Welcome the birth of the Conservation Education Network Prof. Hoang Hoe Director of CETD Recently, environment education (EE) has drawn considerable public attention. Many local and international organizations, mass organizations, and scientists have taken part actively in environment protection and EE activities. The Vietnam Environmental Education and Training Network (VIETNET) that was established in 1995 and sponsored by the Ministry of Science, Technology and Environment has undertaken a lot of diverse and practical activities. Conservation education is an important part of EE. In Vietnam currently, NPs and PAs are subject to conservation activities. National parks such as Ba Vi, Cat Ba, Tam Dao, Bach Ma, Yok Don, Cat Tien, Ben En and protected areas such as Vu Quang, Pu Mat, Xuan Thuy, Dong Thap and others, especially Cuc Phuong National Park since its establishmenthave had numerous conservation education activities and have considered it the leading task of NPs and PAs. In several places, conservation education is diverse and suitable for various target groups: government workers, residents in and around NPs and PAs, teachers, pupils, and visitors. There are thousands of people that participate in this meaningful activity annually. Its results make a great contribution to changing people's behaviors and making them more responsible towards nature and environmental protection. Abundant national and international projects on conservation education have been carried out effectively in Cuc Phuong, Bach Ma, Ba Vi, Tam Dao, Cat Tien, and elsewhere. In the past few years, several schools, research institutes, and mass organizations have joined in conservation education activities. Noticeably, the Vietnam National Parks and Protected Areas Sub-Association (VNPPA) has been active in the field of conservation, holding training courses on EE and ecotourism for park staff and local people in NPs and buffer zones. However, conservation education activities in Vietnam remain sporadic and of low educational quality, and do not meet demand, leading to limited results. For these reasons, the establishment of the Conservation Education Network (CEN) - a part of the Vietnam Environmental Education and Training Network - is essential. On 21,22 June, 2000 at the seminar on Conservation Education, CEN was officially established. The purpose of the CEN is to coordinate operations of organizations (local and international governmental and nongovernmental organizations) and individuals that are involved in conservation education in national parks, protected areas and buffer zones; share experiences; and learn from one another in order to enhance

conservation education quality and effectiveness. In the future with CEN activities and close cooperation among national and international organizations and individuals working in the field of conservation education, Vietnam conservation education must make great achievements.

Conservation education seminar Do Thi Thanh Huyen Center for Environment, Tourism and Development With the financial support from the Small Grants Program of World Bank (WB) and the Fauna and Flora International (FFI), the Center for Environment, Tourism and Development (CETD) and the Vietnam Network for Environmental Education and Training (VIETNET) co-organized the Conservation Education Seminar on 21-22 June 2000 at the Forest Inventory and Planning Institute (FIPI), Km13, Thanh Tri, Hanoi. Present at the seminar were 51 participants (41 Vietnamese and 10 foreigners) including staff of the Center for Environment, Tourism and Development (CETD), Vietnam National Parks and Protected Areas Sub-Association (VNPPA), Vietnam Network for Environmental Education and Group discussion at the seminar Training (VIETNET), Institute of Ecology and Biological Resources, National Center for Natural Sciences and Technology (NCNST), Center for Environment and Sustainable Development, Forest Inventory and Planning Institute (FIPI), Center for Natural Resources and Environment (belonging to FiPI), national parks and nature reserves through out Vietnam, national and international projects relating to nature conservation, educators, and reporters from some newspapers, Vietnam Television and Hanoi Television. On this occasion the Conservation Education Network (CEN) officially declared its establishment. The seminar focused on conservation education and all participants discussed the CEN operation. Opening the seminar was a speech of Prof. Hoang Hoe-Director of CETD welcoming the birth of the CEN. Following up were other speeches on current conservation education in Vietnam by Dr. Nguyen Duc KhangPresident of VNPPA, Nguyen Nguyen Cuong – Secretary General of VIETNET, Dr. Nguyen Huy Phon-Deputy director of FIPI. After that was the reports on conservation education in Bach Ma National Park (NP) by Mr. Huynh Van Keo, director of the park; on WWF conservation education activities by Ms. Nguyen My HanhWWF Vietnam environmental education officer; on conservation education programs in national parks and protected areas in Vietnam of VNPPA in cooperation with Japan Internation Cooperation Agency (JICA) by Mr. Masahisa Arai – JICA expert; and on conservation education activities of Cuc Phuong Conservation Project by Vu Thi Quyen - Project coordinator. In the afternoon, all participants were divided into two groups. The two goups discussed (1) Conservation Education for adults and pupils, (2) Conservation Education for tourists. Both groups worked actively to come to conclusion on impacts caused by each target group on protected areas, priority education activities, methods and facilities for education activities, and coordination and cooperation among individuals and organizations in visitor education. Participants also discussed conservation education for officers, policy makers and agreed that although it is not easy, it is necessary and possible if there is a right approach. All participants considered and unified the opinion on the CEN regulation and its five-year action plan (20002005), and voted the steering committee of the CEN. After the visit to FIPI museum and model forest, all participants left Hanoi for Cuc Phuong National Park. On 22 June 2000 they visited Cuc Phuong museum, Visitor Center. Cuc Phuong Conservation Project staff introduced project programs, activities including a play and a public show composed and performed by the project staffs themselves. The participants visited the Center for Ecology Studies and Tortoise Conservation Center before lunc

In the afternoon, the whole group paid a visit to Ancient Cave and Primate Rescue Center. The seminar on Conservation Education wrapped successfully marking the birth of the Conservation Education Network.

Conservation education in Vietnam Network for environmental education and training Nguyen Nguyen Cuong Secretary General of VIETNET At the end of 1992, in the frame of the UNEP the Network for Environmental Education and Training at Tertiary Level of the Asian Pacific (NETLAP) was established and after that Vietnam was invited to participate as the official member of the network. At first, the network of Vietnam had 14 members including environmental management and environmental sciences organizations led by Dr. Nguyen Ngoc Sinh who is the coordinator of the network. So far, the number of its members has increased considerably to 700 including 202 doctors, 58 masters, and 400 bachelors, etc. The network consists of specific sub-committees: (1) Toxic Chemicals and Dangerous Waste, (2) Marine Environment, (3) Environmental Economics, (4) Education and Training at all Levels, (5) Environmental Education and Training Communities, (6) Environmental Education and Public Health, (7) Biodiversity Education and Training, (8) Industrial and Urban Environment, (9) Human Environmental Education, and (10) Conservation Education. It can be said that the establishment of the VIETNET is appropriate with one of several action plans of National Plan on Environment and Sustainable Development 1991-2000. The purpose of the VIETNET is "to develop the environmental education and training strategy of Vietnam; to unify management; to coordinate, assist and cooperate nationally and internationally in order to gradually standardize environmental education/training nationwide and contribute to the cooperation with the NETLAP." Since its establishment the VIETNET has organized many practical environmental education activities such as forums, conferences, seminars, training courses on environmental education. Its members take part in giving lectures on environmental management, environmental sciences, and environmental education regularly for governmental management officers, enterprises, social and mass organizations through out the country. Especially in 1999 the VIETNET participated in the development of the project on "Integrating environmental education into the national system" to be submitted to the government for realization of the decree 36-CT/TW of the Party Steering Committee on "enhancing environmental protection during national industrialization and modernization." In environmental protection, biodiversity and conservation education is one of the issues that draw attention from relevant sectors and especially from the Communist Party and Government. Because of the great cultural and economic importance of biodiversity, Vietnam has step by step protected its natural resources. Cuc Phuong national park was established in 1962 and since then 107 protected areas have been set up including 11 national parks, 64 nature reserves and 32 historical and cultural sites (according to the statistics of Forest Protection Department (FPD), Ministry of Agricultural and Rural Development (MARD)).Vietnam has worked out the National Environmental Protection Strategy (1985), National Plan on Environment and Sustainable Development (1991), Action Plan of Tropical Forestry (1991) and Biodiversity Action Plan (1995), etc. Relevant governmental organizations have put conservation education under consideration since the 1980s. The first training course on national park management in Vietnam was held from 10-15 November 1987 in Cat Ba national park with the participation of relevant scientists from such agencies as the National Committee for Science and Technique, National Committee on Social Sciences, Vietnam Scientific Institute, Ministry of Education and Training, Ministry of Forestry, etc. Up to now numerous refresher and professional training courses, seminars on management sciences and technique in this field have been held nationwide by Ministry of Forestry, MARD, research institutes, universities, management agencies. In the frame of the VIETNET, conservation education has been receiving a lot of attention from scientists of several agencies and organizations, especially the coordination and assistance of international organizations

that help Vietnam implement Biodiversity Action Plan in general and conservation program in particular

Conservation Education Experiences of Cuc Phuong Conservation Project Vu Thi Quyen Project Coordinator Cuc Phuong Conservation Project started in 1996 aimed at helping Cuc Phuong national park with conservation through four programs:

On socio-economic research On conservation education On biological research Species conservation

The conservation awareness program is the biggest program of the project with a view to enhance local people and visitors' awareness about Cuc Phuong, nature and conservation. The program contains three parts:

