INTRODUCTION
Like the proverbial light at the end of the tunnel, 2022 signalled the beginning of a return to post-pandemic normalcy, with the reopened national borders and relaxation of control measures. With the vast majority of daily life taking place behind digital screens for the better part of 2020 and 2021, an uphill challenge was expected to get people back out for in-person meetings and events.
However, our greatest fears were all unfounded as the SGBC community and the wider built environment sector reacted very positively to our restarted signature in-person events, which were all paused since the Circuit Breaker in 2020.
The past year was one of learning and rediscovery for not just the green building industry but also for the SGBC team as we worked closely with our Members to emerge even stronger.

PRESIDENT'S MESSAGE 3
Dear Members,
In the blink of an eye, my two-year term as the 7th SGBC President has come to a close.
To say that these two years have been eventful would be an understatement: the Council rode through very uncertain postpandemic waters to help the industry emerge stronger.
2022 was a really exciting year for SGBC. With the effects of the pandemic now kept well under control, we could restart and reinitiate most of our signature events, many of which had been forced into hibernation since 2020
We were at first unsure of the industry’s reaction to the resumption of inperson events, having spent the better part of 2020 and 2021 behind digital displays and viewing screens. However, the journey of a thousand miles begins with a single step, and the SGBC Board and Secretariat were pleasantly surprised by the industry’s strong, positive response to our resumed in-person events
SGBC put together nearly 50 events for the built environment sector in 2022, the vast majority of which were developed and delivered in close partnership with SGBC Members. One of the key events of 2022 was most definitely the SGBC Gala Dinner 2022 held in May, organised for the first time since the Council’s 10th Anniversary Dinner in 2019.
As the first networking dinner event for the built environment sector to be held post-pandemic, the buzz, interactions and atmosphere throughout the event will definitely be a fondly cherished memory for the nearly 700 guests in attendance.
PRESIDENT'S MESSAGE
As the SGBC President, I had the opportunity to engage with all segments of the built environment sector, connecting with the men and women behind the design, construction and operation of Singapore’s green buildings.
Through the Council’s extensive stable of programmes and activities, I made new friends, strengthened existing relationships and also reconnected with older contacts, many of whom had been distanced by the gulf of the pandemic. SGBC is, and always will be, the bond that holds the green building industry together.
Handing the reins of leadership may be a bittersweet affair, but I am confident that the incoming SGBC President, Mr. Lee Ang Seng, will be able to leverage the knowledge, expertise and experience of the SGBC Board for the new 2023/2025 term to scale the Council to even greater heights In an everchanging business environment, we hope for the industry and sector to continue seeing SGBC as an unmovable beacon, even in the most tumultuous of waves.
Let us continue to work together to building a greener, healthier and lowcarbon built environment for this generation and beyond.

SGBC is an Established Member of the World Green Building Council (WorldGBC), the largest and most influential local-regional-global action network, leading the transformation to sustainable and decarbonised built environments for everyone, everywhere.
Together with nearly 80 Green Building Councils and industry partners from all around the world, WorldGBC is driving systemic changes to: address whole life carbon emissions of existing and new buildings, enable resilient, healthy, equitable and inclusive places as well as to secure regenerative, resource efficient and waste-free infrastructure.
ON THE GLOBAL FRONT
In July 2022, SGBC Honorary Advisor and past president Mr. Swee Yiow Tan was reelected to serve a 3rd term on the WorldGBC Board of Directors.
He joins a group of sustainability leaders from around the world to bring a wealth of experience, expertise and dedication to support WorldGBC’s mission to scale up decarbonisation and sustainability strategies in the built environment.
As part of the Asia Pacific Network, GBCs leverage their unique geopolitical positions to accelerate the uptake of WorldGBC global programmes, and lead tailored regional projects that meet the needs of the local market, helping to achieve sustainable built environments for everyone, everywhere.
The first in-person meeting since 2018 was held in November 2022 in Bali, hosted by the Green Building Council Indonesia (GBCI).

A STRONG RETURN TO FORM
SGBC continues to play a key role in driving the development and adoption of sustainable building practices and technologies, while raising awareness and encouraging collaboration among stakeholders.
Throughout the year, SGBC organised a range of events and initiatives that brought together industry experts, professionals, and members of the public to discuss and share best practices in sustainable building. The Council also launched several new programmes and initiatives aimed at promoting sustainability and supporting the growth of green building practices.
With the easing of pandemic control measures in 2022, the Council could progressively restart several of its signature, in-person events that were all put on pause since 2020. With the widespread proliferation and acceptance of digital events as the industry norm, SGBC delivered an eclectic blend of both virtual and in-person programmes and activities to impact stakeholders across the built environment sector.

