DISSERTATION

THIS DISSERTATION HAS THE THEME OF REALISING THE IMPORTANCE OF PRECIOUS SITES AND SPACES BEING LOST IN THE CORE CITY OF HUBBALLI, DUE LACK OF PUBLIC INTEREST ON THESE VOID SPACES. THESE TYPES OF LEFTOVER SPACES ARE CALLED UNUSED UNSAFE URBAN VOIDS, THESE VOIDS ARE CREATING A MAJOR PROBLEM IN INDIAN CITIES’

||PORT FOLIIO||

61

REASEARCH PAPER ON RE AT PRESENT MOST, ABANDONED SPACES ARE BECAME A DECAYING SPACE IN CITES, THESE SPACES CREATE RUPTURE TO THE BEAUTY AND URBAN FABRIC OF THE CITY. NOW A DAY’S INDIAN CITIES FACES LACK OF PUBLIC SPACES AND GREEN SPACES BECAUSE OF DENSE BUILT UP IN THE CITIES. THERE IS PROBLEM CAUSES FORMATION OF VOIDS THAT IS ISOLATED PLANNING OF CITIES WITHOUT CONSIDERATION OF THE PUBLIC LIFE. DUE TO LACK OF CONTACT THE PUBLIC TEND TO IGNORE THESE SPACES, UNATTRACTIVE IN MIND OF PEOPLE, POOR SPACE PLANNING ALSO MAKES VOIDS SPACE. URBAN VOIDS PRESENT IN CORE OF THE CITY HAVING HUGE POTENTIAL FOR THE REDEVELOPMENT. RECLAIMING THE VOIDS BY INTERVENTIONS COULD SOLVE THE PROBLEMS OF CITY AND PROVIDES BENEFITS TO PUBLIC. IT ACTS AS A PUBLIC REALMS AND RECREATION FACILITIES CAN BE PROVIDED BECAUSE NOW IT IS DIFFICULT TO GET A LAND FOR SAME AND ALSO IMPROVISING THE INFRASTRUCTURE. SPACES DESIGNED BY DESIGNERS WHILE PLANNING IF THEY CONSIDERED THE LIFE OF PEOPLE AND EXPERIENCE, QUALITY OF CITY, WHAT ACTUALLY NECESSARY, THIS CAN AVOID FORMATION OF A GAP BETWEEN THE USERS AND DESIGNERS. HENCE RECLAIMING OF URBAN VOIDS CAN INCREASE THE POTENTIAL OF THE SPACE AND CITY. IN THIS PROCESS GOVERNMENT AND PUBLIC INVOLVEMENT IS NECESSARY, THEN WE CAN OVERCOME THE PROBLEMS OF URBAN VOIDS. IN HUBBALLI CITY THIS DISSERTATION MAINLY CONCENTRATES ON LARGE SCALE VOIDS AND INFRASTRUCTURAL VOIDS. METHODOLOGY OF SOLVING PROBLEMS ON URBAN VOIDS ARE SHOWN.

“HOW TO RECLAIM FOR REDEVELOPMENT OF VOIDS WITH SPACE TO CONTRIBUTE THE QUALITY LIFE IN CITIES”

URBAN VOIDS ARE SPACES LIKE PUNCTURES IN URBAN FABRI FORGOTTEN SPACES IN THE EYES OF PEOPLE OR THE RESULT O

What forms urban voids: • Urban voids form due to improper land management. • The 2-dimensional plans have no consideration for public people neglect these spaces. • There is gap between how users perceive urban spaces • Due to change in technology, old factory spaces or work • Time to time the occupancy of space will changes if it do • Lack of public and government involvement.

Which are called urban voids: 1.Unutilised space: The space not used and being waste. 2.Underutilised: The space used only certain occasions e.g. festiv 3.Abondoned land or areas: The land earlier was function afterw 4.Edge of waterfront or canal banks: Spaces beside water bodie