Conservation Club Program in schools Village Program Visitor Program

Conservation Club Program Conservation Club Program began at the end of 1996 in some schools of Nho Quan district. So far the program has developed through out the four buffer zone districts of the park with the participation of 43 schools, 15,300 members and 32 cooperative teachers. This is an extra-curriculum program and all pupils participate voluntarily. Each time focuses on one topic and consists of several activities such as drawing, telling stories, playing games, discussing, etc. that relate to the topic. In addition there are various special events and activities such as puppet show, planting trees, visiting the park, contests and teachers workshops, etc. Especially, club members take part in the village program through the play "Tao Quan comes late" that they compose and act by themselves. Besides all members make an actively great contribution to the newspaper "Green Forest" of the club with poems, stories, and questions about the nature, environment, the park and conservation. An important content of the program is to train staff and teachers. The project usually organizes training courses to enhance the project staff conservation knowledge and every two months the project holds a training course for cooperative teachers with the same purpose. Village Program Village Program started at the end of 1998. The program mainly targets at adults. Unlike the conservation club program, this program has been carried out alternatively in all villages in close relation with local authorities and organizations as Women Union, Youth Union, Veteran Union, and others. Up to now the program No 1 has finished in three districts and the program No 2 is being implemented in the third village with 15,000 participants. The program No 1 included slide show on the value of Cuc Phuong National Park, threats and impacts, the play "Tao Quan comes late" of the conservation club members. The program No 2 comprises a short film on Cuc Phuong and some economic solutions that have been applied successfully in some households in the buffer zone. Then the program continues with discussion on issues that have been raised in the film anf finally the comedy "Mr. Man's family story" starred by the project staff. Visitor Program Visitor program started in 1999 with the construction of the visitor center. This will be the place providing visitors with information of Cuc Phuong national park, protection and conservation before they visit the park

and it is also the place to organize activities for local people and pupils when they visit the park. One of the greatest successes of the project is to train conservationally experienced, skilled, and knowledgeable staff. At present the conservation awareness program is run and managed completely by Vietnamese.

Experiences from training courses on environmental education Masahisa Arai- JICA expert in VNPPA and Le Van Lanh- Secretary General of VNPPA 1. Introduction Since its establishment in 1995, Vietnam National Parks and Protected Areas Sub-Association (VNPPA) has had several activities relating to environmental education (EE). VNPPA has cooperated with Federation of Nature and National Parks of Europe (FNNPE) in the period between 1996 and 1998, the National Parks Association of Japan, Japan International Cooperation Agency (JICA) and WWF to organize training courses on EE. VNPPA together with a JICA expert and a EE officer from WWF organized a training course on EE and ecotourism in Ba Vi and Tam Dao national parks from 16 to 31 of March 2000 2. Training purposes:

Building capacity in the fields of ecotourism and EE for the staff of two national parks Enhancing ecotourism and EE awareness and practical ability Developing draft plan on ecotourism and EE development Enhancing the ecotourism and EE relationship and cooperation with tourism companies in the park

3. Training methods

Activity at Training course on Ecotourism and Environmental Education in Ba Vi National Parks

The method of getting people involved was used through out the course. Lecturers guide the theory briefly and divide the class into groups. These group will disscus different topics following the containt of the lecture. During the discussion, the lecturers and the facilitator used their knowledge and experience to drive the discussion in correct direction. Trainees are active in expressing their ideas to contribute the lectures. Trainees had a field trip in Cuc Phuong NP.

Introduce nature conservation and EE activities in Ba Vi and Tam Dao NP. Introduce some nature conservation activities in Japan Introduce approaches to attract local community participation in nature and environmental conservation activities Introduce ecotourism: concepts (concept, planning, implementation, ecotourism roles to nature conservation and community development)

Introduce EE and environmental interpretation in NPs and protected areas (PAs) (concept, application of EE in NPs and PAs)

Have a field trip to Cuc Phuong: Listen to EE and environmental interpretation activities that are implemented in Cuc Phuong and visit Cuc Phuong Conservation Project and the visitor center.

5. Some experiences from the past activities: Through activities at the training courses, some experiences are supposed as following: In order to organize training courses effectively, it is important to choose the right trainees. Those people are interested and involved in the content of the training course should be targeted so that they can apply what they have trained into their work in the park.

The number of trainees should be 25 at most, which is very helpful in group discussion. Because almost trainees are adults, the method that should be used during the training course is participatory and to make people brainstorm. It is necessary to combine the lesson in the class with the practice in the park where the training course takes place as well as in some bright examples of some other parks. Some good staff of the park should be chosen to be trained as trainers for future training courses. For effective conservation education, there is a need to develop a practical program for local people. International cooperation and exchange play an important role in effective EE.

Environmental /Conservation Education WWF's Practical Experiences in Vietnam Nguyen My Hanh Environmental Education officer - WWF Vietnam WWF and Environmental/Conservation Education The World Wide Fund for Nature - WWF started to work in Vietnam in the early 1980s and officially opened its representative office in Hanoi in 1991. WWF operation purposes are to preserve the diversity of the ecological and genetic resources, breeds and species; to ensure sustainable usage of natural resources that can be renewed in the short term as well as in the long term; and to encourage activities that help reduce pollution, exploitation, and waste consumption of energy and natural resources. In Vietnam, WWF is coordinating many field projects, providing support financially and technically for field studies, providing professional training to conservation workers at all levels, and cooperating closely with governmental agencies, research institutes and NGOs that are involved in conservation in Vietnam in order to meet the national increasing conservation demand more and more effectively. Since the late 1970s, after the first Intergovernmental Conference on Environmental Education (Tbilisi, 1977), WWF has developed a lot of strategies and concrete programs on environmental education (EE) on various continents. Major directional principles of WWF environmental education programs are:

Education on environment; Education through environment; Education for environment.

WWF environmental education programs in Vietnam started in 1997. Based on the reality of EE development in Vietnam and EE demand from different target groups in the frame of WWF conservation projects implemented in some national parks (NP) and protected areas (PA) in Vietnam, the EE strategy of WWF Vietnam (1998-2000) has been elaborated. The strategy states clearly that EE programs should focus on NPs and PAs in Vietnam and should be integrated tightly into WWF field projects. Existing EE programs of WWF EE programs of WWF in Vietnam have carried out the following field activities for the past three years of development and implementation:

Project on enhancing EE in Cat Ba NP, Hai Phong; EE program in schools and communities, Vu Quang protected area, Ha Tinh; Education program on enhancing the awareness of tiger conservation, project on tiger conservation in Hue, Quang Nam and Kon Tum; Program on enhancing the awareness of marine resources sustainable usage, Hon Heo, Nha Trang, Khanh Hoa; EE program of Cat Tien conservation project, Cat Tien NP, Dong Nai; EE program on enhancing the awareness of conservation in Con Dao NP, Ba Ria, Vung Tau; EE program of the abreast conservation project Phong Nha-Ke Bang-Hin Namno; EE program on enhancing the awareness of conservation in Yok Don NP, PARC Yok Don project, Dac Lac.

Advantages and disadvantages: Advantages EE/conservation education is a very new field in Vietnam. However, EE/conservation education workers in Vietnam in general and in NPs and PAs in particular have worked under a very clear orientation: EE is officially considered one of the main functions and tasks of a NP/PA. Besides, new policies on EE/conservation education issued by relevant ministries and echelons (Ministry of Education and Training, Ministry of Science, Technology and Environment etc.) create suitable legal corridors for the development and implementation for EE programs at the ground level. EE/conservation education because it contributes to the sustainability and efficiency of education and conservation activities. In the past few years the tendency to apply the public participatory method conservation and development has become more and more popular and an advantage for the education program to be of high effectively for nature conservation. Disadvantages: Although it is widely accepted in Vietnam that education is one of the basic measures to implement conservation objectives, the concept and methods of education remain a controversial issue at different levels and sectors. As a result, practical education activities in places badly in need of EE/conservation education are deeply affected. In the management plans of many NPs and PAs, EE is identified as one of the leading functions and tasks. However, it is a fact that the NPs and PA staff's capacity to establish, implement, observe and evaluate EE activities is limited. Accordingly, in order to develop stable and effective EE programs it is not only necessary to raise the capacity of those who work directly in the field of conservation but also to have a suitable management mechanism that generates motivation for them as well as those target groups who actively participate in practical activities. In addition, there is a lack of both synchrony in programs on nature conservation and economic development, and resources for EE/conservation education development and implementation. EE/conservation education in NPs and PAs - towards future sustainability and efficiency One of various models of EE/conservation education programs in the future that should be taken into consideration is Conservation-Education-Development, in which EE/conservation is integrated into NP/PA

activities to ensure the reasonability and flexibility of the participatory approach to conservation and development. Besides the implementation of conservation education/EE should be paid attention and considered as much important as other education forms because it is the precondition for the education program to be of high effectively for nature conservation. CEN ACTIVITIES IN THE PERIOD BETWEEN 2000 AND 2005 CEN activities in the period between 2000 and 2005 are: 1. Publish the CEN bilingual (Vietnamese and English) quarterly newsletters (approximately 10 pages for a newsletter both paper copy and electronic); 2. Discuss and exchange information through an email discussion list; 3. Find fund and coordinate with national and international organizations to: (1) organize at least one seminar each year on conservation education in a National Park or a Protected Area, (2) to develop materials on conservation education, (3) and to organize professional training courses for the CEN members. 4. Support study tours to exchange experiences among national parks and protected areas by consulting organizers (National Parks or Protected Areas) on the content of those study tours. 5. Coordinate with other sub-committees of the Vietnam Environmental Education and Training Network and mass media agencies to effectively implement the task of conservation education and carry out relevant activities.

