous forays into the morass ignored that.
• There are an estimated 11 million illegal immigrants in the United States, and their stories and circumstances are astoundingly varied. Officials estimate greater Aurora-Denver is home to about 130,000 undocumented immigrants.
• Many of these immigrants are settled and integrated into our communities. They have jobs. They own cars and homes. They make more than $60 billion a year from U.S. businesses. They have children in schools. They spend money in the community.
• Business groups and more than a few industries haven’t been shy in making it clear that these immigrants are critical to their operations. If they leave, who will fill their jobs? Many metro businesses can’t find employees even with illegal immigrants filling the work force. Removing these people from the workforce would be disastrous to the U.S. economy.
• Deporting illegal immigrants is far from a simple matter. Many families consist of citizens and non-citizens, many with varying degrees of legality. If the father of a family of six is deported, why force his American wife and perhaps three-of-six documented children to live here in anguished poverty and on the government dole, if they don’t leave the country with him? Tearing apart families will only lead to tragedy and increased government expense.
• The cost of rounding up, collecting from jails, housing, processing and deporting millions of immigrants would be astronomical. Even proponents admit that. The federal government has tried valiantly to boost its border control and ICE force before, only to find out how difficult, ineffective and expensive it is.
The nation needs a system that heavily penalizes businesses that employee undocumented workers. It must be a system that allows immigrants to work here legally without having to be citizens. It must be a program that allows a path to citizenship for those who play by rules that make sense.
The answer isn’t deportment, it’s legal employment.
The only answer is comprehensive immigration reform that continues America’s lauded policy of open arms. It’s a policy that made it possible for almost everyone in the country to call it home, other than the Native Americans who lived here before anyone else.
As the presidential election moves forward, both candidates need to tell voters how they’ll work with, or around, this set of facts.


Kamala ‘veepstakes’ is overrated
It’s time for the Veepstakes, a cherished American pastime. But at the risk of ruining our current fun – who’s gonna partner up with Kamala Harris? – it’s my sad obligation to point out that rarely, if ever, does the choice of a running mate make a big difference in the balloting.
Granted, it’s possible that the neophyte laughingstock JD Vance could weigh like an anchor on his fascist partner and help drag him down to defeat. But even bad picks don’t necessarily doom a national ticket. Witness deer-inthe-headlights lightweight Dan Quayle, who, despite his dearth of presidential creds, didn’t stop George H. W. Bush from winning big in 1988; in fact, that was the most decisive Republican victory – popular vote plus Electoral College – in the last 36 years.
There’s much chatter right now about tapping a running mate who can “deliver a key state,” notably someone like Pennsylvania’s Josh Shapiro. But recent history is replete with picks that didn’t work out. In 2012, Mitt Romney chose Paul Ryan in the hopes that Ryan could deliver swing state Wisconsin. Didn’t happen. In 2004, John Kerry chose John Edwards (pre-sex scandal) in the hopes that Edwards could deliver North Carolina. Didn’t happen. In 1992, Bill Clinton chose Al Gore mostly to reinforce the theme of “generational change” (two Baby Boomers on the same ticket) but also because he hoped that Gore could deliver his native Tennessee. Didn’t happen.
Indeed, two political scientists, Kyle Kopko and Christopher Devine, have long studied the “delivery” scenario and concluded: “The vice presidential home-state advantage is, essentially, zero.” Which helps to explain why various successful presidential candidates have ignored that scenario entirely. In 1968, Richard Nixon picked a stiff named Spiro Agnew, from minimally important Maryland, and won the election anyway (while losing Maryland). In 2000, George W. Bush teamed up with Dick Cheney of Wyoming – a red state with minimal electoral votes. In 2008, Barack Obama chose Joe Biden of Delaware – a blue state with minimal electoral votes. Presidential candidates who advertise “ideo-
logical balance” don’t necessarily impress the voters, either. In 1996, Bob Dole was viewed by many conservative Republicans as too wishywashy, too pragmatically moderate for their tastes. So he balanced the ticket with hard-core conservative Jack Kemp…and got waxed in the November election. In 1988, Mike Dukakis was widely viewed as a Boston lefty, so he balanced his ticket with moderate Senate fixture Lloyd Bentsen of Texas…and got waxed by BushQuayle in November.
Nor is there any guarantee that a veep nominee who’s entrusted with delivering a key constituency will succeed in that endeavor. Democrats were stoked in 1984 when they chose Geraldine Ferraro, the first-ever female veep nominee, because they thought she’d galvanize women voters en masse. She and the guy she ran with, Walter Mondale, wound up losing 49 states. And nearly a quarter century later, John McCain thought Sarah Palin could help deliver women voters. I’m still laughing about that one. So it likely won’t make much difference whether Harris plucks Shapiro or Arizona Sen. Mark Kelly or Minnesota Gov. Tim Walz or Kentucky Gov. Andy Beshear or Transportation Secretary Pete Buttigieg, because, post-Veepstakes, it’s the presidential candidates who dominate the news. This election will turn on whether Harris can leverage the Biden administration’s policy achievements to her advantage, and successfully prosecute the case against the convicted felon and his weirdo sidekick. Any of Harris’ white guys will nicely fill the bill and echo her message.
But governing is ultimately what matters most. “Balance” and “deliver” issues aside, her pick should be the person best suited to ascend in an emergency. That’s a great way to highlight the wisdom chasm that separates Harris and Trump. She’ll choose a bona fide grown up, while he chose a callow child.
Perhaps that will be the takeaway message from the 2024 Veepstakes.

