Vince Bettger of Innovative Fire Sprinklers completed our fire sprinkler system and rough-in plumbing. He spent time explaining the process to the class. Fire Marshal Ken Dubuc was on site to observe the sprinkler flow test and answer questions as well. Bob’s Electric completed the rough-in electrical. Meanwhile, the class has

been working very hard to get the prep work completed on the interior of the house. The air seal and vapor barrier will be taking place as you read this article as well as the garage doors being installed by Gene Owens of Angeles Overhead Doors. Moisture levels are being checked regularly and insulation is being donated and installed by Tracy’s Insulation in the next few days. Evergreen Building Products will stock and Modern Drywall will be hanging sheetrock and we will be ready for interior finish by mid-March. Dave Peterson and I would like to thank all of you who have helped or contributed to the Future Builders program. The home has been listed early this year with Realtor Brooke Nelson for $200,000. Feel free to stop by and see what the students have completed and are working on.

Through his accomplishments and energetic activities, Hume has made major contributions to the

Spikes are members who believe in and understand the need for an association that is willing to work for their industry. For the North Peninsula Building Association, Spike members are the foundation; they spread the news about membership benefits, talk about effectiveness of the a strong government affairs representation locally and at the state level and the camaraderie that permeates a group when working toward the industry’s goals.

As of Dec. 31, 2010, NPBA has the following members actively recruiting: • 22 Spike Candidates — these are members who have been recruiting, however they have not recruited at least six new members or accrued enough retention points to qualify as a Spike. • 16 Spikes — members who have recruited six new members or more. • 18 Life Spikes which means between credits earned from recruiting new members and retention credits earned via encouraging members to maintain their membership, these Spikes have entered a special category. Of the 18 Life Spikes, two members, Tom McKeown with All Weather Heating and Cooling and Arnold Schouten with Lumber Traders, Inc., have over 100 Spike credits. One member, Jackie Schwagler with J&J Construction of Port Angeles, has earned more than 200 credits. And the NPBA has one member that has earned more than 300 credits recruiting well over 50 members and receiving retention credits for current members. That one is Roger Wheeler of RJ Services. If you were not able to attend the festivities, please know you were missed. Look for either FaLeana or Clair to deliver your Spike awards in the near future.

What you need to know about the EPA Lead Paint Rule

The U.S. Environmental Protection Agency’s Lead: Renovation, Repair and Painting rule governing the work of professional remodelers in homes where there is lead-based paint took effect April 22, 2010. The rule addresses remodeling and renovation projects disturbing more than 6 square feet of potentially contaminated painted surfaces for all residential and multifamily structures built prior to 1978. It requires a cleaning inspection after the work is completed and grants the remodeler flexibility in determining the size of the work area, which can reduce the size of the area subject to containment. The EPA rule also lists prohibited work practices including open-torch burning and using high-heat guns and highspeed equipment such as grinders and sanders unless equipped with a HEPA filter. Additionally, the rule establishes required lead-safe work practices, including posting warning signs for occupants and visitors; using disposable plastic drop cloths; cleaning the work area with HEPA vacuuming and wet washing; and individual certification through a training course. A 2006 NAHB study on lead-safe work practices showed that a home was better off after a remodel than before, as long as the work was performed by trained remodelers who clean the work area with HEPA-equipped vacuums, wet washing and disposable drop cloths.

Summary of the Rule Review the points below for a quick summary of the new EPA lead paint rule.

1. Training and Certification Beginning in April 2010, firms working in pre-1978 homes will need to be certified. Firms need to complete an application for certification and submit a fee of $300 to the EPA. Along with the firm certification, an employee also will need to be certified as a certified renovator. This employee will be responsible for training other employees and overseeing work practices and cleaning. The training curriculum is an eight-hour class with two hours of hands-on training. The NPBA has partnered with the National Center for Healthy Homes, an accredited training provider with the Environmental Protection Agency, to bring you the certified lead renovator training.

The class will be taught by Annie O'Rourke who is an NPBA member; it is being offered to members at the reduced price of $100, nonmember price is $200. The next class will take place on March 16 at the Lincoln Center in Port Angeles. Both the firm and certified renovator certifications are valid for five years. A certified renovator must take a four-hour refresher course to be recertified.

2. Work Practices Once work starts on a pre-1978 renovation, the certified renovator has a number of responsibilities. Before the work starts this person will educate residents by distributing the Renovate Right pamphlet,

EPA Certified Lead Renovator Training March 16, 8 a.m.-5 p.m. post warning signs outside the work area and supervise setting up containment to prevent spreading dust. The rule lists specific containment procedures for both interior and exterior projects. It forbids certain work practices including open flame or torch burning, use of a heat gun that exceeds 1,100°F and high-speed sanding and grinding unless the tool is equipped with a HEPA exhaust control. Once the work is completed, the regulation specifies cleaning and waste disposal procedures. Clean-up procedures must be supervised by a certified renovator.

3. Verification and Record Keeping After clean-up is complete, the certi-

fied renovator must verify the cleaning by matching a cleaning cloth with an EPA verification card. If the cloth appears dirtier or darker than the card, the cleaning must be repeated. A complete file of records on the project must be kept by the certified renovator for three years. These records include, but aren’t limited to, verification of owner/occupant receipt of the Renovate Right pamphlet or attempt to inform, documentation of work practices, certified renovator certification and proof of worker training. NAHB believes that record keeping will be a major enforcement tool for the regulation. Since July 2010, remodelers have been required by EPA to share a copy of records developed under rule requirements with the customer within 30 days of completing the remodeling work.

4. Exemptions It is important to note that these work practices may be waived under these conditions: • The home or child occupied facility was built after 1978. • The repairs are minor, with interior work disturbing less than 6 square feet or exteriors disturbing less than 20 square feet being exempt. • If the house or components test lead free by a certified risk assessor, lead inspector or certified renovator. The law isn’t going to go away and penalties are steep for companies who are found out of compliance.