CELEBRATING GREEN BUILDING
Making a strong comeback since the SGBC 10th Anniversary Dinner held in September 2019, the SGBC Gala Dinner 2022 was held on 19 May 2022 at Orchard Hotel Singapore to nearly 700 representatives from the green building sector. Graced by Minister of Sustainability and the Environment Ms Grace Fu, the SGBC Gala Dinner 2022 was the first large-scale dinner event to be organised in the built environment sector with the easing of pandemic control measures.
During the evening, 20 Winners for the relaunched SGBC-BCA Leadership in Sustainability Awards received their award trophies from Minister of Sustainability and the Environment Ms Grace Fu.

CELEBRATING GREEN BUILDING
The Official Qualification Logo for Singapore’s Green Mark Accredited Professional (GMAP) community was also revealed during the SGBC Gala Dinner 2022. GMAPs can use the Logo as a formal signal of green credentials and will serve as affirmative visualisation of sustainability expertise, and the Qualification Logo will become the go-to industry benchmark for identifying critical sustainability expertise in the Singapore green building industry.
Finally, close to 40 built environment organisations received their Singapore Green Building Product (SGBP) and Singapore Green Building Services (SGBS) certificates during the Gala Dinner, a firm testament to their commitment to develop and deliver green building products and services towards a greener, healthier and low-carbon future.

A strong, enduring focus on sustainability enabled 20 GMAPs, organisations active in the greening of the built environment as well as green building projects to excel at the relaunched edition of the SGBC-BCA Leadership in Sustainability Awards 2022 co-organised by SGBC and the Building and Construction Authority (BCA).
The biennial Awards programme, first held in 2017, honours significant achievements by individuals, organisations and project teams in the development of a green and sustainable built environment.
After taking a pause in 2021, the Awards programme was refreshed for relaunch in 2022 with new award sub-categories to better reflect contemporary trends and developments as well as to uncover the impact of sustainability achievement from the industry
More than 40 award applications across all award categories were received and the Main Jury – comprising senior leaders from SGBC and BCA – commended the quality of the high-calibre applications received this year

The Business Leadership in Sustainability award category, which honours organisations that have integrated sustainability into their business and are contributing to the transition towards a greener, more sustainable built environment, has three new sub-categories, namely Impact, Innovation and Transformation.
These are designed to help organisations better profile their sustainability strategies and showcase results, since business considerations for sustainability are unique to every organisation.
Similarly, the new outcome-based award sub-categories for Building Project Leadership in Sustainability - namely Carbon Performance, Community Engagement, Health & Wellbeing, Intelligent Building and Urban Renewal - are intended to celebrate outstanding building projects that are pushing the boundaries of built environment sustainability.
Using the top-tier BCA Green Mark Platinum certification rating as a minimum requirement for consideration, the sub-categories allow award winners to better profile, highlight and convey the unique traits of their green building projects.

Selected SG to represent Singapore in the World Green Building Council Asia Pacific Network Leadership in Green Building Awards 2022.
Presented by WorldGBC and its Asia Pacific Regional Network of Green Building Councils in 15 countries, the biennial awards programme celebrates iconic green buildings, up-and-coming innovators and inspiring companies driving change and creating a better future throughout the region.
All of SGBC’s nominations for the WorldGBC Awards emerged as Finalists and were honoured at a dedicated Awards Ceremony in Bali organised by the WorldGBC with support from the Green Building Council Indonesia (GBCI) during the WorldGBC Asia Pacific Regional Network Summit in November 2022.
The Schneider Electric East Asia & Japan Headquarters, Singapore's nomination for the Leadership in Sustainable Design and Performance Award (Commercial) category, also emerged as one of the winners.