The first meeting of the CEN steering committee chaired by Prof. Dr. Vo Quy, Head of the CEN steering committee was held at Center for Resources and Environment Studies (CRES) office, 19 Le Thanh Tong on the morning of 21 July 2000. Present at the meeting were 13 participants including members of the CEN

steering committee, a secretary and an interpreter. The meeting has come to the following conclusions: (1) CEN regulations, (2) The CEN five year action plan from 2000 to 2005, and (3) the CEN internal newsletter. FIPI and Birdlife International (BI) co-organized the conference on "Extension of Vietnam Protected Area System for the 21st Century" on 8th September 2000 at the Forest Inventory and Planning Institute (FIPI), Thanh Tri, Hanoi. Present at the conference were 30 delegates as scientists, relevant officers from Ministry of Planning and Investment (MPI); Ministry of Science, Technology and Environment (MoSTE); Ministry of Agriculture and Rural Development (MARD); National Environment Agency (NEA); Forest Protection Department (FPD); FIPI; Ministry of Fishery; Ministry of Defense; and such international organizations as IUCN, WWF, BI, and EU representative office in Hanoi. All participants listened to Mai Ky Vinh's report on "Information collection and analysis", Vu Van Dung's report on "Assessment and Suggestion for the Extension of Vietnam Protect Area System Based on Information Analysis" and Le Trong Trai's report on "Monitoring Protected Areas - Consistent and Different Points". The participants at the conference discussed and contributed various ideas to fulfill the final report of the project. They focused on discussing ten newly suggested protected areas and the extension of 16 existing ones. The conference highly appreciated the great work that the project did and expressed a hope that the project would perfect the final report. The Second Consolidation Workshop for Project Adviser Team (PAT) of the Environmental Education (EE) Project VIE/98/018 was organized in Thai Nguyen City from 25 to 29 July 2000. The workshop was held based on the EE Project VIE/98/018 between the Ministry of Education and Training (MOET) and the UNDP aiming at assisting the PAT, who are leading officers of MOET, Departments of Education and Training (DOET) at local level, institutes and teacher training universities, to be able to organize EE seminars in their locality in the near future. With the great support of a foreign expert and project staff, the PAT discussed excitingly the policy and strategy on EE in Vietnam schools and worked actively to plan and carry out a real workshop with the participation of 15 teachers of Thai Nguyen City. The workshop wrapped up successfully on the afternoon of 29 July 2000. Forthcoming seminars A seminar on "Trees are our friends" is going to be held on 12,13 September 2000. The seminar will focus on sharing experience on organizing training courses for teachers, difficulties and solutions to book usage methods in schools; sharing experience of Bach Ma National Park on conservation education and the coordination between the park and schools. COMMUNITY PARTICIPATORY METHODS IN COASTAL RESOURCES MANAGEMENT The book " Community participatory methods in coastal resources management" is a three-volume set that the Philippines International Institute for Rural Replanning (IIRR) published in 1998 and the Center for Resources and Environment Studies (CRES), Hanoi National University translated into Vietnamese and printed in May 2000. The book introduces methods to raise community and mass organizations' awareness so that they can take part actively and greatly in natural resources management especially coastal resources. Volume 1 describes characteristics of natural resources, coastal communities; and the development, principles, stages and strategies on coastal resources management based on the community. The book includes 365 pages with six following chapters: Chapter one on Biological Conservation and Biodiversity, Chapter two on Threats to Biodiversity, Chapter three on Conservation at the Level of Population and Species, Chapter four on Conservation at the Level of Society, Chapter five on Conservation and Sustainable Development, and Chapter six on Biodiversity Conservation in Vietnam. The book provides fundamental knowledge on ecology, biology and conservation. The book helps equip students and nature lovers with major necessary knowledge for conservation. Nh÷ng n¨m gÇn ®©y c«ng t¸c gi¸o dôc m«i trêng ®· ®îc x· héi rÊt quan t©m. NhiÒu tæ chøc trong níc vµ ngoµi níc, nhiÒu ®oµn thÓ quÇn chóng, nhiÒu nhµ khoa häc ®· tÝch cùc ho¹t ®éng b¶o vÖ m«i trêng vµ tham gia c¸c ho¹t ®éng gi¸o dôc m«i trêng. M¹ng líi Gi¸o dôc M«i trêng ViÖt nam ®îc h×nh thµnh tõ n¨m 1995 ®· ®îc Bé Khoa hoc-c«ng nghÖ m«i trêng b¶o trî. M¹ng líi ®· cã nhiÒu ho¹t ®éng rÊt ®a d¹ng vµ thiÕt thùc. Gi¸o dôc b¶o tån lµ mét bé phËn quan träng trong gi¸o dôc m«i trêng. ë ViÖt Nam hiÖn nay, c¸c ho¹t ®éng gi¸o dôc b¶o tån tËp trung chñ yÕu ë C¸c Vên quèc gia (VQG) vµ c¸c Khu B¶o tån Thiªn nhiªn (KBTTN). C¸c VQG nh: Ba V×, C¸t Bµ, Tam ®¶o, B¹ch m·, Yok §«n, C¸t tiªn, BÕn En; c¸c KBTTN nh: Vô Quang, Pï M¸t, Xu©n Thuû, §ång th¸p, ®Æc biÖt lµ Vên quèc gia Cóc Ph¬ng tõ ngµy thµnh lËp ®Õn nay ®· lµ n¬i tÝch cùc thùc hiÖn nhiÒu ho¹t ®éng gi¸o dôc b¶o tån, coi ®ã lµ nhiÖm vô quan träng hµng ®Çu cña m×nh. T¹i nhiÒu n¬i, ho¹t ®éng gi¸o dôc b¶o tån rÊt phong phó vµ ®a d¹ng, thiÕt thùc, phï hîp víi tõng ®èi tîng: c¸n bé lµm viÖc t¹i c¸c c¬ quan Nhµ níc, nh©n d©n sèng trong vµ xung quanh c¸c VQG vµ KBTTN, gi¸o viªn vµ häc sinh, du kh¸ch. Hµng n¨m, ®· cã hµng v¹n ngêi tham gia vµo c¸c ho¹t ®éng cã ý nghÜa nµy. KÕt qu¶ cña ho¹t ®éng nµy ®· gãp phÇn quan träng vµo thay ®æi nhËn thøc, lµm cho mäi ngêi cã tr¸ch nhiÖm h¬n ®èi víi b¶o vÖ thiªn nhiªn m«i trêng. C¸c Dù ¸n trong níc vµ quèc tÕ thùc hiÖn t¹i c¸c VQG vµ KBTTN ®· triÓn khai nhiÒu ho¹t ®éng gi¸o dôc b¶o tån rÊt cã kÕt qu¶ t¹i Cóc Ph¬ng, B¹ch M·, Ba V×, Tam §¶o, C¸t tiªn, C¸t Bµ,... Nh÷ng n¨m gÇn ®©y, nhiÒu trêng häc, nhiÒu ViÖn nghiªn cøu, nhiÒu Héi quÇn chóng ®· tham gia gi¸o dôc b¶o tån. §Æc biÖt, Ph©n héi c¸c Vên Quèc gia vµ Khu B¶o tån Thiªn nhiªn, Héi L©m nghiÖp ViÖt Nam ®· tÝch cùc ho¹t ®éng trong lÜnh vùc gi¸o dôc b¶o tån nh më nhiÒu líp tËp huÊn vÒ B¶o tån thiªn nhiªn vµ Du lÞch sinh th¸i cho c¸n bé vµ nh©n d©n sèng t¹i nhiÒu VQG vµ vïng ®Öm. Tuy nhiªn, ho¹t ®éng gi¸o dôc b¶o tån hiÖn nay ë níc ta cßn cha ®¸p øng ®îc yªu cÇu, cßn rÊt ph©n t¸n, chÊt lîng gi¸o

dôc cha cao, kÕt qu¶ cßn h¹n chÕ. V× vËy, sù h×nh thµnh M¹ng líi Gi¸o dôc b¶o tån, mét bé phËn trong M¹ng líi gi¸o dôc M«i trêng ViÖt nam, lµ mét nhu cÇu bøc xóc hiÖn nay. Ngµy 21-22/06/2000, t¹i cuéc héi th¶o gi¸o dôc b¶o tån, M¹ng líi Gi¸o dôc b¶o tån - CEN ®· chÝnh thøc ra ®êi. §©y lµ M¹ng líi ra ®êi sau cïng trong sè 10 M¹ng líi thuéc M¹ng líi gi¸o dôc m«i trêng ViÖt nam. Môc ®Ých cña M¹ng líi lµ phèi hîp hµnh ®éng cña nhiÒu tæ chøc (kÓ c¶ c¸c tæ chøc ChÝnh phñ vµ phi ChÝnh phñ, trong níc vµ níc ngoµi) vµ c¸c c¸ nh©n ho¹t ®éng trong lÜnh vùc gi¸o dôc b¶o tån t¹i c¸c VQG vµ KBT, trao ®æi kinh nghiÖm víi nhau, häc hái lÉn nhau nh»m n©ng cao hiÖu qu¶ vµ chÊt lîng cña gi¸o dôc b¶o tån. Trong t¬ng lai, víi sù tån t¹i vµ ho¹t ®éng cña M¹ng líi gi¸o dôc b¶o tån vµ sù hîp t¸c chÆt chÏ cña c¸c tæ chøc trong vµ ngoµi níc, c¸c c¸ nh©n lµm viÖc trong lÜnh vùc gi¸o dôc b¶o tån, ch¾c ch¾n c«ng t¸c gi¸o dôc b¶o tån ë ViÖt Nam sÏ ®¹t ®îc nh÷ng kÕt qu¶ tèt ®Ñp.