State commission weighs plan to frack near former Lowry Landfill on first day of hearing

State regulators heard from an oil and gas producer looking to drill new wells east of Aurora on July 30 as well as area residents concerned about the project’s proximity to the Aurora Reservoir and the contaminated site of the former Lowry Landfill.
Members of the Colorado Energy and Carbon Management Commission didn’t make a decision on the plan this week — a vote is expected Aug. 2, when the hearing is scheduled to resume — but listened to hours of testimony revolving around whether Civitas Resources has done enough to protect residents and the environment.
The Lowry Ranch Comprehensive Area Plan submitted by Civitas would facilitate the development of as many as 166 wells across 10 new or expanded well sites.
“The Lowry Ranch CAP is evidence of Civitas’ intention to develop this area in the proper and most protective manner,” said an attorney for the company, Jamie Jost, who also said Civitas “fully recognizes and accepts the obligations to the communities that accompany its license to operate.”
Wells would extend horizontally beneath about 50 square miles of land controlled by the Colorado State Land Board, and Civitas would extract oil and gas using the technique of hydraulic fracturing, also known as fracking, which uses high-pressure jets of water, sand and chemicals to break apart rocks containing fossil fuels deep underground.
In the case of the Lowry Ranch project, the rock to be fracked is located more than a mile below the surface.
However, the project has generated pushback from nearby Aurora residents concerned about the process polluting reservoir water and interfering with efforts to contain the groundwater and soil tainted by toxic waste
that was dumped decades ago at Lowry.
Save The Aurora Reservoir, an advocacy group representing some of the residents opposed to the project, accused the oil and gas producer of taking only superficial steps to protect the environment while presenting to commissioners on July 30.
“Mostly what we ask you, the commissioners, to consider throughout this hearing is whether this CAP actually protects public health, safety, welfare, the environment and wildlife,” said attorney Michael Foote, representing the group. “It clearly doesn’t.”
Jost and others described how Civitas has changed the proposed layout of its operations to respond to concerns about sites being close to the reservoir and other sensitive areas, and also how it has agreed not to drill beneath the Lowry Landfill.
Individuals involved in the project also spoke about efforts to mitigate noise and plans to monitor the area around the wells for pollutants and impacts on wildlife, and stressed that well pads were thousands of feet from homes and complied with legal guidelines.
Jost and Christel Koranda of the state land board also pointed out that funds raised by the land board’s lease to Civitas would benefit schools, including those in Arapahoe County, with Jost calling the property a “prime location” for that reason.
Foote countered by saying the information supplied by Civitas pertaining to the environmental impacts of the project was not trustworthy and that it was impossible to verify some of the data, including data on the seismic activity that could result from fracking.
He also said the company was not specific enough when describing how it will test groundwater and manage truck traffic, and he urged the commission to reject or at least stay the plan.
“The commission’s mission is to protect public health,
safety, welfare, the environment and wildlife, and this CAP application just doesn’t do that,” Foote said.
The hearing lasted all day Tuesday, with commissioners hearing opening statements from Jost and Foote as well the testimony of industry professionals who were called on by Civitas to explain how the company has updated its plans over time to incorporate the feedback of neighbors and other government entities. Foote and commissioners also had the opportunity to question Civitas’ witnesses.
On Aug. 2, starting at 9 a.m., Save the Aurora Reservoir will present to the commission and call its own experts to testify, followed by questions, closing statements and deliberation by the commission.
Also this week, commissioners voted 3-1 to not hear a presentation from Maverick Mineral Partners, another oil and gas operator that raised concerns about the Lowry Ranch drilling impacting its ability to use its own mineral rights in the area.
Area residents previously spoke out against the project during multiple public hearings held prior to July 30.
The pushback also prompted U.S. Rep. Jason Crow to pen a July 15 letter to the Environmental Protection Agency in which he asked how the Civitas project might impact the containment of polluted water and soil beneath the Lowry Landfill and what a “scientifically-based” buffer zone around the site would look like.
The cleanup of the former landfill site has been facilitated in part by the agency’s “Superfund” program.
KC Becker — administrator of the EPA’s Region 8 — which includes Colorado, responded to Crow’s letter on Tuesday, writing that the agency wasn’t aware of comparable fracking proposals near Superfund sites and that it had pushed Civitas not to develop under the landfill.
However, Becker said the agency was “confident that contamination at the site is contained and that the remedy remains protective of human health and the environment.”

Laundry room fire at Gaylord Rockies forces ‘brief’ evacuation of hotel and convention center
No injuries were reported after a fire in a laundry room of the Gaylord Rockies Resort and Convention Center in Aurora forced hotel guests to evacuate July 29.
No injuries were reported.
Aurora firefighters received the report about the fire at about 4:30 p.m. and arrived to find smoke rising from the north side of the property and a fire in the risers of a laundry room on the first floor of the convention center.
An Aurora Fire Rescue news release said the fire started in a laundry vent and emitted smoke that entered the first and second floors of the center. Firefighters brought the blaze under control by 5:15 p.m.
In total, seven fire engines and four ladder trucks from Aurora responded to the fire, along with a ladder truck from the South Adams County Fire Department.
The release said all people present in the convention center were evacuated, and hotel guests were evacuated “briefly.” The property had fully reopened by Monday evening.