FURTHERING SUSTAINABILITY CONVERSATION
Dialogue and discourse remain critical to raising awareness of key sustainability issues as well galvanising action. While the pandemic prohibited the organisation of in-person discussions, 2022 presented a prime opportunity for SGBC to once again drive effective thought leadership on green building.
SGBC held two in-person Leadership Conversations thought leadership forums in 2022, with the first one held on 14 January 2022 at the Grand Copthorne Waterfront Hotel to 100 attendees from across the built environment sector.
Themed Forging Ahead Beyond COP26, the insightful event was facilitated by Ms Farizan d'Avezac de Moran (SGBC Board Member and Senior Partner of GreenA Consultants) who engaged COP veterans Ms Esther An (Chief Sustainability Officer, City Developments Limited), Ms Pamela Phua (Product Director, AkzoNobel) and Ms Cheryl Cadelina Lee (Youth Delegate Singapore Youth for C P26 and how it

The second Leadership Conversations forum was held on 28 April 2022, themed on Surmounting Adversity for a Greener Future More than 150 business leaders from the built environment sector convened at the Orchard Hotel for a particularly impactful forum that explored not only the myriad efforts behind the sustainability of the Mandai mega-project, but also on green stewardship and how industry stakeholders can ride on the unprecedented wave of sustainability awareness and accelerate green efforts with renewed vigour.
Through a cosy fireside chat facilitated by SGBC 2nd Vice President Ms Lynette Leong, special guest Mr. Chuan-Jin Tan (Deputy Chairman for the Mandai Wildlife Group) outlined the complexities behind the Mandai development, such as how the principles of keeping waterways pristine are upheld as well as the strong link between conservation and sustainability. BCA CEO Mr. Kelvin Wong also shared some of the challenges the sector had to surmount during the COVID-19 pand future

BRIDGING ACTION FOR SUSTAINABLE SPACES
The Alliance for Action (AfA) on Sustainable Spaces was jointly formed by the Singapore Business Federation (SBF), Singapore Furniture Industries Council (SFIC), and Singapore Green Building Council (SGBC) in November 2021, to bring together stakeholders across different sectors to create and enhance sustainable spaces.
Supported by the Building and Construction Authority (BCA) and the National Environment Agency (NEA), the AfA also aims to help solution providers and adopters seize opportunities in the green economy and support the Singapore Green Plan 2030.
The AfA’s industry engagement and consultation efforts ultimately culminated into two vital initiatives to promote and advance awareness of greener, healthier and more sustainable spaces.

LOW FORMALDEHYDE COMMITMENT
The first initiative was the launch of the “Low Formaldehyde Commitment Statement” in April 2022, which is the AfA’s effort to raise public awareness on the need for lower formaldehyde emissions indoors and to present new opportunities for suppliers of sustainable products and services that can improve wellness and quality of living.
75 Commitment Statement partners pledged to supply or adopt low or no formaldehyde products and solutions. They include real estate developers, consultants, contractors, facilities managers, government agencies, furniture and furnishing suppliers, institutes of higher learning, and trade associations and chambers.
The Statement was officially launched during a company visit to SGBC Member LivinWall Pte Ltd (Gush), and witnessed by Deputy Prime Minister and Coordinating Minister for Economic Policies Mr. Heng Swee Keat.

INDUSTRY GUIDELINES FOR GOOD INDOOR AIR QUALITY
The second initiative delivered by the AfA was the publishing of the “Industry Guidelines for Indoor Air Quality” in January 2023.
Officially launched by Minister for the Environment and Sustainability Ms Grace Fu during a company visit to the premises of SGBC Founding Member C&W Services (S) Pte Ltd, the Guidelines were developed after extensive consultation with i d k h ld d f fi i i h i sho
The Guidelines’ recommendations are intended to regulate, incentivise and to foster collaboration between the industry and public sector across the five priority areas:
Adopt emission limits for products and furnishing indoors
Adopt Singapore Standards for good indoor air quality
Acquire certification as an endorsement of their efforts to maintaining good indoor air quality
Implement workplace safety and health guidelines
Monitor Indoor Air Quality and implement mitigating measures

INDUSTRY GUIDELINES FOR GOOD INDOOR AIR QUALITY
During the event at C&W Services revamped green workplace, Minister Grace Fu said that the Government will “very seriously” consider recommendations by industry leaders to set formaldehyde emission limits in building products and household furnishings.
Adding on to Minister’s sentiments, Mr Tang Kok Thye, President, SGBC, said, “Green buildings are good for the environment but even better for people with their emphasis on human health and well-being. With growing consumer attention on the impact of air quality on health, these guidelines will help to spur concrete action by companies to monitor, track and optimise the health and well-being of our places and spaces for occupants ”

