Boy Scouts Open Ranks to Gay Youth on Jan. 1 The Boy Scouts of America will accept openly gay youths starting on New Year’s Day, a historic change that has prompted the BSA to ponder a host of potential complications — ranging from policies on tentmates and showers to whether Scouts can march in gay pride parades. Yet despite their be-prepared approach, BSA leaders are rooting for the change to be a non-event. Some churches are dropping their sponsorship of Scout units because of the new policy and some families are switching to a new conservative alternative called Trail Life USA. But massive defections haven’t materialized and most major sponsors, including the Roman Catholic and Mormon churches, are maintaining ties. The new policy was approved in May, with

support from 60 percent of the 1,400 voting members of the BSA’s National Council. The vote followed bitter nationwide debate, and was accompanied by an announcement that the BSA would continue to exclude openly gay adults from leadership positions. Under the new membership policy, youths can no longer be barred from the Cub Scouts, Boy Scouts or coed Venturers program solely on the basis of sexual orientation. However, gay Scouts will face some limitations. “Any sexual conduct, whether heterosexual or homosexual, by youth of Scouting age is contrary to the virtues of Scouting,” says one BSA document. Coca-Cola Removes Gay Couple From Irish Ad

Coca-Cola made waves across the pond after officials from the soda company removed images of a same-sex couple getting married in their “Reasons to Believe” campaign. Ireland’s Eile Magazine, criticized the international company for the move in a recent article, especially in light of the fact that the campaign is based on the concept that for every negative moment in life, there are many more positive ones taking place. “In the main version of the advert -- or rather, the version which is being used in other European countries -- there is a scene where two men have just been married, and are surrounded by friends and family. In the Irish version of the new advert, however, no such scene exists,” writes Scott De Buitléir in that article.
The version containing the same-sex couple is being used in the Dutch, Norwegian and British versions of the advertisement, while Queerty notes that the one featuring straight Australia newlyweds Jamie and Nikki is being show in Ireland, France and Denmark. In response to a query from the Irish website TheJournal.ie, a spokesperson for the company said the advertisement has been tailored for each market where it will be shown and has been informed by consumer research in each individual market. “The core objective is that the vignettes in the ad resonate with people in each country and that they are truly representative of cultural issues that they are familiar with and value,” they said. Houston Mayor Annise Parker To Marry Partner The Houston Chronicle is reporting that Houston’s openly lesbian mayor, Annise Parker, will marry Kathy Hubbard, her partner of twenty-three years, in January. The Chronicle has an anonymous source close to the couple who claims Parker and Hubbard will marry in Palm Springs California. Parker was recently elected to a third and final term as Houston mayor. She once pledged that she and Hubbard would not marry until Texas legalized gay marriage. However since the Supreme Court struck
down the Defense of Marriage Act Parker has made some recent public statements suggesting she might change her mind. She Mayoral spokeswoman Jessica Michan said in a statement via email to the Chroncile: “The mayor very much appreciates the interest in the 23-year relationship she has shared with her life partner, First Lady Kathy Hubbard. However, marriage is a private matter and she has no announcements she wishes to make at this time. If that changes, we will let you know.”

News Briefs Alabama Lawmaker to Propose Legislation Backing ‘Duck Dynasty’ Star The controversial comments about homosexuality made by “Duck Dynasty” star Phil Robertson have come up in conversations across the country in the past two weeks and may make its way to the Alabama state legislature next month. Republican state Sen. Jerry Fielding told CNN affiliate WBRC he plans to introduce a symbolic resolution in support of the Louisiana family’s patriarch. “Biblically speaking, what Mr. Robertson had to say is completely supported. I just think it’s time that the overwhelming majority of people begin to speak up and speak out on these issues,” Fielding said. The senator said the resolution was not meant to portray anti-gay themes, WBRC reported. “We just don’t want people running over people that believe in the Bible and standing up for Jesus and God and doing those things the Scriptures teaches us to do,” he said. A&E suspended Robertson after he told GQ magazine in its January edition that homosexuality is a sin and put it in the same category as bestiality and promiscuity. The