Aurora Rep. Crow tabbed ranking Dem for House probe into Trump assassination attempt
A Pennsylvania congressman who witnessed the assassination attempt against former President Donald Trump firsthand will lead a House task force charged with investigating what went wrong and recommending solutions to help ensure such an attack doesn’t happen again.
Rep. Jason Crow, D-Aurora, will serve as the lead Democratic member of the committee.
“Political violence has no place in our democracy. Period,” Crow said in a statement. “We must be united in the belief as Americans, not as Republicans or Democrats, that political disagreement is settled through rigorous discourse, not violence.”
Republican Rep. Mike Kelly represents the city of Butler, where the July 13 attack occurred. He attended Trump’s campaign rally and sponsored the legislation to create the task force, saying his community was grieving and that “the people of Butler and the people of the United States deserve answers.”
Speaker Mike Johnson, R-La., and Democratic leader Hakeem Jeffries of New York jointly announced on Monday that 13 lawmakers had been appointed to the task force. It will be comprised of seven Republicans and six Democrats and will issue a final report before Dec. 13. To conduct its investigation, the House approved a resolution giving
the panel the authority to issue subpoenas.
“We have the utmost confidence in Ranking Member Rep. Jason Crow and this bipartisan group of steady, qualified and capable Members of Congress to move quickly to find the facts, ensure accountability and help make certain such failures never happen again,” Speaker Johnson and Leader Jeffries said in a joint statement released to the Sentinel.
Many of the lawmakers have a background in law enforcement, legal affairs or the military. The panel will assume control and jurisdiction over all pending House committee investigations about the Trump assassination attempt, streamlining the work.
Crow is a lawyer and decorated former Army Ranger having served in both Iraq and Afghanistan.
Besides Crow, other Democratic members are Rep. Lou Correa of California, who sits on the subcommittee that recently visited the site of the assassination attempt; Rep. Madeleine Dean of Pennsylvania, who served in that state’s House of Representatives for more than six years before coming to Congress; Rep. Chrissy Houlahan of Pennsylvania, a veteran of the U.S. Air Force; Rep. Glenn Ivey of Maryland, a former assistant U.S. attorney and state’s attorney for Prince George’s County; and Rep. Jared Moskowitz of Florida, the former director of emergency management in that state.

Aurora Public Schools is set to hold its 16th Annual Back to School Kickoff, a community celebration that brings together the city’s diverse cultures to mark the beginning of the new school year — and get free stuff.
The event, slated for 10 a.m. –12:30 p.m. Aug. 3, at the Town Center at Aurora mall.
School officials say the kickoff event is a mix of community engagement and celebration, throughout the shopping center.
APS students and their families will have the opportunity to meet their school principals and collect one of the 6,000 free backpacks filled with school supplies, provided exclusively for APS students.
A festival featuring free food and entertainment is scheduled for outside the mall. college leaders say Biden ‘HSI’ order will map out Hispanic education goals
Several Colorado colleges with significant Hispanic student populations are hopeful that a Biden administration order will focus attention on how they can better serve their Hispanic students.
Last week, the administration announced an executive order to expand educational opportunities for Latinos nationwide. The order includes creating a board of advisors to study how Hispanic-Serving Institutions can better meet the needs of their students.
Schools qualify for the HSI designation if at least 25% of their student body is Hispanic.
Nationally, Hispanic students account for about 20% of all college and university students. HSIs enroll about two-thirds of all Hispanic students, despite HSIs comprising only a fifth of colleges and universities nationwide, according to the Hispanic Association of Colleges and Universities.
The order doesn’t promise more
financial resources or immediate action for colleges. But in the long term, the board could help schools discover new methods to support their students in completing college and strengthen the case for increased funding for HSIs.
Larry Pakowski, Aims Community College vice president of student engagement, inclusion, and success, stated that the announcement could lead to more resources for students who are among the least likely to attend college. Aims’ student body is nearly 40% Hispanic, Pakowski said.
“The population is finally being seen, and it continues to grow,” Pakowski said of the announcement. “The more that the federal government can show up, I think that then opens doors to research and opportunities for students.”
Along with Aims, Colorado has 12 other institutions that qualify as HSIs, including the Community College of Aurora, Metropolitan State University of Denver, Adams State University, and Colorado Mountain College.
The advisory board will delve into work that includes:
• Increasing awareness to HSI leaders about federal programs — such as grants to educate students — available to them.
• Identifying strategies to assist students and support their economic mobility.
• Improving the courses and programs the schools offer, especially in science, technology, engineering, math, and teaching.
• Helping institutions remain financially secure.
The announcement also included expanding federal TRIO services at colleges for Deferred Action for Childhood Arrivals Students. The program provides outreach and services to students with disabilities, come from low-income backgrounds, or who are the first to go to college in their family.
The HSI designation was first created in 1992 to honor colleges and universities educating the vast majority of Hispanic students across the country. Similar to the historically Black colleges and universities designation, it recognizes schools for their dedication to the mission of serving a specific community.
The federal government has

said schools that serve a high rate of Latino and Black students are underfunded. HSIs specifically face severe infrastructure needs and insufficient state funding, according to a federal report
There are 356 HSIs nationwide, and they compete for a pot of federal grants. The national Hispanic colleges and universities association says HSIs also only receive 74 cents for every federal dollar going to all other colleges and universities annually per student. That’s because HSIs haven’t been prioritized in federal funding, according to HACU.
The announcement could help make the case for lawmakers to increase funding. It might also help schools innovate in new ways, said Yesenia Silva Estrada, Colorado Mountain College executive director of strategic initiatives. She’s especially excited about the possibility of sharing information with other colleges to help students succeed.
“We do hope that this initiative helps inform what are the best practices to help students succeed and thrive when they’re attending a Hispanic-Serving Institution,” she said.
National advocacy organizations also believe the commission could be beneficial to the growing Latino student population. UnidosUS, a Latino civil rights and advocacy group, called the announcement “critical investments in HSIs aligned with UnidosUS’s goal of doubling the number of Latino college graduates by 2040.”
Adams State University President David Tandberg said that Hispanic-Serving Institutions tend to be smaller regional colleges and universities, sometimes located in rural areas. He said the announcement ensures these students and schools are not overlooked and called it a good step forward.
Hispanic students make up about 40% of Adams State’s enrollment. The San Luis Valley also has one of the highest concentrations of Latino residents in Colorado, and additional funding would enhance the school’s ability to meet community needs, he said.
“We’re eager to learn how we can do a better job,” Tandberg said, “and have general greater support in our mission as an HSI.”