Víi sù hç trî tµi chÝnh cña Ch¬ng tr×nh Tµi trî nhá cña Ng©n hµng thÕ giíi (WB) vµ tæ chøc §éng Thùc VËt ThÕ Giíi (FFI), Trung t©m M«i trêng, Du lÞch vµ Ph¸t triÓn (CETD) phèi hîp víi M¹ng líi Gi¸o dôc M«i trêng ViÖt Nam ®· tæ chøc Héi th¶o Gi¸o dôc b¶o tån vµo ngµy 21-22/06/2000 t¹i ViÖn §iÒu tra Qui ho¹ch rõng (FIPI), km 13 Thanh Tr× - Hµ Néi. 51 ®¹i biÓu tham dù Héi th¶o (10 ®¹i biÓu níc ngoµi vµ 41 ®¹i biÓu ViÖt Nam) gåm: L·nh ®¹o vµ nh©n viªn cña: Trung t©m M«i trêng, du lÞch vµ ph¸t triÓn, Ph©n héi C¸c Vên Quèc gia vµ Khu b¶o tån thiªn nhiªn, M¹ng líi gi¸o dôc M«i trêng ViÖt Nam, ViÖn sinh th¸i vµ tµi nguyªn sinh vËt- Trung t©m Khoa häc tù nhiªn vµ c«ng nghÖ Quèc gia, Trung t©m M«i trêng vµ ph¸t triÓn bÒn v÷ng, ViÖn §iÒu tra Qui ho¹ch rõng, Trung t©m tµi nguyªn vµ M«i trêng rõng thuéc FIPI, c¸c Vên Quèc gia vµ Khu B¶o tån Thiªn nhiªn ViÖt Nam, c¸c dù ¸n trong níc vµ quèc tÕ cã liªn quan ®Õn lÜnh vùc b¶o tån; nh÷ng ngêi lµm c«ng t¸c gi¸o dôc; vµ c¸c phãng viªn b¸o chÝ, ®µi truyÒn h×nh ViÖt Nam vµ ®µi truyÒn h×nh Hµ Néi Nh©n cuéc héi th¶o nµy, M¹ng líi Gi¸o dôc B¶o tån (CEN) thuéc m¹ng líi Gi¸o dôc M«i trêng ViÖt Nam chÝnh thøc ra m¾t. Néi dung cña cuéc héi th¶o nµy lµ vÒ gi¸o dôc b¶o tån vµ bµn quy chÕ, tæ chøc ho¹t ®éng cña M¹ng líi Gi¸o dôc B¶o tån võa míi ra ®êi. Khai m¹c héi th¶o lµ bµi ph¸t biÓu cña GS. Hoµng HoÌ- Gi¸m ®èc Trung t©m M«i trêng, Du lÞch vµ Ph¸t triÓn víi néi dung chµo mõng sù ra ®êi cña CEN. TiÕp ®ã lµ c¸c bµi ph¸t biÓu vÒ hiÖn tr¹ng c«ng t¸c gi¸o dôc b¶o tån ë ViÖt Nam hiÖn nay cña TS. NguyÔn §øc Kh¸ng- Chñ tÞch Ph©n héi c¸c Vên Quèc gia vµ Khu B¶o tån Thiªn nhiªn; NguyÔn Nguyªn C¬ng- Tæng th ký M¹ng líi Gi¸o dôc M«i trêng ViÖt nam; TS. NguyÔn Huy Phån- Phã ViÖn trëng ViÖn §iÒu tra Qui ho¹ch rõng. TiÕp ®ã Héi th¶o nghe Th.s. Huúnh V¨n KÐo- Gi¸m ®èc Vên Quèc gia B¹ch M· b¸o c¸o c«ng t¸c gi¸o dôc b¶o tån ë Vên Quèc gia B¹ch M·. Sau ®ã lµ b¸o c¸o vÒ gi¸o dôc m«i Th¶o luËn nhãm t¹i héi th¶o Gi¸o dôc B¶o tån trêng/ gi¸o dôc b¶o tån cña WWF do NguyÔn Mü H¹nh- c¸n bé gi¸o dôc b¶o tån WWF tr×nh bµy; b¸o c¸o vÒ c¸c ch¬ng tr×nh Gi¸o dôc b¶o tån t¹i c¸c Vên Quèc gia vµ Khu B¶o tån Thiªn nhiªn ViÖt Nam ®· ®îc thùc hiÖn bëi VNPPA do Masahisha Arai chuyªn gia JICA tr×nh bµy; b¸o c¸o vÒ nh÷ng kinh nghiÖm trong c«ng t¸c gi¸o dôc b¶o tån cña dù ¸n b¶o tån Cóc Ph¬ng do Vò ThÞ Quyªn- §iÒu phèi viªn dù ¸n tr×nh bµy.

Buæi chiÒu ngµy 21/06/2000, héi th¶o chia thµnh hai nhãm vµ th¶o luËn vÒ (1) Gi¸o dôc b¶o tån cho ngêi lín vµ häc sinh c¸c cÊp, vµ (2) Gi¸o dôc b¶o tån cho kh¸ch du lÞch. C¶ hai nhãm ®· lµm viÖc tÝch cùc vµ ®· ®a ra c¸c kÕt luËn vÒ nh÷ng t¸c ®éng cña tõng nhãm ®èi tîng ®Õn c¸c Vên Quèc gia vµ Khu B¶o tån Thiªn nhiªn, c¸c ho¹t ®éng gi¸o dôc u tiªn, c¸c ph¬ng ph¸p vµ ph¬ng tiÖn hç trî cho c¸c ho¹t ®éng gi¸o dôc, sù hîp t¸c vµ phèi hîp hµnh ®éng cña c¸c tæ chøc vµ c¸ nh©n trong qu¸ tr×nh gi¸o dôc du kh¸ch. VÊn ®Ò gi¸o dôc b¶o tån cho c¸c c¸n bé, nh÷ng nhµ ho¹ch ®Þnh chÝnh s¸ch ®· ®îc th¶o luËn s«i næi t¹i Héi th¶o vµ ®i ®Õn kÕt luËn lµ viÖc gi¸o dôc cho c¸c ®èi tîng nµy lµ rÊt cÇn thiÕt nhng còng rÊt khã kh¨n; vµ cã thÓ thùc hiÖn ®îc nÕu c¸c c¸n bé gi¸o dôc t×m ®îc biÖn ph¸p phï hîp. Héi th¶o còng ®· th¶o luËn vµ thèng nhÊt vÒ qui chÕ ho¹t ®éng cña CEN vµ néi dung ho¹t ®éng cña CEN trong giai ®o¹n 2000-2005 ®ång thêi bÇu ra ban ®iÒu hµnh cña CEN. Sau khi ®i tham quan b¶o tµng vµ khu rõng c©y mÉu cña FIPI, c¸c ®¹i biÓu lªn ®êng ®i Vên Quèc gia Cóc Ph¬ng. Ngµy 22/06/2000, ®oµn ®i th¨m B¶o tµng Cóc Ph¬ng vµ Trung t©m Du kh¸ch Vên Quèc gia Cóc Ph¬ng. T¹i ®©y, ®oµn ®· ®îc nghe c¸c c¸n bé dù ¸n b¶o tån Cóc Ph¬ng tr×nh bµy vÒ c¸c ch¬ng tr×nh cña dù ¸n, c¸c ho¹t ®éng cña dù ¸n (trong ®ã cã mét vë kÞch vµ mét vë rèi do c¸c nh©n viªn dù ¸n tù biªn, tù diÔn). Tríc khi nghØ tra, ®oµn ®i th¨m Trung t©m Nghiªn cøu sinh th¸i vµ B¶o tån rïa. Buæi chiÒu ®oµn ®i th¨m §éng ngêi xa vµ Trung t©m Cøu hé linh trëng. Héi th¶o Gi¸o dôc b¶o tån ®· thµnh c«ng tèt ®Ñp vµ ®¸nh dÊu sù ra ®êi cña CEN.