ADDRESSING EMBODIED CARBON 21
In collaboration with BCA and SGBC, JTC commissioned NUS-ESI to develop a unified Building Embodied Carbon Calculator (BECC) that has replaced the current BCA carbon calculator. It is customised for local industry use and includes key features such as accounting for upfront carbon of materials used with adapted carbon emission factors to reflect the carbon footprint of projects within the local context.
The implementation of the BECC provides the industry with a unified tool to make informed decisions on material and product selections to reduce the carbon footprint of projects for use under the Sustainable Construction section of the Code for Environmental Sustainability of Buildings (Edition 4.0) and the Green Mark 2021 Whole Life Carbon badge.
The BECC is aligned with the SGBC’s growing emphasis on reducing and optimising carbon emissions through upskilling of industry professionals’ carbon capabilities and developing an ecosystem to raise the adoption rate of environmental product declarations (EPD) to support the built environment’s transformation to one that is greener, healthier and low-carbon.
The Calculator directly supports the Singapore Built Environment Embodied Carbon Pledge launched by SGBC in 2021. Counting nearly 100 signatories from the built environment sector, the Pledge helps to unify and amplify industry action anchored on three key principles:
Opting for building materials with lower embodied carbon Minimising materials usage and wastage through collaborative design and optimisation
Transforming construction site processes to utilise electricity and renewable sources of energy

ASSURING SUSTAINABILITY
As the only certification programme dedicated to green building products in the local building and construction industry, the Singapore Green Building Product (SGBP) certification scheme continues to be a credible, impactful tool to promote built environment sustainability.
By evaluating and certifying products based on their environmental performance, it encourages manufacturers to produce products that are environmentally friendly and helps builders and developers make informed choices about the building products they use.
The SGBP also helps property developers, owners and builders to identify products that can help them to meet regulatory requirements and achieve their sustainability goals.

In 2022, the SGBP launched revised criteria for interior paints, exterior paints, primers, sealers, and coatings. The certifying criteria were revised and updated to align with the latest version of the Singapore Standards for emulsion paint for decorative purposes (SS 150: 2021).
While the SS 150: 2021 only applies to emulsion paints, SGBC took the opportunity to create more beneficial standards by imposing TVOC and formaldehyde emissions limits on a larger variety of indoor products.
This revision supports the work of the Alliance for Action on Sustainable Spaces to reduce formaldehyde emissions in spaces and building products.

In November 2022, SGBC Members Convergent Smart Technologies, Dyson Singapore and Infinergy Systems Solutions received their SGBP certificates from Mr. Baey Yam Keng, Senior Parliamentary Secretary for Sustainability and the Environment, for the first smart restroom products to be certified under the SGBP certification scheme in collaboration with the Restroom Association (Singapore) (RAS).
Conferred during the 14th Let's Observe Ourselves Awards, this joint certification pathway is co-managed by the RAS and SGBC, and smart washroom products with Detect, Feedback, Eliminate & Clean (DFEC) smart features are rated against established criteria and complement the Happy Toilet Programme.
Use of SGBP-certified DFEC products have been incorporated into the 5th edition of the RAS' Guide to Better Public Toilet Design and Maintenance.

A number of SGBC Green15 Solution Introduction Sessions were organised in a digital format throughout the year, allowing solution providers to present their innovations to the people who need such solutions for their decarbonisation and green building goals.
Product manufacturers appreciated the opportunity to share on the sustainability features of their solutions, while building owners and property developers could keep abreast of ever-imp ology.

The SGBC Pavilion returned to the Build Eco Xpo Asia (BEX Asia) tradeshow from 6-8 September 2022.
Taking place in-person at the Sands Expo & Convention Centre after a two-year hiatus, the SGBC Pavilion showcased a specially-curated selection of green building solutions put forward by SGBC Members in a Pavilion that embodies built environment sustainability.
With innovations covering architectural products to mechanical & electrical engineering solutions as well as smart technology, there was definitely something on display that could add value to any green building project.

Throughout the three-day event, numerous visitors thronged the SGBC Pavilion to find out more about our industry-specific certification programmes and take a look at what our exhibitors had to offer.
A dedicated GreenView Seminar was also put together on 8 September 2022 for all SGBC Pavilion exhibitors to share their knowledge, experience and expertise with delegates, visitors and guests alike.

STRENGTHENING COLLABORATION
During IBEW 2022, SGBC cemented a Memorandum of Understanding (MOU) with three other green real estate players to strengthen collaborative efforts for green building solutions, innovations and best practices between both Singapore and Malaysia.
The four-party MOU between GreenRE Sdn Bhd, the Real Estate and Housing Developers’ Association Malaysia (REHDA), the Real Estate Developers’ Association of Singapore (REDAS) and SGBC, was inked in the witness of Singapore Minister for National Development & Minister-in-charge of Social Services Integration, Mr. Desmond Lee, as well as Mr. Kelvin Wong, CEO of the Singapore Building and Construction Authority (BCA) at the SGBC Pavilion.
Besides firming the ties between Singapore and Malaysia’s green real estate players, the MOU will also facilitate Singapore developers with projects in Malaysia to leverage the Singapore green building ecosystem of proven and certified green building solutions for their Malaysian developments, specifically products certified by the SGBP certification scheme.