Police have made four arrests in connection with a shooting early July 28 at a northwest Aurora apartment complex, accusing one suspect of attempted murder.
Police were called at about 4:30 a.m. to an apartment complex at 1568 Nome St. after reports of gunfire there.
“When they arrived, they found two adult males suffering from gunshot wounds,” Aurora police spokesperson Sydney Edwards said in a statement. “One of the male’s injuries is life-threatening and the
other is serious.”
Another man at the scene was found suffering from a broken ankle.
On July 29, police said Jhonnarty DeJesus Pacheco, 24, of Aurora, was arrested and faces charges of attempted first-degree murder, first-degree assault, illegal discharge of a firearm and reckless endangerment.
Nixon Jose Azuaje-Perez, 19, and Dixon J. Azuaje-Perez, 20, both of Aurora, both face charges of tampering with physical evidence.
Jhonardy Pacheco-Chirino, 22, also of Aurora, was also arrested. Police said charges are pending against Pacheco-Chirino.
Police continue to investigate the shooting.
Police said anyone with information can call Metro Denver Crime Stoppers at 720-913-7867. Tipsters can remain anonymous and still be eligible for a reward of up to $2,000, police said.
2 juveniles injured when gunfire breaks out an Aurora house party, police say
Two juvenile males were shot and wounded early July 27 when gunfire broke out at a house party that had moved into a street in central Aurora, according to police.
Officers were called to a home in the 800 block of South Naples Way just after midnight to investigate reports of a shooting.
“Reports show there was a large gathering of people that moved to the street, where an argument broke out,” police spokesperson Sydney Edwards said in a statement. “It escalated and there was an exchange of gunfire.”
Police said a teenage boy was seriously injured by gunfire and taken to a nearby hospital.
A short time later, another juvenile male arrived at the hospital, also suffering from a serious gunshot injury obtained at the party, police said.
“Officers found a juvenile male on scene carrying a weapon and he was arrested,” Edwards said. “This juveniles’ involvement is unknown at this time.”
More Colorado children will get state-funded full-day preschool this year
State officials say more than 11,000 Colorado children will get free full-day classes through the state’s universal preschool program this year, more than double the number last year.
The increase means progress toward one of the state’s original goals for the preschool-for-all program: extra hours for 4-year-olds with the greatest needs, like those from low-income families, as well as kids who are learning English, have special education plans, are homeless, or in the foster care system.
It’s a significant contrast from last summer, when the state backpedaled on plans to cover full-day
preschool for every child with one of those five risk factors. So many families applied for half-day seats in the new program that Colorado didn’t have the money to fund as many full-day seats as it had hoped. State officials notified thousands of families that were expecting to get free full-day preschool about the pullback just weeks before the start of school. That left many parents in the lurch and angered preschool providers.
Several school districts stepped up to cover the full-day preschool costs themselves last year, but expressed frustration about the budget hit. Some districts cited the state’s last minute decision to limit full-day preschool in a wide-ranging lawsuit over universal preschool alleging broken funding promises, among other things. (A Denver district court judge dismissed the case in early July.)
Not every 4-year-old with one or more risk factors will qualify for free full-day preschool this year. But at least 6,000 more will qualify compared with last year, and that number could rise as more families apply for universal preschool in the coming weeks.
Dawn Odean, director of the universal preschool program, said the increase shows progress toward the state’s goal of serving students equitably: “We’re really excited.”
Two factors helped pave the way for more children to qualify for fullday preschool this year.
First, the state has more money for it. That’s because voters approved about $24 million in additional preschool funding in November.
Also, state officials rewrote some of the program’s rules last fall to more carefully target the children from the lowest-income families for full-day preschool.
Colorado’s universal preschool proved popular immediately, serving about 39,000 4-year-olds in its inaugural year — about 62% of that age group in the state. Most received 10 to 15 hours a week of tuition-free preschool, but some received 30 hours a week, which the state considers full-day preschool.
When state leaders were rushing to plan the program in the year before its launch, they decided to offer full-day preschool to children with certain risk factors. The idea was to provide more learning time to children facing extra challenges.
But one risk factor captured a particularly large group of kids: the low-income category. That category covered children in families with household incomes up to 270% of the federal poverty line, or about $84,200 in annual income for a family of four.
Last July, as the program was about to begin, 15,000 children with at least one of the five risk factors had joined. But there was only enough funding to serve a fraction of that number with full-day classes. The shortfall triggered a provision requiring students to have both the low-income risk factor and a second risk factor in order to get full-day preschool.
Initially, only 3,700 students qualified for full-day classes, though that number grew to 4,800 by the end of the school year, according to officials at the Colorado Department of Early Childhood, which runs the universal preschool program. Many of the children who lost out on full-day preschool were from low-income households but did not have a second risk factor.
“We heard from many families and many providers … that we were missing our most vulnerable, or specifically those families living in poverty,” Odean said.
For year two, which starts in August for most preschools, state officials decided to add a sixth risk factor to ensure that children from the lowest-income families were not passed over for full-day preschool. This “poverty” risk factor captures children whose families have household incomes up to the federal poverty line, which this year is $32,100 for a family of four.
Because such families are also covered by the “low-income” category, they have the two factors needed to receive full-day preschool.
So far this year, the majority of students eligible for full-day preschool — 63% — have the poverty risk factor. The rest are in the higher-earning tier of the “low-income” category and have one or more additional risk factors.