Gi¸o dôc b¶o tån trong M¹ng líi Gi¸o dôc m«i trêng ViÖt Nam NguyÔn Nguyªn C¬ng Tæng Th ký M¹ng líi Gi¸o dôc M«i trêng ViÖt Nam

Vµo cuèi n¨m 1992, trong khu«n khæ cña Ch¬ng tr×nh M«i trêng Liªn Hîp Quèc (UNEP), M¹ng líi §µo t¹o M«i trêng bËc ®¹i häc khu vùc Ch©u ¸ - Th¸i B×nh D¬ng (NETTLAP) ®îc h×nh thµnh vµ ngay sau ®ã, ViÖt Nam ®· ®îc mêi tham gia víi t c¸ch lµ thµnh viªn chÝnh thøc cña M¹ng líi (NETTLAP). Ban ®Çu M¹ng líi cña ViÖt Nam bao gåm 14 thµnh viªn lµ c¸c c¬ quan qu¶n lý vµ nghiªn cøu khoa häc vÒ b¶o vÖ m«i trêng do PTS. NguyÔn Ngäc Sinh lµm ®iÒu phèi viªn M¹ng líi. §Õn nay, sè lîng thµnh viªn ®· t¨ng ®¸ng kÓ, gÇn 700 thµnh viªn, bao gåm: 202 tiÕn sü, 58 th¹c sü vµ h¬n 400 kü s, cö nh©n... M¹ng líi ®îc h×nh thµnh víi sù ho¹t ®éng cña c¸c TiÓu ban chuyªn m«n: (1) Ho¸ chÊt ®éc vµ chÊt th¶i nguy hiÓm; (2) M«i trêng biÓn; (3) Kinh tÕ m«i trêng; (4) Gi¸o dôc vµ ®µo t¹o c¸c cÊp; (5) Gi¸o dôc vµ ®µo t¹o m«i trêng céng ®ång; (6) Gi¸o dôc m«i trêng víi søc khoÎ céng ®ång; (7) Gi¸o dôc vµ ®µo t¹o vÒ §a d¹ng sinh häc; (8) M«i trêng c«ng nghiÖp vµ ®« thÞ; (9) Gi¸o dôc M«i trêng nh©n v¨n; (10) Gi¸o dôc B¶o tån. Cã thÓ nãi, M¹ng líi ra ®êi phï hîp víi mét trong nh÷ng ch¬ng tr×nh hµnh ®éng cña KÕ ho¹ch Quèc gia vÒ M«i trêng vµ Ph¸t triÓn L©u bÒn 1991 - 2000. Môc tiªu cña M¹ng líi Gi¸o dôc M«i trêng ViÖt Nam ®îc ®Ò ra lµ: "X©y dùng chiÕn lîc gi¸o dôc, ®µo t¹o vÒ m«i trêng cña ViÖt Nam, thèng nhÊt qu¶n lý, phèi hîp, trî gióp vµ hîp t¸c trong níc vµ níc ngoµi ®Ó dÇn tõng bíc ®¸p øng ®îc c«ng t¸c gi¸o dôc, ®µo t¹o vÒ m«i trêng trong c¶ níc vµ gãp phÇn hîp t¸c víi M¹ng líi ®µo t¹o m«i trêng bËc ®¹i häc khu vùc ch©u ¸ - Th¸i B×nh D¬ng (NETTLAP)". Tõ khi thµnh lËp ®Õn nay, M¹ng líi ®· tæ chøc rÊt nhiÒu ho¹t ®éng gi¸o dôc m«i trêng thiÕt thùc nh tæ chøc diÔn ®µn, héi nghÞ, héi th¶o, tËp huÊn vÒ gi¸o dôc m«i trêng. C¸c thµnh viªn M¹ng líi ®· thêng xuyªn tham gia gi¶ng d¹y c¸c néi dung vÒ qu¶n lý, khoa häc, gi¸o dôc m«i trêng cho c¸c ®èi tîng c¸n bé qu¶n lý nhµ níc, c¸c doanh nghiÖp, c¸c tæ chøc ®oµn thÓ x· héi trªn toµn quèc. §Æc biÖt trong n¨m 1999, M¹ng líi ®· tham gia x©y dùng §Ò ¸n "§a gi¸o dôc m«i trêng vµo hÖ thèng gi¸o dôc quèc d©n" tr×nh ChÝnh phñ nh»m thùc hiÖn ChØ thÞ 36-CT /TW cña Ban chÊp hµnh Trung ¬ng §¶ng vÒ "T¨ng cêng c«ng t¸c b¶o vÖ m«i trêng trong thêi kú c«ng nghiÖp ho¸, hiÖn ®¹i ho¸ ®Êt níc".

Trong c«ng t¸c b¶o vÖ m«i trêng, néi dung vÒ ®a d¹ng sinh häc vµ gi¸o dôc b¶o tån lµ mét trong nh÷ng vÊn ®Ò ®Æc biÖt ®· thu hót ®îc sù quan t©m cña c¸c ngµnh liªn quan vµ ®Æc biÖt lµ sù quan t©m cña §¶ng vµ Nhµ níc. Víi tÇm quan träng vÒ kinh tÕ vµ v¨n ho¸ cña ®a d¹ng sinh häc, ViÖt Nam ®· tiÕn hµnh tõng bíc ®Ó b¶o tån c¸c nguån tµi nguyªn cña m×nh. Vên Quèc gia Cóc Ph¬ng ®îc thµnh lËp tõ n¨m 1962 vµ tõ ®ã ®Õn nay ®· cã 107 khu b¶o tån thiªn nhiªn trong ®ã cã 11 vên quèc gia, 64 khu dù tr÷ thiªn nhiªn, 32 khu lÞch sö, v¨n ho¸, m«i trêng (theo sè thèng kª cña Côc KiÓm l©m - Bé N«ng nghiÖp vµ Ph¸t triÓn N«ng th«n) ®îc thµnh lËp. ViÖt Nam ®· x©y dùng c¸c kÕ ho¹ch, chiÕn lîc vÒ b¶o tån nh: ChiÕn lîc b¶o vÖ m«i trêng quèc gia (1985), KÕ ho¹ch quèc gia vÒ m«i trêng vµ ph¸t triÓn bÒn v÷ng (1991) vµ KÕ ho¹ch hµnh ®éng L©m nghiÖp nhiÖt ®íi (1991), KÕ ho¹ch hµnh ®éng §a d¹ng sinh häc (1995).v.v... ViÖc gi¸o dôc b¶o tån ®· ®îc c¸c c¬ quan chøc n¨ng Nhµ níc quan t©m tõ thËp kû 80. Mét líp tËp huÊn vÒ qu¶n lý vên quèc gia ViÖt Nam ®Çu tiªn ®· ®îc tæ chøc tõ ngµy 10 -15/11/1987 t¹i Vên Quèc gia C¸t Bµ víi sù tham gia cña c¸c nhµ khoa häc vÒ lÜnh vùc nµy thuéc c¸c c¬ quan: Uû ban khoa häc vµ kü thuËt nhµ níc, Uû ban khoa häc x· héi, ViÖn khoa häc ViÖt Nam, Bé Gi¸o dôc vµ §µo t¹o, Bé L©m nghiÖp, .v.v.. Vµ tõ ®ã ®Õn nay nhiÒu vµ rÊt nhiÒu c¸c líp tËp huÊn nghiÖp vô, ®µo t¹o chuyªn m«n, héi th¶o khoa häc vÒ qu¶n lý, kü thuËt trong lÜnh vùc nµy do Bé L©m nghiÖp, Bé N«ng nghiÖp vµ Ph¸t triÓn N«ng th«n, c¸c viÖn nghiªn cøu, c¸c trêng ®¹i häc, c¸c c¬ quan qu¶n lý ®· tæ chøc trªn ph¹m vi c¶ níc. Trong khu«n khæ cña M¹ng líi Gi¸o dôc M«i trêng ViÖt Nam, viÖc gi¸o dôc b¶o tån ®ang vµ sÏ ®îc nhiÒu nhµ khoa häc cña nhiÒu c¬ quan, nhiÒu tæ chøc quan t©m; ®Æc biÖt sù céng t¸c, trî gióp cña c¸c tæ chøc quèc tÕ trong lÜnh vùc nµy sÏ gióp cho ViÖt Nam thùc hiÖn tõng bíc KÕ ho¹ch Hµnh ®éng §a d¹ng Sinh häc cña ViÖt Nam nãi chung vµ ch¬ng tr×nh b¶o tån nãi riªng.

Nh÷ng kinh nghiÖm trong c«ng t¸c gi¸o dôc b¶o tån cña Dù ¸n b¶o tån Cóc Ph¬ng Vò ThÞ Quyªn §iÒu phèi viªn dù ¸n

Dù ¸n b¶o tån Cóc Ph¬ng ®îc thµnh lËp tõ n¨m 1996 nh»m trî gióp Vên trong c«ng t¸c b¶o tån th«ng qua 4 ch¬ng tr×nh:

Ch¬ng tr×nh n©ng cao nhËn thøc b¶o tån lµ ch¬ng tr×nh lín nhÊt cña dù ¸n nh»m n©ng cao nhËn thøc cña ngêi d©n ®Þa ph¬ng vµ kh¸ch du lÞch vÒ Cóc Ph¬ng, thiªn nhiªn vµ vÊn ®Ò b¶o tån. Ch¬ng tr×nh bao gåm 3 phÇn:

Ch¬ng tr×nh CLB b¶o tån t¹i c¸c trêng häc Ch¬ng tr×nh th«n b¶n Ch¬ng tr×nh gi¸o dôc du kh¸ch