The last of the Utah counties that were holding out on issuing marriage licenses to same-sex couples reversed course Thursday and decided to hand out licenses to all eligible applicants. Officials for the four holdouts — Box Elder, Utah, Piute and San Juan counties — told The Associated Press they made the decision to offer licenses to same-sex couples. County clerks say they had little choice after an appeals court Tuesday declined to intervene and halt gay marriage. U.S. District Judge Robert Shelby ruled last week that Utah’s ban on gay marriage was unconstitutional, sending gay couples rushing to clerk offices for licenses. The state plans to take its fight against gay marriage to the U.S. Supreme Court as early as Friday while it prepares an appeal of Shelby’s ruling to the Denver-based 10th U.S. Circuit Court of Appeals, said Ryan Bruckman, a spokesman for the Utah attorney general’s office. Bruckman has said counties could be held in contempt of federal court if they refused to comply. The holdouts said they decided to obey Shelby’s ruling despite reservations and questions about their legal liability.

One year ends. A new one begins. One door closes. Another opens. At every age, life is a tabula rasa; a clean slate, a blank page, a new adventure. If you think about it, so it is everyday. I love listening to sports announcers declare an athlete is ‘day to day.’ So are we all, and in actuality, we are virtually minute-to-minute. This past year was almost my last year. But the sun shined again, and I found redemption and recovery. Now I have hope, health, and healing, but here is what 64 orbits around the sun have taught me: ‘make every moment count’ has to be your mantra. Life gives you the opportunity to laugh and love, capture special moments, share unforgettable experiences, and make lasting friends. It gives you the chance to forgive and forget, make up and move on, push forward yet kick back. As long as you can open your eyes, somewhere in this world there is beauty to see. Anyone born in the 20th century has seen meteoric growth in humankind. We have touched new horizons in architecture and
the oceans, invention and medicine, science and the arts. Think of our species, barely six feet of bare hands, flesh and bones, but we have created a world where we have tamed everything but our insane hatred of each other. The material world we have mastered. Matters of the soul we have not. Consequently, whether you go back thousands of years to the Persians and Troy, or to the bombings this week in Volgograd, the human species is still finding reasons to kill each other. It’s not good enough that nature deals its own blows with hurricanes and tsunamis, earthquakes and floods. We fuel our lives with uncontrolled religious passion and maniacal fanaticism. Whatever the hell it is, we find a way to kill each other. It is all so bizarre and unnecessary. In America, we don’t even need a reason to kill each other anymore. Joggers are shot in the streets, shoppers in the mall, families in their homes, congressmen at their desks, and ten-year-old children in a schoolyard. There is no such thing as a safe community. It does not

yourself and your identity as a human being while you are here and while you can. One day, sooner than you ever expect, you will be gone, and if you can’t even count on your roommate to take out the garbage, who the hell is going to carry on your legacy. Laws denying you equality have always been wrong. Finally, a new day is dawning.
America is emerging from the shadows of LGBT discrimination. We are not far off from a day and place where there will be no Duck Hunters. Phil Robertson has no dynasty. He is a dinosaur. Some day we will even realize the Kardashians just don’t matter. America? We are the people who made black people slaves and built into our Constitution that they were three fifths of a person. We are the country who did not give women the right to vote for over a hundred years. We poisoned coal miners, abused workers, and treated minorities as secondclass citizens. We are the country that gave electro shock therapy to gays to ‘cure’ us. Maybe we are not quite as perfect as those high school textbooks you were forced to read. So listen, as you enter this new cycle around the planet, appreciate what you have. Life is precious, and like the Pope, you should not judge others, just be yourself. That takes more than enough work. Be a good person. Be the person your dog thinks you are. Happy New Year.