Criticism of Venezuelan President Nicolás Maduro mounted July 30, a day after electoral authorities declared him the winner in a presidential election that the opposition claims to have won by a landslide.

supporters gathered Tuesday outside the United Nations’ offices in the capital, Caracas, to mark what they say was an electoral victory by opposition candidate Edmundo González. Maduro’s allies meanwhile appeared on national television to accuse opposition leaders of being fascists.
Colorado Gov. Jared Polis joined in the fray. The metro area is home to tens of thousands of Venezuelan immigrants.
“I continue monitoring the situation in Venezuela very closely,” Polis said in a statement Tuesday. “Maduro is a dictator who has trampled on the rights and freedoms of the Venezuelan people, and it appears that he continues doing so through this election.”
Polis agreed with opposition leaders who say that not only does evidence reveal Maduro did not win, but that he lost big.
“With 73% of the final votes counted in Venezuela, there is now undeniable evidence that the candidate Edmundo Gonzalez has been elected president in a landslide,” Polis said. ” I congratulate President-elect Gonzalez and leader Maria Corina Machado …The majority of Venezuelans want to end the systematic corruption, repression and torture of the socialist Maduro regime and bring a brighter future of opportunity and prosperity for Venezuelans both in their country and abroad.”
Opposition leader Maria Corina Machado, standing atop a truck in Caracas, called on the National Electoral Council, which is loyal to the ruling United Socialist Party of Venezuela, to release the voting tally sheets produced by every voting precinct after polls closed, asking, “Why don’t they publish them?”
Machado said the opposition coalition behind González’s candidacy has obtained more than 84% of the tallies and that she is confident he was chosen in Sunday’s election to be Venezuela’s president.
“The only thing we are willing to negotiate is the peaceful transition,” Machado said as the crowd chanted: “We have no fear!”

GLOBAL FLAVORS CONTEST TO HIGHLIGHT AURORA’S TOP INTERNATIONAL EATS IN 2024

Whether it’s skewered,
ladled, plated or wrapped in wax paper, odds are you can get the international cuisine you’re looking for in Aurora.
The city where one in five residents was born outside of the U.S. is known for its vibrant restaurant scene — earlier this year, travel magazine AFAR reported that the Havana Street corridor alone was home to more than 250 global eateries, offering up tastes of Asia, Africa, Latin America and Europe.
With so many options, it can be hard to agree on a place to dine, but starting this week, the public can cast its votes for the best “globally-inspired” offerings among the dozen or so restaurants and chefs nominated for the city’s first-ever Global Flavors competition.
The top three vote-getters will be announced Aug. 17 during the Global Fest celebration at Aurora’s city hall.
“It’s all about promoting our international and cultural diversity, which is really reflected in the food that you can find in every corner of the city,” city spokesman Michael Brannen said. “You can find food from seemingly all across the globe, so it makes sense to pair a food competition with our signature event.”
Held for the past decade on the Great Lawn, Global Fest itself has showcased the city’s rich food culture with a diverse entourage of food trucks. In an email encouraging Aurorans to participate in Global Flavors, Mayor Mike Coffman wrote about how the city’s culinary community bolsters Aurora’s reputation as the most diverse city in the state.
“Aurora’s restaurants are one of the things I love most about our city, and not just because of the amazing food. They allow me to connect with my neighbors, support the small businesses that are an essential part of our economy and get a window into what makes Aurora unique,” Coffman said.
“Many of the participating restaurants, food trucks and caterers are owned by immigrants and refugees, so it’s also a great opportunity to celebrate the economic contributions of our incredibly diverse community. “
That includes chefs like Ngozi Onyeali, who left her home country of Nigeria for the U.S. as a teenager in 1974 and launched her catering business, LadyDee’s Authentic Nigerian Cuisine, about 20 years ago.
“We like to eat hot food,” she said, describing the blend of peppers and spices that flavor dishes such as her curried goat and Jollof rice.
“When I’m in my therapy room — that’s what I call my kitchen, my therapy room — all I have to think about is, this is what I’m cooking, and let’s say I’m making curried chicken, how will the curry taste? What else can I add to bring the spice out?”
Cooking is Onyeali’s job, but it’s also a passion passed down by her mother, who regularly invited poor children to join their dinner table. Onyeali said her mother’s generosity taught her how a meal could be more than a plate of food.
“It was a lesson that I was being given, but I didn’t know it or didn’t appreciate it until I grew up a little bit more,” she said. “Now, I enjoy cooking, and I like to give food to people, because that’s one thing I saw with my mom. Mom would cook, and you would wonder, ‘It’s just me and Mom in the house. Who’s going to eat all of this food?’ Which is what my son asks me now.”
A person’s first time trying a dish may also be their first time encountering the culture that produced it, and Onyeali said she is proud of the number of returning customers she has who had never tried Nigerian food before.

The seventh annual event offers a day of sun, beers, sand, water fun, bands, booths, food and more, providing what planners say is a Colorado pride event with something for everyone and every age.
“Every year we raise money to produce our event series and to support scholarships for LGBTQIA students at higher education institutions in Aurora,” Aurora Pride creator Jerry Cunningham said last year.
The pride celebration has grown to become one of the region’s premier LGBTQIA-support events, this one catering to the entire family.
The price to get in? Nothing, until the day of the event.
Advance admission is free, but a ticket, available online, is required. The pride celebration offers a bevy of packages that include parking and beer passes. Paddleboards and aquatic rentals are extra. But the fun, bands and entertainment are all free.
The celebration moved from Aurora city hall to the Aurora Reservoir complex in 2019 and was an immediate success, said event organizer Zander Oklar.
The festival is for everyone in the metro area, organizers say.