Ch¬ng tr×nh C©u l¹c bé (CLB) Ch¬ng tr×nh CLB t¹i c¸c trêng häc ®îc thµnh lËp vµo cuèi n¨m 1996 ë mét sè trêng thuéc huyÖn Nho Quan. HiÖn nay ch¬ng tr×nh ®· ph¸t triÓn snag kh¾p 4 huyÖn vïng ®Öm cña Vên víi tæng sè 43 trêng, 15.300 thµnh viªn vµ 32 gi¸o viªn céng t¸c. §©y lµ mét ch¬ng tr×nh ngo¹i kho¸, häc sinh tù nguyÖn tham gia. Mçi buæi sinh ho¹t tËp trung vµo mét chñ ®Ò vµ lång ghÐp nhiÒu ho¹t ®éng kh¸c nhau nh vÏ, kÓ chuyÖn, trß ch¬i, th¶o luËn v.v. cã liªn quan ®Õn néi dung cña chñ ®Ò. Ngoµi ch¬ng tr×nh sinh ho¹t th«ng thêng cßn cã nhiÒu c¸c ho¹t ®éng, sù kiÖn ®Æc biÖt kh¸c nh biÓu diÔn rèi, trång

c©y, tham quan Vên, c¸c cuéc thi, héi th¶o gi¸o viªn v.v. §Æc biÖt c¸c thµnh viªn cña CLB cßn tham gia vµo ch¬ng tr×nh th«n b¶n qua vë kÞch "T¸o Qu©n ®Õn chËm" do c¸c em tù s¸ng t¸c vµ biÓu diÔn. Bªn c¹nh ®ã c¸c thµnh viªn còng ®ãng gãp rÊt tÝch cùc cho tê b¸o "Rõng Xanh" cña CLB víi c¸c bµi th¬, truyÖn, c©u hái vÒ thiªn nhiªn, m«i trêng, Vên quèc gia vµ c¸c vÊn ®Ò b¶o tån. Mét néi dung rÊt quan träng trong ch¬ng tr×nh nµy lµ ®µo t¹o nh©n viªn vµ c¸c gi¸o viªn céng t¸c. Dù ¸n thêng xuyªn tæ chøc c¸c buæi héi th¶o tËp huÊn ®Ó n©ng cao kiÕn thøc vÒ gi¸o dôc b¶o tån cho nh©n viªn dù ¸n vµ cø hai th¸ng mét lÇn l¹i tæ chøc buæi héi th¶o tËp huÊn ®Ó n©ng cao kiÕn thøc cho c¸c gi¸o viªn céng t¸c. Ch¬ng tr×nh th«n b¶n Ch¬ng tr×nh lµng ®îc b¾t ®Çu tõ cuèi n¨m 1998. Ch¬ng tr×nh nµy tËp trung chñ yÕu vµo ®èi tîng lµ ngêi trëng thµnh. Kh¸c víi ch¬ng tr×nh CLB b¶o tån t¹i c¸c trêng häc, ch¬ng tr×nh nµy ®îc tiÕn hµnh lu©n phiªn tõ th«n nµy ®Õn th«n kh¸c víi sù céng t¸c chÆt chÏ cña chÝnh quyÒn vµ c¸c tæ chøc ®Þa ph¬ng nh héi phô n÷, ®oµn thanh niªn, héi cùu chiÕn binh, v.v. HiÖn nay ch¬ng tr×nh th«n b¶n 1 ®· kÕt thóc ë 3 huyÖn vµ ch¬ng tr×nh 2 ®ang tiÕn hµnh ë huyÖn thø 3 víi tæng sè kho¶ng 15.000 ngêi tham gia. Néi dung cña ch¬ng tr×nh 1 bao gåm phÇn chiÕu phim slide vÒ gi¸ trÞ cña vên quèc gia Cóc Ph¬ng, nh÷ng ®e do¹ vµ sù t¸c ®éng, vë kÞch "T¸o Qu©n ®Õn chËm" cña c¸c thµnh viªn CLB. Ch¬ng tr×nh 2 bao gåm mét cuèn phim ng¾n vÒ Cóc Ph¬ng vµ c¸c gi¶i ph¸p kinh tÕ ®· ®îc mét sè hé gia ®×nh trong vïng ®Öm ¸p dông thµnh c«ng. TiÕp sau ®ã lµ phÇn th¶o luËn cña ngêi d©n xoay quanh nh÷ng vÊn ®Ò ®îc nªu trong cuèn phim vµ cuèi cïng lµ vë hµi kÞch "ChuyÖn nhµ «ng M¾n" do nh©n viªn cña dù ¸n thùc hiÖn. Ch¬ng tr×nh gi¸o dôc du kh¸ch Ch¬ng tr×nh gi¸o dôc du kh¸ch ®îc b¾t ®Çu tõ n¨m 1999 víi viÖc x©y dùng trung t©m du kh¸ch. §©y sÏ lµ n¬i cung cÊp cho kh¸ch du lÞch th«ng tin vÒ nh÷ng gi¸ trÞ cña Vên quèc gia Cóc Ph¬ng, vÊn ®Ò b¶o vÖ vµ b¶o tån tríc khi vµo tham quan rõng ®ång thêi còng lµ n¬i diÔn ra c¸c ho¹t ®éng cña ngêi d©n ®Þa ph¬ng vµ ho¹c sinh khi tíi tham quan Vên. Mét trong nh÷ng thµnh c«ng lín nhÊt cña dù ¸n lµ ®· ®µo t¹o ®îc mét ®éi ngò nh©n viªn ViÖt Nam cã kinh nghiÖm vµ kiÕn thøc v÷ng vÒ gi¸o dôc b¶o tån. HiÖn nay ch¬ng tr×nh n©ng cao nhËn thøc b¶o tån Cóc Ph¬ng hoµn toµn do nh©n viªn ViÖt Nam qu¶n lý vµ ®iÒu hµnh.

Kinh nghiÖm tõ c¸c khãa tËp huÊn gi¸o dôc m«i trêng Masahisa Arai - Chuyªn gia JICA lµm viÖc t¹i VNPPA Lª V¨n Lanh - Tæng th ký VNPPA

1. Giíi thiÖu KÓ tõ khi thµnh lËp vµo n¨m 1995, ph©n Héi c¸c vên quèc gia vµ khu b¶o tån thiªn nhiªn ViÖt Nam (VNPPA) ®· thùc hiÖn nhiÒu ho¹t ®éng trong lÜnh vùc gi¸o dôc m«i trêng. VNPPA ®· hîp t¸c víi HiÖp héi c¸c Vên quèc gia Ch©u ¢u (FNNPE) (1996-1998), Héi c¸c vên quèc gia NhËt B¶n, C¬ quan hîp t¸c quèc tÕ NhËt B¶n (JICA) vµ Quü Quèc tÕ vÒ B¶o vÖ Thiªn nhiªn (WWF) tæ chøc nhiÒu kho¸ tËp huÊn vÒ gi¸o dôc m«i trêng. Tõ 20-31/3/2000, VNPPA cïng víi chuyªn gia JICA vµ c¸n bé gi¸o dôc m«i tr¬ng cña WWF ®· tæ chøc hai kho¸ tËp huÊn vÒ gi¸o dôc m«i trêng vµ du lÞch sinh th¸i t¹i vên quèc gia Ba V× vµ Tam §¶o. 2. Môc ®Ých chÝnh cña khãa tËp huÊn lµ:

T¨ng cêng n¨ng lùc cho vên quèc gia vÒ lÜnh vùc du lÞch sinh th¸i vµ gi¸o dôc m«i trêng. N©ng cao nhËn thøc vµ kh¶ n¨ng thùc hµnh vÒ du lÞch sinh th¸i vµ gi¸o dôc m«i trêng.

X©y dùng kÕ ho¹ch ph¸c th¶o vÒ ph¸t triÓn du lÞch sinh th¸i vµ gi¸o dôc m«i trêng cho Vên. T¨ng cêng mèi quan hÖ, hîp t¸c víi c¸c c«ng ty du lÞch trong ph¹m vi vên vÒ du lÞch sinh th¸i vµ gi¸o dôc m«i trêng.

3. Ph¬ng ph¸p tËp huÊn

Gi¶ng viªn híng dÉn phÇn lý thuyÕt mét c¸ch tãm t¾t sau ®ã chia häc viªn thµnh c¸c nhãm ®Ó th¶o luËn theo c¸c chñ ®Ò vµ néi dung cña bµi gi¶ng. Trong qu¸ tr×nh th¶o luËn nhãm, gi¸o viªn vµ trî gi¶ng cã sö dông nh÷ng kiÕn thøc vµ kinh nghiÖm thùc tÕ cña m×nh ®Ó híng th¶o luËn ®óng träng t©m. C¸c häc viªn tÝch cùc, chñ ®éng tham gia ®ãng gãp ý kiÕn, x©y dùng bµi gi¶ng. Thùc hµnh t¹i hiÖn trêng cña Vên vµ ®i tham quan thùc tÕ t¹i Cóc Ph¬ng.

4. Néi dung tËp huÊn

Giíi thiÖu mét sè ho¹t ®éng b¶o tån thiªn nhiªn, du lÞch vµ gi¸o dôc m«i trêng t¹i vên quèc gia Tam §¶o, Ba V×. Giíi thiÖu vÒ ho¹t ®éng b¶o tån thiªn nhiªn ë NhËt B¶n. Giíi thiÖu c¸c híng tiÕp cËn nh»m thu hót sù tham gia cña céng ®ång ®Þa ph¬ng vµo c¸c ho¹t ®éng b¶o tån thiªn nhiªn vµ b¶o vÖ m«i trêng. Giíi thiÖu vÒ du lÞch sinh th¸i: c¸c kh¸i niÖm (Kh¸i niÖm, qui ho¹ch, tæ chøc thùc hiÖn, vai trß cña du lÞch sinh th¸i víi b¶o tån thiªn nhiªn vµ ph¸t triÓn céng ®ång...) Gi¸o dôc m«i trêng vµ diÔn gi¶i thiªn nhiªn t¹i c¸c vên quèc gia vµ khu b¶o tån thiªn nhiªn (Kh¸i niÖm, ¸p dông gi¸o dôc m«i trêng vµo thùc tiÔn t¹i c¸c vên quèc gia vµ khu b¶o tån thiªn nhiªn) §i thùc ®Þa t¹i vên quèc gia Cóc Ph¬ng: Nghe giíi thiÖu vÒ thùc tÕ gi¸o dôc m«i trêng vµ c¸c ho¹t ®éng diÔn gi¶i thiªn nhiªn ®ang ®îc thùc hiÖn t¹i vên quèc gia Cóc Ph¬ng vµ th¨m Dù ¸n b¶o tån Cóc Ph¬ng vµ trung t©m du kh¸ch.