INFRASTRUCTURE VOIDS

UNUSABLE URBAN SPACES ARE CONSIDERED AS URBAN VOIDS, CHANGE IN USE OF SPACE LEADS TO URBAN VOIDS FOR E.G. ABANDONED COTTON INDUSTRY. URBAN VOIDS WHICH CAN FORMS WITHOUT UNDERSTANDING OF PLANNING OF OUR CITIES LIKE BELOW THE FLYOVER SPACE IS NOT CONSIDERED AS USEFUL SPACE WHILE PLANNING. SOME URBAN VOIDS ARE FORMED DUE TO A SPACE ARE PROVIDED TO FACILITATE PUBLIC WITHOUT UNDERSTANDING PUBLIC MOVEMENT. URBAN VOIDS CAN BE RESOLVED ONLY BY PROPER LAND MANAGEMENT, SMART PLANNING AND INVOLVEMENT OF PUBLIC. ACCORDING TO ROGER TRANCIK IN HIS BOOK “FINDING LOST SPACE” CLASSIFIES FIVE TYPES OF URBAN VOIDS, WHICH ARE OTHER THAN SOLIDS IN URBAN FABRIC OF CITIES. URBAN VOIDS HE CALLED IT AS ANTI-SPACE THAT IS UNUSED. TRANCIK DEFINED VOIDS ARE MOST VISIBLE IN INDIAN CITIES. THERE ARE FUNCTIONAL VOIDS OTHER THAN GEOGRAPHICAL AND PLANNING VOIDS WHICH ARE LEFT OVER SPACE HAVE BECOME DYSFUNCTION DUE TO SOME REASONS. HERE URBAN VOID IS DEFINED AS UNUSED, UNDERUSED SPACE WHICH BELONGS TO BOTH GOVERNMENT & PRIVATE, THE SCALE OF VOIDS IS RELATED TO SITE, BLOCK AND NEIGHBOURHOOD COMMUNITY SCALE. AT PRESENT THERE ARE MANY VOIDS ARE SIMPLY USED FOR DUMPING GARBAGE, ILLEGAL ACTIVITIES, ENCROACHMENT, LACK OF MAINTENANCE. IN THE WORLD OF EXPANDING CITIES SUBURBANISATION, DEINDUSTRIALISATION, DISINVESTMENT, OUT MIGRATION CAUSED MANY PROBLEMS IN THE CITY THESE ARE THE PROCESS WHICH RESULTED FOR THE CREATION OF LOST SPACES. LEFT OVER BECAUSE OF THE PERVIOUS FUNCTION OF THAT SPACE IS CHANGED OR STOPPED.

WHY IT’S NEEDED • TRYING TO RELATE THESE TYPES OF VOIDS TO MAKE IT AS IMPORTANT PUBLIC REALMS. • THE LEFTOVER VOIDS CAN LEAD INTO CREATION OF DECAYING SPACES. • THE VOIDS IN CORE BECAME LOSS OF PRECIOUS LAND IN CITY. • BY THIS PROCESS DIRECTLY OR INDIRECTLY BOTH PEOPLE & CITY BENEFITED.

CASE-STUDIES An Under-Flyover Spaces:

CITY & PEOPLE WITH PUBLIC SPACE: • It is estimated that 31.16%(2011) consists urban population in India, next 10-20 years it can be increased up to 40-45% due to rapid urbanization, increase in size and number of towns and cities. In Karnataka 38.67% of the people lived in urban areas. there are challenges like housing, pollution and poor infrastructure which are faced by citizens of current cities. public spaces, open green spaces that makes the city more livable. • In India we are dealing with various social and economic problems and there is very little attention has been given for attaining quality of life in cities, the development is happening but without understanding the actual need, it is done in same manner for all the cities in our state irrespective of pattern and climate of city. In these cities it is difficult to create open green spaces or public spaces because of shortage of area. For that smart planning with innovative ideas and it should consist complete infrastructure for whole existing city & its future development according to the actual requirement. This can be done in the ways by making better use of urban voids.

Objective: utilizing the negative & unused spaces beneath the flyovers Protagonist: urban communities Purpose: transformed into creative venues such as libraries, shops, gamming zone, Art-galleries, public sitting areas, cafe etc. Places: flyovers in Cario(Egypt), Portland(USA), Caracas(Venezuela)

Large scale plots and between junctions: Objective: to promote large scale plots as public spaces not for cars Protagonist: government authorities, community initiatives, NGOs. Places: New York Description: Streets in New York city are being redesigned by the authorities to give back the streets to the people by facilitating pedestrian. Then reduce in vehicular movement the large parking lot transformed into recreation space for public.

• Cities like Singapore, Dubai, Amsterdam having 125-50m² of per capita open space. in Bengaluru 12m², Mumbai 1.1m² and our Hubballi city 10m² which is equal to the UDPFI standards 10m² & WHO 8m².but these open spaces also include left over spaces. There are large scale urban voids which can use of it meet high standards of the city. Green open space & public space which recreates the lifestyles and improves public life who directly or indirectly makes productive benefit for the city. • In our Hubballi city so many infrastructure works are going on without any comprehensive planning, money is being invested for development but in improper manner. Infrastructure like roads, communication facilities, open green spaces and public spaces etc. therefore smart planning with coordination between all implanting authorities is needed to provide public safety and hygiene to make city more livable.