‘GMA’ Anchor Robin Roberts Comes Out on Facebook “Good Morning America” anchor Robin Roberts used a Facebook post to acknowledge what friends and coworkers have long known: She’s gay. Roberts, 53, has been very open about her health battles, but she has not previously spoken publicly about her sexuality. In an end-of-the-year message posted on her Facebook “like” page Sunday, Roberts wrote: “I am grateful for my entire family, my long time girlfriend, Amber, and friends as we prepare to celebrate a glorious new year together.” While Roberts did not give her girlfriend’s last name, People magazine identified her as Amber Laign, a licensed massage therapist from San Francisco she met

through mutual friends a decade ago. “At this moment I am at peace and filled with joy and gratitude,” she wrote. “I am grateful to God, my doctors and nurses for my restored good health. Sean McShee Joey Wynn, Chair of the South Florida AIDS Network (SFAN) considers the most important issue facing HIV service providers in the coming year to be the integration of HIV services with the Affordable Care Act. As people enroll in the new health care exchanges of the Affordable Care Act, these new plans will have to develop working relationships with HIV service providers. People will have develop ways for HIV services to “accommodate those folks” and figure out ways to “get the word out, so we can make this the easiest transition possible,” according to Joey Wynn. This accommodation and communication will depend on the community input processes. In order to understand how this community can benefit from community planning, it helps to understand the structure of the Ryan White Care Program.

In Broward two groups constitute the local planning and community input process: The South Florida AIDS Network (SFAN) and the Broward HIV Planning Council. SFAN functions as the planning/community input body for essential services, such as ADAP, administered by the state; the Broward HIV Planning Council functions as the planning/community input body for comprehensive care services for Eligible Medical Areas (EMAS), such as Broward County. SFAN and the HIV Planning Council have joint working committees to plan, set priorities, manage client-related issues, and monitor funding issues. All meetings are open to the public. Changes in the epidemic also drive changes in HIV services. By law, the Ryan White Care
The HIV/AIDS epidemic among adult men in Broward differs greatly between African Americans and other racial groups, as it has a major heterosexual contact component.
Broward adult males living with HIV/AIDS with known mode of transmission by race It’s convenient but inaccurate to think about Ryan White Care as if it were one program. It has seven parts: 1. Comprehensive care services for Eligible Medical Areas (EMAS), such as Broward County 2. Essential services, including ADAP, for states 3. Early intervention, counseling, and testing 4. Programs for youth, women and children with HIV infection 5. Dental Reimbursement Program 6. Education and training for health care providers 7. Research and demonstration projects. Two other programs have significance for HIV services: Housing Opportunities for People with AIDS (HOPWA), and AIDS Insurance Continuation Project (AICP). HOPWA provides temporary housing assistance to low income people with HIV infection. AICP pays insurance premiums for low-income people with health insurance and HIV. Planning councils and community input lie at the heart of Ryan White Care, locally and at the state level. The Florida Community Planning Network (FCPN) forms the planning
Program has to focus its activities on treatment. In recent years, however, the lines between treatment and prevention have begun to blur. Effective treatments for people with HIV infection tends to make them less likely to infect others, resulting in lower rates of new HIV infections. Joey Wynn described this as another challenge in SFAN, “Trying to get other programs from the local Department of Health (especially HIV Prevention) to be involved, keep us informed, and attend the meetings to get a first-hand view of what the community is experiencing in their challenges and concerns. “ While the Affordable Care Act holds out great hope for improving the lives of people living with HIV, it presents opportunities and challenges. Fortunately, an input process exists that makes participation and communication easier. Joey Wynn described SFAN as “an open process, we keep people informed about what is going on in the service delivery of HIV for folks, and a great place to come learn about and discuss the issues facing the HIV community in Broward County.