Finally, the delegation had the opportunity to visit a number of interesting premises that showcased innovative construction technology and green building technology or sustainability in practice, including Mighty Buildings (3D printing), the San Francisco Federal Building as well as the Genentech Buildings.

SUPPORTING GREEN BUILDING PROFESSIONALS
SGBC actively supports the professionals behind the greening of the Singapore built environment through the Green Mark Professional Qualification Scheme, with qualified professionals accorded the Green Mark Accredited Professional (GMAP) credential
This is in line with global professional accreditation programmes and will raise the profile of Singapore's green building professionals and showcase local expertise in the greening of buildings from a tropical climate context, strengthening Singapore’s reputation as the hub for green building leadership
More than 800 GMAPs from a wide range of building and construction disciplines have been registered.

GMAP professions span the entire building and construction value chain, enhancing the more traditional roles of ESD consultants, Architects, Engineers, Contractors, Project Managers, Facilities Managers, as well as embracing newer roles such as energy and carbon specialists, sustainability professionals, corporate real estate managers and many more.
As green building and sustainability continue to gain traction, the demand for qualified green professionals will continue to increase.

CONTINUING PROFESSIONAL DEVELOPMENT
The vast majority of SGBC-organised activities are events meant to enable the continuous professional development (CPD) of professionals in the built environment, especially GMAPs. In 2022, SGBC organised nearly 40 CPD events – both virtual and in-person – that reached out to nearly 5000 attendees. Many events were also curated and created by Members, for Members.
SGBC also restarted its retinue of Learning Journeys in 2022, delivering a total of 12 sessions for nearly 300 attendees. These small-group, in-person sessions delivered interactive experiential learning to both GMAPs and SGBC Member representatives.

At the 2nd SGBC-REDAS Green Real Estate Trends Conference held on 19 May 2022, built environment professionals received a wide breadth of perspectives on the ESG Pivot, from a very impactful keynote by Enterprise Singapore on how environmental sustainability can be leveraged to advance business excellence, to various industry experts deeply exploring each element of ESG.
The nearly 300 Conference participants in attendance also received useful insights on decarbonising real estate and revitalising real estate assets, gleaning actionable strategies to pivot their portfolios towards greater sustainability.

Green Mark 2021 building projects attaining a minimum number of credits in any of the five Sustainability Sections will be awarded a corresponding Badge to showcase the achievement of exemplary project performance.
Expanding on the Unpacking Green Mark 2021 webinar held in 2021, SGBC organised two webinars to delve deeper into the Sustainability Sections and provide insights on addressing the credits and achieving GM:2021 Badges.
SGBS-certified ESD firms (Building System and Diagnostics Pte Ltd, G-Energy Global Pte Ltd, GreenA Consultants, ONG&ONG PTE LTD, Surbana Jurong) explained the core principles of each badge and outlined the key scoring components and criteria.

As an ongoing collaborative effort, SGBC and SGBC Founding Member Singapore Polytechnic (SP) organised three webinars in 2022 to explore sustainability topics adjacent to the built environment sector. These webinars engaged more than a thousand attendees from across the building and construction sector, as well as from other industries.
Each carefully-curated session featured a strong lineup of industry experts to shed more light on the subjects of discussion, covering: Super Low Energy Buildings, Entwining Food Security with Sustainability as well as Greening Industrial Buildings.

Close to 80 participants heard about how unique energy as a service solutions can help achieve resilience as well as drive efficiency and sustainability outcomes. They also learnt how a digital twin can help ACMV equipment to operate optimally with zero human intervention and achieve robust savings and productivity through data-driven AI solutions.

The SGBC Digital Academy is an industry service put together by SGBC to provide built environment and sustainability professionals with on-demand access to green building knowledge, perspectives and insights.
Digital events are hosted onto the SGBC Digital Academy for professionals to learn at their own time and pace.The SGBC Digital Academy also enables GMAPs to fulfil annual CPD requirements whilst attaining current, updated knowledge on key green building trends and developments.
To date, the SGBC Digital Academy has more than 2000 registered users on the platform.