John Bailey keeps talking to the kids and everyone who knows them

On a warm early summer afternoon on a Denver community field, young athletes practice football drills and run plays myriad times, adjusting their footwork, re-running their routes and taking the advice of a man who they hold in high regard.
John Bailey calls for a huddle, and boys from across the Aurora-Denver metro area eagerly gather around.
You can see from the rapt attention the boys give their coach how much they want to hear what they say. Bailey deftly switches from football moves to a pep talk about the importance of the opportunity the youth have laid out in front of them.
Bailey hopes his words resonate with the youth because he has had those opportunities for success in his own life.
Bailey, 73, is an icon among these kids, and among politicians, activists and others who care about them, especially at a time when youth violence is sounding alarms across the region.
Bailey has long been a feature on the scene of youth sports and youth-violence prevention. He’s regularly, however, in the front of the room, just not in front of the cameras.
After growing up poor in the Jim Crow era South, he attended Wagner College on a scholarship. He played professional basketball. He now leads multiple Black community-centric organizations.
He said who he was as a child is directly linked to who he is now.
From a young age, Bailey’s grandmother took him and the rest of his family to church not just on Sundays, but multiple times a week. It was an act, he says, that shaped morals and work ethic that had guided his life.
For nearly half a century, Bailey has dedicated pieces of himself to giving the same guidance to others.
Denver County Sheriff Elias Diggins, once a youth football camper himself under Bailey’s coaching, has seen that community dedication firsthand.
“When I was growing up [in Aurora] in the eighties,

all the kids in the community knew who John Bailey was,” Diggins said. “He was just a great person in the community who really loved all the kids. He gave us tough love, but also would uplift you and give you words of encouragement.”
Bailey says he knows how important those words can be as a teen.
He knew struggle from a young age, growing up in a poor family in Danville, Virginia.
“We were poor, we were Black and we were at a disadvantage,” Bailey said. “In the segregated South, when it came to Black people, if you didn’t watch your tone, you could be beaten or killed.”
In similar situations, Bailey emphasizes the importance of keeping a clear head and staying close to people who cared and supported him. Bailey most notably credits his grandmother, who he affectionately calls Ms. Price, for keeping his head on straight.
Price acted as a guide for Bailey, constantly talking about discipline and respect, as well as anything else needed for him to overcome the odds and succeed.
“For a young Black boy in America at that time, I was glad that she would do that because it probably saved my life down the road,” Bailey said. “If you wanted the situation to be different, then you had to work hard for whatever you want.”
All of these lessons helped Bailey develop the hard work mindset that pushed him to reach goals in his adult life.
Bailey went on to graduate from Brunswick High School in Monmouth, New Jersey and continue to pursue higher education on an athletic scholarship to Wagner College.
His athleticism would take him to the American Basketball Association in the 1970s, where a special circumstances draft would assign him to the Virginia Squires.
Eventually, Bailey took his first steps toward community involvement, where he would work as a community organizer and later become Executive Director of the

Bailey and his family made their way to Denver in 1976, where they became directly involved in multiple organizations in the Colorado community and took on multiple leadership roles in local and national campaigns.
Bailey’s efforts eventually led him to work for both the Bush and Clinton administrations’ plans for community development. This included working as liaisons in anti-drug programs as well as developing nationwide strategies to target gang violence and juvenile drug use.
Now, Bailey is one of the leaders of Colorado Black Round Table, a Black-focused organization providing advocacy for Black residents in Colorado. He also founded the Black Cannabis Equity Initiative, an organization that collaborates with other Denver metro and Colorado dispensaries to create and fund diversity, equity and inclusion efforts for residents.
Bailey was not alone in a family dedicated to community service. His wife, Dr. Sharon Bailey, had a deep commitment to equity and advancing equal opportunity for all, becoming a well-known and popular leader in Denver Public Schools. Together, the Baileys dedicated their lives to service for Denver.
Sharon Bailey died in 2021 at age 68.
The Baileys’ reputation as champions of community support has garnered the respect of those around them, including other major names in Colorado politics such as Attorney General Phil Weiser.
“When John Bailey calls a meeting to focus on important issues, whether it’s equal opportunities in school, gun violence or school safety, people show up,” Weiser said. “John commands such re-
spect. People know him as a leader and an advocate for everyone. When I think about John and Sharon, both are civil rights champions and tremendous advocates, not just in the Black community but for all people in Denver to live the best lives they can.”
A significant amount of Bailey’s work has been dedicated to giving back the dedication and support that he was shown as a child.
Now, Bailey wants to do the same with the next generation of youth, and youth football camps like the one he held earlier this summer are just the first step.
“If you gain some skills and some insights, then you’ve got to bring something back,” Bailey said. “So I spent time trying to figure out what kind of impact could have on young people.”
Through all of his organizations, Bailey hopes to create opportunities that will allow kids who have or will face struggles in their life to learn effective skills to navigate those difficulties.
His work in the Colorado Black Round Table specifically focuses on tackling youth violence and creating programs that ensure that Denver youth have safe and bright futures.
Ultimately, Bailey hopes his efforts in politics, diversity, inclusion and youth outreach will leave a positive impact on the future generations of Denver youth and beyond.
“Life deals you curveballs when you’re young, and you don’t always get support. There’s a reason that that kid is struggling,” Bailey said. “You’ve gotta ask him, ‘What type of human being do you want to be?’ We’ve gotta teach them what they want with different lessons and experiences that are going to open up their minds. Every generation should be bringing the next generation more.”