U.S. Congressman Alcee L. Hastings told a standing room only crowd of gay Democrats to increase their support of his efforts in the House of Representatives. “Ya’ll don’t give me enough money,” he said during a speech at the Richardson House in Wilton Manors. Hastings (D-Miramar) represents Florida’s 20th District in Washington, D.C. and is a longtime ally and advocate of the LGBT movement. Terry DeCarlo Named Second Winner of SFGN’s 2013 “Achievement in Excellence” Award Norm Kent
Terry DeCarlo is the Development Director of Broward House, but his presence in the LGBT community is and has been ubiquitouseverywhere. Now that his friends gave him and his husband a marriage brick on the steps of the Performing Arts Center, you literally can’t step out in public without seeing his name. Recently spotlighted as one of our community leaders living with HIV, DeCarlo is 51 years old, has lived in South Florida for 27 years, and has spent the last decade working in non profit management, as the go-to marketing and development person first for Care Resource and now with Broward House. Each agency is a community treasure that has left a lasting legacy in the countless lives of thousands. DeCarlo embodies the spirit of living with pride, engaging new and creative techniques to raise the consciousness of our community. He coordinates the annual World AIDS Day celebrations in Wilton Manors, from the candlelight vigil to the ceremony at the Pride Center. Last year, he filled the Center of the Performing Arts with Wanda Sykes and Margaret Cho, and
this year he brought in Cheech and Chong. Look, ten years ago, when he organized a ‘Red Ball’ to raise funds for the Children’s Diagnostic Center for AIDS, there was no popular venue, so he held it in his backyard. He and his neighbor tore down the fence between their homes to fit in the over capacity crowd. It’s called caring with a conscience. Eventually, the party made its way to the Swimming Pool Hall of Fame. Today, De Carlo makes his way to ours. In 2013, you also would have seen DeCarlo get up at six in the morning in the middle of the summer to organize the ‘The Amazing Race’. But there he was again last week, orchestrating Santa’s fun run, walk, and sleigh race in the Manors. Then there is the One Magical Weekend and Rip Tide event during the Gay Days at Orlando. He is a lightning bolt. Of course, as the Development Director, it is DeCarlo’s job to raise funds for the agency. On the other hand, he is also dramatizing with each new event the importance of charitable contributions to sustain the fight against HIV. ‘Broward Bares It’ has become the seminal summer event at the Seminole Hard Rock, and it is due to the marketing
genius and madness of the mind that is the soul and spirit of Terry DeCarlo. Have we mentioned also the ‘Dining Out for Life’ events or the ‘Tour of the Century’ bike ride? news local Florida Group Puts State on Good List For Once Campbell Foundation Top HIV/AIDS Philanthropic Funder in 2012 Sasha Razumikhin Some good news after the sunshine state comes right before 2014: its very own Campbell Foundation is the only Florida group on a list of the 69 top philanthropic funders for HIV/AIDS in the country. The report comes by way of Funders Concerned About AIDS (FCAA), a 26-yearold watchdog organization whose mission is basically to ensure enough money makes its way to the research of and active AIDS eradication. It’s called “Global Philanthropic Support to Address HIV/AIDS in 2012,” and lists the top 69 philanthropic groups that supported HIV/AIDS in 2012. On the entire list, Fort Lauderdale’s Campbell Foundation made the 56th spot, clocking in at $451,656. The report also listed the commitments each group made, Campbell’s listed as $0. The top 69 groups disbursed a total of $459,093,915, almost $10 million more than the combined commitments of $450,319,994 that these groups made. Going past these first 69, the report lists the groups from 70th place to 209th place disbursed a total of $7,982,258. While these numbers may seem impressive

overall, the report shows that total funding by the groups it had surveyed in 2011 and then in 2012 went down by three percent, or about $15 million. For an example, Washington State’s Bill and Melinda Gates Foundation disbursed $238 million in 2011 and then $220 million in 2012, an $18 million drop. Another part of the survey asked participating groups to predict what would happen to disbursements in 2013. This is where the information gets the most pessimistic. Only ten percent of the respondents expected disbursements to go up. Forty-seven percent expected the amount to stay the same and 22 percent expected it to decrease. Twenty-one percent were unsure about what would happen. As for Campbell Foundation, Florida’s only representation on the list (the top ten groups represented Washington, New York, Illinois, California, North Carolina, New Jersey, and Massachusetts), its 2012 funds paid for: • Pediatric studies to prevent the transference of HIV from nursing mothers to newborn children