Understanding public life: it is surrounded by developed area, park. Combination of short-term and long-term and permanent activities: The site is large here permanent structure

can be done and also a multifunctional open space for fests, sports, parks can be provided.Activating the space: by activating this site the surrounding 3 urbans voids can be activated by creating a hint.

65

CONCLUSION: THE CHANGE IN USE OF LAND, TECHNOLOGY AND INFLUENCE OF SURROUNDING ACTIVITIES THAT RESULTS THE FORMATION OF VOIDS. GOVERNMENT, PUBLIC, COMMUNITIES, ARCHITECTS, EXPERTS SHOULD AWARE OF THESE. AND SHOWING AN INTEREST TO MAKE A GOOD AESTHETICS FOR THE CITY. THE DEVELOPMENT OF VOIDS CAN BE AVOIDED. THE VOIDS WILL ALWAYS DEVELOP BUT MAKING AN INNOVATIVE IDEA TO ADDRESS THE PROBLEM OF URBAN VOIDS IS NECESSARY. IF THE GOVT AND PUBLIC BOTH TOGETHER SHOWS INTEREST TO ACTIVATE THE URBAN VOIDS THEN IT CAN ONLY THE WAY FOR REDEVELOPING.

ANDC COMPETITIO

WE LOOK INSIDE FIRST, DECIDE THE KIND OF WORLD WE WANT TO SEE AND THEN PROJECT THAT WORLD OUTSIDE, MAKING IT THE TRUTH AS WE SEE IT ” ANONYMOUS TRUE BEAUTY ARISES FROM WITHIN ITSELF, BY SELF-EVOLUTION AND NOT BY MERE IMITATION. IT IS THE SMALLER BITS OF A PLACE THAT ADD UP TO CREATE AN ESSENCE FOR ITSELF THAT IS UNIQUE AND IRREPLACEABLE. RE-CREATING AND PRESERVING THE FORGOTTEN HERITAGE OF OUR CITIES ALONGSIDE THE MODERN INGREDIENTS, THROUGH AN IMAGINATION OF A REALISTIC WORLD PUT ONTO THE PAPER AS DRAWINGS COULD BE THE SHORTEST WAY OF VERBALIZING THE TRUE MEANING OF WHAT WE CALL PARALLEL PROJECTIONS. THE AMALGAMATION OF VERNACULAR AND MODERN STYLES IN TERMS OF FORM AND FUNCTION TO CREATE A PUBLIC SPACE IS AN IDEAL WAY OF GIVING INSIGHTS FROM THE PAST, PROVIDING OPPORTUNITIES FOR SOCIO-ECONOMIC GROWTH, TEACHING AND LEARNING LOCAL ARTS & SKILLS THAT NEED MORE RECOGNITION AND CREATING A PLATFORM FOR TRADE AND ENCOURAGING LOCAL INDUSTRIES TO BLOOM. THE CHOSEN SITE LIES IN THE CENTRAL AREA OF HUBBALLI AND CONSISTS OF STORAGE FACILITIES ARE NO MORE IN USE. THE WAREHOUSES WERE SUPPOSEDLY BUILT ON THIS STRATEGIC LOCATION DECADES AGO AND DUE TO THE GROWTH AND EXPANSION, THIS LOCATION NOW LIES IN THE HEART OF THE CITY MAKING IT EASILY ACCESSIBLE FROM ALL SIDES. THIS SITE REMAINED ABANDONED FOR A LONG TIME. IT LIES IN BETWEEN THE RESIDENTIAL AND COMMERCIAL ZONES THUS BECOMING A NEUTRAL ZONE THAT IS IDEAL FOR A PUBLIC SQUARE TO COME UP IN THIS AREA.

CONCEPT AND DESIGN DEVELOPMENT ADAPTIVE – REUSE The chosen site consists of warehouses which are no more in use as it is located in the central area of the city. Generally, warehouses are situated in the outskirts which gives a clue that the site might not have been a part of the core city area. Presently the site being centrally located has an added advantage of easy accessibility from all sides of Hubballi. Partly demolishing and retaining the warehouses, face-lifting them and assigning functions successfully transforms a site that is not in use into an active public platform.