5. Mét sè kinh nghiÖm tõ c¸c khãa tËp huÊn ®· thùc hiÖn

Ho¹t ®éng t¹i kho¸ tËp huÊn vÒ du lÞch sinh th¸i vµ gi¸o dôc m«i trêng ë Vên Quèc gia Ba V×

Ho¹t ®éng t¹i kho¸ tËp huÊn vÒ du lÞch sinh th¸i vµ gi¸o dôc m«i trêng ë Vên Quèc gia Tam §¶o

Th«ng qua nh÷ng ho¹t ®éng ®· thùc hiÖn chóng t«i rót ra mét sè kinh nghiÖm sau:

§Ó tæ chøc hiÖu qu¶ c¸c khãa tËp huÊn, cÇn ph¶i chän ®èi tîng thÝch hîp tøc lµ nh÷ng ngêi quan t©m vµ tham gia vµo nh÷ng lÜnh vùc ®îc ®Ò cËp ®Õn trong néi dung tËp huÊn vµ sau nµy hä cã thÓ ¸p dông trong c«ng viÖc cña hä t¹i vên. Sè lîng häc viªn cho mét khãa chØ nªn giíi h¹n ë con sè 25 ®Ó phï hîp cho ho¹t ®éng th¶o luËn nhãm. Do ®èi tîng tËp huÊn lµ ngêi lín nªn ph¬ng ph¸p nªn ¸p dông lµ ph¬ng ph¸p cã sù tham gia cña mäi ngêi CÇn thiÕt ph¶i kÕt hîp bµi häc trªn líp víi thùc hµnh t¹i Vên Quèc gia n¬i tæ chøc tËp huÊn vµ nghiªn cøu mét sè vÝ dô ®iÓn h×nh t¹i c¸c Vên Quèc gia kh¸c. Nªn chän lùa vµ ®µo t¹o mét sè c¸n bé cã n¨ng lùc cña Vên ®Ó hä cã thÓ lµm gi¶ng viªn trong c¸c kho¸ tËp huÊn trong t¬ng lai. §Ó c¸c ho¹t ®éng gi¸o dôc b¶o tån cã hiÖu qu¶ cÇn x©y dùng mét ch¬ng tr×nh mang tÝnh thùc tÕ ®èi víi ngêi d©n ®Þa ph¬ng. Hîp t¸c vµ trao ®æi quèc tÕ ®ãng mét vai trß quan träng ®Ó ®¹t ®îc hiÖu qu¶ trong c«ng t¸c gi¸o dôc m«i trêng.

WWF vµ c«ng t¸c gi¸o dôc m«i trêng / gi¸o dôc b¶o tån Quü Quèc tÕ vÒ B¶o vÖ Thiªn nhiªn - WWF b¾t ®Çu cã mÆt ë ViÖt Nam tõ ®Çu nh÷ng n¨m 80 vµ chÝnh thøc thµnh lËp v¨n phßng ®¹i diÖn t¹i Hµ Néi vµo n¨m 1991, ho¹t ®éng víi môc tiªu b¶o tån sù ®a d¹ng cña c¸c hÖ sinh th¸i, c¸c nguån gen vµ c¸c gièng, loµi; ®¶m b¶o sö dông bÒn v÷ng c¸c nguån tµi nguyªn thiªn nhiªn cã kh¶ n¨ng t¸i t¹o tríc m¾t còng nh l©u dµi; khuyÕn khÝch c¸c ho¹t ®éng lµm gi¶m « nhiÔm, gi¶m khai th¸c vµ tiªu dïng l·ng phÝ n¨ng lîng vµ c¸c nguån tµi nguyªn. T¹i ViÖt Nam, WWF hiÖn ®ang ®iÒu phèi nhiÒu dù ¸n hiÖn trêng, hç trî tµi chÝnh vµ kü thuËt cho c¸c ho¹t ®éng nghiªn cøu t¹i thùc ®Þa, ®µo t¹o chuyªn m«n cho ®éi ngò c¸n bé lµm c«ng t¸c b¶o tån c¸c cÊp vµ phèi hîp chÆt chÏ víi c¸c c¬ quan nhµ níc, viÖn nghiªn cøu, c¸c tæ chøc phi chÝnh phñ ho¹t ®éng trong lÜnh vùc b¶o tån t¹i ViÖt Nam nh»m ®¸p øng ngµy cµng hiÖu qu¶ nhu cÇu vÒ b¶o tån thiªn nhiªn cña ®Êt níc. Tõ cuèi nh÷ng n¨m 70, sau héi nghÞ liªn chÝnh phñ vÒ gi¸o dôc m«i trêng lÇn thø nhÊt (Tbilisi, 1977), WWF ®· b¾t ®Çu x©y dùng nh÷ng chiÕn lîc vµ nh÷ng ch¬ng tr×nh cô thÓ vÒ gi¸o dôc m«i trêng t¹i nhiÒu ch©u lôc. Nh÷ng nguyªn t¾c c¬ b¶n mang tÝnh chÊt ®Þnh híng cho c¸c ch¬ng tr×nh gi¸o dôc m«i trêng cña WWF lµ:

Gi¸o dôc vÒ m«i trêng Gi¸o dôc trong (th«ng qua) m«i trêng Gi¸o dôc v× m«i trêng

Ch¬ng tr×nh gi¸o dôc m«i trêng cña WWF ViÖt Nam b¾t ®Çu ®îc h×nh thµnh tõ n¨m 1997. Trªn c¬ së t×nh h×nh ph¸t triÓn thùc tÕ cña gi¸o dôc m«i trêng t¹i ViÖt Nam vµ nhu cÇu gi¸o dôc m«i trêng cña c¸c nhãm ®èi tîng kh¸c nhau trong khu«n khæ c¸c dù ¸n b¶o tån do WWF thùc hiÖn t¹i nhiÒu VQG vµ khu b¶o tån thiªn nhiªn cña ViÖt Nam, ChiÕn lîc Gi¸o dôc M«i trêng cña WWF ViÖt Nam (1998-2000) ®· x¸c ®Þnh râ: C¸c ch¬ng tr×nh gi¸o dôc m«i trêng cÇn tËp trung u tiªn cho c¸c VQG vµ khu b¶o tån thiªn nhiªn vµ ph¶i ®îc lång ghÐp chÆt chÏ trong c¸c dù ¸n hiÖn trêng cña WWF. Nh÷ng ch¬ng tr×nh gi¸o dôc m«i trêng hiÖn t¹i cña WWF Sau gÇn 3 n¨m x©y dùng vµ thùc hiÖn, ch¬ng tr×nh gi¸o dôc m«i trêng cña WWF ViÖt Nam ®· triÓn khai ®îc nh÷ng ho¹t ®éng hiÖn trêng sau:

Dù ¸n t¨ng cêng c«ng t¸c gi¸o dôc m«i trêng t¹i VQG C¸t Bµ, H¶i Phßng Ch¬ng tr×nh gi¸o dôc m«i trêng t¹i trêng häc vµ céng ®ång, khu b¶o tån thiªn nhiªn Vò Quang, Hµ TÜnh Ch¬ng tr×nh gi¸o dôc vµ n©ng cao nhËn thøc vÒ b¶o tån hæ, dù ¸n b¶o tån hæ t¹i HuÕ, Qu¶ng Nam vµ Kon Tum Ch¬ng tr×nh n©ng cao nhËn thøc vÒ sö dông bÒn v÷ng tµi nguyªn biÓn, Hßn HÌo, Nha trang, Kh¸nh Hoµ Ch¬ng tr×nh gi¸o dôc m«i trêng cña dù ¸n b¶o tån C¸t Tiªn, VQG C¸t Tiªn, §ång Nai

Ch¬ng tr×nh gi¸o dôc m«i trêng vµ n©ng cao nhËn thøc b¶o tån t¹i VQG C«n §¶o, Bµ RÞa - Vòng Tµu

Ch¬ng tr×nh gi¸o dôc m«i trêng trong khu«n khæ dù ¸n b¶o tån song hµnh Phong Nha - KÎ Bµng - Hin Namno Ch¬ng tr×nh gi¸o dôc m«i trêng vµ n©ng cao nhËn thøc t¹i VQG Yok Don, dù ¸n PARC Yok Don, §¾c L¾c