The summer is quickly nearing the end and the fall prep sports season is just around the corner.
The Colorado High School Activities Association has outlined the key postseason dates and locations for the jam-packed season, which includes a newly-sanctioned sport in girls flag football.
FALL SPORTS
Here is a brief look at what’s changed and what’s the same as well as the key details for the upcoming fall season, which begins with practices in the first and second week of August:

For the second year in a row, the state championship games for Classes 5A, 4A and 3A football will be contested at Canvas Stadium on the campus of Colorado State University in Fort Collins, with the title games all scheduled for Dec. 7. Columbine defeated Cherry Creek last season in the first 5A final held at the venue after it previously took place at its longtime home, Empower Field. The 2A, 1A, 8-man and 6-man finals will be on Nov. 29-30 at Colorado State-Pueblo. An Aurora-area team hasn’t made it to a state championship football game since Eaglecrest in 2017, while Cherokee Trail, Eaglecrest, Grandview (a quarterfinalist) and Regis Jesuit were 5A playoff qualifiers in 2023.
GIRLS VOLLEYBALL
The Denver Coliseum will again be the destination for all girls volleyball teams hoping to play for state championships in all classifications, as the venue continues its regular run as the tournament destination save for a short time at the World Arena in Colorado Springs during the coronavirus
The championship pitch for the boys soccer season is again Switchbacks Weidner Field in Colorado Springs, with title day for all classifiications set for Nov. 16. Quarterfinal and semifinal venues have yet to be determined for teams that advance through the first two rounds played on the home field of higher seeds. An Aurora-area tournament last made it to the 5A state championship game in 2021 when Grandview won the title, while Lotus School For Excellence played there in the 2A final in 2021 and 2022. Regis Jesuit lost to Denver East on penalty kicks in the semifinals of last season’s 5A playoffs, which also included Aurora Central, Cherokee Trail, Grandview and Vista PEAK Prep as local qualifiers.
SOFTBALL
The Aurora Sports Park is perfectly suited to championship tournaments and the city’s sparkling multi-use venue equipped with three fourfield complexes will yet again be where winners get crowned. This season’s Class 3A, 4A and 5A state tournaments will be there Oct. 25-26 following regional qualifying tournaments the previous week. Cherokee Trail, Eaglecrest and Grandview were among the 16 qualifiers for the 5A state tournament last season.
CROSS COUNTRY
Individuals and teams that make it through regional meets will then take the familiar path south, as the state championship meets in all classifica-


tions return to the Norris Penrose Event Center in Colorado Springs Nov. 2. Grandview (5th), Regis Jesuit (13th) and Cherokee Trail (18th) competed in the Class 5A boys race last season and accounted for all 21 racers in the field between them. Aurora had two girls teams in last season’s 5A state race, as Regis Jesuit finished 18th and Grandview placed 20th. The Raiders and Wolves comprised 14 on the 15 area girls in the race, as Cheorkee Trail’s Made McDaniel made it as an individual.
BOYS TENNIS
For the third straight season, team and individual state tournaments will be held and will share the same venue (Denver Tennis Park) this season. The Class 5A team state tournament will be played at local sites after the 16-team field is seeded Sept. 30, while it will conclude Oct. 22 at the Denver Tennis Park, while the 5A individual state tournament will be there Oct. 17-19 following regional play at various sites Oct. 9-12. Regis Jesuit finished as the 5A state team runner-up last season after a 4-1 loss to Cherry Creek, while the Raiders had the area’s lone individual state champion in No. 3 singles player Vlad Sukhovetskyy. Grandview’s Justin Son (No. 1 singles) plus Regis Jesuit’s Alec Rodriguez-Fields (No. 2 singles), Agustin Azcui and Brady Jenkins (No. 1 doubles), KC Eckenhausen and Carl Siegel (No. 2 doubles) and Adam Rydel and Kevin Solichien (No. 3 doubles) also played in finals and finished as runners-up at their positions.
FIELD HOCKEY

Back to Thornton: The Class 5A and 4A state gymnastics team competition and individual event finals will return to its normal venue at Thornton High School Nov. 7-9. The Overland co-op team — comprised of athletes from schools around Aurora and the surrounding area — tied for second place in the 5A state team competition last season. (

The Class 5A team state competition is Nov. 7 and the 4A on Nov. 8, with individual event finals for both classifications on Nov. 9. The Aurora area’s only program — a co-op based at Overland High School — will play host to one of three regional state qualifying meets on Oct. 31, while Mountain Range (Nov. 1) and Arvada West (Nov. 2) will have the others. Overland finished tied for 2nd at last season’s 5A state meet and had four individuals qualify for the individual event finals, which include the top 15 scorers from the team competition on each event.

Former Eaglecrest High School golf star Davis Bryant thrived over four days on his home course at the Green Valley Ranch Golf Club to claim a big victory July 28.
Bryant — who became the Eaglecrest boys golf program’s first and only state champion when he won the Class 5A state tournament in 2017, then went on to a standout career at Colorado State — earned his second professional victory in the past three weeks when he topped Jim Knous (Basalt, Colorado) on a sudden-death playoff hole to take the Inspirato Colorado Open crown.
The victory netted Bryant the tournament’s top prize of $100,000.
Bryant — who has played since he was six at Green Valley Ranch G.C., where his father, Matt, is the head pro — led the tournament from start to finish. He took the opening day lead with a 6-under-par 65, went one stroke lower the next day with a 64 and finished it off with a 66 and 70 on the final

day. Knous forced a playoff hole, which Bryant won on the par-5 18th hole with a par.
The Colorado Open included a total of 71 players from multiple states, with the majority professionals mixed in with a handful of amateurs.
The previous and initial professional win for Bryant came July 14 at the Wyoming Open, which he took by three strokes in play at Airport Golf Course.
OLYMPICS
Poulter, U.S. women’s volleyball team falls to China in Paris opener

medal champion United States women’s indoor volleyball team — which includes a local face in Eaglecrest High School graduate Jordyn Poulter — dropped its opening pool play match at the Paris Olympics July 29.
The 27-year-old Poulter, a setter who helped the Americans win the gold for the first time at the Tokyo Olympics (where she was named the top setter), played all five sets in China’s 25-20, 2519, 17-25, 20-25, 15-13 victory at South Paris Arena. The United States concludes Pool A play at 9 a.m. MT July 31 against Serbia, followed by a 5 a.m. match against France Aug. 4.