Nh÷ng khã kh¨n vµ thuËn lîi ThuËn lîi: Gi¸o dôc m«i trêng/ gi¸o dôc b¶o tån lµ mét lÜnh vùc rÊt míi ë ViÖt Nam. Tuy nhiªn, nh÷ng ngêi lµm c«ng t¸c gi¸o dôc

m«i trêng/ gi¸o dôc b¶o tån ë ViÖt Nam, nhÊt lµ gi¸o dôc m«i trêng/ gi¸o dôc b¶o tån t¹i c¸c VQG vµ c¸c khu b¶o tån ®îc lµm viÖc díi sù ®Þnh híng t¬ng ®èi râ rµng: Gi¸o dôc m«i trêng ®îc chÝnh thøc coi lµ mét trong nh÷ng chøc n¨ng, nhiÖm vô c¬ b¶n cña mét VQG/ khu b¶o tån. Bªn c¹nh ®ã, c¸c bé vµ ban ngµnh liªn quan (Bé gi¸o dôc vµ ®µo t¹o, Bé khoa häc, c«ng nghÖ vµ m«i trêng...) còng nhËn thøc ®îc tÇm quan träng cña c«ng t¸c nµy vµ ®ang nç lùc x©y dùng c¸c khung chÝnh s¸ch phï hîp ®Ó c¸c ch¬ng tr×nh gi¸o dôc m«i trêng/ gi¸o dôc b¶o tån cã c¬ héi ®îc x©y dùng vµ triÓn khai thùc hiÖn t¹i cÊp c¬ së. Trong nh÷ng n¨m gÇn ®©y, xu híng ¸p dông ph¬ng ph¸p tiÕp cËn cã sù tham gia cña ngêi d©n trong b¶o tån vµ ph¸t triÓn ngµy cµng trë nªn phæ biÕn vµ trë thµnh mét ®iÓm thuËn lîi cho c«ng t¸c gi¸o dôc m«i trêng/ gi¸o dôc b¶o tån, bëi nã gãp phÇn ®¶m b¶o tÝnh bÒn v÷ng vµ hiÖu qu¶ cña c«ng t¸c gi¸o dôc vµ c«ng t¸c b¶o tån. Khã kh¨n: MÆc dï viÖc coi gi¸o dôc lµ mét trong nh÷ng ph¬ng tiÖn c¬ b¶n ®Ó thùc hiÖn c¸c môc tiªu b¶o tån thiªn nhiªn ®ang ngµy cµng ®îc chÊp nhËn mét c¸ch réng r·i ë ViÖt Nam, song kh¸i niÖm vµ ph¬ng ph¸p gi¸o dôc nh»m tiÕn tíi b¶o tån thiªn nhiªn mét c¸ch hiÖu qu¶ vÉn cßn lµ mét vÊn ®Ò cÇn bµn c·i ë nhiÒu cÊp vµ nhiÒu ngµnh. §iÒu nµy ¶nh hëng mét c¸ch s©u s¾c tíi c¸c ho¹t ®éng gi¸o dôc thùc tÕ ë nh÷ng ®Þa bµn ®ang cÇn tíi gi¸o dôc m«i trêng/ gi¸o dôc b¶o tån mét c¸ch cÊp thiÕt nhÊt. Trong luËn chøng kinh tÕ kü thuËt cña hÇu hÕt c¸c VQG vµ khu b¶o tån ë ViÖt Nam, gi¸o dôc m«i trêng ®îc x¸c ®Þnh lµ mét trong nh÷ng chøc n¨ng/ nhiÖm vô hµng ®Çu, song cã mét thùc tÕ lµ n¨ng lùc cña c¸c c¸n bé VQG/ khu b¶o tån trong viÖc x©y dùng, thùc hiÖn, gi¸m s¸t vµ ®¸nh gi¸ c¸c ho¹t ®éng gi¸o dôc m«i trêng/ gi¸o dôc b¶o tån cßn nhiÒu h¹n chÕ. §Ó cã nh÷ng ch¬ng tr×nh gi¸o dôc m«i trêng/ gi¸o dôc b¶o tån l©u dµi vµ hiÖu qu¶, bªn c¹nh viÖc n©ng cao n¨ng lùc cho c¸c c¸n bé trùc tiÕp lµm c«ng t¸c gi¸o dôc cßn ph¶i cã mét bé m¸y qu¶n lý phï hîp, ®ång thêi ph¶i t¹o ra nh÷ng ®éng lùc ®Ó ngêi lµm c«ng t¸c gi¸o dôc còng nh c¸c nhãm ®èi tîng chñ ®éng tham gia vµo c¸c ho¹t ®éng thùc tÕ. Ngoµi ra, cßn cã thÓ kÓ tíi c¸c khã kh¨n c¬ b¶n nh sù thiÕu ®ång bé trong c¸c ch¬ng tr×nh b¶o tån thiªn nhiªn, ph¸t triÓn kinh tÕ vµ thiÕu nguån lùc ®Ó x©y dùng vµ triÓn khai c¸c ho¹t ®éng gi¸o dôc m«i trêng/ gi¸o dôc b¶o tån. Gi¸o dôc b¶o tån/ gi¸o dôc m«i trêng t¹i c¸c VQG vµ khu b¶o tån híng tíi tÝnh bÒn v÷ng vµ hiÖu qña trong t¬ng lai Mét trong nh÷ng m« h×nh nªn xem xÐt cho c¸c ch¬ng tr×nh gi¸o dôc b¶o tån/ gi¸o dôc m«i trêng trong t¬ng lai lµ B¶o tån - Gi¸o dôc - Ph¸t triÓn, trong ®ã gi¸o dôc b¶o tån/ gi¸o dôc m«i trêng ®îc lång ghÐp vµo tÊt c¶ c¸c ho¹t ®éng cña mét VQG/ khu b¶o tån, ®¶m b¶o sö dông hîp lý vµ linh ho¹t ph¬ng ph¸p tiÕp cËn cã sù tham gia cña ngêi d©n trong b¶o tån vµ ph¸t triÓn. Bªn c¹nh ®ã, viÖc thùc hiÖn c¸c qu¸ tr×nh gi¸o dôc b¶o tån/ gi¸o dôc m«i trêng ph¶i ®îc chó ý vµ xÕp u tiªn ngang tÇm víi c¸c néi dung gi¸o dôc, bëi ®ã chÝnh lµ ®iÒu kiÖn tiªn quyÕt ®Ó c¸c ch¬ng tr×nh gi¸o dôc ®¹t hiÖu qu¶ l©u dµi ®èi víi c«ng t¸c b¶o tån thiªn nhiªn.

Ch¬ng tr×nh hµnh ®éng giai ®o¹n 2000-2005 cña M¹ng líi Gi¸o dôc B¶o tån (CEN) Néi dung ho¹t ®éng cña CEN trong giai ®o¹n 2000-2005 lµ: 1. XuÊt b¶n Tê tin cña MGB: mçi n¨m ra 04 sè (mçi sè 10 trang), ®îc in vµ göi qua ®êng bu ®iÖn vµ göi qua th ®iÖn tö. 2. Th¶o luËn vµ chia sÎ th«ng tin qua m¹ng th ®iÖn tö 3. S¸ng ngµy 21 th¸ng 7 n¨m 2000, cuéc häp Ban ®iÒu hµnh CEN ®Çu tiªn ®· diÔn ra t¹i 19 Lª Th¸nh T«ng díi sù chñ to¹ cña GS.TS Vâ Quý (CRES)- Trëng TiÓu ban Gi¸o dôc B¶o tån. Tham dù cuéc häp cã 13 ngêi gåm c¸c thµnh viªn trong Ban ®iÒu hµnh CEN vµ 1 th ký, 1 phiªn dÞch. Cuéc häp ®· ®i ®Õn thèng nhÊt vÒ (1) qui chÕ cña CEN, (2) ho¹t ®éng cña CEN trong giai ®o¹n 2000-2005, (3) viÖc xuÊt b¶n tê tin néi bé cña CEN ®Þnh kú 3 th¸ng mét lÇn. Cuéc häp còng ®· bµn vÒ viÖc t×m kiÕm kinh phÝ tõ c¸c nguån tµi trî ®Ó duy tr× c¸c ho¹t ®éng cña CEN Héi th¶o "Më réng hÖ thèng khu b¶o tån ViÖt Nam cho thÕ kû 21" do Dù ¸n hîp t¸c gi÷a Birdlife International víi ViÖn §iÒu tra Quy ho¹ch Rõng tæ chøc ngµy 9/8/2000 t¹i ViÖn §TQHR, Thanh Tr× ,Hµ Néi. Héi th¶o nµy ®îc thùc hiÖn dùa trªn khu«n khæ dù ¸n GDMT VIE98/018 gi÷a Bé gi¸o dôc vµ ®µo t¹o (GD§T) vµ Ch¬ng tr×nh ph¸t triÓn cña Liªn HiÖp Quèc (UNDP) nh»m hç trî cho c¸c cè vÊn dù ¸n lµ c¸c c¸n bé ®Çu ngµnh gi¸o dôc cña Bé GD§T, c¸c Së GD§T, viÖn nghiªn cøu vµ c¸c trêng S ph¹m kh¶ n¨ng tæ chøc c¸c cuéc héi th¶o GDMT ë cÊp ®Þa ph¬ng trong thêi gian tíi. Víi sù gióp ®ì nhiÖt t×nh cña chuyªn gia níc ngoµi vµ c¸c nh©n viªn cña dù ¸n, c¸c cè vÊn ®· th¶o luËn s«i næi vÒ chÝnh s¸ch vµ chiÕn lîc GDMT ë trêng häc cña ViÖt Nam vµ lµm viÖc tÝch cùc ®Ó v¹ch ra kÕ ho¹ch héi th¶o vµ tiÕn hµnh mét cuéc héi th¶o thùc sù víi sù tham gia cña 15 gi¸o viªn cña thµnh phè Th¸i Nguyªn.