Details are still getting finalized for the end of the girls flag football season, the first as an officially sanctioned sport. There will be two classifications (Classes 5A and 4A) for 64 programs and state champions will be crowned in November at a yet-to-be determined location. The regular season is set to run Aug. 17-Oct. 19 with the first round of postseason play scheduled for Oct. 2223. Dates of remaining postseason rounds have not been announced.
OTHER FALL SPORTS/ACTIVITIES
Championship dates and locations have been set for CHSAA’s other fall sports and activities. Unified Bowling returns to AMF Belleview Lanes in Englewood for its state tournament Nov. 22, while fall Esports concludes Dec. 10 with all finals at Localhost in Lakewood and state spirit meet spans three packed days (Dec. 12-14) at the Denver Coliseum. Aurora area teams were heavily involved in all three events last season and Eaglecrest won a hip hop championship and Cherokee Trail won the 5A all-girls cheer crown.

Weber stopped in initial heat of 100 breaststroke in Paris Regis Jesuit High School graduate Emma Weber earned a chance to compete against the world’s best in the women’s 100 meter breaststroke at the Paris Olympics.
Weber finished second at the U.S. Olympic Trials with a lifetime-best time of 1 minute, 6.10
seconds, to earn her first chance to compete in the Games. The 20-year-old swam in Heat 4 of the event on July 28 at La Defense Arena and clocked a time of 1:07.65 to finish eighth in the loaded heat, which included Olympic record holder Tatjana Smith of South Africa. Weber’s time tied her for 29th among 37 competitors.
The U.S. missed the medal podium in the event, as Weber’s teammate — Lily King — finished tied for fourth in the final won by Smith.

DeBever set to swim in women’s 200 meter IM Former Regis Jesuit High School swimmer McKenna DeBever is representing Peru at the Paris Olympics and is set to compete in the women’s 200 meter individual medley Aug. 2 at La Defense Area.
The 28-year-old DeBever — who has tri-citizenship with Peru, Italy and America — has an entry time of 2 minutes, 14.70 seconds. She is entered in the second of five heats (which includes a total of 34 swimmers) scheduled for 3:17 a.m. MT Aug. 2. The top 16 swimmers move on to the semifinals at 1:22 MT the same day, while the finals are set for 1:01 p.m. MT Aug. 3. DeBever also represented Peru at the Tokyo Olympics.

The Project is located in unincorporated Arapahoe County, Colorado south of I 70 near the Airpark Road exit (exit number 292). The Project generally consists of construction of a sanitary sewage lift sta tion (concrete structure with slab on grade foundation, masonry block walls, wood trusses and metal roof); required earthwork and buried pipelines; installing all pumps, meters, valves, piping, and other ancillary items; and associated electrical and con trol work.

Obituary
Joseph Conrad Schwabe
February 27, 1954- June 25, 2020

Joseph “Joe” Conrad Schwabe, loving father, grandfather, brother, and friend, passed away on June 25, 2024, at Beehive Assisted Living in Grand Junction, Colorado due to complications from dementia. He was 70 years old. Before he moved to Grand Junction in 2023, he lived in Aurora, Colorado for more than 40 years.
He is survived by his four children: Sarah Gray (Taylor) of Grand Junction, Colorado, Jennifer Armendariz (JT) of Grand Junction, Colorado, Joseph Schwabe (Nayara) of Wheat Ridge, Colorado, and Megan Schwabe of Denver, Colorado. He also leaves behind four beautiful grandchildren: Isabelle, Abigail, Jax, and Jacey. He is survived by three siblings, Donna Hoelscher, Jim Schwabe (Kris), and Jean Schultz, sisters-in-law Margaret and Sheri Schwabe, as well as many nieces, nephews, cousins, and lifelong friends.
Joe was born on February 27, 1954, in Carroll, Iowa to parents Joseph and Ruth (Conrad) Schwabe. He was the youngest of seven siblings. He grew up in Breda, Iowa where he attended grade school and high school at St. Bernard’s, graduating in 1972. Growing up, he was a dedicated athlete, excelling in baseball and basketball. He attended Wayne State College in Nebraska.
He married Sharon Johanns on May 8, 1982, in Ames, Iowa. The couple made their home in Aurora, Colorado where they were blessed with their four children. Joe worked as an electrician for more than 30 years before retiring.
His children were the center of his life. He was always cheering them on at countless games and performances, coaching their teams, and pushing them to be the best they could be. He was an incredibly hard worker, modeling to his children the importance of a strong work ethic. Joe was an avid sports fan, relentlessly cheering on the Denver Broncos, Colorado Rockies, Denver Nuggets, Colorado Buffaloes, Mesa State Mavericks, Iowa Hawkeyes, and Iowa State Cyclones. He also enjoyed golfing. Most of all, his favorite role was being a grandpa. He cherished his time with his grandkids.
He is preceded in death by his parents, brothers Richard and Jerry Schwabe, sister Nancy Geier, as well as brothers-in-law Byron Schultz, Richard Hoelscher, and Orville Geier, and nephews, Rob Geier, Tony Hoelscher and Casey Schultz.
Joe was a loving, genuine, and hardworking man of integrity. A man who will continue to be deeply loved and missed. His legacy is profound and everlasting, and our memories of him will live on. A memorial service is planned for Saturday, August 24, 2024, at 10 a.m. at Martin Mortuary in Grand Junction, Colorado. Reception to follow.
